whenIbecameMinisterforCulture,ArtsandLeisureinJuly2009oneofmyimmediateprioritieswastoensurethattheexcellentworkundertakenbymypredecessors,EdwinPootsMLAandGregoryCampbellMPMLA,todevelopanewstrategyforsportandPhysicalrecreationforNorthernIrelandwasfinallybroughttofruition.BothmypredecessorsandIshareadeepbeliefintheimportanceofsportandastrongdesiretoplaceitonasoundfootingforthefuture.Thisstrategy,‘sportMatters’,isasignificantmilestoneinachievingthataspiration.
‘sportMatters’isanambitiousstrategy.Itsetsoutthecaseforongoingandincreasedinvestmentinsportandphysicalrecreationtodeliverarangeofsportingoutcomesandsupportthewidersocialagendainareassuchaseducation,health,theeconomyandthedevelopmentofcommunitiesovertheperiod2009-2019.ItexplainshowsportinNorthernIrelandwillbedevelopedoverthenexttenyearsandaffirmsGovernmentcommitmenttoputinplaceeffectivestructuresandmechanismsinsupportofaVisionof“acultureoflifelongenjoymentandsuccessinsport”.
Therewillbesignificantchallengesinensuringeffectivedelivery.Ibelieveitisachallengeworthtakingasthebenefitswillbefarreaching.Aswellasbeingofvalueinitsownright,thereiswidespread
evidencethatincreasingparticipationinsportandphysicalrecreationcancontributetoimprovedhealth,improvedacademicperformance,reducedcrimeandsocio-economicregenerationofcommunities.sportcanalsoassistinbridgingcommunitydivisions.
IbelievethereisaclearpublicpassionforandinterestinsportacrossNorthernIreland.weareasmallcountrybutwehaveabigsenseofprideintheachievementsofoursportsmenandsportswomen.‘sportMatters’willenhancethedevelopmentopportunitiesforthosewhowishtocompeteatworldclassevents.
Forthoseindividualswhodonotchoosetoparticipateinsportaseachangeisneeded.TheavailableevidencesuggeststhatparticipationratesinNorthernIrelandareamongstthelowestintheUKandfalling.In1996/97theproportionofadultswhoparticipatedinsportovertheprevious12monthswas60%comparedto49%in2007/08.Akeypriorityofthisstrategyistohaltthisdecline.Thethemesandtargetssetoutwithinthestrategyseekanoverallincreaseinparticipationlevelsacrossallagesandallcommunities.By2019NorthernIrelandwillhavedevelopedarangeofnew,improvedandsharedsportsfacilitiestoastandardcomparablewithothersimilarregionsoftheUK.
Theimplementationof‘sportMatters’willrequireajoinedupapproachacrossGovernmentdepartments,sportNorthernIreland,governingbodiesandotherstakeholders.‘sportMatters’recognisesthatthereisvaluableexistinginvestmentinsportandphysicalrecreationbutthiswillneedtobesustainedinparallelwiththeimplementationofthestrategy.
while‘sportMatters’providesanestimateofthecostofimplementation,levelsofpublicfundingwillbesubjecttothenormalbudgetaryandbusinessplanningprocesses,includingothercompetingpriorities,andtheabilityofallstakeholderstocontribute.

Thisstrategyhasbeendevelopedwithinputfromawiderangeofstakeholders.Thestrategyencompassestheviewsofover150organisationswhocontributedtotheconsultationandstrategydevelopmentprocess.Ibelievethatthisconsultationhasstrengthenednotonlythecontentofthestrategy–thebackgroundinformation,thecontexts,thetargets–butthatitwillencourageandenableeachofyourorganisationstoembedthosesametargetswithinyourowndevelopmentandinvestmentplansoverthenexttenyears.
Thestrategyoutlinesmanyoftheargumentsasto‘why’sportissoimportant.sportcontributestoaplethoraofwidersocial,economicandculturalneeds.sportimprovesourhealthandwell-being.sportaffordsusopportunitieswithinanincreasinglycosmopolitansocietytocometogether,celebrateandenjoysharedexperiences.
Itisanexcellentmechanismforincreasingsocialcapitalandsocialcohesion.
Butbeyondthatbroadervalue,sportcontinuestoprovideuswiththoseinspirational,incomparableandinvaluablemomentswhenourteams,ourclubs,ourcountiesandourcountrywin,loseanddraw.TheLondon2012olympic/ParalympicGamesandthe2014CommonwealthGamesinGlasgowprovidewillprovideopportunitiesforustobringthatopportunity,enjoymentandpassiontoeveryoneinNorthernIreland.
Inwelcomingthisstrategy,Iparticularlyendorsetheincreasedprominencegiventooursportingvolunteers.Thankstotheirdedication,ourexperienceofsportandphysicalrecreationisenriched.Thisstrategyproposesactionswhichwillsupport,sustainandcelebratetheworkofthosemanyvolunteers.Thedeliverymechanismsforsporthavechangedoverthelasttenyears.Thisstrategywillenable‘sport’tomodernisethosesystemsandstructuresoverthenexttenyears.
ThereturnofadevolvedNorthernIrelandAssemblyin2007gaveeachofusastrongersayinhowourfutureisdetermined.Intheinterveningmonths,sporthasbenefitedfromthat‘strongervoice’.IamdelightedthattheProgrammeforGovernment2008-2011hassignificantlyincreasedtheamountofGovernmentinvestmentinsportandphysicalrecreation.Thatsettlementprovidesthisstrategywithagoodstart.Thechallengeremainsforallofustobuildontheworkdonethusfarandto‘deliverthegoods’overthenexttenyears.wewilldothatonlybylookingbeyondsectoralinterestsandworkinginclosepartnership,planningtogether,poolingourresourcesandsharingourexpertise.Andtherewillbechallenges.However,Iamconfidentthatwewillovercomethese.sportNorthernIrelandisready,willingandabletoworkwithyouindelivering“acultureoflifelongenjoymentandsuccessinsport.”

