    Assam is one of the 18 High focus States under NationalRural Health Mission.

    Family Welfare(II) Modernization of Guwahati MedicalCollege, Assam Medical College andSilchar Medical College

    Guwahati Medical College Upgradation An amount of Rs. 31.20 crore released for upgradation of

    medical college in phase manner during 2006-09 (Rs. 10crore is 2006-07, Rs. 10 crore in 2007-08 and Rs. 11.20crore in 2008-09).

    In addition, Rs 10 crore released for Regional Institute ofOphthalmology at GMC.

    Further, the establishment of a super specialty hospital atGMC has been considered and approved by the EFC, at anestimated cost of Rs.88.75 crore. Out of this Rs.30 crore

    has already been released in 2008-09 for this purpose. Establishment of BSC Nursing Colleges at Assam (Dibrugarh)

    and Silchar Medical College approved at Rs. 9.8 crore foreach college. An amount of Rs.5 crore per college has alsobeen released during 2008-09 for this purpose. Theremaining amount of Rs.4.8 crore per college has beenreleased during 2009-10

    (I) Guwahati Trade Center to be set upby ITPO and then handed over toGovernment of Assam

    The Trade Centre at Guwahati has been set up by ITPO withfinancial assistance under AISDE of Rs. 20.74 crores.

    It has been inaugurated by Honble Commerce & Industry Ministeron 19th February, 2009.

    The Centre has been handed over to Govt. of Assam. Fulfilled.

    8 -do- (II) Package of assistance for teaindustry to be announced soon

    The Government of India approved on 17th January 2007 for setting up aSpecial Purpose Tea Fund (SPTF) for long term development under theaegis of the Tea Board, Kolkota for funding re-plantation andrejuvenation activities aim at improving age profile of tea plantationsubject to following conditions:

    The scheme will be implemented till the end of the 11th Plan. The

    estimated outlay for the scheme will be Rs 567.10 crpres (capitalinfusion of Rs. 91 crores in SPTF plus subsidy of Rs 476.10 crores).

    The funding pattern would be 25% borrowers contribution, 50% loanfrom SPTF and 25% subsidy from the Government.

    The estimated area to be taken up for replantation during the period

    would be 85,044 hectares and rejuvenation is 68,154 hectares.

    The contribution of the Government towards the capital adequacy ratio

    of the SPTF has been re-worked at Rs. 91 crores. No Governmentguarantee would be provided to the SPTF. Of the required capital

    infusion of Rs 91 crores, Rs 30 crores would be provided in 2006-07 and

    the balance Rs 61 crores during the 11th plan period. Out of Rs 91.00 crore Rs 61.00 crore already released.

    The balance fund of Rs 30 crores available in the Special Fund created

    with collection of Additional Excise Duty on tea will be utilized during2007-08 for the purpose of the Scheme.

    Subsidy to growers will be paid in three installments of 10% and 5%

    during the second third and fourth year respectively.

    12542 Hac Tea Plantation already replanted or rejuvenated

    9 Chemicals & Petro-Chemicals

    Gas Authority of India (GAIL) willprepare and submit a project reportfor the Assam Gas Cracker Project so

    that a final decision may be takensoon. Government of India willexpedite the process

    Secretary (C&PC) took a review meeting of the Monitoring

    Committee on implementation of Assam Gas Cracker Project on

    24.9.2010.

    The physical progress achieved as on 15.9.2010 is 22.5% as againstthe scheduled target of 41.1%. The progress achieved during the

    month is 1.9% as against the scheduled target of 4.2%.

    Actual expenditure incurred as on 30.9.2010 during the year 2010-

    11 is Rs.314.48 Cr and cumulative expenditure is Rs.1068.50 Cr.

    The interview for recruitment of experienced executives was

    completed recently and offers of appjointment for 17 selected

    candidates have been issued. Interview for 4 more discipline was

    held at Guwahati in Sept. 2010. Further, Advertisement for

    additional 96 experienced executives has been released in prominent

    National and NE newspapers. Necessary action is also being taken

    for recruitment of 55 Graduate Engineer Trainees (GETs) andExecutive Trainees (ETs), out of which 18 will be selected through

    Campus interviews from institutes located in North East and rest

    through open advertisement.

    BCPL has undertaken many Corporate Social Responsibilities

    (CSR) initiatives which include construction of road to connect

    project affected families in Dainijan village with NH-37 and;

    installation of 100 KVA transformer at Barpathar Kakoti Gaon

    (near Lepetkata site) for augmentation of existing power

    distribution system. With the aim of improving the overallconditilon of the schools, a survey of 34 schools located within 5

    Km. radius of BCPL site has been conducted. In addition, hospital,

    crematorium, post office and Multi-skill school are also being set up

    in Lepetkata and adjoining areas and funding for the same is being

    arranged, keeping in view the fact that the company is still not into

    production and CSR will have to be kept limited.

