WOW! What a year so far. I don’t know about you, but we are very busy at South Coast Engineering Group. So busy that we have added staff on the MEP side and are continuing to look for people to join our office. I hear from our reps that it’s busy at other offices as well. That’s good news for the economy. I feel as if we are as busy as before the economy crashed.

Well, we officially kicked off bring your kids to ASPE last month. We purchased games for the kids and Scott Steindler brought a TV and DVD player for the kids to watch movies. I understand that all the kids had a great time. Karl Caouette has told me he will most likely be at the next meeting now that he can bring his kid. He has not been able to come for a while now because it’s hard to find someone to watch his kid. Troy from our office is trying to work it out so he can come now that he can take his two daughters. Hope to see others take advantage of this in the future. I would like to thank my wife, Jennifer, for taking the time to come down and watch the kids, as well as Scott. Without their support last month this would not have been possible.

The ASPE-LA monthly meeting was held on March 4th, 2015 at Monterey Hill Restaurant, Monterey Park. California officials approved a package of far-reaching water restrictions Tuesday, limiting homes and businesses in much of the Bay Area and elsewhere to just two days of outdoor watering per week while cracking down on the way restaurants and hotels use water. The rules mark unprecedented territory for the state, which has historically let local water agencies, with their unique supplies and demands, manage how customers use water. But with California poised for a fourth year of drought and conservation lagging, officials opted for statewide action. The regulations, carrying fines up to $500, add to restrictions put in place last year that rein in outdoor water use — for example, barring people from hosing down driveways. The new terms tread deeper into homes, businesses and the lives of most Californians, and are indicative of the state’s worsening water woes.“We are not seeing the stepping up and the ringing of alarm bells that the situation warrants,” said Felicia Marcus, chair of the State Water Resources Control Board, which voted unanimously for Tuesday’s conservation mandates. HotelsHotel guests must get a chance to decline fresh towels and sheets. Business operators must place signs in the bathroom reminding them they have this opportunity to conserve. Under the limits, room attendants like Caridad Rodriguez at S.F.’s Galleria Park Hotel won’t change linens unless guests ask.

President: continued from page 1Keep in mind with the changes that were voted in last year in Chicago, all the board positions are open for all but student members. So you can now run for any position on the board no matter what your membership status is. If you think you can help and want to, please step up and run for the position you think you can help the most in.

To my knowledge no one has contacted Thura on this topic. As we all know the speaker is what really drives the attendance at our meetings. I asked in the last newsletter for some help with the speaker selection. We have not heard from anyone to date. We currently have speakers up until our August meeting. After that we are open to your suggestions. So I am asking the membership once again what topic you would like to see covered that has not been covered before. So, if you have any suggestions, please contact Thura ([email protected]).

TheASPELAwebsiteWe have been working very hard to bring a new look and new features to the website. We are very close to launching the website. By the time you read this newsletter we hope to have it up and running. I have to review the content one more time and make any final changes to it. I really think most everyone will like what we have done. If you have any pictures you would like to add to the website please send them to me and I will get them the web master.

The ASPE LA, Orange County Golf TournamentThe golf tournament is coming along very nicely. We continue to add Silver Sponsors and have added a Bronze Sponsor as well. We have not secured a GOLD Sponsorship. So if you want to possible be the only Gold sponsor now is your chance. We are creeping up to our total income from last year. Remember we will be taking any proceeds above the sponsorship total from last year and putting it into gifts for next year’s event. We really want to give back to the membership for all their support of this event. Remember to support our sponsors without them this event would not be as successful as it is.

The single hole sponsor is still available. So for $500.00 we are going to allow a single hole sponsor to set up an EZUP on the hole of their choose. This is first come first serve, so if you’re interested get in touch with Chris. I have to say I think this is a great way to get your company name out there. We all know it’s hard to stay hydrated on the course, so my thought was if you’re interested in doing this get some bottle water with your company name on the bottle and hand it out

as the golfers come by. Remember whatever you give away you need to provide enough for all 152 golfers. For anyone wanting to put a foursome together please get your form in with your check to Chris as soon as you can. FYI we are taking signups on a first come first serve bases. We are accepting 144 entries on the first come bases and an additional 8 golfers to make a total of 152. So it’s important to everyone to get your sponsorship forms completed and sent in and your foursomes put together as soon as you can. The final 8 spots will come at a premium at $175.00 per person. For the sponsorships we are only asking for your form to be sent in at this time, we will collect your money next year as we get closer to the event. RFI, in construction industries, stands for Request for Information.