ForthefirsttimeinNorthernIreland,thisdocumentoutlinesabroaderGovernmentcommitmenttosportandphysicalrecreation–acommitmentthatextendsbeyondanysingledepartmentororganisationandpermeatesthedecision-makingandinvestmentprocessesoftheGovernmentofNorthernIreland.ThiscommitmenthasbeenformallyendorsedbytheNorthernIrelandExecutiveandAssembly(section3).
Thisstrategybuildsonthesuccessesofthe‘strategyforthedevelopmentofsport,1997-2005’andproposesastrategyforthedevelopmentofsportandphysicalrecreationinNorthernIrelandupto2018–astrategywhichwillprovidealastingandsustainablelegacyforfuturegenerations.Insodoing,thedocumentidentifies26highleveltargetsandsetsthekeystrategicprioritiesforsportandphysicalrecreationoverthenexttenyearsandwillinformfutureinvestmentbyallstakeholdersacrossthepublic,privateandcommunity/voluntarysectors(section4).
Thehighleveltargetsarestructuredtoreflectthecurrentandanticipatedneedsofsportandphysicalrecreationasexpressedthroughconsultation.Theserelateto:

increasethenumberofchildren•andadultsexperiencing,enjoyingandparticipatinginhighqualitysportingopportunities;
enableanincreasingnumber•ofourmosttalentedathletestoachieveatthehighestlevelintheirsport,includingEuropean,world,Commonwealthandolympic/Paralympiccompetition;and
ensurethateverypersonin•NorthernIrelandhasaccesstoarangeofnew,improvedandsharedworld-classandlocallyavailablesportsfacilities.
Implementation
Thisstrategy–itsVision,Targetsandoutcomes-belongsto‘sport’inthewidestsense,particularlythosewithresponsibilityforplanningandimplementingpoliciesforsportandphysicalrecreationateverylevel.Thisownershipissetinthecontextofclearaccountabilityandpubliclydemonstratedleadership.
TheMinisterforsportinNorthernIrelandwillhaveleadresponsibilityfortheimplementationandevaluation.Thesuccessfuldeliveryofthestrategywillrequirestakeholderstoreflectthestrategyintheirbusinessanddevelopmentplans,andtodemonstratecommitmentthroughthedeploymentofresourcestodeliverthetargets.sections5-8outlinehowthiswillbeachievedandhowmuchitislikelytocost.

sports-specificprogramme,ontoamultiskillsacademyandultimatelyintoarangeoflocalsport-specificjuniorclubs.
ConformingtotheLong-TermAthletedevelopmentmodel,theCausewaywildcatsformatisnowbeingreplicatedacrosstheninedistrictcouncilareasintheNorthEasternEducationandLibraryBoardarea,throughtheworkoftheNorthEasternsportsdevelopmentPartnership.
TheoriginalNorthernIrelandgymnasticscentreofexcellencewaslocatedontheoutskirtsofBelfast.Thefacilitycateredfor1,200gymnastsperweek,rangingfrompre-schoolchildrentohighperformanceathleteswhohaverepresentedNorthernIrelandatworldChampionshipsandCommonwealthGamessuchasZoeBrownandHollyMurdoch.
ThenewcentreinLisburnwillhavethepotentialtodoublethethroughputofgymnastsatalllevelsanddeliveranambitiouscoacheducation
programme.Thenewfacilitywillbe‘stateoftheart’bothintermsofitsdesignanditsequipment.Alreadyanumberofprestigiousteams,includingtheUsA,arescheduledtovisitthenewcentre.ItishopedthatthefacilitywillhostholdingcampspriortotheLondon2012olympicandParalympicGames.
ThisisoneofthefewworldclassfacilitiesinNorthernIreland.Itisanexampleofwhatcanbeachievedforboththecommunityandhighperformanceathletesgivenappropriatephysicalandhumanresources.
FollowinghergraduationfromQueen’sUniversityBelfastin1998Madelinedecidedtomakeafull-timecareerinsquash.Thenranked102ndintheworld,shehasmadesteadyimprovement,achievingapositionofnumbersixinworldrankingsin2006.Madelinereachedthesemi-finalsofthe2008worldCupsquashChampionshipsfacingtheworldnumberoneandtwoworldchampion,Nicoldavid:anachievementbyanystandard,butevenmoresogiventhatduring2007Madelinewasrecoveringfromalifethreateningbraininjury.Inseptember2009MadelinereachedthefinaloftheBritishopenandtheQuarter
Finalsoftheworldopen.Asafull-timeperformanceathleteMadelinehasbenefitedfromfinancialsupportfromthesportNorthernIrelandAthletesupportProgramme,whichhashelpedhertofulfilhercompetitivecommitmentsontheworldTour.Inaddition,MadelinehasreceivedarangeofsupportservicesthroughthesportsInstituteNorthernIreland(sINI),includingperformanceandlifestylemanagement,strengthandconditioningtraining,performanceanalysis,andnutritionandphysiotherapy,allofwhichhaveenabledMadelinetocompetesuccessfullyagainsttheworld’seliteplayers.