    10 Ministry of Power Enhanced support for ruralelectrification to achieve 100%village electrification by 2009

    Status of implementation of Rajiv Gandhi Grameen Vidhyutikaran Yojana(RGGVY) in Assam as on 30.4.2010

    There are 23 districts in Assam and RGGVY projects for alldistricts have been received and sanctioned for implementation.

    Out of 23 projects, 3 projects namely Tinsukia, Cachar andGoalpara were taken up for implantation in X plan of theprogramme involving an outlay of Rs. 158.03 crores, forelectrification of 903 un-electrified villages, 1746 intensiveelectrified villages, 1,90,663 rural household including 1,48,971BPL households. All the three projects have been awarded.

    Remaining 20 projects have been sanctioned in XI plan with an

    outlay of Rs. 1501.97 crore for electrification of 7,622 un-electrified villages, 11,584 intensive electrified villages,12,24,165 rural households including 8,42,685 BPL households. All20 projects have been awarded.

    2373 villages have been reported electrified and 3479 alreadyelectrified villages have been intensively electrified.

    Electricity connections to 276112 BPL households have been

    released.

    Individual entrepreneurs as franchisees have been installed in2463 villages.

    Funds have been released to the tune of Rs. 1100.15 crore toAssam.

    11 Non-ConventionalEnergy Sources(Changed to New &Renewable Energy)

    State Government will be supportedfor setting up micro-hydel projects

    Ministry of New & Renewable Energy has sanctioned CFA of Rs 18crore for two projects namely Lungit Stage-1 and Lungit Stage-IIeach 3 MW capacity.

    Rs 1.8 crore has been released in initial stage to ASEB. State Government has awarded contract for execution of the

    project. Fulfilled.

    12 Department ofEconomic Affairs

    External Aid for improving roadsand bridges will be favorablyconsidered( Main package)(i) Rural road sector project-1

    Project was approved on 31/7/2006.

    Loan was signed on 29/8/2006 for $180 million and becameeffective on 18.10.2006.

    Donor Agency is ADB. The loan was closed on 30.6.2009 Cumulative disbursement was US$ 173.91 million.

    Remaining balance i.e. US$6,090,561.90 was cancelled by ADBand thereby reduced the loan amount to US$ 173,909,438.10.

    -do- (ii) Rural road sector project-II Loan was signed on 28/3/2008. Cumulative disbursement as on 30/10/2009 US$ 48.37 million. Donor Agency is ADB.

    5.1.2009. The closing date is 31.12.2010.

    Cumulative disbursement as on 30.4.2010 is US$ 37.20 million. Donor Agency is ADB. Amount of assistance is US $ 185 million.

    Amount of assistance US $200 million. World Bank PPF US$ 2 million for project preparation.

    13 Department ofRoad, Transport &Highways

    (I) Four-laning NH-37 over theNagaon-Jorhat-Dibrugarh stretch ona priority basis.

    4 lanning of Nagaon-Jorhat-Dibrugarh section of NH-37 wasearlier approved under Phase A of SARDP-NE.

    The stretch of NH-37 from Silghat to near Numaligarh wasdeleted from the scope of SARDP-NE with the approval of CCEA on20/11/2008 as it passes through Kziranga Wildlife Sanctuary.

    4 lane to Dibrugarh will now be provided by utilizing approved 4lane connectivity from Nagaon to Itanagar up to Gohpur and byconstructing a 4 lane bridge over Brahmaputra and its connectingroad between Gohpur and Numaligarh..

    For stretch from Numaligargh to Jorhat and from Demow toDibrugarh, DPR completed and considered by HPC on 5.7.2010.DEA has raised certain objections on the competency of HPC andthe issue is under review by DEA

    Stretch from Jorhat to Demow has been approved by PPPAC on

    30/4/2008. However, due to change in alignment suggested byAssam Government, fresh appraisal by HPC required afterfinalization of alignment.

    14 do- (II) Double-laning of 9 NationalHighways (NH-36, 51,52,53,54,61,152,153 and 154) on apriority basis.

    Total length of 9 National Highway is 576 km.

    So far length Sanctioned is 536.06 km for an estimate cost of Rs.1454 crore.

    Out of 576 Km, only about 24 km of NH-53 and 17 km of NH-154

    is to be sanctioned.

    DPR for remaining stretches are under preparation/modification by

    PWD, Assam.

    About 351 km has been completed.15 Ministry of Water

    Resources(I) The Government will consider

    establishing a cohesive, autonomous,self-contained entity called theBrahmaputra Valley Authority or theNorth-East Water ResourcesAuthority to provide effective floodcontrol, generate electricity, provideirrigation facilities and developinfrastructure. Given managerial andfinancial autonomy, equipped withtop class manpower, and backed byParliamentary sanction, such a bodycould be the instrument for

    transforming the region. It could bethe instrument for providing a NewDeal for Assam.

