Competent observers fear the scalding waters will soon rain down on American lands and Citizens. There is surely much blame to go around, but the present White House occupant must be accorded a major share of the blame for the increasing Mid-East crescendo of the last several years. In this note, multiple elements of the issue are assessed and evaluated across the geographies of Benghazi, Libya, Syria, Iran and Iraq. This spectrum is not only of interest for their variety of issues, but because they are all symptoms of the underlying disease - - that being the savagery and closed-minded determination declared by Leaders of Jihadist Terrorism. AND THE BLISTERING ISSUES IN TODAY'S MIDDLE EAST
Ongoing for many years, today's Middle East political and military problems have become more explosive than ever. Competent observers fear the scalding waters will soon rain down on American lands and Citizens. There is surely much blame to go around, but the present White House occupant must be accorded a major share of the blame for the increasing Mid-East crescendo of the last several years.
In this note, multiple elements of the issue are assessed and evaluated across the geographies of Benghazi, Libya, Syria, Iran and Iraq. This spectrum is not only of interest for their variety of issues, but because they are all symptoms of the underlying disease - - that being the savagery and closed-minded determination declared by Leaders of Jihadist Terrorism.
Some solutions are posed here based on the issues described, but also in the light of actions and philosophy expressed by President Ronald Reagan on April 14, 1986, when he addressed the American Nation on the military action he had just taken against the terrorism of Col. Muomar Gaddafi of Libya. This writer feels the Reagan 7 minute address is a quite valid model of handling the issue and should be kept prominently in mind as today's American Leaders seek to build a current strategy and plan to deal with the devastations of the present crisis. MANY ARE RESPONSIBLE FOR THE CURRENT SITUATION; BUT THE PRESENT CHIEF EXECUTIVE MUST ACCEPT MUCH OF IT.
Back in 2008, Our Team Leader (O.T.L.) of today, in campaign mode, provided some thoughts on America's foreign policy:
"Instead of alienating ourselves from the world, I want America -- once
again -- to lead ... I will focus this strategy on goals essential to making
America safer:
• ending the war in Iraq responsibly;
• finishing the fight against al-Qaeda and the Taliban;
• securing all nuclear weapons and materials from terrorists and
rogue states;
• achieving true energy security;
• rebuilding our alliances to meet the challenges of the 21st
century... [and] to engage China on common interests."
Evaluating progress on these goals, Congressman Tom Rooney (R-Fla.), a member of theSubcommittee on Terrorism, HUMINT, Analysis, and Counterintelligence, recently told American Thinker (Ref 1):
"You'd be hard-pressed to argue that the President has achieved any of the major foreign policy goals he laid out as a candidate. .."

So, if recent foreign policy has fallen short of the goal, where specifically has it
failed us? In part at least, it’s been a combination of (1) strong steps in the
wrong direction, and, (2) weak steps or total inaction that has left the world
deprived of the American Leadership that has been instrumental since World
War II. As a result, we see today that that various Jihadist Terror groups have
been causing unrest and chaos in multiple Mid-East Nations.
Additionally, festering domestic problems in America also give impetus to
foreign belief that America is just “losing it” and disengaging. An example of
both, is the increasingly aggressive posture of Russia’s Vladimir Putin in
militarily reclaiming rights to part or all of the Ukraine. Thus, in a way, two
current parts of world adventurism are linked to falling regard and respect for
American foreign policy.
Of particular concern because of almost 3000 American deaths in 2001, are the
recent, largely successful exploits of various terrorist groups, particularly in the
regions of Libya, Syria, Iran and Iraq. And we will focus on these in this article.

LIBYA (including Benghazi)
The story here is not complete as Congress, under Rep. Trey Gowdy (R-
SC), is now formally investigating Benghazi. But it is clear that under the
O.T.L. Administration, 4 Americans, including our Ambassador, lost their
lives in Libya, when the Administration disregarded multiple requests for
more security as the Embassy sensed significant danger. Rather, the
O.T.L. opted out of any action for what is strongly suspected of being
political concerns. Repeated "stand down" orders from the U.S. State
Dept. are blamed by Embassy security people for the 4 deaths.
The story advanced by multiple

LIBYA (including Benghazi)However, knowledgeable observers now believe this was a falsehood, maintained to serve a presidential election campaign. When the Trey Gowdy investigations are completed, we'll have a clearer picture of what happened. So the lesson will likely yet be drawn that the Administration compromised National security either out of incompetence or in order to protect claims of a foreign policy success in Libya. These appear the primary explanations for the O.T.L. clumsy deceptions in the days after the September 11, 2012, Terrorist attack on the U.S. diplomatic mission. Insisting the attack was not premeditated, the administration blamed a “very offensive video” for insulting Islam and stirring up resentments around the Arab world.
Today, Libya is in chaos. With its government fragmented, it offers safe harbor for Jihadi Terrorists as weapons and fighters from the former regime destabilize sub-Saharan Africa. For 4 decades Muammar Gaddafi was an evil dictator with American blood on his hands, but he had also been unnerved previously by the Ronald Reagan bombing of his headquarters in 1986 and the subsequent George Bush invasion of Iraq. In recent years, prior to his death in 2011, Gaddafi was cooperating with the United States. Unfortunately, O.T.L. changed that by helping Radical Islamists defeat and kill Gaddafi. Today, Libya has implemented Sharia law, is a large breeding ground of terrorism and has descended into civil war. Critics of O.T.L. charge that we’d have all been better off if the Administration had just done nothing and let Gaddafi crush the radical Islamists.