TheTrIAXareainLondonderryexperiencesmanyoftheproblemsassociatedwithanareaofhighsocialneedincludinglowlevelsofparticipationinsportandphysicalactivityandpoorpublichealth.
recognisingtheseproblems,CityCouncilofLondonderrydevelopedaprogrammeinpartnershipwiththewesternEducationandLibraryBoardYouthserviceandHealthyLivingCentrestodeliverabroadhealtheducationprogrammetargetedatteenageboysandgirls.
Thesix-weekprogrammeusedphysicalactivitytopromotethehealthandwellbeingof50participants.Inadditiontophysicalactivity,theprogrammedealtwithotherhealth-relatedissuesincludinghealthycookingandeating,sexualhealth,drugsandalcoholawarenessandoralhealth.
TheprogrammehasnowsecuredadditionalfundingenablingitsextensiontoallteenageyouthorganisationsintheTrIAXNeighbourhoodrenewalArea.
Thisstrategyaspirestoproviding:

InlightofthecontextdetailedinAppendix2,theachievementoftheseaspirationswilldemandHerculeanefforts.Itneedstoberecognisedthatovercominglongstandingsystemicfailureswillrequiretime,considerableinvestmentandhumanresources.realistically,actionsbeginningin2009requirealong-termviewandarelikelytotakeuntil2019torealisetheVisionof“acultureoflifelongenjoymentandsuccessinsport”.
ThissectionseekstoidentifywhatsuccesscouldlooklikeiftheVisionunderpinningthestrategyisfullyrealised.‘success’willbedependentonmarshallingthecommitmentandresourcesofallthestakeholdersinpursuitofthisVision.

TIFFANY BRIEN TiffanyBrien,fromHolywood,Co.down,competesintheLaserradialBoat-thewomen’ssinglehandedolympicdiscipline.sinceherfirstrepresentativeappearanceforIrelandin2003,Tiffanyhasrisensteadilyintheworldrankings.Between2006to2008,sheimprovedherworldrankingfrom283rdto101st.In2008shefinished14thattheradialYouthEuropeanChampionshipsandwasselectedtorepresentIrelandattheIsAFYouthworldChampionshipswhereshefinished12th.duringthesummerof2009Tiffanymovedintothesenior
classandfinishedanimpressive3rdinthesilverFleetattheLaserradialFemaleEuropeansand35thintheGoldFleetattheworldsLaserradialChampionships.
TiffanyhasbeeninreceiptofNationalLotteryfundingfromsportNorthernIrelandsinceMarch2007andhasalsobenefitedfromspecialistsportsscienceandsportsmedicineservicesofthesportsInstituteNorthernIreland(sINI).TiffanyisanexcitingprospectforIrishsailing:sheshowsgreatpotentialfortheLondon2012olympics.

KEADY
InJuly2005theIrishCricketUnion(ICU)hostedtheICCworldTrophyeventatavarietyofcricketvenuesacrossNorthernIrelandincludingBangor,Comberanddownpatrick.ThiswasthehighestprofilecrickettournamentevertobestagedinNorthernIrelandwith12nationstakingpartin42matchesat19differentvenues.
TheICUcapitalisedonthepotentialofferedbytheworldTrophyandintroducedhundredsofchildrenandyoungpeoplefromacrossNorthernIrelandtocricketthroughcoachingsessionsfacilitatedbyvisitingteamssuchasNamibiaandCanada.
TheIrishCricketteam’soutstandingperformanceattheeventresultedintheirqualificationfortheCricketworldCupinthewestIndiesin2007andtheopportunitytocompeteagainstthebestintheworld.Themomentumwasfurtherenhancedwhentheteamhosteditsfirstone-dayinternationalagainstEnglandinJune2006atstormont.
ThetownofKeadyhashadashortageofindoorandoutdoorsportsfacilities.Thedevelopmentofadual-useschemeatKeadyHighschoolhasgonesomewaytoaddressingthisdeficit.
Thefacility,whichincludesasportshall,fitnesssuiteandflood-litastro-turfpitch,isregularlyusedbylocalschools,sportsclubsandindividuals.AninnovativepartnershiparrangementbetweentheschoolandArmaghCityanddistrictCouncilensuressignificantuseduringschoolhours,intheeveningsandattheweekends.
The‘YoungPups’club,basedatthefacilityenableschildrenaged4-7yearsofagetoparticipateingames,sport,craftandart-basedactivities.Encouragedbythewiderangeofclasses,fromcircuitstoyoga,morethan50%ofthefacility’sregularusersarefemale.

