What is this?

You have just opened a new type of UPDATE publication.

This UPDATE printing publishes a revision thatis effective 22 July 1985. Because the struc-ture of the entire revised text has been reorga-nized, no attempt has been made to highlightchanges from the earlier regulation dated 15July 1978.

Summary. This regulation covers the se-lection, training, and management of per-sonnel for U.S. Army Recruiting Command(USAREC). Specifically, this regulationprescribes the procedures, criteria, and per-sonnel actions required for the selection andassignment of Regular Army and Reserveenlisted personnel for service as U.S. Armyrecruiters; it outlines the policy concerningselection and assignment of enlisted person-nel to USAREC administrative support po-sitions; and it prescribes the managementpolicies applicable to all enlisted personnelwhile assigned to USAREC.Applicability. This regulation applies to allActive Army and U.S. Army Reserve per-sonnel. It applies to all enlisted personnel

assigned to the U.S. Army Recruiting Com-mand. Chapter 6 contains the applicableprovisions for U.S. Army Reserve person-nel, however other specific paragraphs/pro-cedures of this regulation may also apply.This regulation does not apply to the ArmyNational Guard.Impact on New Manning System. Thisregulation does not contain information thataffects the New Manning System.Supplementation. 1-4. Responsibilitiesa. The Deputy Chief of Staff for Person-

nel. (DCSPER) exercises staff and technicalsupcwision of the Army recruiting programand establishes policy governing personnelmanagement for enlisted personnel assignedto USAREC.

6. The Commanding General, U.S. ArmyT r a i n i n g a n d D o c t r i n e C o m m a n d(TRADOC)—

(1) Conducts training courses for Armyrecruiters and recruiting personnel as partof the curriculum of the U.S. Army SoldierSupport Center (SSC). Fort Benjamin Har-rison, Indiana.

(2) Coordinates with the CG, USAREC,and supports the programs of instructionfor the Army Recruiter Course (ARC) andother USAREC qualification and profes-sional development courses.

(3) Coordinates with the CG, USARECfor the replacement of Military Occupation-al Specialty (MOS) OOR personnel asrecruiting instructors at the SSC upon com-pletion of their periods of assignmentstabilization.

c. The Commanding General, U.S. ArmyM i l i t a r y P e r s o n n e l C e n t e r(MILPERCEN)—

(1) Establishes procedures for the nomi-nation and assignment of enlisted personnelfrom all career fields for du ty w i thUSAREC.

(2) Evaluates all nominees and volun-teers for USAREC duty and selects themost qualified.

(3) In coordination w i t h the CG,USAREC, establishes procedures for the is-suance of orders for personnel assigned toUSAREC and for recruiting personnel as-signed to the SSC.

(4) Processes and considers requests forrecUssification and/or reassignment of per-sonnel assigned to USAREC.

(5) Monitors the personnel strength ofUSAREC to ensure its readiness to accom-plish the recruiting mission.

d. Major commanders will—(1) Support the MILPERCEN mission of

procurement of enlisted personnel forUSAREC.

(2) Release personnel selected for recruit-ing duty from CONUS installations to at-tend the ARC on temporary duty (TDY)orders issued by the CG, USAREC

(3) Accept USAREC enlisted personnelfor attachment to CONUS installationswhen requested by the CG, USAREC.

e. The Commanding General, USARECwill—

(1) Propose necessary changes to selec-tion criteria for personnel assigned toUSAREC.

(2) Establish detailed procedures for thetraining and assignment of personnel select-ed for USAREC duty.

(3) Establish criteria and procedures forthe selection of U.S. Army Reserve (USAR)personnel to serve as Active Guard/Reserve(AGR) recruiters.

(4) Coordinate with the Commander, Ar-m y R e s e r v e P e r s o n n e l C e n t e r(ARPERCEN) to establish procedures forissuance of all necessary orders for attach-ment of selected AGR personnel toUSAREC and for their attendance at theARC.

(5) Report USAREC personnel whohave been suspended from recruiting dutiesto the CG, MILPERCEN, or Commander,ARPERCEN, for reassignment and/or^classification, as appropriate.

( 6 ) C o o r d i n a t e w i t h t h e C G ,MILPERCEN (for Regular Army person-nel), and Commander, ARPERCEN (forAGR personnel), to establish standards forthe retention or reassignment of USARECenlisted personnel upon completion of ini-tial stabilization period.

(7) Identify, in coordination with CG,TRADOC, MOS OOR personnel to serve asrecruiting instructors at the SSC./ The Commander, ARPERCEN will—(1) Support the efforts of the CG,

USAREC, to evaluate applications forUSAREC duty from AGR personnel by ex-pcditiously processing requests for informa-tion, records, etc., concerning applicants.

(2) Issue necessary1 orders for AGR per-sonnel, to include initial AGR orders,reclassification orders. Special Duty Assign-ment Proficiency Pay (SDAPP) orders,amendments, reassignment orders, etc. asrequired.

(3) Be the final approval authority for allassignments/reassignments within the AGRProgram.

Chapter 2Selection and Training of RegularArmy Personnel for USAREC

Section IGeneral

2-1. Recruiting dutyAccomplishment of the USAREC missionrequires direct contact with the Americanpublic. For enlisted personnel, an assign-ment to USAREC involves either therecruiting of qualified personnel for the U.S.Army or service in direct support of therecruiting mission.

2-2. USAREC personnelEnlisted personnel selected for assignmentto USAREC either serve as Army recruitersor as administrative support personnel inthe skills listed in table 2-1. Because theyrepresent the Army in civilian communities,all USAREC personnel must have highmoral character, emotional and financialstability, outstanding personal appearanceand bearing, and a favorable record of ser-vice in previous assignments.

2-3. GeneralThis section prescribes the procedures andcriteria for the selection of active duty en-listed personnel for service as U.S. Armyrecruiters. Regular Army personnel selectedfor assignment as U.S. Array recruiters wiltbe detailed to USAREC for a 3-year stabi-lized assignment. Recruiters will be selectedfrom volunteers for recruiting duty, but tothe extent necessary, they will be nominatedby career branches and selected byMILPERCEN.

2-4. Selection criteriaa To qualify for selection as a U.S. Ar-

my recruiter, either as a volunteer or as aDA selected recruiter, a service membermust—

(1) Be a citizen of the United States.(2) Be a high school graduate with diplo-

ma or have 1 year of college with a highschool GED (no waiver). College Level En-trance Program (CLEP), Department of theArmy Non-Resident Testing Education Sys-tem (DANTES) and military service creditdo not apply.

(3) Have a minimum GT score of 110waivablc to 100 with an ST score of 100.

(4) Be at least 2! years old, but not morethan 35 yean old at time of selection.

(5) Be an E-5, E-6, or E-7. (An E~7may not have more than 2 years time ingrade at the time of selection.)

(6) Have no less than 4 years tune in ser-vice and no more than 8 years time in ser-vice if an E-5, no more than 12 years timein service if an E-6, or no more than 14years time in service if an E-7.

(7) Have completed 1 year of servicesince reclassification per AR 600-200.

(8) Not be currently assigned to the Mili-tary Entrance Processing Command(MEPCOM).

(9) Meet the height and weight standardsof AR 600-9 or possess a medical determi-nation of acceptable body fat limits (nowaiver).

(10) Have a minimum physical profile of122221.

(11) Have no lost time during the currentenlistment or in the past 3 years, whicheveris longer (no waiver).

(12) Possess or be able to obtain a validcivilian driver's license. Assignment as a re-cruiter involves an extensive amount of au-tomobile driving. Individual must have norecord of careless, reckless, or unsafedriving.

(13) Possess excellent military appear-ance and bearing, and have no obvious dis-t rac t ing physical abnormal i t ies ormannerisms.

(14) If married to another service mem-ber, have a spouse who will apply and bequalified for assignment with USAREC.

(15) Not currently nor have been previ-ously enrolled in the past 12 months in adrug or alcohol dependency interventionprogram of any type.

(16) Not be pregnant at lime of selectionor prior to attendance at the ARC.

(17) Have completed the period of stabi-lization in the current assignment.

(18) Have favorable civilian and militarydisciplinary records.

(19) Never have been convicted by civil-ian court or military courts-martial.

(20) Never have had action taken (in-cluding proceedings under the provisions ofArticle 15, Uniform Code of Military Jus-tice (UCMJ) by any authority for—

(a) An ofiense which the maximum pen-alty under the UCMJ is death or confine-ment for 1 year or more.

(b) Any offense that involves moral tur-pitude, regardless of sentence received.

(21) Receipt of CAP III assignment in-struction to USAREC with TDY enroute tothe Army Recruiting Course constitutes au-thority for eligible personnel to extend orreenlist under AR 601-280, paragraph 3-1.Approval to delete or defer a soldier fromthese AI is reserved for the Cdr,USAMILPERCEN, ATTN: DAPC-EPM-A.

(22) Have no marital, emotional, or ma-jor medical problems (to include immediatefamily) that would hamper performance onrecruiting duty. Recruiting duty involves as-sign ment in geographic areas that are awayfrom military medical facilities. Soldiers en-rolled in the Exceptional Family Program

may serve as a recruiter. Every effort will bemade to assign them near a military instal-lation or in a civilian community where de-finitive medical care for their familymember is available.

(23) Not be a sole parent(24) Not have more than two dependents

(to include spouse) if an E5, three depen-dents (to include spouse) if an E5(P), fourdependents (to include spouse) if an E6, orfive dependents (to include spouse) if an E7.

(25) Be financially stable. The financialsituation of service members being consid-ered for selection will be closely scrutinizedfor those service members who submit aDA Form 5425-R (Applicant/NomineePersonal Financial Statement). In determin-ing financial suitability, considerationshould include income versus expenditures,savings and investment programs, and costsassociated with separation from military in-stallations. Also considered will be the pay-ment of Special Duty AssignmentProficiency Pay (SDAPP), once the recruit-er qualifies for it.

(26) If a volunteer is serving a dependentrestricted tour, the soldier must waive hisentitlement to the home base/advance as-signment program.

b. Authority for approval of waivers restswith the CG, MILPERCEN.

c. Personnel assigned to recruiting dutyrepresent the Army in the community inwhich they live and work. The actions andactivities of the recruiter and the recruiter'sfamily are often perceived as representativeof the Army and the Army community.Personnel with serious family problems arenot acceptable for selection as recruiters.Additionally, personnel whose family mem-bers have a history of involvement in unfa-vorable incidents which may impair therecruiter's performance of duty or reputa-tion in the community are not acceptablefor selection as recruiters.

d. Soldiers receiving or eligible for a Se-lective Reenlist ment Bonus (SRB) may vol-unteer or be detailed for recruiting duty.They may be detailed from all SRB zonesand may reenlist and retain SRB entitle-ments while detailed to USAREC. Howev-er, SRB personnel will be detailed toUSAREC for no more than 3 years and arenot eligible for rectification into PMOSOOR, unless the soldier volunteers in writingto have the unpaid portion of their SelectiveReenlistment Bonus recouped.

e. Personnel who are former recruitersmay apply for return to recruiting duty pro-vided they meet the criteria above and pro-vided they have not had their recordspermanently annotated under paragraph5-12. Final approval for these requests isthe CG, MILPERCEN in coordinationwith the CG, USAREC. AH formerrecruiters who are acceptable, but have beenout of USAREC for over 1 year, will berequired to sucessfully complete the ARCconducted at Fort Benjamin Harrison, Indi-ana. Phase I of the ARC must be attendedin residence. Determination of attendance atPhase II and III will be made upon arrival

at the ARC after diagnostic evaluation iscompleted. Effective on the graduation datefrom the ARC, former recruiters will beawarded the PMOS OOR.

2-5. Procedures for volunteering forrecruiting duty

a. Volunteers will submit requests forrecruiting duty on DA Form 4187 (Person-nel Action) to the first commander in thegrade of 0-5 or higher in the chain of com-mand. The request for recruiting duty willinclude a completed DA Form 5426-R(Commander's Evaluation) and DA Form5425-R. (DA Form 5425-R, and DA Form5426-R are located at the back of this regu-lation and will be locally reproduced on 8Vi by 11-inch paper.) Completion of theDA Form 5425-R is voluntary under thePrivacy Act of 1974, but if it is not submit-ted, selection and assignment will be deter-mined without specific consideration offinancial status. Therefore, completion ofthe DA Form 5425-R is in the servicemember's best interest and is encouraged.

6. Once the individual's application iscomplete, the commander will determinethe volunteer's qualifications for recruitingduty in accordance with the selection crite-ria described in paragraph 2-4 and will for-ward to Cdr, MILPERCEN, ATTN:DAPC-EPM-A with appropriate recom-mendations for consideration.

(1) The battalion Commander or first0-5 supervisor in the soldier's chain of com-mand will complete DA Form 5427-R(Commander's Assessment of RecruiterCandidate) and will attach a copy of the in-dividual's DA Form 2A (Personnel Qualifi-cation Record Part I), and DA Form 2-1(Personnel Qualification Record Part II).(DA Form 5427-R is located at the back ofthis regulation and will be locally repro-duced on 8V$ by 11-inch paper.) The com-mander will then indorse the DA Form4187 providing a statement of the volun-teer's suitability for duty as a US Army re-cruiter. Regardless of the presence of a DAForm 5425-R, the commander will evaluatethe service member's financial status to theextent possible. Negative evaluations will in-clude specific comments and justification.

c. The completed application for recruit-ing duty will be forwarded through the ser-vicing personnel office to Commander,MILPERCEN, ATTN: DAPC-EPM-A,2461 Eisenhower Avenue, Alexandria, VA22331-0400.