    There is no consensus on this issue among the states of Assam andArunachal. Ministry is trying to develop consensus.

    for Ph II&I II Rs. 77.77 crore. Phase II and III of Majuli Island project to be c completed in

    March 2012. 10% work has been completed. Minister of DoNER has taken a meeting on 21/8/09 to review the

    The MHA vide their O.M dated 6th January 2006 informed that theDepartment of Expenditure and Department of Drinking WaterSupply have since released the required funds to the Governmentof Assam vide sanction orders dated 28.12.2004 and 17.12.2004respectively.

    fund release processes for Non-Lapsable Central Pool of Resources

    (NLCPR) and North Eastern Council(NEC) Projects will be revamped toreduce delays

    Additional guidelines for NLCPR issued on 26/2/2007.The process ofrevamping procedure for release of fund has been initiated inconsultation with IFD of the Ministry and Ministry of Finance.

    repeated reminders in this respect as yet.

    Financial Closure of BCPL was achieved on 1.10.2009 and Loan Agreements of

    Rs. 1756 crores have been signed.

    Tax exemptions from Government of Assam (VAT & Entry Tax) for the projecthas been obtained. In case of Work Contract Tax (WCT). Government of Assam

    has issued notification for remittance of WCT by BCPL as applicable with

    subsequent reimbursement of the same to BCPL.

    Draft Basis Design Engineering Package for Ethylene Cracker Unit and

    LLDPE/HDPE Unit have been received.

    Cleaning and Stripping has been completed in respect of Site Grading-I. Building

    layout is done in respect of Plant Building-I. 60% boundary wall footings and

    60% footings in Site Office have been completed in respect of InfrastructureDevelopment at Duliajan. Tender in respect of Pilling Work-II has been awarded.

    The proposal for appointment of Director (Finance) in BCPL has been sent toDoPT (ACC) for approval.

    Ministry of I&B Conversion of Low

    Power Transmitter of Financial sanction of Rs Rs. 10.80 for HPT Kokrajhar was issued on 28/6/2006.

    state of Assam. USOF has revised number of villages to 8775 (In December, 2009) after

    dropping 156 non-feasible villages which could not be covered being Disturbedarea/Untraceable. BSNL has provided VPT facility to all 8775 villages up to 30.4.2010.

    Petroleum & Natural

    Gas

    The Government of India will provide

    the necessary assistance for setting up a

    Centre of the Rajiv Gandhi Institute ofPetroleum Technology, in Assam.

    The Ministry of Petroleum has decided expenditure amounting to Rs

    330.00 crore for setting up of RGIPT will be borne by Oil Industry

    Development Board and promoting oil PSUs, Oil and Natural Gas

    Commission, Oil India Limited, Indian Oil Corporation, Gas

    Authority of India Numaligarh Refinery & Engineers India Limited.

    The Govt of Assam has allotted 100 acres of land on 19/11/2009 in

    Sibsagar District for setting up of Centre of RGIPT. The civil works

    will be completed by October,2010. The construction will be

    completed by November,2012.

    The RGIPT plan to start academic session from August 2010 from atemporary campus.

    5 (i) Department of

    Industrial Policy &

    Promotion

    (i) The Central Government will set up

    a national design institute at Guwahati,

    on the pattern of the national Institute ofDesign, Ahmedabad. State Government

    will provide suitable land.

    A team comprising officials from DIPP, NID and StateGovernment of Assam visited the sites on 14-15 October 2009at (a) Cinnamora Grant Gaon (Garmur Mouza), Jorhat EastRevenue Circle (b) Atapam Gaon (Thengal Mouza), TitaborRevenue Circle (c) Changmai Sensuwa Gaon (Lahing Mouza),Teok Revenue Circle (d) Rongagorakhuti (Porbotia Mouza).Jorhat West Revenue Circle.

    Director NID has indicated that the proposed NID should

    ideally accord a strategic advantage to accelerating theprocess of design led economic development as against slowand long gestation period endowed by locational limitations.

    In view of the above, this Department is of the view that the

    proposed institute should be set up in Guwahati for it toperform its role as an institute of national excellence andleverage the larger avenues of design education.

    Commissioner & Secretary to the Govt. of Assam, Department

    of Industries and Commerce, Mines and Minerals has beenrequested to identify suitable land in and around Guwahatifor locating the Institute.

    6 do- (ii) The North East IndustrialInvestment Promotion Policy (NEIIPP)

    will be suitably reworked so as toprovide maximum advantage.

    As Department of Revenue had reservation and a note was prepared byDIPP for placing before Committee of Secretaries and sent to Cabinet

    Secretariat on 5/1/2009.