NorthernIreland’sdistrictcouncilsarevitaltothedevelopmentanddeliveryofsportandphysicalrecreationandinvestsignificantresourcesintheprovisionofopportunitiesandfacilities48.Thisstrategyfocusesoninterventionsthatimproveexisting,andcreatenew,opportunitiesforsportandphysicalrecreation;muchofthedistrictcouncilinvestmentrelatestoimportantbaselineprovisionthatisneitherdetailednorcostedwithinthisstrategy,forexampletheprovision,operationandmaintenanceofdistrictcouncilleisurefacilities.

SPORT NORThERN IRELAND AND DCAL
Inadditiontotheexpenditurewithindistrictcouncilsandacrosscentralgovernment,sportNorthernIrelandhasanannualbudgetfromdCALandtheNationalLotterytosupporttheprovisionofincreasedparticipationinsportandimprovedsportingperformances.
ThE COMMUNITY, VOLUNTARY AND PRIVATE SECTORS
Aswellaspublicsectorinvestment,thecommunity,voluntaryandprivatesectorscontributesubstantialfinancialandhumanresourcestosportandphysicalrecreation.7,31,49.Thesesectorswillalsothereforehaveanimportantroletoplayinbothdrivingandsupportingthedeliveryofsomeaspectsofthisstrategy.
Thereisalsopotentialforgreaterprivatesectorinvestmentonthebackofincreasingdemand(eginmotorsport,forindoorsoccer,forfitnessclubs).7Governmenthasaroleinencouragingsuchinvestment.
ThE COST OF DOING NOThING
Asdetailedelsewhereinthisstrategy,sportisamajorcontributortotheeconomyofNorthernIreland;failuretoimplementthisstrategywillinhibitthepotentialforsporttogrowthiscontributiontotheeconomy.Bythesametoken,physicalinactivityisasignificantresourcedrainontheeconomy.

Theseenvironmentalfactorshaveledmanyhealthandphysicalactivityprofessionalstorefertotheriseinoverweight/obesityratesasan‘epidemic’–awordtraditionallyusedtodescribethespreadofinfectiousdiseases.oneconsequenceofthisobesityepidemichasbeentheincreasinglyearlyonsetofType2diabetesamongchildrenasyoungastenyearsold,withtheattendantriskthatforthe“firsttimeinmodernhistory…agenerationofchildrenmaynotliveaslongastheirparents.”53
AdepartmentofHealthreport(July2006)suggeststhatthecurrentlevelsofobesityamongUKmen(22%)willriseto33%by2010unlessactionistaken51.datafrom2004/05indicatesthatinNorthernIreland24%ofyoungchildrenareoverweightorobese19.
TheHouseofCommonsHealthselectCommitteereport‘obesity’(10May2004)notedthatintheUK:
“We spend £886 per head of population per year in providing what amounts to a national sickness service and we spend £1 per person per year on sports and physical activity which could actually prevent a lot of that sickness.”20
TheNationalAuditoffice21estimatedthatthedirectandindirectcostofobesitytotheUKeconomywasapproximately£3bnin1998;latestprojectionssuggestthisfigurewillhaverisento£7bnin2010-inNorthernIrelandthiswouldequatetoanannualfigureof£196m.

Thisstrategyistheresultofanextensiveprocessinvolvingawide-rangingconsultationwithstakeholdersacrosscentralandlocalgovernment,academiaandthecommunityandvoluntarysectorsandabenchmarkingexerciseagainstotherrelevantstrategiesacrosstheUKandIreland(Appendix6).