2-6. NomineesNominees (nonvolunteers) will be identifiedby those Enlisted Career Branches whichhave enlisted authorizations in the DetailedRecruiter Force. MILPERCEN will for-ward assignment notification through theCAP III System.

a Upon receipt of tentative selection forrecruiting duty, the nominee will completeDA Form 5425-R and return it throughcommand channels to the Battalion Com-mander or first 0-5 supervisor in the sol-dier** chain of command. Completion of the

DA Form 5425-R is voluntary under thePrivacy Act of 1974 but if not submitted,selection and assignment will be determinedwithout specific consideration of financialstatus. Therefore, completion of the DAForm 5425-R is in the service member'sbest interest and is encouraged.

b. The commander in the grade of 0-5 orhigher will evaluate the nominee's qualifica-tions for recruiting duty in accordance withthe selection criteria at paragraph 2-4. Thecommander will complete a DA Form5427-R and will attach it as an inclosurewith the individual's DA Form 2A and DAForm 2-1. Regardless of the presence of aDA Form 5425-R, the commander willevaluate the service member's financial sta-tus to the extent possible, providing specificinformation and documentation if the evalu-ation is negative or questionable.

c. Once the commander's evaluation ofthe nominee is completed, the entire packetwith all inclosures will be forwardedthrough the servicing personnel office toCommander, MILPERCEN, ATTN:DAPC-EPM-A, 2461 Eisenhower Avenue,Alexandria, VA 22331-0400.

2-7. Final processing of nominationsand requests for recruiting duty

a. Upon receipt at MILPERCEN of thecompleted application or nomination packet(to include DA Forms 5425-R, 5426-R,and 5427-R, DA Forms 2A and 2-1), theservice member's Official Military PersonnelFile (OMPF) will be evaluated with regardto final selection.

b. Nominees and volunteers not selectedfor recruiting duty by MILPERCEN will benotified through command channels. TheDA Forms 5425-R, 5426-R, and 5427-Rand commander's indorsements will be re-tained in the individual's Career Manage-ment Individual File (CMIF) for a period of2 years.

c. The DA Forms 5425-R, 5426-R, and5427-R, commander's indorsements, andcopies of DA Forms 2A and 2-1 of thosenominees and volunteers selected forrecru i t ing duty wil l be filed atMILPERCEN. For those selectees station-ed ou t s i de of CONUS(OCONUS),MILPERCEN will coordinate withUSAREC to determine the starting date forattendance at the ARC and the duty stationin USAREC. For those selectees inCONUS, the CG, USAREC, will issueTDY orders for attendance at the ARC.Procedures for determination of USARECassignments are outlined in chapter 3.

Section IIIInitial Training of Recruiters

2-8. GeneralThis section prescribes procedures for theinitial training of personnel selected for dutyas US Army recruiters.

. Attendance at the ArmyRecruiter Course (ARC)

a. All personnel selected for initial as-signment as US Army recruiters will attendthe ARC at Fort Benjamin Harrison. Suc-cessful completion of the ARC is a prereq-uisite for assignment as a recruiter.Individuals will be programmed forattendance as follows:

(1) Mar r i ed personne l se rv ingunaccompanied overseas tours and all singlepersonnel serving overseas tours will attendthe ARC on temporary duty (TDY) eoroute to their USAREC assignments. Appli-cants who volunteer for recruiting dutyfrom dependent restricted 12-13 monthshort tours must waive entitlements tohome base assignment.

(2) Married personnel serving accompa-nied overseas tours will be returned toCONUS direct to USAREC duty stationswith one day TDY enroute to Fort Benja-min Harrison for final administrativeprocessing. After reporting to USAREC,they will be placed on TDY to attend theARC.

(3) Selectees from CONUS locations willbe placed on TDY to the ARC and returnto their parent unit upon completion. Deter-mination of specific USAREC assignmentswill be made for these individuals duringattendance at the ARC.

6. Personnel who fail to complete theARC—

(1) Who have arrived at the ARC uponcompletion of an overseas lour will be re-ported to the CG, MILPERCEN as imme-diately available for assignment inaccordance with AR 614-200.

(2) Who arrive at the ARC from aCONUS location pursuant to TDY ordersissued by the CG, USAREC, will be re-turned to their parent unit for duty.

c. Upon successful completion of ARCtraining—

(1) Personnel who arrive at the ARC up-on completion of an overseas tour will pro-ceed to their USAREC assignment inaccordance with orders issued byMILPERCEN.

(2) Personnel who arrive at the ARCpursuant to TDY orders issued by the CG,USAREC, will return to their parent unitfor outprocessing.

2-10. General provisions of Initialdetail period with USAREC

a. Personnel assigned to recruiting dutywill be stabilized with USAREC for a peri-od of 36 months from the date of arrival.

b. Recruiters in their initial detail periodof assignment will not be authorized toreenlist for assignments out of USAREC.

c. Detailed recruiters will retain theirPMOS and will compete for promotion intheir PMOS.

4. Upon successful completion of.theARC, active Army personnel will beawarded a Special Qualification Identifier(SQI) of four to indicate basic qualificationas a recruiter. . . .;•/

e. Detailed recruiters will be exemptfrom the PMOS-SQT while on recruitingduty and will not be required to test for re-cord until they have been returned to dutyin their PMOS for a minimum of 90 days.

/. Individuals selected for AdvancedNCO Course (ANCOC) or other non-USAREC schooling while serving in a de-tailed status wil l be deferred fromattendance until completion of the detailstabilization.

2-11. New recruiters0. Upon completion of the ARC, all

recruiters will participate in the TransitionalTraining and Evaluation Program (TTE),also known as the New Recruiter Program.This program begins the day the candidatereports to USAREC after ARC training.During the TTE, which is normally a 9-month program, personnel will receive in-tensive training and supervision designed toaugment ARC training and provide com-prehensive on-the-job experience. The CG,USAREC, will establish detailed proceduresfor the conduct of the TTE.

6. All personnel undergoing the TTEprogram are considered new recruiters.New recruiters will not normally be as-signed to supervisory positions of any typeor to locations, such as one-person recruit-ing stations, where supervision is restrictedor limited.

c. New recruiters have to complete theentire 9-month period in the New RecruiterProgram.

d. The period of the New Recruiter Pro-gram is nonrated time per AR 623-205,paragraph 2-3.

(1) The nonrated period of the New Re-cruiter Program commences when the re-cruiter first reports for duty followingcompletion of the ARC and ends upon com-pletion of 9 months, unless the recruiter isterminated from new recruiter status earlier.

(2) For overseas returnees reporting di-rectly to the recruiting battalion, the periodbetween arrival at the unit and attendanceat the Army Recruiter Course will also benonrated.

(3) The combined periods described in(1) and (2) above will not exceed 12 consec-utive months.

e. Voluntary reassignment of newrecruiters is limited to compassionate andhumanitarian reasons specified in AR614-200. Involuntary reassignment of newrecruiters is outlined in chapter 5.

Section rvSelection and Assignment of EnlistedPersonnel to USAREC AdministrativeSupport Positions

2-12. Assignment policyPersonnel to serve in authorized administra-tive support personnel positions inUSAREC, to include the Recruiting Sup-port Command, will be assigned by the CG,MILPERCEN. Table 2-1 lists supportMOS common in USAREC.

2-13. Selection procedures forsupport personnel

a. To the maximum practical extent, ad-ministrative support positions in USARECwill be filled with volunteers returning fromoverseas service. USAREC experienceshows that highly qualified volunteers servewell in these positions. Volunteers are nor-mally better prepared for the demands ofUSAREC service and the relatively highcost of living they will experience throughassignment to metropolitan areas that char-acterize the USAREC environment. Proce-dures for volunteers are as follows:

(1) Personnel serving in CONUS or inoverseas commands may request assignmentto recruiting support duties by submitting arequest through their chain of command toCommander, MILPERCEN, ATTN:DAPC-(appropriate career branch), 2461Eisenhower Avenue, Alexandria, Virginia22331-0400 (see AR 614-200, table l-l).Requests will be submitted on DA Form4187 listing a minimum of three USARECorganizations in order of preference.USAREC organizations and their locationsare listed in appendix B. Final determina-tion of the USAREC assignment will bemade through coordination betweenUSAREC and MILPERCEN based oncommand needs.

(2) Applications submitted by personneloverseas will be submitted to arrive atMILPERCEN not earlier than 12 monthsnor later than 6 months prior to DEROS.

(3) Applicants will state on the DAForm 4187 that they have sufficient time re-maining on current enlistment (as of DER-OS, if overseas) or will take the requiredaction to acquire sufficient remaining serviceto complete a normal 3 year tour of duty inUSAREC if selected for that assignment.

(4) One copy of the individual's DAForms 2A and 2-1 will accompany theapplication.

(5) The immediate commander of the ap-plicant will make recommendations by in-dorsement, specifically addressing theapplicant's probable ability to perform inthe USAREC environment, considering thesame factors that apply to recruiter person-nel (see para 2-4).

b. In the absence of sufficient volunteers,MILPERCEN will direct the assignment ofqualified personnel for USAREC adminis-trative support positions. Procedures are asfollows:

(1) Personnel ordered to USAREC willbe identified to USAREC and losing com-manders using existing Centralized Assign-ment Procedures (CAP III).

(2) For administrative support personnel,MILPERCEN and USAREC will conductinitial screening similar to that specified forrecruiter nominees in paragraph 2-4. If de-rogatory information surfaces concerningUSAREC replacements, it will be evaluatedby MILPERCEN and USAREC. If it ap-pears that the individual's duty performancein USAREC will be impaired, the CG,MILPERCEN, exercises decision authorityfor deletion.

(3) Losing installation commanders willensure unit commanders interview person-nel identified by MILPERCEN for assign-ment to USAREC. General guidancecontained in paragraph 2-4 will be used toconduct the interview. Unit commanderswill request the deletion of personnel un-qualified for USAREC service in accor-dance with this regulation. Installationcommanders will use deletion proceduresoutlined in AR 614-200, paragraph 7-6 andtable 7-1. Rule 1 of the table will be usedfor CONUS replacements; rule 5 forreplacements in oversea commands.

c. Administrative support personnel inUSAREC incur a 36 month assignment sta-bilization, beginning the date the servicemember reports to the USAREC unit of as-signment. Administrative support personnelwill not normally be reassigned withinUSAREC.

2-14. Selection of Recruiting ExhibitTeam personnel

o. The Recruiting Support Commandcontributes to the recruiting effort by or-ganizing, managing and fielding exhibitteams that represent the US Army through-out the continental United States. These ex-hibit teams support recruiters in the field byobtaining names of interested young menand women for enlistment. The exhibitteams are comprised of outstanding Armysoldiers who desire and are qualified to trav-el extensively and present the Army story tothe American public. Exhibit team membersare assigned in duty MOS OOD as ExhibitTouring Specialists.

b. Volunteers for the Recruiting ExhibitTeam must meet the selection criteria inparagraph 2-4 and must additionally—

(1) Be qualified to perform duties on ex-tended TDY (up to 11 months annually).

(2) Have the desire to meet the public.(3) Have excellent communication skills.(4) Not be pending an overseas tour, spe-

cial assignment, or have other assignmentlimitations.

(5) Not'be receiving an enlist men t/reen-listment bonus.

(6) Preferably not be in a shortage MOS,(7) Not possess any temporary or perma-

nent profile that limits lifting, driving, ex-tended standing, or other moderatelystressful physical exertion.

c. Applications for duty as an exhibitteam member should be submitted on DAForm 4187 and must include DA Forms 2Aand 2-1, an official photograph, and a letterof recommendation from a field grade of-ficer in the chain of command. Applicationsshould be mailed to the Commander,Recruiting Support Command, Building 6,Cameron Sta t ion, Alexandr i a , VA22314-5050.

d. Qualified applicants will normally beinterviewed by Commander, RecruitingSupport Command prior to final approvaland selection by CG, MILPERCEN.

e. The stabilization period for membersof the Recruiting Exhibit Team is 2 yearsfrom the date of assignment. Extension for a

period not to exceed 1 year may be recom-mended by Commander, Recruiting Sup-port Command with the concurrence of theindividual. Final approval rests with CGMILPERCEN.

Chapter 3Assignment and Reassignmentswithin USAREC

Section IGeneral

3-1. Purposea This chapter prescribes procedures for

the initial assignment of recruiters toUSAREC and subsequent reassignmentswithin USAREC for the purpose of contin-uing on recruiting duty.

b. Assignment/reassignment policies aredesigned to—

(1) Meet the needs of USAREC, distrib-uting equitable levels of strength and experi-ence while taking into account, whenpossible, the individual preferences of therecruiter.

(2) Promote recruiter retention and re-duce training and selection costs.

(3) Capitalize on individual recruitingtaknts and experience.

(4) Provide career progression for therecruiting force.

