Protection of Life and Property National Security: military operations and activities authorized by deployment or execute orders, or otherwise approved by the Secretary of Defense and determined to be necessary for National Security including administrative, logistical, medical, and other activities in direct support of such operations and activities; training and exercises required to prepare for and carry out such operations; activities necessary to carry out or enforce treaties or other international obligations.

Preparation, execution and enabling activities ISO designated military operations and activities are critical to maintain National Security. This includes, but is not limited to OEF rotations, MEU deployments, New Norm Initiatives (SPMAGTFs, Security Augmentation Force, and/or CONUS-Based Crisis Response Forces), BSRF, UDP, MRF-Darwin, Theater Security Cooperation (TSC) activities, Mil to Mil engagements, Marine Security Guard (MSG) Activities, Fleet Anti-Terrorism Security Team (FAST), any elements deployed OCONUS and other capabilities ISO CCDR requirements as registered via Global Force Management Processes (GFMAP).

If additional details are required, the Marine Corps requests continuation of these operations through 21 October to allow adequate time to collect information from the operating forces executing these activities/operations.

2 USMC On-going Resubmission from 1 Oct - USMC Pre-deployment Training events that have been previously planned to prepare next-to-deploy forces ordered by SECDEF and registered in the GFMAP and those Exercises in preparation for OPLAN/CONPLAN execution are critical in order to provide properly trained forces to replace those units currently executing SECDEF Orders Book (SDOB) actions and support potential major contingency operations.

Protection of Life and Property National Security: military operations and activities authorized by deployment or execute orders, or otherwise approved by the Secretary of Defense and determined to be necessary for National Security including administrative, logistical, medical, and other activities in direct support of such operations and activities; training and exercises required to prepare for and carry out such operations; activities necessary to carry out or enforce treaties or other international obligations.

Training activities, exercises, and Mission Rehearsal Exercises (MRXs) as annotated in the Marine Corps Force Generation Process Order are critical to ensure mission success for those forces preparing to deploy ISO global requirements outlined in USMC Operations (above). Service level training events prepare USMC Operational Forces for deployments worldwide. This includes, but is not limited to Service directed collective skills/unit training in preparation of next-to-deploy units in direct support of OEF rotations, MEU deployments, New Norm Initiatives (SPMAGTFs, Security Augmentation Force, and/or CONUS-Based Crisis Response Forces), BSRF, UDP, MRF-Darwin, Theater Security Cooperation (TSC) activities, Mil to Mil engagements, Marine Security Guard (MSG) Activities, Fleet Anti-Terrorism Security Team (FAST), and other capabilities ISO CCDR requirements as registered via Global Force Management processes.

Protection of Life and Property National Security: Military operations and activities authorized by deployment or execute orders, or otherwise approved by the Secretary of Defense and determines to be necessary for National Security including administrative, logistical, medical and other activates in direct support of such operations and activities; training and exercises required to prepare for and carry out such operations; activities necessary to carry out or enforce treaties or other international obligations. Safety of Persons and Protection of Property: Response to emergencies, including fire protection, physical and personnel security, law enforcement/counter terrorism, intelligence support to terrorist threat warnings, Explosive Ordinance Disposal operations, emergency salvage, sub-safe program, nuclear reactor safety and security, nuclear weapons, air traffic control and harbor control, search and rescue, utilities, housing and food services for military personnel and trash removal.

Command, control, communications and computer support (IT, telephone, radio, etc) is critical to sustaining excepted activities in support of protection of life, protection of property, national security, and safety of persons. Inability to support basic communications requirements via the availability of communications or maintenance and repair of communications assets, would significantly impair or entirely eliminate the ability to conduct these operations, especially those situations requiring coordination with local, state or national agencies. Commanders always have the inherent responsibility to protect their force continuously. This obligatory activity requires a minimum level of resources that cannot be negatively impacted to the point of unacceptable risk. Some military can be repurposed for security alone. The specialized functions of Law Enforcement, Fire protection, Personnel and Physical Security, Monitoring alarm and control systems, Hazardous Waste Clean-Up (CBRNE), Anti-Terrorism require specialized training and certifications.

Resubmission from 1 Oct -Activities to train and deploy operational forces

Protection of Life and Property National Security: military operations and activities authorized by deployment or execute orders, or otherwise approved by the Secretary of Defense and determined to be necessary for National Security including administrative, logistical, medical, and other activities in direct support of such operations and activities; training and exercises required to prepare for and carry out such operations; activities necessary to carry out or enforce treaties or other international obligations.

These activities support our forces in the pre-deployment cycle as they execute the required training to safely prepare for deployment. These include forces for OEF, Unit Deployment Cycles to the Western Pacific and MEU workups. Among the activities required to support the pre-deployment training cycle include training range and airspace management, training device/systems management, ammunition handling and issuance, airfield operations; and those support emergency services, such as fire, EMS and law enforcement and the protection of critical training/operational assets.