section6‘whatwillsuccesslooklike?’bringstheVisiontolife;itenablesthereadertoimaginethetangibledifferencethatthisstrategywillmaketothelivesofchildren,teachers,volunteers,coaches,administratorsandhighperformanceathletesoverthenexttenyears.
Thestrategyacknowledgestheimportanceofimprovedphysicalliteracyskills,suchasagility,balanceandco-ordination,amongchildrenandyoungpeopleinthedrivetoincreaselifelongparticipationinsportandphysicalrecreation.ThiswillberealisedthroughphysicalliteracytrainingembeddedinInitialTeacherEducation,schoolClubPartnershipsandaregionalnetworkofproperlyresourcedmultiskillsclubs.
TheperceptionofNorthernIrelandasasocietythatsupportsaworldclasssportsculturewillbefurtherstrengthenedbythesportsInstituteenablingourmosttalentedathletestoconsistentlyachieveatthehighestlevels.AnambitiousprogrammeoffacilitydevelopmentwillenableNorthernIrelandtomaximisetheopportunitiespresentedbytheLondon2012olympicandParalympicGames.
section8‘TheCostofdelivery’quantifiestheresourceimplicationsoffullandeffectivedelivery.Thestrategyrecognisesthatthereisvaluableexistinginvestmentinsportandphysicalrecreationwhichmustbesustained,andinsomecasesre-directed,inparallelwiththeimplementationofthisstrategy.However,Table2clearlydemonstratesthatthereisaneedforconsiderableadditionalinvestmentinsportandphysicalrecreationoverthenexttenyears.whilethisdocumenthasmadeaclearcaseforincreasedinvestment,itisrecognisedthatobtainingadditionalfunding,intheregionof£13mperannumovereachofthenexttenyears,willbechallenging.Itcanonlybeachievedwithpoliticalsupportandaninnovativeanddeterminedapproachbyallstakeholders.
Therearechallengesassociatedwithjoined-upplanninganddelivery,robustmonitoringandevaluation,securingresourcesandensuringeffective,efficientandequitableallocationofthoseresources.ThesechallengespresentusallwithanopportunitytodemonstratehowsportcanactasabeaconinNorthernIreland’ssearchforaworldclass,sharedsociety.
Therewillundoubtedlybethosewhowillquestiontheaffordabilityofthisstrategy;£780misasubstantialinvestmentbyanydefinition.However,withdecliningparticipationrates,risingobesitylevels,fallingeliteperformancestandardsandincreasedpublicexpectations,thequestionmustbeasked:

PUBLIC hEALTh
ThereisincreasingconcerninNorthernIrelandaboutpublichealthissues1,18,19,20,21,28.recentdatasuggeststhatmorethan2000deathsperannumcanbeattributedtophysicalinactivity.Intheperiod1997-2004,theincidenceofoverweightorobeseboyshasincreasedfrom13%to19%andamonggirlshasrisenfrom20%to27%19.
sportandphysicalrecreation,asformsofphysicalactivity,canplayavitalroleinimprovingpublichealth.Theycan,forexample,contributetoreductionsinincidencesofobesity,cardiovasculardisease,Type2diabetes,coloncancer,osteoporosis,anxietyandstress24.TheFitFuturesTaskForce(2006)recommendedthat:“Governmentdepartmentsandagenciesshouldestablishacommonvisionforphysicalactivityanditsroleindeliveringgovernmentobjectives.Thisvisionshouldincludeagreedtargetstoincreaseparticipationinqualityphysicalactivity,includingsportandleisure,activeplayandactivetravelandtoimprovelevelsofphysicalskillsamongchildrenandyoungpeople,andshouldinformplannedstrategiesandprogrammesonsport,activetravel,physicalactivityandplay.”
Finlandhassucceededinstemmingtheriseinobesity/overweightlevelsthroughacombinationofhealthiereatingandincreasedlevelsofparticipationinsportandphysicalrecreation.InFinland,70%ofthepopulationattainphysicalactivitylevelsrecommendedbytheChiefMedicalofficersintheUK(atleast30minutesfivetimesperweek),comparedtoonly32%intheUK20.
EDUCATION AND SKILLS
Governmentrecognisesthatahighstandardofeducationforallchildrenandyoungpeoplewillbuildtheirconfidenceandenrichtheirlives17,33,50.Thereisalsoanacceptanceoftheneedtoensureaneffectivematchbetweentheskill-setsofemployeesandtherequirementsofemployers25.
withinaneducationalenvironment,thereisearlyevidencetosuggestthatparticipationinsportandphysicalrecreationcancontributetoachild’simprovedacademicperformanceandperceivedself-esteem13andareeffectivevehiclesforre-engagingmarginalisedyoungpeople17.
Coacheducationandsportsvolunteersupportprogrammesmakesignificantcontributionstotheskillsandcompetenciesavailabletothecommunityandtoemployers26.Participationinsportandphysicalrecreationequippeoplewithtransferableknowledge,understanding,skillsandattitudestoenablethemtomakeapositivecontributiontosociety15.
ThE ECONOMY
Therehasbeenasteadydeclineintraditionalindustries,andGovernmentisseekingtoensureNorthernIreland’seconomicsustainabilitythroughamorehighlydevelopedservicesector32,36.
sportandphysicalrecreationarealreadynetfinancialcontributorstotheeconomyandtheireconomicvalueisfirmlyestablished.Themostrecentavailablefigures(2006/07)inNorthernIrelandshowthatspendingonsporthascontributed£452millionperannumtotheeconomyor2.0%ofGrossdomesticProduct31,57.sportseventsalonegeneratedadirecteconomicbenefitofalmost£8millionperannumin2003/04and2004/0538.
TheNorthernIrelandTouristBoard’s(NITB)growthagenda37identifiesactivitytourismasoneoffive‘winningthemes’whichwillgenerate‘competitiveadvantagefortourisminNorthernIreland’.Indeed,basedon2003data,NITBestimatethatactivitytourismcontributesc.£30mperannumtotheNorthernIrelandeconomy49.
Theeconomicvalueofsportmanifestsitselfboththroughconsumerspendingandemploymentandthroughtheworkofthesportsvolunteer.withinGreatBritain,sportsvolunteeringcurrentlyhasanequivalenteconomicvalueofmorethan£14billionperannum31,57.