(5) Fill key recruiter staff positions inr ec ru i t i ng bat ta l ions , brigades, HQUSAREC, or at the Soldier Support Centerin ARC instructor positions.

(6) Rehabilitatively reassign recruiterswho are deemed to possess a high level ofpotential for further recruiting duty.

(7) Exploit identified quality recruitingmarkets.

c. AJ1 assignments/reassignments will becentrally controlled by HQ, USAREC,based on the needs of the command. Com-mander, ARPERCEN is the final approvalauthority for all AGR personnel assign-mentsAeassignments

d. Monthly reports of operational assign-ments approved by the CG, USAREC, willbe furnished the CG, MILPERCEN, perparagraph 3-11.

Section IIInitial Assignment of RecruiterSelectees to USAREC

3-2. Overseas returneesUpon notification from MILPERCEN thata service member overseas has been accept-ed for recruiting duty, USAREC will imme-diately send a welcome letter and anassignment worksheet to the soldier. Theletter will request prompt return of theworksheet to USAREC as it contains neces-sary information to be used as a basis for es-tablishing a specific USAREC assignment.The soldier's command and MILPERCENwill be notified by USAREC immediatelyupon determination of the duty location.

Personnel scheduled to attend the ARC up-on completion of their overseas tour will begiven orders to a recruiting battalion assign-ment prior to departure from the overseasarea.

3-3. CONUS selecteesa. Regular Army personnel who arrive at

the ARC from CONUS installations will re-ceive a recruiting battalion and station levelassignment prior to completion of ARCschooling. Procedures for determination ofthe assignment are as follows:

(1) During the first week of the ARC,each individual will be interviewed and willcomplete an assignment worksheet whichwill be utilized during the assignment pro-cess. Individual preferences will be honored,when possible, provided the primary consid-erations of command distribution and pri-orities can be met.

(2) Recruiting battalion assignments willbe announced by USAREC during the sec-ond week of the ARC.

(3) Once the initial assignments torecruiting battalions have been established,recruiter assignment worksheets will be sentby USAREC to the gaining units. Gainingunits will then determine station level as-signments (considering the assignment limi-tations outlined in paragraph 3-36) andnotify HQ USAREC by an established sus-pense date.

(4) HQ USAREC will report station as-signments to MILPERCEN and appropri-ate assignment instructions will beforwarded to servicing personnel offices forpublishing of orders. Reporting dates ofARC graduates will normally be established45 days after graduation from the ARC.

(5) The station level assignment programis intended to—

(a) Facilitate reassignment processingand sponsorship programs by allowingsoldiers to ship household goods direct to astation area.

(b) Aid in making sound and logicalplans/decisions about family issues early inthe tour with USAREC.

(c) Develop an identity with and commit-ment to the gaining organization andstation.

(d) Allow gaining personnel adequate op-portunity to assist the new recruiter andfamily members in their transition to therecruiting environment.

(6) Once a station level assignment hasbeen made and reported to MILPERCEN,the assignment remains firm. In extraordi-nary circumstances when a change in sta-tion assignment appears necessary, a requestmay be forwarded to HQ USAREC in writ-ing with complete justification for thechange. Facsimile or electronic mail capa-bilities may be used to request a change instation assignments.

b. New recruiters should not be consid-ered for the fol lowing station levelassignments:

(1) To one-person recruiting stations inwhich vacancies are filled by the operationalreassignment of experienced recruiters.

(2) To multi-person recruiting stations inwhich all assigned recruiters are newrecruiters.

(3) To a multi-person recruiting stationin which the station commander is junior ingrade or date of rank to the new recruiter.

(4) To any cadre (MOS OOR) position.c. Exceptions to the assignment limita-

tions in b above may be approved by HQ,USAREC for new recruiters who are for-mer successful recruiters and who have beenawarded the PMOS OOR upon graduationfrom the ARC.

3-4. Diversion of recruiterreplacements

a. To respond to operational require-ments, better distribute the recruiting force,preclude personal hardship on recruiterreplacements, and quickly offset unpro-grammed losses, the CG, USAREC, maydivert overseas replacements en route toUSAREC recruiting battalions. This au-thority may not be further delegated belowHQ, USAREC level.

b. Diversion action must be justified byclearly established operational necessity.Due consideration will be given to the po-tential adverse personal impact of short no-tice relocation of du ty s ta t ions onreplacements and their families.

c. The CG, USAREC, will report all ap-p r o v e d d i v e r s i o n s t o t h e C G ,MILPERCEN.

Section IIIStabilization and Assignment/Reassignment Policies

3-5. GeneralThe following policies apply to assignmentsand reassignments, both voluntary and op-erational, within the US Army RecruitingCommand.

a. Detailed recruiters will be establishedin USAREC for 36 months. (Procedures forrequesting retention in USAREC beyondthe initial detail period are covered in chap-ter 4 and chapter 6 for AGR personnel.)

b. Individuals (PMOS OOR) who are re-assigned to a new recruiting battalion, bri-gade headquarters, or HQ USAREC incur anew 3-year stabilization.

c. Recruiters must serve a minimum of24 months in a geographical location beforeany cost reassignment is authorized. De-tailed recruiters must also have approvalfrom MILPERCEN for ^classification toPMOS OOR before a cost move is author-ized. PMOS OOR is not currently authorizedfor AGR recruiters.

d. Station commanders, guidance coun-selors, operations NCOs, recruiting first ser-geants, and professional development NCOswill be stabilized for 24 months in their du-ty position as well as their duty location.This is necessary to reduce turbulence inthese key positions and to maximize the spe-cialized training provided. Every attemptshould be made to program attendance, atthe appropriate course of instruction priorto assignment to the key position. . *itf

e ARC instructors assigned to the Sol-dier Support Center are stabilized for 3years./ Reassignments should balance talent,

experience, and strength levels across thecommand.

g. Reassignment to a contiguous recruit-ing battalion is not authorized. An excep-tion to this policy is authorized for thereassignment of a recruiter from a recruitingbattalion to a co-located recruiting brigadeheadquarters, provided the reassignmentclearly provides for career progression.

h. Rehabilitative reassignments will notbe authorized as cost reassignments withoutdetailed justification (see para 3-7g).

I Individual preferences will be consid-ered when possible. Preference statementsmay be updated and submitted to HQUSAREC as often as an individual desiresfor use in the event that reassignment isnecessary to meet the needs of thecommand.

j. Normal and maximum tour lengths forcareer recruiting personnel are outlinedbelow:

(1) Command sergeant majors. Normaltour in the same recruiting brigade or inHQ USAREC is 30 months. CSM personnelare eligible to be moved upon the needs ofthe command within fiscal year PCSconstraints.

(2) Sergeant majors, and master ser-geants. Normal tour in the same recruitingbattalion, brigade, or in HQ USAREC is 3years; maximum time in the same unit is 4years. SGM and MSG personnel are eligibleto be moved between the 2d and 4th yearbased upon the needs of the command.

(3) Sergeant first class (P) and below.Normal tour in the same recruiting battal-ion, brigade, or in HQ USAREC is 3 years;maximum time in the same unit is 6 years.SFC(P) and below are eligible to be movedbetween the 2d and 6th year based on theneeds of the command.

(4) Active Guard/Reserve. AGR tourlengths will be as directed by HQDAOCAR and Cdr, ARPERCEN.

3-6. Senior NCO ReassignmentProgram

o. The maximum tour lengths prescribedin paragraph 3-5; provide the basis for theSenior NCO Reassignment Program (4/6-year program). The intent of this program isto ensure cross-leveling and distribution ofexperienced recruiters to new recruiting en-vironments and to provide for career pro-gression throughout the recruiting force.The Senior NCO Reassignment Programapplies to all career recruiting personnel as-signed to USAREC. Specifically, the pro-gram requires that—

(1) SGM and MSG personnel move atthe completion of 4 years in a recruitingbattalion, brigade headquarters, or HQUSAREC.

(2) SFC and below move at the comple-tion of 6 years in a recruiting battalion, bri-gade headquarters, or HQ USAREC.'

b. Due to the transition of maximumtour lengths from 6 years (for E7 and be-low) to 4 years (for E8 and above), individu-als in the grade of SFC(P) are unique andmay incur maximum tour lengths that fallbetween 4 and 6 years. For example, as longas an individual remains an SFC(P) he orshe is considered to have a maximum tourlength of 6 years in the same unit. However,upon actual promotion to E8, maximumtour length becomes 4 years. Accordingly, ifan SFC(P) is promoted to E8 after 1 year inthe unit, the individual must be reassignedat the completion of 5 years. If an SFC(P) ispromoted to E8 after 2 years in the unit, themaximum tour length is 6 years. The maxi-mum time in the same unit will not exceed 6years, or 4 years as an E8, whichever comesfirst.

c. In determining appropriate assign-ments for newly-selected E7(P) personnelinto E8 positions, consideration must begiven to insuring that the individual canserve up to 24 months in the new positionprior to reaching 6 years in the same unit. Ifthe individual has insufficient time remain-ing to accomplish this, he or she will beprogrammed for reassignment to an E8 po-sition in another unit.

d. Individuals must move at the comple-tion of their maximum tour lengths, regard-less of time served in the current dutylocation.

e. Individuals within 6 months of theirmaximum tour length will normally be con-sidered for command priorities and vacan-cies before ind iv idua l s who are notapproaching their required reassignmentdates./ If a recruiter is assigned to a station or

company that is redesignated as a unit in adifferent recruiting battalion, the initial re-porting date to that station or companycounts as assigned time in the new recruit-ing battalion. The total time assigned to thestation or company is considered toward themaximum tour length under the SeniorNCO Reassignment Program.

g. The Senior NCO Reassignment Pro-gram prescribes maximum tour lengths onlyand does not restrict earlier reassignment ifotherwise eligible.

3-7. Operational recruiterreassignments

a. Operational reassignments of Armyrecruiters impact on production capabilityand as such, are time sensitive. To respondto these requirements, the CG, USARECmay approve a maximum number (estab-lished yearly by Cdr, MILPERCEN) of ful-ly funded operational reassignmentsmonthly which involve a permanent changeof station (PCS). This authority may not befurther delegated below HQ, USAREC, lev-el. A monthly report of operational assign-ments approved by CG, USAREC, will befurnished to the CG, MILPERCEN.

b. All operational reassignments whichinvolve entitlement to a second payment ofa dislocation allowance within a fiscal year

and those assignments that would exceedthe CG, USARECs monthly approval ceil-ing will be forwarded to the CG,MILPERCEN, for approval. All operation-al reassignments for AGR personnel will beforwarded through command channels. Allassignments/reassignments for AGR per-sonnel wil l be forwarded to Cdr,ARPERCEN for approval.

c. Operational reassignments must bebased on valid requirements and sound jus-tification. Operational reassignments willnot be used as a substitute means to reassignrecruiters with personal problems thatwould normally be resolved through appli-cation for a compassionate reassignmentunder AR 614-200 or as a substitute meansfor joint domicile or other assignments. Ap-proval authority for these types of assign-ments rests with the CG, MILPERCEN/Cdr, ARPERCEN. Requests for compas-sionate reassignments must be submittedthrough the servicing military personnel of-fice (MILPO).

d. The policies outlined in paragraph 3-5apply to all operational reassignments,

e. Individuals in the TTE Program (seepara 2-11) will not be considered for opera-tional reassignment./ Operational reassignments should pro-

vide for career progression.(1) Examples of career progression reas-

signments are—(a) Field recruiter to station commander.(b) One-person station commander to

multi-person station commander.(c) Station commander to a staff recruiter

position.(2) Reassignments to identical positions,

such as field recruiter to field recruiter, willnot be supported unless they are submitteddue to station openings or closures or as re-habilitative operational reassignments.

g. Rehabilitative operational reassign-ments are authorized on a no cost or lowcost basis when an excellent possibility ex-ists that a marginal or unsatisfactory re-cruiter will be successfully retained inUSAREC as a result of the rehabilitativeaction. Rehabilitative reassignments at fullcost will be limited to exceptional caseswhich provide detailed justification and doc-umentation, to include evidence of remedialtraining, counseling statements, trainer'sevaluations, production records, etc. Otherrequirements that pertain to all requests forrehabilitative reassignments are as follows:

(1) Requests for rehabilitative reassign-ments must include a statement from the re-cruiter acknowledging that he or she hasbeen advised of the basis for the proposedrehabilitative reassignment.

(2) Individuals in the New RecruiterProgram should not be rehabilitatively reas-signed unless an exception to policy isgranted for extension of the New RecruiterProgram. Detailed justification and trainingdocumentation is required.

(3) Cadre personnel wil l only berehabilitatively reassigned to authorizedOOR positions.

(4) Upon approval of a rehabilitative op-erational reassignment, all supporting docu-mentation such as counseling statementsand training evaluations will be forwardedto the gaining unit. The recruiter will thenbe observed for a period of 6 months andevaluated. If sufficient improvement in per-formance has not occurred, action should beinitiated to request involuntary reassign-ment under paragraph 5-5 or 5-i.

h. Recruiter vacancies created by opera-tional reassignments normally will be filledby replacments who are newly assignedgraduates of the Army Recruiter Course.

i. Operational reassignments are catego-rized as either cost, low cost, or no costreassignments. Determination of the specificcategory will be made using the followingcriteria:

(1) Cosr move. A fully funded permanentPCS. Relocation of household goods andfamily members is authorized at Govern-ment expense.