Resubmission from 1 Oct - Air Traffic Control

Protection of Life and Property National Security: military operations and activities authorized by deployment or execute orders, or otherwise approved by the Secretary of Defense and determined to be necessary for National Security including administrative, logistical, medical, and other activities in direct support of such operations and activities; training and exercises required to prepare for and carry out such operations; activities necessary to carry out or enforce treaties or other international obligations.

These activities support the safe movement, through all phases flight, of aircraft, both tactical and support, at our Airfields. The excepted aircraft operations at our airfield in direct support of operational requirements demand the use of proper and safe ATC services. These Airfields with required ATC services are: MCAS Cherry Point, Beaufort, New River, Yuma, Camp Pendleton, Miramar, Kanehoe Bay, Iwakuni, Futenema, MCAF Quantico and MCAGCC Twenty-nine Palms. Our Air Traffic Controllers provide ground and tower control services as well as radar approach and departure services. All of our Air Traffic Facilities partner with the FAA and feed into the National Airspace system. In many locations our facilities are the primary providers of service to both military and civil aircraft. The ATC services at MCAF Quantico also provide direct support to President Operations as the host airfield of HMX-1.

Resubmission from 1 Oct - Utilities management, emergency repair to utilities, power distribution system building or other real property, monitoring alarm and control systems; trash removal and waste management handling and processing; transportation operations and maintenance; C4 and computer activities required to support, maintain and operate critical infrastructure management systems; hazardous waste clean-up, management and transportation, environmental remediation , pest control, environmental testing; essential housing management, services and maintenance personnel; Water and waste water management; Perform MHE and logistic handling operations.

Protection of Life and Property National Security: military operations and activities authorized by deployment or execute orders, or otherwise approved by the Secretary of Defense and determined to be necessary for National Security including administrative, logistical, medical, and other activities in direct support of such operations and activities; training and exercises required to prepare for and carry out such operations; activities necessary to carry out or enforce treaties or other international obligations.

Operating and maintaining facilities is critical to sustaining excepted activities in support of protection of life, protection of property, national security, and safety of persons. Inability to provide, maintain utilities would significantly impair or entirely eliminate the ability to conduct essential military operations. Additionally, failure to provide utilities and services such as trash removal could impact health and safety of our Marines. Inability to provide power services to critical facilities will impact operational capability, quality of life for our tenants and potential life threatening situations in our medical facilities. Plant Operators are required by EPA/OSHA regulatory statutes and operate 24/7/365. Installation plants provide drinking water; heat; and process waste water for installations, operational units, tenants, and residents. Currently the plants are minimally staffed with rotating shifts to cover the 24 hour period with no backup capability without overtime authorization. Employee absence due to the emergency furlough would require overtime to avoid violations or fines. The lack of properly licensed, certified, and experienced plant operators for water and wastewater systems will result in legal/public relations issues.

Medical/Dental Care: Inpatient care in DoD Medical Treatment Facilities and attendant maintenance of patient medical records; certification of eligibility for health care benefits; Private Sector Care under TRICARE.

These activities support requirements and contribute directly to the safety of persons and protection of property aboard 24 different Marine Corps bases and installations worldwide in the form of maintenance of medical records, patient care administration, and certification of eligibility for benefits. 10 MCRC 1 - 31 Oct

Resubmission from 1 Oct -Recruiting Operations

Protection of Life and Property National Security: Activities necessary to continue recruiting for entry into the Armed Forces during contingency operations, including activities necessary to operate Military Entrance Processing Stations and to conduct basic and other training necessary to qualify such recruited personnel to perform their assigned duties.

These activities and personnel support requirements and contribute directly to the mission of Marine Corps Recruiting Command in the form of: contracting and accessions, training at Recruiter School, administrative processing, and facilitating recruit and officer candidate travel to the Marine Corps Recruit Depots, Officer Candidate School, and The Basic School. These activities are essential to the successful recruitment and training of a quality, all-volunteer force.

Currently, these activities do not require additional excepted personnel beyond those already approved by OSD, nor will it include new contracts during this time. Resubmission from 1 Oct - Operation Gladiator Shield and all activities associated w/ its operations to include logistics, fuel, transportation, contract support, consumables, and other requirements that support this operation

Protection of Life and Property National Security: military operations and activities authorized by deployment or execute orders, or otherwise approved by the Secretary of Defense and determined to be necessary for National Security; command, control, communications computer, intelligence, surveillance, and reconnaissance activities required to support national or military requirements as necessary for security or to support other excepted activities.

Operation Gladiator Shield defends the Marine Corps Enterprise Network and Department Of Defense Information Network. Gladiator Shield is included on the OSD list of Military Operations and Activities Necessary for National Security dtd 20 Sep 2013. If additional details are required, the Marine Corps requests continuation of this operation through 21 October to allow adequate time to collect information from the operating forces executing this mission.