Inrecentyearstherehasbeenagrowingrecognitionoftheaddedvaluethatsportandphysicalrecreationcanbringtocommunities7,26.Goodexamplesexistofsportingorganisationsdevelopingtheircommunityandincreasinglycommunity-centredorganisationsaredeliveringmanyoftheirobjectivesthroughsportandphysicalrecreation27.However,opportunitiestoprogressfromcommunityprogrammestoclubandgoverningbody-organisedactivityremainunderdeveloped.Communityprogrammesareoftendependantonshort-term,initiative-drivenpublicsectorfunding.Thiserodesthecapacityofcommunitybasedorganisationstodeliversustainableoutcomes14.
AlthoughsportandphysicalrecreationcanbridgeNorthernIreland’scommunitydivisions16,thedevelopmentofsportandphysicalrecreationandtheirabilitytoimprovecommunitiesishinderedbyongoingcommunitytensions.
Yetsportreflectsthecommunitieswithinwhichitexistsandoftencontributestothecontinuationofthetraditionalpatternsofsegregationandunder-representation.
PhYSICAL EDUCATION AND SChOOL SPORT
NorthernIrelandhasastrongtraditionofschoolsport10,13.However,toagreatextent,achild’sexperienceofsportcontinuestobedeterminedbytheschoolheorsheattends.Insomepost-primaryschools,anover-emphasisoncompetitioncanlimitextra-curricularsportingopportunitiesforthoseyoungpeoplewhoarenotsufficientlyskilledtoplayonschoolteams.Inaddition,thereisresearchtosuggestthatthisfocusoncompetitionhasaparticularlydetrimentalimpactongirls’experiencesofsportinschool.
TheNorthernIrelandYouthsportProgrammehasprovidedsomegoodexamplesoflinkingthephysicaleducationcurriculum,extra-curricularsportandsportsclubs17.Thereisademandfortheselinkstobedevelopedandsustained.
Thereisagrowingbodyofevidenceregardingthecontributionthatsportandphysicalrecreationcanmaketoraisingacademicstandardsandself-esteeminchildren50.schoolsinNorthernIreland,aswiththerestoftheUK,areencouragedtoprovidepupilswithatleasttwohoursofhighqualityphysicaleducationperweek.TheFitFuturesTaskGroupnotes,however,that‘onlyaboutathirdofsecondaryschoolswereprovidingtherecommendedtwohoursphysicaleducationeveryweek’19.TherevisedNorthernIrelandCurriculumpresentsopportunitiesforschoolstoengageincurriculumplanningtoensurethatchildrenreceivesustained,highqualityphysicaleducationandsportduringtheirtimeinschool.
Inaclimateofincreasingdemandson,andexpectationsof,schools,thereisanongoingdebateregardingtheroleofPEspecialistsinprimaryschoolsandthetrainingofnon-PEspecialists(bothduringtheirinitialteachereducationandin-service)1,19.schoolshaveincreasinglyturnedtotheuseofAdultsotherThanTeachers(AoTTs)todeliverPEandsport.This,inturn,hasraisedquestionsregardingtheeffectivedeploymentandmanagementofAoTTsinschools.Considerabledemandexistsforaco-ordinatedandintegratedapproachtothedeliveryoftwohoursphysicaleducationperweekinschools–particularlyintheprimarysector11,19.
Thetertiaryeducationsector(furthereducation(FE)andhighereducation(HE))providesimportantopportunitiesforparticipationandcompetitioninsportandphysicalrecreation.Inaddition,theacademicandclubstructureswithinFEcollegesanduniversitiesserveasa‘trainingground’forthenextgenerationofsportsadministrators,coaches,sportsscientistsetc.
PERFORMANCE SPORT
Notwithstandingthe2008olympicandParalympicGamesinBeijing,andanumberofothernotablesuccessesinrecentyears,NorthernIrelandhasadecliningrecordofachievementinmajorcompetitions35.Priortothe2008olympicandParalympicsuccessesinathletics,boxingandcycling,thelastolympicmedalwonbyaNorthernIrelandathletewasin1992.Inaddition,threesportshaveaccountedfor82%ofallofmedalswonbyNorthernIrelandathletesatCommonwealthGamessince195035.TheNorthernIrelandteamattheCommonwealthGamesinMelbournein2006wonthelowestnumberofmedalssince1962.
Thissaid,representativesofsomeofNorthernIreland’slargerteamsports(egfootball,GaelicGames,rugbyandcricket)haveachievedconsiderablesuccessinrecentyears.
NorthernIrelandhasanumberofsportingheroesandheroines.However,theabsenceofcomprehensivetalentidentificationanddevelopmentsystemsandsupportserviceshashamperedopportunitiesforsuccessontheinternationalstage.TherelativegapbetweentheperformanceofNorthernIreland’sathletesandthosefromothercountriescontinuestoincrease3.
dedicatedpublicfundingstreamsforhighperformanceathleteshavebeenavailablesince1997butremainatalowerlevelwhencomparedtoothercountries.Moreover,theconceptofa‘sportsinstitute’hasbeenwell-establishedinternationallyformanyyears.NorthernIrelandhasrecentlyestablishedsuchaninstitute.
ThE GOVERNANCE OF SPORT
Thereareover100recognisedsportingactivitiesinNorthernIreland,whichthrough85sNI-recognisedgoverningbodiesandmorethan5000clubsprovideopportunitiesforparticipationinsportandphysicalrecreationatlocalandcompetitivelevels2.EachoftheseorganisationsdrawsonapoolofhighlycommittedvolunteersandcanaccesssupportfromaNorthernIrelandwidenetworkofsportsdevelopmentofficers.Clubsare,inthemain,singlesport,haveasmallmembershipandarevolunteerdependent.
Inaclimateofsocial,technologicalandlegislativechange,thepaidandvoluntarysportingworkforcesfaceincreasingchallenges25.Theseincludeanti-doping,childprotection,healthandsafety,governanceandaccountability.