(2) Low cost move. Reassignment to apcrmanenl duty station which obligates theGovernment to not more than J100. Relo-cation of household goods and family mem-bers at G o v e r n m e n t expense is notauthorized with a low cost move.

(3) No cost move. A change in duty sta-tion or duty position that involves no costwhatsoever to the Government.

j. Requests for all types of operationalmoves must be submitted for approval toHQ, USAREC. All reassignments, includ-ing those that involve a position change on-ly, affect indiviudal records, utilitization,variable bousing allowance (VHA) etc., and,therefore, must be centrally managed.Recruiters will not be moved without theapproval of HQ, USAREC and not prior toissuance of reassignment orders by the ser-vicing MILPO. The Cdr. ARPERCEN willissue reassignment orders on all AGR per-sonnel. Commanders who direct movementof recruiters without proper authority maybe personally liable for costs incurred. HQ,USAREC. will not backdate the authorityfor movement in order to compensate forlack of obtaining proper approval.

k. The format for submission of opera-tional reassignments is at figure 3-1. Thesubject line on the request will reflect thespecific type of move requested (cost, lowcost, or no cost). Requirements for submis-sion are as follows:

(1) Operational requests will includecomplete gaming/losing station informa-tion, to include names of incumbents andreplacements, unit identification codes(UIC), Recruiting Station IdentificationCodes (RSID). city. State, and ZIP Codes.

(2) Cost moves should be submitted atleast 60 days prior to requested reportingdate and low cost/no cost moves at. least 45days, except in unusual circumstances suchAS relief.

L Operational reassignments may be di-rected by HQ, USAREC to balance com-mand strength and experience levels, to fillcritical recruiting vacancies, or to manage

the recruiting force in accordance with es-tablished priorities and polices. All person-nel are eligible to be invo lun ta r i lyreassigned by HQ USAREC upon comple-tion of 2 years in their current duty loca-tion, although every effort will be made toavoid such situations and allow completionof a normal 3 year tour. Priority for invol-untary reassignment will be given to indi-viduals within 6 months of their maximumtour lengths in accordance with the SeniorNCO Reassignment Program (para 3-6).Procedures for HQ, US AR EC-directed op-erational reassignments are as follows:

(1) Individual preference statements willbe taken into consideration, if previouslysubmitted.

(2) If the individual's preference cannotbe honored, then the service member will benotified of available command priority as-signments identified by HQ, USAREC. Eve-ry effort will be made to offer the individualat least three choices. However, in isolatedcases, a selection may not be offered due toa priority requirement.

(3) When the individual is given a choiceof alternative assignments, selection must besubmitted in writing by the established sus-pense dale. If no response is received by theestablished suspense date, HQ. USAREC.will issue assignment instructions to a com-mand priority assignment.

(4) Once the assignment is determined,coordination will be made with the gainingunit for a station level assignment. The re-quest for orders w i l l be publ ishedaccordingly.

m. Once an individual has been identifiedin writing for an operational reassignmentand notified by the chain of command, novoluntary request for reassignment will beaccepted from the individual. Local com-manders are responsible for expeditiouslynotifying individuals of operational reas-signment actions.

3-8. Nominative USAREC assignmentsa. Selected USAREC staff, liaison NCO,

and instructor positions require exceptional-ly qualified personnel wi th specializedrecruiting skills. These positions are identi-fied as nominative positions and are author-ized only for career OOR personnel. Theexception will be for AGR positions withcareer OOE personnel who are not currentlyauthorized MOS OOR. Nominative positionsare managed as follows:

(1) Recruiting brigades are responsiblefor providing qualified nominees for a se-lected number and type of positions. Thesepositions arc identified to recruiting bri-gades on a "fair-share" basis, given theoverall personnel strength of the brigadeand the number of positions to be filled.

(2) Once nominated, individuals undergoa detailed screening process before final se-lection is made. Appropriate commandersand individuals are notified concerning theselection process.

b. Reassignments to nominative positionsare operational in nature. Selected individu-als incur the normal 3 year stabilization be-ginning the date they are assigned to thenew unit.

3-9. Voluntary reassignmentsRecruiters who have successfully completedtheir initial 36 month stabilization inUSAREC and have been reclassified toPMOS OOR (see chap 4) may request reas-signment within USAREC to a new recruit-ing battalion or brigade. Detailed recruitersare not eligible to request voluntary reas-signment within USAREC.

a. Approval of a voluntary request de-pend on—

(1) A position vacancy.(2) The experienced recruiter levels in

both the losing and gaining units.(3) Eligibility of.the individual to move.(4) M I L P E R C E N approval of the

reassignment.b. The policies outlined in paragraph 3-5

apply to voluntary reassignments withinUSAREC.

c. At the time of submission for volunta-ry reassignment, the recruiter must—

(I) Meet the height and weight standardsin AR 600-9.

. (2) Be within 6 months of completing thenormal lour and within 6 months of com-pleting 2 years in the current geographicallocation since the last cost move.

(3) Not be pending investigation or unfa-vorable action.

(4) Agree to extend or reenlist to meetthe new 36 month stabilization effective onthe reporting date to the gaining unit.

d. Procedures for requesting reassign-ment within USAREC are as follows:

(1) The request for voluntary reassign-ment will be submitted through the chain ofcommand using DA Form 4187. The re-cruiter should list at least three recruitingbattalions in order of preference.

(2) Recruiting battalion commanderswill—

(a) Verify eligibility per paragraph cabove. .

(b) Recommend approval/disapproval. Ifdisapproval is recommended, the reasonmust be provided.

(c) Recommend a reporting date (gener-ally between 90 and 180 days from the dateof submission).

(d) Provide the date of the last cost PCS.(e) Ensure that the request arrives at HQ

USAREC with updated copies of DAForms 2A and 2-1.

e. All requests for assignment will be for-warded to HQ USAREC regardless of thecommander's recommendation./ Requests for reassignment will be re-

viewed at HQ USAREC to ensure that eli-gibi l i ty cr i ter ia and the needs of thecommand are met. If none of the individu-al's choices can be accommodated, the re-quest will be returned to the service memberlisting three available command priorityunits. The. individual may select one of thethree alternative units or may withdraw-the

request and resubmit at a later date, provid-ed he or she is not eligible for reassignmentunder the Senior NCO Reassignment Pro-gram (see para 3-6). If the service memberts eligible for reassignment under the SeniorNCO Reassignment Program, he or shemay not withdraw the request and mustchoose one of the three units offered. In allcases, if no response is received by an estab-lished suspense date, HQ, USAREC, will is-sue operational assignment instructions to acommand priority unit

g. Once an individual has submitted avoluntary request, commanders are preclud-ed from submitting an operational requestfor reassignment until a final decision hasbeen reached on the voluntary request.

h. Requests may be disapproved by HQ,USAREC based on applicable policies. Re-quests recommended for approval will beforwarded to CG, MILPERCEN for finaldetermination.

L Once an assignment is approved, coor-dination will be made with the gaining unitto determine station level assignment andthe request for orders will read as such.

j. An individual may not withdraw anapproved reassignment request unless theprovisions for deletion prescribed in AR614-200 are met. Such requests must besubmitted to the servicing MILPO with acopy furnished to Commander, USAREC,ATTN: USARCPA-PS-E. Requests forwithdrawal of AGR personnel will be for-warded through USAREC channels to Cdr,ARPERCEN, (DARP-FSE).

k. Requests for deferments or changes ofreporting dates must be submitted with jus-tification to Cdmmander, USAREC,ATTN: USARCPA-PS-E, within 10 work-ing days of receipt of reassignmentinstructions.

I After completion of a 3-year stabilizedtour in a new unit, recruiters may not re-quest voluntary reassignment to the formerunit where they had served immediately pri-or to their current assignment.

3-10. Other reassignment requestsfrom USAREC personnel

o. Couples desiring to be considered forjoint domicile should enroll in the Army'sMarried Couple Program.

(1) Request for joint domicile assignmentwithin USAREC must be submitted on DAForm 4187 to Commander, USAREC,ATTN: USARCPA-PS-E. Requests mustinclude a copy of the marriage certificateand current copies of DA Forms 2A and2-1.

(2) Consideration will be given to a jointdomicile request based on valid vacancies atthe gaining unit and other factors such asstabilization and status of detail period.

(3) Married Army couples may be as-signed to the same geographical locationwhen a valid vacancy exists for bothmembers.

(4) Couples will not be assigned to thesame recruiting station or duty station.

(5) Assignments must not place eithermember in the direct line of supervision ofthe other.

6. Request for compassionate reassign-ment will be submitted on DA Form 3739(Application for Assignment/Deletion/Deferment for Extreme Family Problems)th rough the servicing MILPO toMILPERCEN. An information copy mustbe forwarded to Commander, USAREC,ATTN: USARCPA-PS-E. The final ap-proval authority is the CG, MILPERCEN.

(1 ) I f a p p r o v e d by the CG,MILPERCEN, the service member will in-cur a 1-year stabilization. Upon completionof the stabilization, the service member maybe reassigned, in coordination with therecruiting battalion and brigade within theneeds of the command.

(2) In cases where the compassionate sit-uation severely restricts the recruiter's abili-ty to accomplish the mission and resolve thehardship problem, commanders may con-sider terminating the recruiter's SDAPPand withdrawing the mission for a periodnot to exceed 1 year. Assignment to otherduties commensurate with grade and experi-ence would be appropriate.

c Personnel with special family problemsshould enroll in the Exceptional FamilyMember Program to avoid future reassign-ment difficulties. Procedures and require-ments for enrollment are outlined in AR614-203.

3-11. Operational reassignment reporta. HQ, USAREC will submit an opera-

t ional reassignment report to Cdr,MILPERCEN, ATTN: DAPC-EPM-A,Alexandria, Virginia 22331-0400.

b. The report will be submitted by theI0th of each month.

c. The report will contain the brigade;name, grade, and social security number ofindividual; and the location of the previousand reassigned station.

Chapter 4Completion of Initial Detail Periodwith USAREC

4-1. Generala. The initial period of detail to recruit-

ing duties in USAREC is 36 months. At thecompletion of this period, a recruiter musteither return to duties in his or her PMOS(or another MOS within the needs of theservice) or he or she must be reclassified toPMOS OOR and join the career recruitingand retention force. Selectees for reclassifi-cation to PMOS OOR may anticipate a ca-reer assignment rotation schedule betweenrecruiting duty and retention duty, both inCONUS and overseas.

b. Each detailed recruiter must be coun-seled not later than the 27th month ofrecruiting duty regarding reclassification toPMOS OOR.

4-2, Selection procedures forredassrncation to PMOS OOR

o. Although recruiters will normally beconsidered for reclassification to PMOS OORat the time of the 30th month counseling,commanders may recommend exceptionallyoutstanding individuals for reclassificationto OOR at the completion of 18 months ofrecruiting duty. The earliest authorized ef-fective date of reclassification is the 18thmonth on recruiting.

b. To be eligible for reclassification toPMOS OOR, a recruiter—

(1) Must have completed a minimum of24 months on recruiting duty if a detailedrecruiter, or must graduate from the ARC ifa former successful recruiter.

(2) Must not be an SRB recipient, unlessconcurrently volunteering to have unearnedportion of SRB recouped.

(3) Must not hold a PMOS designated byCG, MILPERCEN to be a restricted MOSdue to its criticality Army-wide.

(4) Must not be pending investigation orany unfavorable action.

(5) Must be a successful recruiter and bequalified to represent the command in lead-ership, staff, and retention positions of in-creasing responsibility.

(6) Must be emotionally and financiallystable, possess outstanding bearing, and ex-hibit a professional attitude toward careerrecruiting and retention duties.

c. A request for reclassification,to PMOSOOR is voluntary on the part of the recruit-er. Approval requires the recommendationof approval from the recruiting battalioncommander and the CG, USAREC, and thefinal approval of the CG, MILPERCEN.Procedures for submission of requests forreclassification to PMOS OOR are as follows:

(1) The recruiter must submit a requeston DA Form 4187 through the recruitingbattalion commander to Commander,USAREC, ATTN: USARCPA-PS-E. TheDA Form 4187 must include current heightand weight information and one of thestatements below.

(a) Individual has been selected forANCOC but has not yet attended.

(b) Individual has not been selected forANCOC.

(c) Individual has attended ANCOC.(2) The recruiting battalion commander,

or acting commander, must sign the DAForm 4187, recommending approval or dis-approval based on the assessment of the re-cruiter in accordance with paragraph 6above. A recommendation of disapprovalmust include specific comments.

(3) DA Forms 2A and 2-1 on the indi-vidual concerned must accompany the re-quest for reclassification to HQ USAREC.

4-3. Reassignment from USARECupon completion of detail period

a. Recruiters who do not voluntarilyelect reclassification to PMOS OOR will bereassigned from USAREC after completionof their 36 month detail period.

(1) Detailed recruiters upon their deci-sion not to reclassify to PMOS OOR should

forward current DA form 2A and 2-1 andDA 2635, Enlisted Preference Statement,dated August 1984, to their respective Ca-reer Branch to arrive NLT the 30th monthof their detail period.