SYRIANow take the O.T.L. Administration's dealings with Syria. Said the President in 2012: “We have been very clear to the Assad regime … that a red line for us is we start seeing a whole bunch of chemical weapons moving around or being utilized. That would change my calculus. That would change my equation.” In the end, Bashar al-Assad’s continued use of weapons (some say chemical included) against the Syrian people changed nothing. The O.T.L. administration backed away from its threat to punish Mr. Assad militarily, leaving it to Russia—Mr. Assad’s most important ally - - to orchestrate a deal to seize and destroy Syria’s chemical weapons. Now, in fairness, the Syrian-ISIS situation is quite complicated and important. More detailed discussion follows.

SYRIA
The O.T.L. Admin. asserts it was the prospect of American force that caused
al-Assad to forego his chemical stockpile. This despite Secretary of State Kerry
promising a U.S. military action of an “unbelievably small, limited kind of effort.”
No administration in American history has described usage of U.S. military
power in such diminutive terms. No dictator in history would have been put off
by it. And Mr. Assad has not been deterred from committing further war
crimes—he is simply using other weapons of terror and destruction to remain in
power (and some say has continued to use chemical weapons). The result, after
three years of U.S. inaction, is that the conflict has spread into a regional
disaster: 170,000 Syrians are dead, and 9 million have abandoned their homes,
including 2.5 million who have fled to Turkey, Jordan, Lebanon and Iraq.
Nevertheless, the Assad family's long reign had considerable public aceptance. The table below shows some of the complicated, changing antagonist relationships.

SYRIAThe moderate Syrian rebels (MSR) began as a peaceful protest movement against
Assad, demanding political change, but gravitated into an armed insurgency when
Assad unleashed a brutal crackdown (chemical weapons) resulting in O.T.L.'s "Red
Line". Very recently, after the recent beheadings of 2 Americans, Assad has appealed
to the West for help in his anti-ISIS drive. He offers his troops, seasoned in fighting the
Jihadists. Britain's PM, David Cameron, has demurred, saying Assad is part of the
problem, not part of the solution.
But it should be remembered that Assad has not been hostile to religious diversity in
Syria. Nor is he driven by the "kill all infidels" ideology of ISIS. Before dismissing
Assad too quickly, might it not be worth considering that a well-constructed agreement
with Assad might be a linchpin in a Middle East opportunity for a more integrated
religious governance that could be the basis for a lasting peace?
This could be a time for some
creative diplomacy amongst those
united against ISIS and opposed
to its aggressive, murderous

IRANResponding to criticism of O.T.L.'s handling of Iran and its nuclear program, the Aministration's initial reaction likely worsened things. A deal with Iran enables Iran to continue to collect billions of dollars in sanctions relief and frozen assets even as it continues to work on enriching uranium. In other words, the Iranians get billions of dollars, give up nothing of consequence and when anyone complains, OTL counters that deal has resolved the issue of Iran getting nuclear weapons. But after 35 years of conflict between Iran and America, the issue becomes one of adequate mutual trust.

Strangely and very recently, Iran & the U.S. have found commonality in the fight
against ISIS. Both Nations view ISIS as a significant threat to their own
interests. ISIS (largely a Sunni group), openly opposes Iran's largely Shia faith
(see map below), a faith also dominant in iraq.

IRANThe OTL Admin. has indicated a belief that until Iraq's political problems have been addressed, a full solution is not likely. Correspondingly, Iran, with very close ties with Iraq's Shia parties, has good ability to broker issues. Washington has warmly greeted the arrival of Iraq’s new prime minister, Haider al-Abadi succeeding Nouri al-Maliki, who stepped down after strong urging from Iran. The cooperation between Tehran and Washington in Iraq has been productive so far, but there are other issues that the 2 sides see differently which could pose future problems.
Nevertheless, ISIS is a clear regional threat requiring a regional solution. Iran has considerable experience fighting against ISIS in Syria and Lebanon and can offer much assistance to those who seek the ISIS demise. Some even see the fight against ISIS producing cooperation between Iran and Saudi Arabia (largely Shia and Sunni populations, respectively), who have been in opposing camps for the past several years in Iraq, Lebanon, and Syria.
So again, the situation is complex, but some creative thinking may open up large possibilities for Mid-East progress.

