Introduction

2.1.1 i -

This Fire Risk Assessment (FRA) has been carried out by a competent Fire Risk Assessor onbehalf of the Responsible Person (Southwark Council) in accordance with Article 9 of therequirements of the Regulatory Reform (Fire Safety) Order 2005 (FSO). This report is anassessment of the risk to life from fire and does not address the risk to property or businesscontinuity from fire.

2.1.2 ii -

In compliance with the scope of the FSO this FRA is limited to the common areas of thepremises. The site survey undertaken to produce the assessment is limited to a TYPE 1 (non-destructive) survey of common areas only, in accordance with the Responsible Person`sinstructions.

2.1.3 iii -

However, where it is deemed relevant, a sample dwelling(s) will be inspected to determine itsrelationship and dependence on the common areas to understand the nature of fire separationbetween dwellings and common areas.

2.1.4 iv -

Further investigation may be required by qualified and competent individuals to ascertain theappropriate fitment and fire protection of encased shafts, ducts, risers or voids where asampled non-destructive flat survey cannot confirm this.

2.1.5 v -

In accordance with the limitations of the FSO risk assessment; this report does not include anassessment of external flame spread unless it is identified as impacting on the fire safety ofcommon areas. However, the report may make reference to such issue and/or recommendfurther investigation and assessment if it has been identified as being relevant to the overallfire safety of the premises.

2.1.6 vi -

Where appropriate, the FRA will make recommendations to ensure compliance with relevantfire safety legislation. However, it should be understood that this assessment does not replacethe Council's other obligations to carry out fire safety assessments such as those required bythe Health and Housing Safety Rating System (HHSRS) assessment to dwellings undersection 9 of the Housing Act 2004.

This FRA represents the best judgement of the Assessor involved in its preparation, and isbased, in part, on information provided by others.

It is understood by the Assessor that the responsible person has a policy of endeavouring toreduce or maintain the fire safety risk on all it's housing stock to a 'Tolerable' or lower risk level.The FRA includes an Action Plan that sets out measures to enable the Responsible Person toachieve this benchmark risk mitigation level, satisfy the requirements of the FSO and to protectRelevant Persons (as defined in Article 2 of the FSO), from the risks of fire.

General Building Information

4.1.1 Building information

The detached premises was built around 1967 and is concrete slab construction with traditionalbrickwork envelope under a flat roof. The building is cladded to one side with timber cladding, ithas not been possible to determine the level of fire resisting afforded to the timber cladding,and this should be subjected to the relevant tests to ensure that it meets the currentregulations. The window frames throughout the building are of UPVC material. A eight storeypurpose built residential block consisting of 32 duplex style flats. The flats are accessed viaprotected lobbies/corridors.

The building has one primary protected stairwell which leads to a protected lift lobby. The liftlobby leads to an internal corridor via the means of a controlled door entry system. Thedwellings are accessed off the internal corridor. All duplex flats have the choice of analternative means of escape which leads back into the internal corridors above or below.

Some dwellings on the 5th floor have an alternative means of escape across the roof, theescape route leads back through the protected stairwell.

Access to the building is via two secured entrance door (incorporating fire service Overridecontrol) at ground level to the front (protected stairwell) and rear of the building (lift lobby).

The electrical intake cupboard is accessed externally from a rear door on the ground floor andopens in to the lobby area. Electrical distribution cupboards and dry risers located within the liftlobby. Riser cupboards located on occupied floors.

The building has one passenger lift which services all even floor numbers and opens directlyinto the lift lobby.

The building benefits from a refuse chute system on all even floors which discharges intopaladin bins in an bin chamber at ground level, adjacent the main entrance door. The refusechutes are located on a ventilated balcony and these are accessed off the internal corridors viathe means of a fire door.

The building was refurbished a few years ago and has benefitted from new fire doors to theflats, alternative escape route doors, new riser cupboard doors, stairwell doors and electricalintake doors.