(2) Subsequently, once assignment in-structions are issued by the Career Branch,the soldier will not normally be permitted tovoluntarily extend the detailed period or re-classify to PMOS OOR.

6. Recruiters who are reassigned fromUSAREC after successful completion oftheir detail period will normally be consid-ered eligible to return to recruiting duty at alater date, provided eligibility criteria inparagraph 2-4 are maintained. Recruitersreassigned under this provision will retainthe special qualification identifier (SQI 4).

c. AGR personnel are not currently au-thorized to hold MOS OOR. The SQI 4 isnot authorized with MOS OOE at any level;however, those AGR personnel who havesuccessfully completed the Guidance Coun-selor Course at Fort Ben Harrison may beawarded AS1 V7.

d. The Recruiting Battalion Commanderwill ensure that action to terminate the de-tailed soldier's SDAPP has been initiatedand completed prior to the soldier'sdeparture.

Chapter 5Voluntary/Involuntary Reassign-ment from Recruiting Duty

Section IGeneral

5-1. PurposeThis chapter prescribes guidance for the in-voluntary reassignment of individuals fromrecruiting duty and the voluntary release ofcadre recruiters upon completion of stabili-zation periods. Reassignment polices andprocedures for AGR personnel are in chap-ter 6.

5-2. General policya. Individuals assigned to recruiting duty

represent the United States Army in the ci-vilian communtiy. Such assignments requirehigh standards of knowledge, effectiveness,physical appearance, fitness, honesly and in-tegrity. Each individual assigned to recruit-ing duty must maintain these standards.

b. Any Army member, civilian employee,or other person who has knowledge or in-formation concerning actual or possible im-proper conduct by recruiting personnel,including allegations of unethical recruitingpractices, will transmit such information tothe Commander. USAREC, ATTN:USARCES-RIID, Ft Sheridan, IL 60037-6000, for appropriate action. The CG,USAREC, will prescribe detailed proce-dures for the reporting, processing, investi-gation, and disposition of allegations ofimproper recruiting practices

c. Reassignments may be requested bythe CG, USAREC based on approved ac-tions by subordinate commanders. Final ac-tion on requests for reassignment fromU S A R E C r e s t s w i t h t h e C G ,MILPERCEN. With due regard for admin-istrative due process (see para 5-10), re-quests for involuntary reassignment will beexpeditiously forwarded through commandchannels to the CG, MILPERCEN. Priori-ty for prompt reassignment will be for thosepersonnel who—

(1) Fail to maintain acceptable standardsof personal and professional conduct.

(2) Intentionally violate or negligently ig-nore a prescribed regulation or procedure toobtain an enlistment.

(3) Fail to sustain desired levels ofefficiency.

Section IIInvoluntary Reassignment ofRecruiters

5-3. GeneralThe CG, USAREC may recommend the in-voluntary reclassification and/or reassign-m e n t o f A r m y r ec ru i t e r s whoseperformance docs not meet USAREC reten-tion standards. Recruiters may be consid-ered for involuntary reassignment either asunqualified, ineffective, or unsuitable at anytime or upon completion of stabilization.The provision for involuntary reassignmentapplies to all recruiters, detailed and cadre.

a. Involuntary reassignment as unquali-fied or ineffective will be requested only af-ter a determination that adequate assistance,training, supvervision, and counseling, ormedical rehabilitation will not be or was noteffective to correct inadequacies.

b. The requirement for remedial training,assistance, and counseling procedures speci-fied for ineffective or unqualified recruitersis not applicable to recommendations forthe involuntary reassignment of unsuitablerecruiters except as indicated in paragraph5-6.

c. USAREC commanders will ensurethat individuals recommended for reassign-ment receive fair and equitable treatmentThe potential adverse impact on the careerof recruiters recommended for reassignmentfor cause (ineffective, unsuitable) in terms offuture promotions, reenlistment, assign-ments, and active duty tenure must beconsidered.

5-4. Unqualified recruitersa. A recruiter's reassignment as unquali-

fied is without prejudice. It does not, in oth-er words, entail the potential adverse careerimpact as do unsuitable or ineffective reas-signments. Individuals reassigned as unqual-ified may be considered for fu tu reassignment to recruiting duty upon satisfac-tory presentation of information to the CG,USAREC and CG, MILPERCEN that dis-qualifying conditions have been corrected.

6. Recruiters, including recruiters servingin the New Recruiter Program where ap-propriate, may be identified as unqualifiedfor the following reasons:

(1) Personnel unable to accomplishrecruiting duties due to physical or medicallimitations, not the result of misconduct.Reports of medical evaluation in accordancewith the AR 40-501, chapter 9, by a USArmy physician assigned to an Army medi-cal facility will be inclosed to justify re-quests for assignment. Personnel normallywill not be reassigned based on temporarymedical conditions that are expected to beresolved within a reasonable time, normally120 days or less.

(2) Personnel who incur financial hard-ship that results directly from their assign-ment to recruiting duties and does notinvolve mismanagement of personal income.Statements that compare personal incomeagainst validated obligations will be inclosedto justify these requests.

(3) Personnel whose spouse or familymembers become involved in unfavorableincidents that impair the recruiter's per-formance of duty or reputation in civiliancommunities. These requests must be justi-fied by sufficient documentation of unfavor-able incidents.

5-5. Ineffective recruiters orineffective new recruiters

a. Recruiters (other than new recruiters).(1) Recruiters may be indentificd as inef-

fective for—(a) Failure to respond to training, per-

formance counseling, and other guidance.Statements that support the recruiter's fail-ure to respond and evidence of counselingmust support these requests.

(b) Failure to attain or sustain assignedproduction standards for Army enlistments;unsatisfactory performance in accordancewith established objectives and standards; orfailure to develop the necessary sales abilityto be a successful recruiter. Objective evi-dence of production failure and statementsthat show remedial performance counselingmust support these requests. Reassignmentsbased exclusively on a lack of sales abilityare restricted to new recruiters serving theirfirst 9 months on recruiting duty.

(c) Failure to maintain adequate knowl-edge of regulations, programs, policies, andprocedures related to recruitment arid en-listment. Statements that clearly show thisshortcoming must justify these requests.

6 New recruiters.(1) New recruiters may be Jndentified as

ineffective during the first 9 months onrecruiting duty for the following reasons:

(a) Failure to demonstrate possession ofthe necessary attributes to become successfulfield recruiters. These attributes include, butare not limited to, sales ability, attention todetail, self-expression, effective time man-agement, forcefulness, and positive attitudeand motivation. Statements from supervi-sors and training personnel that documentthe specific failure must accompany theserequests.

(b) Failure to demonstrate satisfactoryprogress in the Transitional Training andEvaluation Program (TTE). Progress in theTTE program includes developing an abilityto absorb and achieve increased recruitingobjectives, apply recruiting techniques, in-crease technical knowledge of recruiting,and learn the peculiarities of the local envi-ronment. Objective and documented evi-dence of failure to achieve these recruitingobjectives will accompany these requests.Statements from supervisors also documentunsatisfactory progress and add justificationto requests for reassignments.

(2) Normally, new recruiters will not berecommended for involuntary reassignmentbefore they have completed at least 6months of USAREC service.

(3) Due to the unique requirements ofrecruiting duty, reassignment while servingas a new recruiter (except for reasons of un-suitability) will not be construed as a reflec-tion on a noncommissioned officer's overallability as a soldier. These reassignments willnot be documented in detail in the individu-al's Official Military Personnel File(OMPF).

5-6 Unsuitable recruitersRecruiters, including new recruiters, may beidentified as unsuitable for any of the fol-lowing reasons.

a. Commission of improper recruitingpractices that violate Federal, State, or locallaw, DOD or DA regulations, or USARECregulations, directives or policies- Evidenceof specific practices must accompany re-quests for reassignment and must have beenprocessed through the Enlistment StandardsDirectorate, HQ USAREC. Additionally,evidence of disciplinary or administrativeactions taken against the recruiter or con-siderations which countered such actionsmust be provided.

b. Failure to meet or maintain acceptablestandards of conduct, to include involvementin unfavorable incidents or commission ofacts which adversely reflect on the Army andthe recruiter and which violate civil law or(UCMJ). Description and evidence of spe-cific incidents and/or acts must supportthese requests. Either evidence of disciplina-ry or administrative action taken against therecruiter or considerations which counteredsuch actions must be provided with theserequests.

c. Failure to maintain acceptable stan-dards of personal appearance, includingmaintenance of physical fitness and weightstandards in accordance with AR 350-15and AR 600-9. Documentary evidence ofspecific deficiencies and remedial action tak-en to correct the soldier's inadequacies mustbe provided.

d. Mismanagement of personal income. Afailure to pay just debts after proper coun-seling or evidence of financial hardship onfamily members that can only be alleviatedor remedied by reassignment from recruit-ing duty, must be demonstrated. The impactof financial mismanagement on recruiters'reputations in the civilian communities12

where they reside and perform duty shouldbe reported. Statements that compare per-sonal income with liabilities must accompa-ny these requests.

5-7. Suspension of USARECpersonnel from recruiting duties

a. Suspension from recruiting duty is theremoval of a recruiter from all contact withprospects and applicants for enlistment andfrom the processing of any documentationconcerning active applications for enlist-ment. The provision for suspension exists toprevent recurrence of incidents of impropri-ety and misconduct involving recruiters andto minimize the adverse impact such inci-dents or suspected incidents have on thepublic image of the U.S. Army.

6. Recruiting battalion and recruitingbrigade commanders (or an acting com-mander in the grade of major and above)are authorized to suspend USAREC person-nel within their respective commands whoare suspected of improper recruiting prac-tices or who are identified as unsuitable, inaccordance with the criteria specified in par-agraph 5-6. Normally, recruiters identifiedas unqualified or ineffective under para-graph 5-4 or 5-5 will not be suspended butwill continue to perform recruiting dutiespending involuntary reassignment. SDAPPwill not be terminated prior to departure forindividuals being reassigned unless suspen-sion is directed as an exception to policy.However, on a case-by-case basis, recruitersin these two categories may be suspended bythe recruiting battalion or brigade com-mander, provided detailed justification isforwarded through command channels withthe reassignment action.

c. Suspended recruiters are not entitledlo SDAPP because they arc removed fromtheir recrui t ing dut ies . Termination ofSDAPP is effective on the date of suspen-sion. Accordingly, commanders must re-view each case t h o r o u g h l y prior tosuspension to ensure that the basis for theaction is adequate. When a recruiter is sus-pended, he or she must be notified in writ-ing, both of the basis for the suspension andof the action to terminate SDAPP per AR600-200, paragraphs 6-3 and 6-4 or AR135-205, chapter 6 for AGR personnel. Therecruiter will be given the chance to rebutthe proposed action and provide statementsin his or her behalf.

d. Commanders imposing suspension willrefer to AR 600-31 to determine when sub-mission of DA Form 268 (Report for Sus-pension of Favorable Personnel Actions) isrequired.

5-8. Reinstatement to dutya. For cases of involuntary reassignment,

except for improper recruiting practices, au-thority is delegated to each brigade com-mander to reinstate suspended recruitingpersonnel to duty where investigated allega-tions and/or the proposed basis for the in-voluntary reassignment is adequatelyrefuted by an individual's rebuttal or by ob-jective evidence provided by commanders in

the chain of command. Prior to taking anyaction to reinstate an individual to duty, thebrigade commander will obtain a legalreview.

b. Au tho r i t y is delegated to eachUSAREC Deputy Commanding General(East and West) to reinstate suspendedrecruiting personnel in cases of alleged im-proper recruiting practices where the allega-tions made against them are adequatelyrefuted by rebuttal or by information pro-vided by commanders in ihe chain of com-mand. Legal review will be obtained priorto reinstatement.

c. A letter of notification will be fur-nished to the recruiter concerned when rein-statement is approved. The letter ofnotification will provide the effective date ofthe reinstatement, if different from the dateof the basic letter. The recruiter's SDAPPwill be reinstated effective the date of rein-statement to the special duty assignment,provided all other eligibility requirementsare met per AR 600-200, paragraph 6-2.

5-9. Authority to approve Involuntaryreassignments from recruiting duty

a. Authority is delegated to each recruit-ing brigade commander or acting com-mander in the grade of major and above toapprove, in compliance with the proceduresoutlined in paragraph 5-10, involuntaryreassignments within that commander's re-spective brigade that arc not based on im-proper recruiting practices (see para 5-6a).This a u t h o r i t y may not be f u r t h e rdelegated.

b. Authority to approve all involuntaryreassignments based on improper recruitingpractices (para 5-6a) rests with the CG,USAREC.

5-10. Proceduresa. The CG. USAREC will prescribe de-

tailed procedures for the processing of casesinvolving improper recrui t ing practices(para 5-6a).

b. The following procedures apply to allrecruiters recommended for involuntary re-assignment under paragraphs 5-4, 5-5, and5-66, c, and d.

(1) The recruiter must be notified in writ-ing of the intent to involuntarily request re-ass ignment (and rec lass i f ica t ion , ifappropriate) as either an ineffective, unsuit-able or unqualified recruiter. The letter willinclude the specific basis for the action. Fig-ure 5-1 provides the proper format for thisletter.