IRAQO.T.L. was told repeatedly that there were grave consequences to set a timeline in Iraq and pull out of the country without assuring adequate Iraqi preparation and stability. The O.T.L. Administration exited anyway based largely on ideologic reasons. Then O.T.L. claimed falsely that "We’re leaving behind a sovereign, stable and self-reliant Iraq." Clearly, that doesn't exactly square with two major, and predictable (see George Bush's warning below), subsequent events.
EVENT #1: ISIS sprang up in Syria as one of the groups fighting Syrian dictator Bashar al-Assad. Assad, rather famously, crossed O.T.L.’s imaginary “red line” by continually using weapons (some chemical) against the rebels trying to overthrow him. O.T.L. wanted to aid the rebels, even though there was every indication that radicals were taking over the movement. Had the public outcry not stopped him, it’s entirely possible O.T.L. would have accidentally ended up helping ISIS take over Syria.

#1-RONALD REAGAN – HANDLING TERRORISTS in 1986
“My fellow Americans, at seven o'clock this evening Eastern time, Air
and Naval Forces in the United States launched a series of strikes
against the headquarters Terrorist facilities and military assets that
support Muammar Gaddafi’s subversive activities. The attacks were
concentrated and carefully targeted to minimize casualties among the
Libyan people with whom we have no quarrel. From initial reports our
forces have succeeded in their mission. Several weeks ago in New
Orleans I warned Colonel Gaddafi that we would hold his regime
accountable for any new terrorist attacks launched against American
citizens. More recently I made it clear we would respond as soon as we
determine conclusively who is responsible for such attacks.”

#2-RONALD REAGAN – HANDLING TERRORISTS in 1986“On April 5th in West Berlin a terrorist bomb exploded in a nightclub frequented by American Servicemen . Sergeant Kenneth Ford and a young Turkish woman were killed and 230 others were wounded, among them some fifty American military personnel. This monstrous brutality is but the latest act in Colonel Gaddafi's reign of terror. The evidence is now conclusive that the terrorist bombing of the Labelle discotheque was planned and executed under the direct orders of the Libyan regime on March twenty-fifth. More than a week before the attack, orders were sent from Tripoli to the Libyan People's Bureau in East Berlin to conduct a terrorist attack against Americans, to cause maximum and indiscriminate casualties. Libya's agents then planted the bomb. On April fourth the People's Bureau alerted Tripoli that the attack would be carried out the following morning. The next day they reported back to Tripoli on the great success of their mission. Our evidence is direct. It is precise. It is irrefutable. ”

Apologies for assuring a safer world are misguided. • We must explain clearly our purpose and rationale and then we must persevere in the actions we take. Such actions should reflect the clear, preponderant will of the President, the Congress and our Military. • American actions of force should be preceded by attempts through negotiation and economic pressure -- but failing those, timely acting alone, as necessary, remains a righteous course.

• Warnings given to those supporting terrorism are proper - - but so too are the specific actions that were promised or implied in those warnings. • Failure to back up a "red line drawn in the sand" by an American Leader is simply a recipe for forfeiting future respect for America's beliefs, and our pronouncements.• American actions must support our words or the courage of the enemy will grow and our safety diminish. RECAPPING THE "LESSONS LEARNED" SO FAR
Recapping the analysis developed in the preceding charts, the steps taken have been
these:
a. Events over the last decade or so in several pivotal Mid-East Nations have been
reviewed in light of how they have been influenced by, or themselves have
influenced, American Foreign Policy. Interest in such an analysis, although late in
being focused, has arisen due to the recent reign of terror being spread by Islamic
Jihadists, culminating within the last month in the staging of the beheading of 2
Americans in a video proudly released by the ISIS group.
b. How such an event was foreseen and yet left to take place anyway, by poor foreign
policy execution over the last 6 years, must be studied and lessons learned by
freedom-loving Citizens to prevent further deterioration.
c. Such lessons were drawn from a number of reports. Beyond that, were lessons
learned by a well-practiced response by President Ronald Reagan in his policy and
steps taken to stem the terror tactics of Muomar Gaddafi in Libya, 2 decades
earlier. President Reagan gave a very clear report on his thinking and actions in
1986. And lessons learned from his report were analyzed and compared with those
compiled from the more recent actions noted in items a. and b. above.
d. As a result of the two analyses, a correlation was made and is shown next in Chart
# 35.
e. Finally, a generalization of the lessons learned from both analyses was formulated
and translated into a proposed strategy (Chart # 36) for future American dealings
with the growing reign of terror striking the Middle East and which, as "9/11" has
proven, is intended ultimately to be overlaid on America itself. Now, America is by
nature a peaceful Nation, but it also has shown it has the will and force to defeat
Evil when it rears its head as an organized force. We must now do so again.34
