potential to apply knowledge, skills and values for reasoning and reflection to solve problems, make decision, innovation and ability to create something. (KPM, 2013)

Purposes• To change the learning

method of pupils from memorizing to understanding.

• To increase students ability more to analyse, evaluate and create.

• To encourage problem solving.

Teachers exposed to HOTS by attending the courses such as I-think.

Supported by KPM, JPN, PPD and school level. Eg: In-house training.

Teachers already have prior knowledge about HOTS.

500 million budget from the ministry to implement education of programmes including HOTS.

Produce innovative student.

Depends on the school’s location either rural or urban.

Some teachers are not committed in teaching.

Student attendances to the school. Lack of HOTS activities organised by

school administrator.

Supported by Ministry of Science and Technology.

Students are exposed with gadgets such as smartphones, netbooks, tablet and smart TV.

Lack of support from parents because they are not exposed to HOTS.

Parents socioeconomic status with low income and education level as rubber tapper, workers and labours.

Hard to get sponsor from the community or other departments