(2) Unless specifically prohibited by Fed-eral law or other regulation (e.g. classifiedmaterials or reports of inspector general in-vestigation), copies of reports, statements,and other documents on which the action isbased will be furnished the recruiter for usein preparing a statement and offering a re-buttal to the proposed action. The provi-sions of AR 600-37, paragraph 2-6, apply.

(3) The soldier will acknowledge receiptof the proposed action by return indorse-ment and submit a response within 10 daysof receipt (see fig 5-2). The commander

may extend the response period, at his orher discretion, for cogent reasons.

(4) Any rebuttal, allegations, or othercomments furnished by the soldier will bereviewed and specifically addressed by thecommander who initiated the action. Addi-tionally, in cases of unsuiiability, the com-m a n d e r w i l l i n d i c a t e t h e spec i f icdisciplinary or administrative action taken.If none is taken, the specific considerationwhich kept such actions from being takenwill be furnished.

(5) After careful review of all matterspresented, the commander will forward therequest for reassignment, with his or herrecommendation and all supporting docu-mentation, to the recruiting brigade com-mander (see fig 5-3). The request willinclude an updated DA Form 2635 (Enlist-ed Preference Statement) and supportingdocumentation of any assignment limita-tions. If applicable, an individual must in-clude a copy of a physical profile (DA Form3349 Physical Profile Board Proceedings),that has been updated or issued within thepreceding 2 years. In cases where secondPCS authority is required or some other ac-tion is pending, this information will also beindicated in forwarding indorsements.

(6) Provided the proposed action meetsall regulatory requirements and is deter-mined to be appropriate within commandpolicies, the recruiting brigade commanderwill either approve or disapprove the re-quest. Before acting on any case, therecruiting brigade commander will refer thecase for legal review (except where the pro-posed action is based on physical or medicallimitations). Disapproved or incomplete re-quests will be returned to the recruiting bat-talion commander citing specific reasons fordisapproval.

(7) Approved involuntary requests willbe forwarded by the recruiting brigade com-mander, with the individual's DA Forms2A and 2-1 and DA Form 2635. to Com-mander. USAREC. ATTN: USARCPA-PS-E. with a recommended availability dateand other administrative information. Fig-ure 5-4 provides the proper format.

(8) HQ. USAREC will review the actionfor completeness, documentation, and valid-ity of reassignment and reclassification rec-ommendations. Those cases requir ingfurther legal or staff review will be coordi-nated appropriately. If further informationor action is needed, the action will be re-turned to the recruiting brigade commanderclarifying specific information required- TheCG, USAREC. has review authority in allcases.

(9) Approved actions will be forwardedto CG, MILPERCEN, for final processing,issuance of assignment instructions, andreclassification action.

(10) Upon receipt of assignment instruc-tions, HQ, USAREC, will provide them tothe recruiting battalion and brigadeconcerned.

(I I) The recruiting battalion commanderwill, upon receipt of instructions from HO-'

USAREC, ensure that all required out-processing requirements are initialed andexecuted promptly per AR 612-2 and DAPam 600-8-10. The commander will ensurecompliance with assignment instructionsand the established reporting date to thegaining organization.

(12) USAREC will ensure that a detailedsoldier's SEER has been completed and ac-tion to terminate his SDAPP has beeninitiated.

c. Availability and reporting dates willnot be changed without coordination withHQ USAREC, and approval fromMILPERCEN.

d. Deferment and deletion requests mustbe in strict compliance with either AR614-30, chapter 3 or AR 614-200, chapter3. These requests will be forwarded to theservicing MILPO and a copy of each re-quest and final action will be furnished toC o m m a n d e r , U S A R E C , A T T N :USARCPA-PS-E.

e. If assignment instructions are receivedthat contain a service remaining require-ment for a soldier who has 4 years of ser-vice, or who will have more than 4 years ofservice for pay purposes at ETS, and thesoldier refuses to extend or rcenlisi, a state-ment of declination will be prepared per AR601-280, paragraph 3-2c.

5-11. MOS/SQI actiona. Recruiters holding PMOS OOR recom-

mended for assignment under paragraph5-4, 5-5, and 5-6 will be rcclassified perAR 600-200, chapter 2, section VII. MOSOOR will be withdrawn. Reclassificationboards, normally required per AR 600-200chapter 2, section IX, will not be appointedexcept for recruiters who acquire a physicalprofile with assignment limitations that dis-qualify them from performing duties incombat in an MOS in which they are rec-ommended for reclassifi cation attendant toinvoluntary reassignment. A statement willbe signed by all other individuals as follows:"I have no significant assignment limita-tions or medical conditions that will be alimiting factor in performing duties in anyMOS in the Army Inventory of Skills,worldwide. I understand that this statementcannot be withdrawn unless later medicalevaluation indicates a change in my medicalcondition."

b- Detailed recruiters involuntarily reas-signed per paragraph 5^*, 5-5, and 5-6, willhave SQI 4 withdrawn. If an individual hasacquired a physical profile while on recruit-ing duly, a copy of the DA Form 3349 willbe included with the reassignment actionand de terminat ion wil l be made byMILPERCEN regarding reclassification.

5-12. Eligibility for return to recruitingduty

a. Recruiter reassignments per paragraph5-5 or 5-6 as ineffective or unsuitable con-stitute evidence that individuals are ineligi-ble for future USAREC service. Beforereassignment, the custodian of the MPRJwill make a permanent entry in Item 4 of

the individual's DA Form 2-1 in accor-dance with AR 640-2-1, table 2-3, whichstates, "Involuntarily reassigned fromrecruiting duty in accordance with (enterapplicable paragraph), AR 601-1 not eligi-ble for future USAREC assignment."

6. The reassignment packet for unsuita-ble or ineffective recruiters will be filed inthe soldier's Career Management IndividualFile (CMIF) and the Official Military Per-sonnel File (OMPF), The reassignmentpacket for an unqualified recruiter will befiled in the CMIF only.

5-13. Relief-for-cause EnlistedEvaluation Reports (HER)Normally, recruiters released from recruit-ing duty will receive an Enlisted EvaluationReport (EER) that characterizes their dutyperformance during the rating period; how-ever, those recruiters who are involuntarilyreleased for cause, ineffective (excludingnew recruiters) or unsuitable (para 5-Sa or5-6), and are formally relieved from recruit-ing duty, will be evaluated per AR 623-205,paragraph 2-11.

5-14. Utilization of recruiters withinUSAREC pending involuntaryreassignment

a. All recruiters recommended for invol-untary reassignment will continue to worknormal duty hours in an authorized Gov-ernment place of duty in accordance withthe guidelines below. Under no conditionswill a recruiter's domicile be designated orconsidered a place of duty pending receiptof assignment instructions.

(1) Recruiters recommended for reassign-ment as unqualified or ineffective per para-graph 5-4 or 5-5 should remain on positivemission performing normal duties untiltheir departure. This policy is based on theneed to use all personnel productively.Recruiters used in this manner will continueto be authorized SDAPP and should contin-ue to work in their assigned duty station sothat temporary duty expenses are not in-curred. Exceptions to this policy are theprerogative of the recruiting battalion com-mander but must be documented with sup-porting justification in the forwardingcorrespondence to the recruiting brigadecommander.

(2) Recruiters pending reassignment asunsuitable per paragraph 5-6 (and ineffec-tive and unqualified recruiters suspended asan exception to paragraph (1) above) will besuspended and removed from the directprocessing of applicants for enlistment.SDAPP will be terminated, and the individ-ual will be given administrative/logisticalduties in support of the command in a placeof duty that will be determined on a case-by-case basis, considering—

(a) The reason the recruiter was recom-mended for reassignment.

(b) The geographical, time, and distancefactors involved.

(3) Recruiters pending involuntary reas-signment will be used within their own unitsin USAREC if possible. The first priority

for utilization location must always be theindividual's permanent duty station since nofunding is involved. If the recruiter cannotbe used productively in his or her assignedduty station, or if the nature of his or herconduct makes retention in the assigned sta-tion counterproductive to mission accom-plishment, the recruiter may be directed toperform temporary duty at the closest prac-ticable station, company, or USAREC loca-tion within the recruiting battalion. Becausetravel and other entitlements are involvedwhen temporary duty arrangements are di-rected, commanders must ensure adequatefunding is available and that the temporaryduty is properly administered.

b. Recruiting brigade commanders areauthorized to approve attachments of bri-gade personnel to a recruiting -battalion,area, or station headquarters within theirarea of responsibility. This authority doesnot extend to attachments of brigade per-sonnel to other brigades, installations, arse-nals, reserve units, or any other unit that isnot a USAREC unit, regardless of location.Brigade commanders must adhere to all re-quirements within paragraph 5-15, prior toapproving an attachment, and ensure that acopy of all attachment correspondence isfurnished to Commander, USAREC,ATTN: USARCPA-PS-E. AGR personnelwill not be reassigned without prior approv-al and issuance of orders by Cdr,ARPERCEN.

5-15. Attachment of recruiters toCONUS military Installations pendingreassignment

a. Recruiters who are pending involunta-ry reassignment from recruiting duty for al-leged violations of a serious or violentnature, or who arc so disruptive or discred-itable to the daily operation that local con-trol is not considered manageable, may beconsidered for attachment to CONUS in-stallations. Attachments of this nature areto be requested only as a last resort andmust be fully justified. A request for reas-signment of a recruiter under this regulationdoes not in itself provide evidence that therecruiter should be attached outside thecommand. Every effort must be made—

(1) To use personnel productively forUSAREC.

(2) To ensure personnel are available fornecessary processing of personnel actions.

(3) To minimize unnecessary hardship onsoldiers and family members.

(4) To minimise costs to the government.b. All requests for attachments outside of

USAREC must be submitted through therecruiting brigade headquarters to Cdr,USAREC, ATTN: USARCPA-PS-E, forapproval. Requests should be forwarded toHQ, USAREC only after a determinationhas been made by recruiting battalion andrecruiting brigade commanders that attach-ment to their headquarters or to anotherUSAREC unit within their area of responsi-bility will not alleviate the problem. All re-quests for attachment will contain thefollowing information:14

(1) Detailed justification, to include—(a) The violations of the recruiter.(b) The date the relief packet was

initiated.(c) An explanation of why the recruiter

should not be used within his or her ownunit

(2) Projected daily cost of the attachmentand basis for the projection (within oroutside commuting area, location in relationto the soldier's permanent quarters, mileage,etc.)

(3) Ant ic ipa ted d u r a t i o n of theattachment.

(4) Individual's PMOS/SMOS and ETS.(5) Individual's marital/family situation

and the effect that attachment will have, ifany, on that situation.

(6) Name, location, and distance of theArmy installation nearest the individual'spermanent duty station.

c. In those cases of attachments outsideUSAREC that appear justified, the CG,USAREC will coordinate with the properCONUS MACOM for the attachment. TheCONUS MACOM will accept recruiters forattachment to installations under their juris-diction when requested by the CG,USAREC. Once the action has been coordi-nated USAREC will notify the units con-cerned and request attachment orders fromthe servicing personnel office. Funding isthe responsibility of the recruiting battalionor brigade concerned.

d. Attachments will normally not exceed60 days. Every effort must be made to ter-minate the attachment as soon as possibleand return the individual to USAREC con-trol. If attachment beyond the initial 60days is necessary, detailed justification isagain required.

e. Recruiting battalion and brigade com-manders must ensure that soldiers attachedto CONUS installations are monitored andthat all actions are processed promptly.

/ The Cdr, ARPERCEN, will be the fi-nal approval authority on attachment ofAGR personnel outside USAREC.

Section IIIInvoluntary Reassignment of USARECAdministrative Support Personnel

5-16. GeneralThe CG, USAREC. may request the invol-untary reassignment of administrative sup-port enlisted personnel in USAREC whoseperformance or conduct has been unsatis-factory. The CG, MILPERCEN, approvesor disapproves these reassignments and is-sues reassignment instructions for approvedrequests.

5-17. Proceduresa. Personnel whose personal conduct or

performance of duty is unsatisfactory maybe recommended for involuntary reassign-ment by a letter request forwarded throughcommand channels to the proper careermanagement branch in MILPERCEN.

b. Requests will cite the specific reasonfor reassignment and will be referred to the

individual for comment or rebuttal in accor-dance with AR 600-37, paragraph 2-6. Evi-dence of counselling and remedial trainingwill support these requests. Specific infrac-tions of civil law or the UCMJ that promptrequests will be fully described. Either evi-dence or disciplinary or administrative ac-tions taken against the individual orconsiderations which countered such ac-tions must be inclosed or described in therequest for reassignment.

c. Recommendations for reassignment ofadministrative support personnel will beprepared and indorsed in the same format,appropriately modified, as that prescribedfor the invo lun ta ry reassignment ofrecruiters in paragraph 5-10, and will beforwarded to Cdr, USAREC, ATTN:USARCPA-PS-E.

d. Each request for reassignment will beaccompanied by updated copies of the sol-dier's DA Forms 2A and 2-1 and DAForm 2635.

e. Involuntary reassignments of adminis-trative support personnel under this para-graph constitute evidence that individualsare ineligible for future USAREC service.Before reassignment, the custodian of theMPRJ will make a permanent entry in Item4 of the individual's DA Form 2-1 in accor-dance with AR 640-2-1, table 2-3, whichstates " I n v o l u n t a r i l y reassigned fromrecruiting duty in accordance with para5-16, AR 601-1—not eligible for futureUSAREC assignment."