    7 Department of Road

    Transport &

    Highways

    The Ministry of Road, Transport &

    highways will take up the Dhola Saidya

    bridge and the Numali-Gohpur bridge

    (linking Jorhat to North Lakhimpur).These will be completed by March

    2013. The State Government will

    finalize the alignment and provide landat the earliest. The North Guwahati-

    Sough Guwahati link will be completed

    by December 2010.

    1) Dhola- Sadiya bridge:

    Request for Qualification issued, qualification of bidders completed.

    Feasibility Report has been finalized and note for CCI is under finalisation.

    Request for proposal has been issued.

    Work likely to be awarded soon.

    Target for Completion by April, 2015.

    2) Numaligarh-Gohpur bridge:

    Preparation of FR is scheduled to be completed by March 2010.

    Work is likely to be awarded by 31.10.2010.

    Target for completion by June, 2014.

    (3) The North Guwahati-South Guwahati link:

    The bridge linking North Guwahati and South Guwahati is being executed

    by NHAI as part of East-West Corridor. The work is in progress and is targeted to be completed by December,

    2010.

    8 Department of

    Drinking Water

    Ministry of Rural

    Development

    In schemes in the areas of rural water

    supply (ARWSP) and rural sanitation

    (TSC), funds will be released as per the

    enhanced Central share of 90% , to

    Assam and the other North EasternStates.

    Under Accelerated Rural Water Supply Programme (ARWSP) the funding

    pattern is changed from 50:50 to 90:10 basis for NE States and J&K.

    In case of Total Sanitation Campaign.

    CCEA approved on 14.8.2008 revised funding pattern of 67: 23:10 among

    Centre, State and Beneficiary for individual household under TSC in hillyand difficult areas.

    9 Ministry of

    DoNER(NLCPR)

    (i) Central Govt. will provide

    additional assistance of Rs 250.00 crore

    for the integrated development of

    Bodoland Territorail Council Area.

    14 projects with estimated cost of Rs.161.36 crore have been retained by

    the NLCPR Committee.

    The State Government has not sent the DPRs along with firmed up cost of

    these projects.

    10 Ministry of DoNER (ii) Other Autonomous Council ofNorth Cachar Hills and Karbi Anglong

    are concerned the State Govt. will

    11 Ministry of Home

    Affairs

    Two India Reserve Battalions will be

    raised and deployed by the State

    Government for riverine policing. The

    centre will help to train them and also provide specialized equipment. The

    Boarder Security Force(BSF) will

    provide fixed Border Out Posts (BOPs)

    to strengthen riverine patrolling.

    The decision of MHA to allow the State Government to convert the two

    unraised IR Battalions already sanctioned to the State as reverine

    Battalions for deployment on the riverine borders was conveyed to the

    State Government on 13.10.2008.

    BSF has also been advised to extend all possible help to meet their training

    needs and to fix BOPs in the riverine areas to strengthen patrolling.

    The State Government was advised to submit a proposal projecting their

    requirement of specialized equipments to the Police ModernizationDivision..

    12 Department of Higher (i) The Government of India will set up Selection of land for 14 Innovation Universities including one at

    Education. a World- Class University in Assam. Guwahati in Assam aiming to achieve World Class Standard is being

    worked out in consultation with State the Government.

    and is in the public domain on the website of the Ministry of HumanResource Development.

    13 do- (ii) Central Government will assist theState Government in establishing a

    State-level University of Science andTechnology as well as Law School and

    Judiciary Academy in Assam

    HRD has indicated their inability to provide assistance for this project in

    the XI Plan

    14 Ministry of Culture The Central Government will set up a

    Science City in Guwahati, in order to

    give a boost to science education in

    Assam and the North East Region.

    National Council of Science Museums (NCSM) an autonomous body

    under the Ministry of Culture has approached the Secretary, Department

    of Science and Technology, Govt. of Assam for seeking the decision of

    the State Govt. on the matter of setting Science City at Guwahati videtheir letter dated 17.6.2010.

    The State Govt. informed that the couple of meetings on the subject have

    already been held at State level. Final decision in the matter will be

    intimated soon.

    15 Ministry of Tourism Ministry of Tourism will make a blue

    print for the integrated development totourism for the North East, with

    Guwahati as the hub.

    During the first 3 years of the 11th Plan Rs.566.10 crore was sanctioned

    for NER out of which Rs 196.48 crore were released during 2009-2010

    16 Ministry of Labour. Central Govt. will assist the Govt. of

    Assam in setting up a State SkillDevelopment Mission to encourage

    employment and skill developmentamong the youth.

    Assam State skill Development Mission has been constituted under the

    chairmanship of Chief Minister.

    Skill Development Board has been established under the chairmanship of

    Chief Secretary. Skill Development Foundation is proposed to be constituted with active

    involvement of industry/ employment association of Assam.