Due the height of the building there is a dry riser installed which was clearly visible andappeared to meet the recommended length of 18m for access by fire service vehicles. Outletswere installed on the 2nd, 4th and 6th Floors.

The premises have an emergency lighting system conforming to BS5266 part 1: 2016 installedthroughout.

Lightning protection is provided in accordance with BS EN/IEC 62305.

No portable appliances were observed in communal areas which would be subject to PATtesting. Portable electrical appliances are used in the common areas by councils own staff andapproved contractors. The council has a system in place for testing its own portableappliances. Those appliances used by contractors are subject to the contractors owncompany's Health and Safety arrangements which are required by the council.

The existing finishes and decorations do not present a significant risk to fire spread or safeescape. However, it is recommended that future replacement of decorations and linings becarried out using materials complying to Class 0 of BS476 parts 6&7 or BS EN13501- 1 (untilsuch times as these standards are replaced).

The compartmentation within the common areas appeared to be satisfactory, there were noobvious breaches. An intrusive survey was not carried out, the construction of thefloors/Ceilings (i.e. concrete) they appeared to provide 60 minutes fire resisting, it was notpossible to ascertain the construction of compartment walls within the individual flats.

Due to the building age, there may be areas which may be breached following any works beingcarried out and therefore strict controls and quality assurance of work being carried is highlyrecommended.

Flat entry doors were fitted with intumescent strips but not cold smoke seals. It is noted that analternative escape route is provided from every flat, allowing the persons to escape to analternative floor from which they can reach a place of ultimate safety within a reasonable traveldistance.

Doors to Electrical Cupboards

The doors to electrical intake cupboard doors within the building were constructed of metal.These doors do not have the ability to provide smoke stopping within the common area, asthey cannot be fitted with intumescent strips and cold smoke seals. If a fire was to occur withinthe electrical cupboard the smoke would penetrate the protected lobby and render the lobbyuntenable, to avoid this situation consideration should be given to replacing these doors withwooden doors to FD30S ( with cold smoke seals and intumescent strips) to comply withBS476.

In view of the secondary escape route being provided from every flat this work could be carriedout during refurbishment or as doors are required to be replaced.

Boiler pipe service cupboard doors were not fitted with cold smoke seals or intumescent strips.These service cupboard are low risk, requirement to upgrade the doors is onerous whenescape is possible in two directions. . In dead end or single direction escape corridors it isacceptable to upgrade these doors to FD30S in order to achieve 30 mins fire resisting.

All fire doors enclosing the lobby area were found to be acceptable. It was not possible toinspect every FED, however FED was sampled and they did have a self closing devicefitted.

All doors to service cupboards, stores and riser cupboards were kept locked shut; therefore donot require a self closing device.

FED's door open inwards, this is acceptable due to the occupancy and purpose group of thedwelling.

In line with normal practice for purpose built residential blocks designed to facilitate a 'defend inplace' strategy there is no requirement for automatic detection to be fitted within the commonareas. There is also no requirement under the Building Regulations 2010, other than toactivate smoke vents.

LBS Southwark is undergoing a major programme of works to ensure that all flats are fittedwith smoke detection in accordance to BS5839 part 6 LD2 grade D. During the inspection Iwas not able to determine if all the flats were fitted with such a system as I did not have accessto all the flats. However flat was inpsected and found to have the above system in place.

Boiler pipe service cupboard doors were not fitted with cold smoke seals or intumescent strips.These service cupboard are low risk, requirement to upgrade the doors is onerous whenescape is possible in two directions. . In dead end or single direction escape corridors it isacceptable to upgrade these doors to FD30S in order to achieve 30 mins fire resisting.

All fire doors enclosing the lobby area were found to be acceptable. It was not possible toinspect every FED, however FED was sampled and it did have a self closing device fitted.

All doors to service cupboards, stores and riser cupboards were kept locked shut; therefore donot require a self closing device.

FED's door open inwards, this is acceptable due to the occupancy and purpose group of thedwelling.