When a Contractor has a question regarding drawings or specifications for a project, the Contractor will submit an RFI to the architect or engineer who completed the drawings or specifications. When used by competent and well meaning Contractors, the RFI works very well.

Sometimes, Contractors generate unnecessary RFI’s with the final scope, to pave the way for claims for extras and delays.

The architect or engineer, who receives an RFI, should pay immediate attention, and answer the question or clarify the interpretation of the construction documents. Many times the answer might be very simple, by directing the Contractor to the details or specifications, which are already part of the construction documents. In this case the Contractor didn’t pay attention of the construction documents or ispreparing the case for future litigation. A Contractor with competent and stabile staff will not generate a bunch of RFI’s. On the other hand, a Contractor with key personnel under qualified, insufficient in numbers or frequently reassigned will generate a bunch of unnecessary RFI’s.

The Architect and Engineer should establish a system to track the receiving of RFI’s and completion date of the resolution. This will be a great help, in the event that the Contractor will sue for extras and delays.

Traditionally we use to balance the domestic hot water with “circuit setter” flow balancing valve. During construction, we can reach these valve. When construction almost end, these valves are not able to access due to the all trade installation, like cable trays, HVAC equipment, ducts, etc. All contractors are trying to balance the hot water system flow given by the engineer. Some time it was not easy to balance due to the flow given by engineer was not correct or not able to reach. The circuit solver is the temperature balancing valve preset by manufacturer. Long story short, contractor does not need to balance physically. You should read this.

“We are not seeing the stepping up and the ringing of alarm bells that the situation warrants,” said Felicia Marcus, chair of the State Water Resources Control Board, which voted unanimously for Tuesday’s conservation mandates. The regulations require local water agencies that don’t already limit outdoor watering to certain days of the week to adopt a two-day-a-week policy. Among the Bay Area agencies that would have to impose the two-day limit are the San Francisco Public Utilities Commission, serving the city’s more than 800,000 residents, as well as the Marin Municipal Water District and Contra Costa Water District. Agencies outside San Francisco that buy water from the SFPUC — including on the Peninsula and in parts of the East Bay — are affected only if they do not already impose watering limits. “We are looking at how to best modify our current outdoor restrictions to comply with the new state order,” said Tyrone Jue, spokesman for the San Francisco water agency. The city now requires residents to reduce watering by 10 percent from their 2013 consumption, though the statute is largely unenforced.

Laundry servicesThe hospitality industry, meanwhile, faces new requirements for service policies. Restaurants and bars are permitted to serve water only upon request, while hotels must ask multi-night guests whether they want their linen and towels laundered. Many hotels and restaurants are already in compliance. Galleria Park hotel in downtown San Francisco, for example, not only asks guests if they want daily laundry service, but gives them the option of declining housekeeping altogether. “When you’re at home, realistically, are you washing your sheets and towels on a daily basis?” said Jordan Whitney, guest services supervisor. “It’s also nice to know that you’re doing something to help the environment, even if it’s as simple as not washing sheets.” The new statewide regulation takes effect after a procedural review by a legal team, expected by late April or early May, and will run for a 270-day emergency period. Water board officials, though, said they plan to consider making at least some of the rules permanent. With most rules being relatively easy — common-sense measures that many Californians already embrace — some water experts were quick to criticize the state for not going further.

'Small potatoes’“The message they’re giving is, 'Oh yeah, it hasn’t been raining but let’s just save a little water here and there,’” said Sejal Choksi-Chugh, interim executive director of water advocacy group San Francisco Baykeeper. “This is small potatoes in terms of water conservation.” Critics like Choksi-Chugh have pushed for quotas on outdoor water use, which makes up as much as half of residential consumption, as well as requirements that local water agencies use recycled supplies and curb deliveries to parks and golf courses.