Section IVVoluntary ReclassHlcatlon andReassignment from Recruiting Duty

5-16. GeneralAs career recruiters with PMOS OOR ap-proach completion of each stabilization pe-riod within USAREC (minimum of 36months in each recruiting battalion, bri-gade, or HQ USAREC). consideration offurther retention in USAREC may be made.While it is expected that an individual hold-ing PMOS OOR will complete the remainderof his or her career as a Recruiting and Re-tention NCO, the special demands ofrecruiting duty warrant a provision for hon-orable release and reclassification, condi-tional upon MOS OOR strength posture bygrade and the opera t iona l needs ofUSAREC.

5-19. Proceduresa. A recruiter with PMOS OOR or AGR

OOE personnel may request voluntaryreclassification and reassignment fromUSAREC upon completion of all currentstabilization periods.

(I) The request will be submitted on DAForm 4187 to the recruiting battalion com-mander detailing reasons for requestingreclassification and reassignment fromPMOS OOR duties. Three choices of MOSwill be listed per the guidance in paragraphb below. DA Form 2635. copies of the cur-rent physical profile (if applicable), DA

Forms 2A and 2-1, and any other docu-mentation needed to support assignmentlimitations will be attached.

(2) Tht recruiting battalion commanderwill recommend approval or disapproval ofthe recruiter's request and will forward alldocumentation to Cdr, USAREC, ATTN:USARCPA-PS-E. In determining theproper recommendation, the commandershould consider the cadre strength level andoverall needs of tht unit. A recommenda-tion of disapproval must be accompanied byrationale.

(3) HQ. USAREC, will review the re-cruiter's request for verification of eligibili-ty, command OOR strength levels by gradeand other information as presented. HQ,USAREC may forward the request to theCG, MILPERCEN, for issuance of assign-ment instructions or may disapprove the re-quest based on ineligibility, operationalnecessity, or shortage of cadre recruiters. Ifthe request is disapproved by HQUSAREC, it will be returned through com-mand channels to tht recruiter authorizinghim or her to resubmit the request aftercompletion of 12 additional months in thecommand.

(4) Requests to involuntarily retainrecruiters for more than 12 months beyondtheir current stabilization period will be for-warded from HQ, USAREC, to CG,MILPERCEN, for decision.

b. Recruiters recommended for reassign-ment under this paragraph will retain MOSOOR as their secondary MOS. Recruiterswill be reclassified as required to permittheir use outside USAREC, with primaryconsideration of reclassification to thePMOS they held immediately prior to be-coming a recruiter. Chapter 6Personnel Management for ActiveGuard/Reserve PersonnelAttached to USAREC

Section IGeneral

6-1. Purposea. The Active Guard/Reserve (AGR)

program provides for voluntary active dutyof qualified reservists for the purpose of or-ganizing, administering, recruiting, in-structing, or training the Army ReserveComponent. AGR personnel are assignedand centrally managed by Commander,ARPERCEN and are members of the AGRManagement Program. AGR personnel se-lected for recruiting duty are attached toUSAREC to support the mission of recruit-ing for the Army Reserve Component.

b. This chapter prescribes the personnelmanagement procedures to be used in theselection, attachment, training, reattach-ment (to include operational transfer), andrelease of all AGR personnel attached toUSAREC, to include In-Service Recruiter(ISR) personnel.

Section IIAGR Selection and Initial Training

6-2. GeneralRecruiting battalion commanders are re-sponsible for soliciting applications fromqualified volunteers to maintain fill of allAGR authorizations. Initial screening andselection procedures are accomplished atthe recruiting battalion level with final ac-tive duty tour approval retained by Cdr,ARPERCEN. Recruiting battalion com-manders should constantly screen appli-cants for recruiting duty even when nocurrent vacancies exist in their owncommand.

6-3. Selection criteriaa. Current Reserve members of either a

Troop Program Unit (TPU) or the Individ-ual Ready Reserve (IRR) may apply for ac-tive duty as an AGR recruiter providedthey meet the following criteria. Theymust—

(1) Be in grades E6 or E7; waiver formembers in grade E5 will be accepted whenthere are insufficient applicants in grade E6or E7.

(2) Possess a GT score of at least 110 ora ST score of at least 100 (no waiver).

(3) Be a high school graduate with diplo-ma or have 1 year of college with a highschool GED (no waiver).

(4) Have less than 15 years Active Feder-al Service upon entry into AGR status.

(5) Be at least 21 and not older than 35years of age.

(6) Have no more than the followingnumber of dependents (including spouse):

(a) For members in the grade of E5, 2dependents.

(b) For members in the grade of E6, 4dependents.

(c) For members in the grade of E7, 5dependents.

(7) Meet the physical profile require-ments of AR 40-501, chapter 3, and theheight/weight standards of AR 600-9 orpossess a medical determination of accept-able body fat limits (no waiver).

(8) Be able to serve at least 5 years in anactive duty status prior to becoming eligibleto receive military retired pay or be subjectto mandatory removal.

(9) Not have been previously relievedfrom duty with USAREC (no waiver).

(10) Be eligible for a favorable securitycheck from HQ, USAREC.

(11) Not have voluntarily left the AGRprogram within the past 12 months.

(12) Have a minimum physical profile of232221.

(13) Have no lost time under Title 10,U.S. Code during the current enlistment orin the past 3 years, whichever is longer.

(14) Possess a valid civilian driver's li-cense and be qualified for a military driver'slicense (no waiver).

(15) Possess excellent military appear-ance and bearing and have no obvious dis-t r a c t i ng physical abnormalit ies ormannerisms.

(16) Not be enrolled in a drug and/or al-cohol dependency intervention program ofany type.

(17) Not be pregnant at time of selectionor prior to entry on active duty (no waiver).

(18) Have achieved a passing score onthe basic physical fitness test per AR350-15 within the 12 months precedingselection.

(19) Have favorable civilian and militarydisciplinary records.

(20) Never have been convicted by civil-ian court or military courts-martial.

(21) Never have had action taken (in-cluding proceedings under the provisions ofArticle 15, UCMJ) by any authority for—

(a) An offense for which the maximumpenalty under UCMJ is death or confine-ment for 1 year or .more.

(b) Any offense that involved moral tur-pitude regardless of the sentence received.

(22) Have no marital, emotional, finan-cial, or major medical problems (to includeimmediate family) that would hamper per-formance on recruiting duty.

(23) Not be a sole parent.(24) Have a minimum of 36 months of

service remaining on their enlistment con-tract prior to reporting for initial active du-ty tour (waiver).

(25) Be interviewed and recommendedfor recruiting duty by recruiting battalionpersonnel (no waiver).

b. Waiver authority is outlined below.(1) Applicants with more than 15 years'

Active Federal Service may have a waivergranted by the Chief, of the Army Reserve.Waivers for applicants with more than 17years of Active Federal Service will hot beconsidered.

(2) All other waiverable criteria may bewaived by CG, USAREC.

c. The selection of ISR personnel mustmeet the criteria establ ished in AR601-209, paragraph 3-3.

6-4. Procedures for AGR applicationa Applications for initial entry into the

AGR Program as a recruiter will include asa minimum—

(1) A letter of recommendation from arecruiting battalion, to include proposed du-ty station, paragraph/line number, and re-quest for any required waiver.

(2) Application for Active Guard/Re-serve (AGR) Duty.

(3) A c k n o w l e d g e m e n t of Serv iceRequirements.

(4) A current DD Form 4 series (Enlist-ment/Reenlistment Documents) and, if ap-plicable, DA Form 4836 (Oath of Extensionof Enlistment or Reenlistment).

(5) An SF 88 (Report of Medical Exami-nation) and SF 93 (Report of Medical His-tory) less than 1 year old at tour start date.

(6) DA Forms 2 and 2-1.b. Applications should include, on an op-

tional basis:(1) Current official military photograph.(2) Personal resume.c. Security checks should be requested

telephonically to HQ, USAREC, AGRManagement Branch, before the completedapplication is mailed.

d. DA Form 5428-R (AGR RecruiterApplication Checklist) will be used byrecruiting battalion personnel in processingapplicants. A copy of DA Form 5428-R islocated at the back of this regulation andwill be locally reproduced on 8 Vi by 11-inch paper.

e. All applications for AGR recruitingduty will be sent to Cdr, USAREC, ATTN:USARCPA-PS-AGR, for processing. Aninformation copy should be forwarded tothe proper brigade headquarters. Once re-ceived at HQ, USAREC, the applicationwill be reviewed for completeness and verifi-cation of eligibility. If complete, HQ,USAREC, will forward the application toCdr, ARPERCEN for final approval forAGR status. No commitments will be madeto the service member prior to receipt of ac-ceptance and issuance of orders byARPERCEN.

6-5. Initial training of AGR recruitersa All AGR personnel selected for initial

assignment as recruiters will attend theARC in a TDY status from their assignedrecruiting battalion. Additionally, AGRpersonnel who are returning to recruitingduty will be required to attend the ARC ifthey have been off recruiting duty for 12months or more. Successful completion ofthe ARC is a prerequisite for assignment asa recruiter.

6. Upon successful completion of ARCtraining, AGR personnel will return to theirrecruiting battalion for duty. The recruitingbattalion will forward a copy of the ARCdiploma for each graduating AGR membert o C d r , U S A R E C , A T T N :USARCPA-PS-AGR.16

c. AGR personnel who fail to completethe ARC may either

(1) Be rescheduled for ARC attendanceat the request of the recruiting battalion.Units desiring to reschedule an individualwill submit the request in writing to Cdr,USAREC, ATTN: USARCPA-PS-AGR;or

(2) Be referred to ARPERCEN for reas-signment within or separation from theAGR program.

d. Upon completion of the ARC and re-turn to the recruiting battalion, all AGRrecruiters will participate in the New Re-cruiter Program (see para 2-11).

6-6. Processing actions for AGRselection and trainingFigure 6-1 outlines the processing time and

procedures for the ini t ia l selection andtraining of AGR recruiters.

Section IIIAGR Assignment/ReassignmentPolicy

6-7. Generala. Initial assignment of AGR personnel

constitutes a 3-year stabili/aton, except inthe event of—

(1) Position relocation or abolishment.(2) Failure to successfully complete the

ARC.(3) Promotion to a grade that requires

relocation.(4) Failure to meet height/weight stan-

dards upon initially reporting for duty.(5) Involuntary termination.b. AGR personnel are authorized for the

exclusive purpose of supporting the ReserveComponents. Consequently, AGR person-nel are prohibited from performing thefunctions of recruiting for the Regular Ar-my, to include serving as station com-manders in recru i t ing stat ions whereRegular Army personnel are assigned, or inrecruiting staff positions authorized for sup-porting the Regular Army. AGR personnelwill not be used in any position other thanan AGR position.

6-8. Continuation of AGR statusa. R e c r u i t i n g bat ta l ion commanders

must make every effort to retain qualifiedAGR recruiters beyond their initial 3-yeartour. CG, USAREC, is the approving au-thority for retention of MOS OOE. Cdr,ARPERCEN, is the final approving author-ity for continuation of AGR tours.

b. Recruiting battalions will maintain aroster of all AGR personnel attached,which will include tour termination dates(TTD) and ETS. Six months before TTDs,AGR personnel will be counseled .concern-ing the recruiting battalion commander's in-tent to extend or terminate AGR status.The AGR member will be notified in writ-ing of the commander's decision using ei-ther the format at figure 6-2 or figure 6-3.Those personnel not recommended for con-tinuation must be barred from reenlistment

under AR 140-111 or processed for relieffrom AGR status under AR 635-200.

c. If the commander recommends contin-uation of AGR status and the individualconcurs, the individual must reenlist or ex-tend to meet the requirements for ft new 3-year AGR tour. AGR continuation/reen-listment will be accomplished using the fol-lowing procedures:

(1) Service members will initiate a DAForm 4187 requesting continuation (see fig-ure 6-4) and a DA Form 3340 (Request forRegular Army Reenlistment or Extension,figure 6-5). DA Form 3340 is not requiredin those cases when the current ETS ex-tends to, or beyond, the new TTD.

(2) Recruiting battalions will forward re-quests through the brigade reenlistmentNCO for coordination with the servicingpersonnel office to verify correctness/com-pleteness of DA Form 3340, and to deter-mine eligibility under AR 600-31 anddetermine the service member's eligibility toreenlist/extend in the AGR program underAR 140-111, chapter 8. The request willthen be forwarded to Cdr, USAREC,ATTN: USARCPA-PS-AGR, to arrive notlater than 5 months before the service mem-ber's current TTD.

(3) HQ, USAREC, will validate the indi-vidual's position, process the request forcontinuation/reenlistment and forward it toCdr, ARPERCEN, ATTN: DARP-FSE,not later than 4 months prior to TTD.

(4) ARPERCEN will issue reenlistmentand tour continuation orders.

(5) The Brigade reenlistment NCO willprepare the DD Form 4 series using the ef-fective dale shown on the reenlistment or-ders. The reenlistment packet will then beforwarded to the recruiting battalion for ac-tion on the effective date indicated.