SPORTS FACILITIES
ThereisaviewthatNorthernIrelandhassomeexcellentsportandphysicalrecreationfacilities,mostnotablyatcommunitylevel,wheredistrictcouncilsarethemajorfacilityproviders.ThereisanextensivenetworkofsportsfacilitieswithinNorthernIreland’seducationsystem,althoughthereareissuesrelatingtodesign,accessandcondition.Inaddition,NorthernIreland’snaturalenvironmentprovidesmanyopportunitiesforarangeofsportingandphysicalrecreationactivities,butsomeaccessissuesexist.
‘FieldsinTrust’(formerlythe‘NationalPlayingFieldsAssociation’)hasdevelopedanupdatedversionofthe‘sixAcrestandard’-abenchmarkfortheprovisionofoutdoorsportandplayareas.Thisstandardproposesthatthereshouldbefouracresforstructuredoutdoorsportsandafurthertwoacresforoutdoorplay/greenspaceforevery1000headofpopulation.recentsNIresearchsuggeststhat,basedontherevisedstandard,NorthernIrelandcurrentlyachieves53%ofthesixAcre
standard.However,bymakingavailableallexistingeducationfacilities,thisfigurewouldincreaseto81%.
InFebruary2004,thePlanningservice(NI)publishedPlanningPolicystatement8:openspaces,sportandoutdoorrecreation54(PPs8).PPs8setsoutanumberofplanningpoliciesfortheprotectionofopenspace,theprovisionofnewareasofopenspaceinassociationwithresidentialdevelopmentandtheuseoflandforsportandoutdoorrecreation.ItadvisesonthetreatmentoftheseissuesinregionalandlocaldevelopmentplansandembodiestheGovernment’scommitmenttosustainabledevelopment,thepromotionofmoreactiveandhealthierlifestylesandtheconservationofbiodiversity.
Facilityprovidersarechallengedbyrisingpublicexpectations,newtechnicalstandards,increasedmaintenancecostsandlegislativechange;howeverthereislimitedexchequerandotherpublicfundingavailableforfacilitydevelopmentinNorthernIreland.
ManyofthemajorsportsfacilitiesinNorthernIrelandfallsignificantlyshortofmodernhealthandsafetyrequirements42.sportNorthernIrelandandthedepartmentofCulture,ArtsandLeisurearecurrentlyinYearThreeofa10yearinvestmentstrategytohelpaddressthismatter.
ThesafetyofsportsGrounds(NorthernIreland)order2006requirestheoperatorsoflargersportsgroundstoobtainasafetycertificatefromtherespectivedistrictcouncilwhichwillcontainsuchtermsandconditionsasthedistrictcouncilconsidersnecessarytosecurereasonablesafety.Thislegislationcomesfullyintooperationin2010.
ThefirstNorthernIrelandsportsFacilitiesstrategyisbeingprepared.Initialfindingsindicatethat,atbothcommunityandhighperformancelevels,NorthernIrelandisunder-providedforincomparisonwithotherregionsinthe
UKandEurope.Basedoncurrentdata,approximately65%ofthepopulationinNorthernIrelandlivewithina20minutetraveltimeofanaccredited,highqualitymultiswportfacility.ThepurposeofthesportsFacilitiesstrategywillbetoensurethatfutureprovisionmeetsregionalneedsmoreeffectively.