Target unmetConservation efforts statewide have fallen short of Gov. Jerry Brown’s call for 20 percent reductions. Year-over-year water use in California dropped only about 10 percent during the last seven months of 2014, the period tracked by state officials.While the water board has empowered local water agencies to fine customers for violating state rules, most water departments, including the Bay Area’s five largest agencies, have not imposed penalties. Agency managers have said the threat of fines has been enough to win compliance. The SFPUC, for example, has contacted 325 customers about water waste, all of whom made changes. The Contra Costa Water District has reached out to 500 customers, the Alameda County Water District to 1,200 customers and the East Bay Municipal Utility District to an even greater number. Each agency gets its water from different sources, and each is affected differently by the drought. The state water board said Wednesday it didn’t take more severe action because it expects communities with more severe problems to individually step up. Indeed, many have, with communities like Santa Cruz and the Tri-Valley responding to local shortages with some of the state’s biggest water restrictions — and hefty fines for violators. “We see this new regulation as a floor, not a ceiling,” said Max Gomberg, senior environmental scientist for the state water board. New water rulesThe State Water Resources Control Board last year prohibited people from spraying down sidewalks, driveways and patios, watering lawns or gardens to the point of causing runoff, washing cars without a shutoff nozzle and using drinking water in ornamental fountains. New rules adopted Tuesday go a step further. Restaurants and bars prohibited from serving water without a customer request. Hotels and motels required to offer guests the option of not having towels and linens laundered daily. Water agencies required to inform customers when leaks are detected on customer property.Water agencies that don’t already limit outdoor watering to certain days of the week are required to restrict customers’ outdoor watering to two days a week. Homes and businesses prohibited from watering when it’s raining or within two days of rain.

The Environmental Protection Agency (EPA) wants hotels to monitor how much time its guests spend in the shower.The agency is spending $15,000 to create a wireless system that will track how much water a hotel guest uses to get them to “modify their behavior.” “Hotels consume a significant amount of water in the U.S. and around the world,” an EPA grant to the University of Tulsa reads. “Most hotels do not monitor individual guest water usage and as a result, millions of gallons of potable water are wasted every year by hotel guests.” “The proposed work aims to develop a novel low cost wireless device for monitoring water use from hotel guest room showers,” it said. “This device will be designed to fit most new and existing hotel shower fixtures and will wirelessly transmit hotel guest water usage data to a central hotel accounting system.” The funding is going toward creating a prototype and market analysis for the device. The goal of the project is to change the behavior of Americans when they stay at hotels. “This technology will provide hotel guests with the ability to monitor their daily water online or using a smartphone app and will assist hotel guest in modifying their behavior to help conserve water,” the grant said. The project was filed under “Water conservation,” “Urban water planning,” and “Sustainable water management.”

The EPA also has a WaterSense program that challenges hotels to track their water use and upgrade their restrooms with low-flow toilets and showerheads. The program also encourages “linen and towel reuse programs” in guest rooms. The EPA is concerned that the average shower, which lasts just eight minutes, uses 18 gallons of water, and has asked Americans to reduce their shower length by at least one minute. Tyler W. professor in the University of Tulsa’s School of Chemical Engineering who is working on the project, told the Washington Free Beacon that the researchers hope to see the technology “adopted by all major hotels and used across the country.” He said the device seeks to get hotel guests to limit their showers to seven minutes as a start. Johannes and his team assumed the average hotel shower lasts 8.2 minutes, using 17.2 gallons of water per guest per shower. “Initially our device/app seeks to get hotel guests to reduce their water use by 10 percent or to reduce their showers by about one minute,” he said. Johannes provided a link to Home Water Works, which recommends taking a five minute shower to reduce water use. The website, which is a project of the Alliance for Water Efficiency, also suggests watering plants with discarded cold water from showers that take a long time to heat up, and taking “navy showers.”