(6) Recruiting battalions will administerthe reenlistment oath on the date specifiedand return the packet td the brigade reen-listment NCO.

(7) The Brigade reenlistment NCO willreview documents for accuracy and com-pleteness and distr ibute them per AR140-111.

d. AGR members who are recommendedand concur with continuation of AGR sta-tus but who desire to leave recruiting dutymust indicate this on the DA Form 4187when counseled 6 months prior to TTD. Allother requirements for processing continua-tion/reenlistment outlined in paragraph cabove apply.

e. The decision by a recruiting battalioncommander not to extend an AGR memberin the current duty position must be justi-fied in writing and provided to the individu-al not later than 6 months prior to TTD.Such recommendation constitutes a recom-mendation for termination of AGR statusand must be processed per AR 140-111,chapter 1 and 8, as a bar to reenlistment orunder 635-200 as a removal from active du-ty. CG, USAREC is the final approval au-thority for all AGR personnel barred toreenlist or processed for separation underAR 635-200. Cdr, ARPERCEN will be

provided an information copy of all actiontaken under AR 140-111 or AR 635-200 toseparate AGR personnel. Personnel cannotbe disapproved for extension in USAREC(current duty position) and recommendedfor extension in the AGR Program.

6-9. Voluntary reassignmentsa. After completion of 3 years stabiliza-

tion in USAREC, recruiters may request re-assignment within USAREC or transfer toanother command. Approval of such re-quests remains contingent on an authorizedvacancy, recruiter experience level in thegaining unit, and the needs of the AGRManagement Program. HQ, USAREC willdetermine command needs concerning thereassignment of AGR E5 through E7 per-sonnel within USAREC. Reassignment ofE8 and E9 AGR personne l w i t h i nUSAREC is a jo in t responsibili ty ofUSAREC and ARPERCEN. Reassignmentof AGR recru i t ing personnel outsideUSAREC who have met all eligibility re-quirements will be based on the needs of theAGR program and the approval authorityresting w i th Cdr, ARPERCEN. CG,USAREC, will provide input based on thecommand needs concern ing a l l AGRreassignments.

6. Recruiters voluntarily reassigned incur5 year stabilization in the gaining unit.

c. To be eligible for reassignment, AGRpersonnel must—

(1) Be at least within 6 months of com-pleting the initial 3 year tour stabilization inthe current recruiting battalion.

(2) Meet medical s tandards per AR40-501 and height/weight standards perAR 600-9.

(3) Not be under suspension of favorablepersonnel action under AR 600-31.

d. Acceptance of a cost PCS constitutesacceptance of the 3-year stabilization effec-tive from the reporting date in the gamingunit.

e. Following are the procedures for re-questing reassignment:

(1) The request for voluntary reassign-ment will be submitted through commandchanne ls to Cdr, U S A R E C . ATTN:USARCPA-PS-AGR, using DA Form4187. The individual should indicate threeareas of preference for reassignment (formatat figure 6-6). DA Form 2635, a preferencestatement will be attached to DA Form4187.

(2) Recruiting battalion commanderswill—

(a) Recommend approval/disapproval Ifdisapproval is recommended, the reason forrecommending disapproval must beprovided.

(b) Verify the individual's eligibility perparagraph c above.

(e) Recommend a release date normallynot to exceed 120 days from the date ofsubmission.

W; Provide the date of the individual'slast cost PCS.

/ AH requests for reassignment will beforwarded to HQ, USAREC, regardless ofthe commander's recommendation.

g. Upon receipt at HQ, USAREC, all re-quests for reassignment will be verified toensure they meet eligibility criteria and theneeds of the command. All AGR personnelrequest for reassignment will be forwardedthru command channels to ARPERCEN,DARP-FSE, for final determination, re-gardless of grade or command recommen-dation. All requests for personnel actionthat have not been forwarded through com-mand channels will be returned to HQ,USAREC, by ARPERCEN without action.

h. Requests for compassionate reassign-ment, joint domicile, or for discharge maybe submitted at any time in accordance withthe procedures below:

(1) Request for compassionate reassign-ment will be submitted on DA Form 3739under AR 614-200, chapter 3, and will beforwarded to Commander, USAREC,ATTN: USARCPA-PS-AGR. Requests forjoint domicile will be submitted on DAForm 4187, accompanied by a copy of themarriage certificate, and will be forwardedto the same address as above.

(2) Movement of personnel based onjoint domicile and compassionate reasonswill be contingent upon AGR position va-cancies commensurate with the individual'sgrade and MOS.

(3) Request for hardship discharge mustbe submitted under AR 635-200 and will beforwarded from the recruiting battalion tothe servicing MILPO, with an informationcopy to Commander, USAREC, ATTN:USARCPA-PS-AGR. The informationcopy of the request to HQ USAREC, is crit-ical based on the need to coordinate withARPERCEN for accountab i l i ty ofpersonnel.

i. Personnel requests for reassignmentnot meeting the criteria for voluntary reas-signment, compassionate reassignment, orjoint domicile, will be forwarded throughcommand c h a n n e l s to Commander ,USAREC, ATTN: USARCPA-PS-AGR.Such requests will be reviewed based on thejustification provided, needs of the com-mand, and the good of .the service. Com-mander. ARPERCEN, will make the finaldetermination in those cases.

6-10. Operational reassignmentsa. Operational reassignments for AGR

personnel should provide for managing crit-ical vacancies, career progression, or ex-ploiting confirmed recruiting markets.Operational reassignments will not be usedas a substitute means to reassign recruiterswith personal problems that would normal-ly be resolved through application for com-passionate reassignment, joint domicile, orother type of reassignment.

b. Determination of the cost category ofoperational reassignments for AGR person-nel will be the same as outlined in para-graph 3-7i.

c. The format for submission of all opera-tional moves is at figures 6-7 and 6-8. Spe-cific requirements are as follows:

(1) Requests will include justification,gaining/losing station information, to in-clude names of incumbents and replace-ments, UIC, RSID, city, Slate and ZIPCodes.

(2) The requested reporting date will benot less than 60 days from the date of sub-mission to HQ, USAREC. This will allowprocessing time at both HQ, USAREC, andHQ, ARPERCEN, for the reassignmentorders.

d. Requests for all operational movesshould be submitted directly from therecruiting battalion to Commander,USAREC, ATTN: USARCPA-PS-AGR,with DA Form 4187 (figure 6-8) from theindividual concurring or nonconcurringwith the move. HQ, USAREC will makethe final determination concerning an opera-tional movement within the guidelines ofthe individual's Acknowledgement of Ser-vice Requirements.

e. Recruiters will not be moved withoutthe approval of HQ, USAREC. Com-manders who direct the movement of indi-viduals without proper authority may bepersonally liable for costs incurred. HQ,USAREC will not backdate the authorityfor movement in order to compensate forlack of having gained proper approval.

/ All operation reassignments regardlessof cost/entitlement to, a dislocation allow-ance will be forwarded by HQ, USAREC,to Commander, ARPERCEN, for approval.

g. Recruiters operationally reassigned atcost incur a 3-year stabilization in the newposition.

h. Recruiters participating in the NewRecruiter Program will not be consideredfor operational reassignment.

6-11. Suspension and Involuntaryreassignment from recruiting duty

a. AGR personnel are subject to theguidelines of paragraphs 5-2 through 5-13(excluding 5-11), except that approvedAGR cases will be forwarded by Command-e r , U S A R E C , t o C o m m a n d e r ,ARPERCEN, ATTN: DARP-FSE^ for re-assignment or tour termination.

b. AGR personnel approved for involun-tary reassignment who arc on the HQDAPromotion Standing List will not be termi-nated from recruiting duty by Commander,ARPERCEN, unless a DA Form 268 (Re-port for Suspension of Favorable PersonnelActions) has been initiated. If this action isnot taken, AGR members are eligible to bepromoted in the selected MOS and may beretained in USAREC for a period of 1 yearin order to meet the requirements for thepromotion.

c. AGR recruiters recommended for in-voluntary reassignment under paragraph5-4, 5-5, or 5-6, will have PMOS OOE with-drawn. Reclassincation. action will be deter-mined by Commander, ARPERCEN. ;

6-12. Utilization of suspended AGRrecruiters

a. AGR personnel suspended pending in-voluntary reassignment will not be furtherattached to another duty location withoutthe prior approval of the CG, USAREC.Further attachment will be authorized onlyfor recruiters pending involuntary reassign-ment from recruiting duty for alleged viola-tions of a serious or violent nature, or whoare so disruptive, or discreditable to the dai-ly operation that local control is not consid-ered practical. Further attachment of AGRrecruiters will be considered only as a lastresort. Therefore, detailed justification mustbe submitted with each request for furtherattachment.

6. Requests for further attachment ofAGR recruiters will be forwarded throughthe recruiting brigade commander to Com-mander, USAREC. ATTN: USARCPA-PS-AGR. Recruiting brigade commanderswill review the request and should recom-mend approval only after determining thatfurther attachment is the only way to allevi-ate the problem. Recruiting brigade com-manders should also recommend the closestunit for further attachment and obtainagreement in writing from that unit for ac-ceptance of the AGR member. Specific re-quirements for submission of these requestsare as follows:

(1) Complete justification, to include theviolations of the recruiter, the date the sus-pension/reassignment was initiated, and anexplanation as to why the recruiter shouldnot be used at his or her present dutylocation.

(2) Anticipated duration of the tempora-ry assignment.

(3) Name and location of the nearest unitproposed for further attachment and writtenconsent from this unit if outside the brigadecommander's jurisdiction.

(4) DA Form 4187 from the AGR mem-ber indicating concurrence/nonconcurrencewith further attachment. An individual non-concurring must also indicate reasons. DAForm 4187 must further include—

(a) The individual's PMOS/SMOS andETS.

(b) The individual's marital status/familysituation and the effect, if any, that furtherattachment will have on that situation.

c. The Commander, ARPERCEN, willmake the final determination on further at-tachment of the AGR member and publishthe orders,

d. Further attachment of AGR personnelwill usually not exceed 60 days in duration.Requests for extension of this timeframemust be submitted to HQ, USAREC, withjustification.

Full-Time Support Management ProgramA program designed to provide a highlyqualified corps of ARNG and USAR enlist-ed and officer personnel to meet support re-quirements for USAR and ARNG projectsand programs. The program provides a cen-tralized management system for personnelon full-lime duty for 180 days or more.

Moral turpitudeThis term, though normally applied tomany offenses, herein applies to individualsconvicted or disposed of as juvenile offend-ers whose offense involves narcotics viola-tions or sexual perversions, including, butnot limited to—

a. Lewd and lascivious acts.6. Homosexual acts.c. Sodomy.d. Indecent exposure.e. Indecent acts with, or assault upon, a

In items 1 through 12 below there it a brief narrative describing environmentalfactors of recruiting duty followed by a related question. Considering thesefactors, for each item indicate the degree of agreement with the followingquestions as being descriptive of the assessed candidate.

1 . A recruiter is normally assigned to a station consisting of two to fiverecruiters. Recruiting requires that an individual perform many tasks withminimum direct supervision. Each station has an overall recruiting mission tobe successful and requires a combined team effort to accomplish this mission,la the candidate reliable, loyal, cooperative, and a team player?

2. A recruiter hat a great deal of independence of action. The recruiter must becapable of working with minimum aupervision and must motivate himself/herself to prospect on a daily basis. Is the candidate an independent worker,a self-starter? Doei he/she seek responsibility?

3. Recruiters must interact and communicate with people of various educationalleveli. They must be capable of speaking to small and large groups as well asindividuals, Could the candidate maintain a, conversational dialogue with schoolofficials, civic leaders, etc.?

4 . Recruiting is similar to selling in that it requires personnel who can presentthe Army story in a convincing and innovative manner, and be able to closesales. The basic tools are provided; however, each recruiter must develop atechnique for using them. Is the candidate industrious, aggressive, imaginative,and organized?

5. Recruiters should represent the best the Army has to offer in terms ofpast performance and potential fu ture contributions to the Army. Does thecandidate demonstrate promotion and school potential?

6. The average duty day for a recruiter is a minimum of 10 hours. Recruiter*routinely work in the evenings and on Saturdays. Although he/she may presentlybe an outstanding NCO, without a solid family life at home, duty performancecould rapidly decline A soldier's family is the cornerstone of his/her morale.Does the candidate have a stable family home life?

7. The recruiter is the Army in the community. First impressions are lastingimpressions. Does the candidate present an above average appearance? Pridein uniform? Physical condition?

8. Recruiters are viewed within the community as leaden. They must presentthemselves in such a manner as to always inspire confidence in our Army. Theymust lead by setting the example. Does the candidate demonstrate leadershipappropriate to grade**

9. Because they live in the civilian community, recruiters are constantly underscrutiny. Recruiter standards of conduct must be exemplary. Does thecandidate demonstrate professional and personal maturity on and off duty?

10. Due to the wide-spread geographic assignments within USAREC. recruitersdo not always have access to the normal benefits of military life. Recruitersmust be capable of overcoming this separation from normal support andperforming the mission despite it. Positive attitude must be influential onothers. Does the candidate display a positive attitude? Is he/she motivatedand enthusiastic?