ItistheambitionofGovernmentthattheolympicandParalympicGamesinLondonwillofferconsiderablesportingopportunitiesforotherUKregions,includingNorthernIreland,intermsofathleteparticipation,feederevents,facilityprovisionandlong-termlegacy.
NorthernIrelandisplanningtocontributetothe2012Gamesandhasdevelopedaplan43tomaximisetheopportunitiespresented.ThisplanacknowledgesthatNorthernIrelandisstartingfromamuchlowerbasethanmanyregionsoftheUKandbeyond,particularlyinrelationtocurrentlevelsofhumanandfinancialresources,builtinfrastructureandperformancesport.dCALisestablishingstructurestoensurethatNorthernIrelandcancontributeeffectivelytotheGamesandhasinstructedsNItotakeleadresponsibilityforthesportsaspectsofthispreparation.Thiswillinvolveactionsunderthefollowingthemes:

ThE ROLE OF DISTRICT COUNCILS IN ThE DELIVERY OF SPORT AND PhYSICAL RECREATION
InMarch2007,thethenMinisterfortheEnvironment,MrsArleneFosterMLA,announcedthatthereviewofPublicAdministrationinNorthernIrelandwillresultinareductioninthenumberofdistrictcouncilsfrom26to11by2011.Inadditiontochangestothenumberofdistrictcouncils,eachdistrictcouncilwillhaverevisedpowersandresponsibilities.
Itisanticipatedthatthesewillincludeanewresponsibilityforthecommunityplanningprocessandanew‘powerofwell-being’.otherstatutoryandpublicbodieswillberequiredtoworkwithdistrictcouncilsindevelopinganddeliveringcommunityplans.Councilswillbeencouragedtodevelopinclusivepartnershiparrangementswiththestatutory,community,voluntaryandprivatesectors.Itisenvisagedthatthecommunityplanningprocesswillprovidetheopportunityto‘promotegoodrelations,addresspovertyandenvironmentalissues,anddevelopnormalcivicsociety’44.

Thisexposureservestoraisepeople’sexpectationofwhatconstitutes‘worldclass’.ItisnolongerconsideredsufficientforNorthernIrelandsport–athletes,facilitiesorstructures–tobeadequateorsimply‘goodenough’.Peopledemand,andhavetherighttoexpect,worldclasssystemsforstarting,stayingandsucceedinginsport.Indeed,theLong-TermAthletedevelopmentmodel(Appendix3)whichunderpinsmuchofthedevelopmentofsportinNorthernIreland,emergedfromCanada.

TheresultantLifelongInvolvementinsportandPhysicalActivity(LIsPA)frameworkhas‘evolved’fromtheLong-TermAthletedevelopment(LTAd)model,promotedbydrIstvanBalyi(UniversityofVictoria,Canada)andrefinedbythethensportsCouncilforNorthernIrelandin2005.TheLIPsAframeworkhasbeendevelopedcollaborativelybysportNorthernIreland,theIrishsportsCouncilandCoachingIrelandtoensureaco-ordinatedandintegratedall-islandapproachtothedevelopmentofaworldclasssportingsystem.InadditionsNIhasworkedcloselywithrelevantUKorganisations,includingsportscoachUKandtheotherHomeCountrysportsCouncils(throughtheHomeCountriesPhysicalLiteracyForum)toensureaconsistentapproachisadoptedacrosstheUK.
TheLIsPAFrameworkisastructured,progressiveandresearch-inspiredframeworkforsportsdevelopmentanditisthesequalitieswhichhaveleadtothemodelbecomingthepreferreddevelopmentframeworkforasignificantnumberofsportsdevelopmentagenciesintheBritishIslesandbeyond.Theseagenciesincludesportscouncils,
regionalpartnerships,educationalinstitutions,nationalgoverningbodiesandsportsclubs.Thiswidespreadcommonapproachenablesapreviouslyunrealiseddegreeofcongruenceinsportsdevelopmentpolicyandpracticeandultimatelyofferstheprospectofhigherlevelsofparticipationandsportingsuccess.
TheLIsPAFrameworkprovidesasuitablepolicyframeworkwithinwhichitispossibletoaddressthedevelopmentneedsofallindividualsincludingeliteperformersandthosewhowishtoengageinlifelongsportandphysicalactivity.ThefluidityimpledwithintheLIPsAFrameworkrecognisesthatduringthecourseoftheirlife,anindividualmayfollowanumberofdifferentroutes.
TheLIsPAFrameworkisbasedonasignificantbodyofresearchinsportandchilddevelopment,offeringimportantinsightsintothewayspeopledevelop,learnandgrow.Thevariousstagesofthemodelareusedtoindicatethekindsofexperienceswhichindividualsshouldbeexposedtoatcertainstagesoftheirdevelopment–experienceswhichhavebeendesignedtoofferoptimumopportunitiesforthemtofulfiltheirsportingambitionsintheirchosenarea.

Itisimperativethatdistrictcouncilsareencouraged,supportedandenabledtoretainexisting,anddevelopnew,resourcestreamswithin‘sportandphysicalrecreation’budgetlines.AsillustratedinTable3,districtcouncilsarenotonlykeyprovidersofsportandphysicalrecreation,theyarealsostrategicinfluencersandenablers.Theperiodofthisstrategyislikelytoseeconsiderablechangeonthestructure,natureandoperationofdistrictcouncilsinNorthernIreland(e..g.re-organisationsoflocalgovernmentunits,introductionofcommunityplanningfunctionsandwastemanagementresponsibilities);thesuccessofthisstrategyispredicatedonastrong,vibrantanddynamicsportandphysicalrecreationinanynewdistrictcouncilenvironment.