12 PP&O On-going Marine Corps Police Academies East and West. Courses started 1 Sept, complete 22 Nov 2013, and include 40 students per class.

Marine Corps Police Academies train civilian police who work on Marine Corps installations and protect personnel and property. The academies also provide mobile training teams to support active shooter training and special reaction team training, among other important security training.

13 PP&O On-going Corrections and Military Chasers (Travel)

Protection of Life and Property National Security: military operations and activities authorized by deployment or execute orders, or otherwise approved by the Secretary of Defense and determined to be necessary for National Security including administrative, logistical, medical, and other activities in direct support of such operations and activities; training and exercises required to prepare for and carry out such operations; activities necessary to carry out or enforce treaties or other international obligations.

Prisoner Transport: travel takes place to ensure safety and security. Approval to Transport must be provided prior to movement.Deserter Apprehension and Transport: Corrections coordinates and transports all apprehended deserters in a timely manner to reduce costs. Delay will impact jails, which will not hold individuals under federal warrants due to overcrowding.

14 C4 On-going Marine Corps Enterprise Network (MCEN) Maintenance

Recruit Separation Platoon (RSP) has facilities to house approximately 100 recruits awaiting separation at each Depot. The inability to fund separation orders would cause a significant backlog and potential safety/medical impacts to the recruit or a Recruit Training Regiment staff member. Travel costs estimated to approximately $150k.

At Parris Island alone, nearly 50% of the current recruit population attends Catholic Mass and utilizes their support services on a weekly basis.

As of the date of this brief, Lt Hastings may only have one or two flights left.1stLt Hastings may loose proficiency and currency just prior to the check flight that will grant him the C-130 copilot MOS if his training is interrupted. We recommend he be allowed to finish with only 5 days left in training.

Not finishing this course would required these students to return to Randolph AFB and wait for the next available class. The next class is offered at Fort Huachuca, AZ starting on 2-Dec-13. The students will require TAD orders for this course and will need to repeat it from the beginning.

Removing the instructor from the course disallow VMU-2 from training the initial accession Marines due to not enough instructors on hand. He is essential for completion of training. The instructor is assisting with the training of VMU-2 UAC Marines ISO their upcoming deployment to OEF. Without him, the two TAD initial accession students would sent home incomplete.Delaying this course until the next scheduled UAC course would delay these students' MOS accession. Additionally, one student is slated to report to VMU-2 prior to their deployment. Delaying his training would leave VMU-2 without a vital qualified UAC.

If the instructor is sent home, MOS training will not be completed for a majority of the students attending (both local and TAD). This will impact VMU-2's mission readiness as they prepare to deploy ISO OEF.

Halting this course would create a backlog of students that the local infrastructure would not be able to support. This is a production bottleneck for all Signals Intelligence Marines and must be continued as a matter of national security.

9 Marines curerntly in training are Lat Move Marines not on TAD orders to Goodfellow AFB.Delaying or deferring this course would create a lapse in emergency responder coverage to USMC air stations. This course is required for duty as an air station firefighter and is only taught at this schoolhouse, creating a training bottleneck for all 7051s. By delaying this course, the Fleet would be unable to support current flight operations, regardless of deployment cycle, due to insufficient number of 7051s.

Currently there are only 3 classes for PMOS 0689 scheduled throughout the year. If the Marines are sent back we do not have the facilities or instructors to make up the class cancelation. Cancelation of this course will cut the production of this High Demand, Low Density MOS by 1/3.The Marines would have to be brought back to MCCES to complete their NSA/DOD/USMC required certifications and training. Due to the nature of our facilities and the required instructor certifications this training cannot be completed in any place other than 29 Palms, CA.

Officer candidates, commissioned after OCC-214, will then proceed to The Basic School to begin training to make them foundational leaders within the Marine Corps. Shutting down OCS, OCC-214, and direct supporting activities means that we would delay the evaluating and screening of these officer candidates until the government shutdown is figured out, which will affect officer accession for the remainder of the Fiscal Year-14 and possibly beyond. Marine Corps Recruiting Command (MCRC) would then have to analyze, reconfigure shipping models, and decide when or if to resend the officer candidates to OCS. Candidates already possess round-trip tickets and the majority of logistics and coordination in support of OCS operations is already on hand at no additional future cost to the government beyond service member manpower costs, which would be incurred regardless of OCS operations being halted.OCS’s next company is scheduled to start on 6 Jan 2014 (OCC-215). To have two 10 week companies on deck in the near future would require additional 0911s to assist with manning the second training company.

There is not enough billeting on the east coast to accomodate the influx of students from recruit training if they do not continue through the pipeline. This is a production bottleneck for all non-infantry MOS Marines and must be continued as a matter of national security.
