METHODOLOGY

• The research was conducted among adult citizens of Montenegro in the period of 12 – 26, March, 2015, on a sample of 1014 respondents.

• Data collection was conducted via CATI (Computer Assisted Telephone Interviewing). The research was carried out on a representative sample of the population that has a landline telephone in the household.

• The survey was conducted by telephone. The average length of the questionnaire was about 10 minutes.

• The target population for this research is Montenegrin citizens aged 18 and over. Sample frame is based on census data from 2011 and the electronic telephone directory. The sample type is a combination of a random two phase stratified sample and quota sample with phases of the selection. The first phase - household, selected by a simple random sample; second phase – a member of the household with a quota criteria defined by gender and age.

• The sample stratification was done based on the municipal level, type of settlement, i.e. urbanity, ages and genders.

• The sample included 16 municipalities of Montenegro. • The research was conducted by The Centre for Monitoring and Research.

Sample error

Margin of error (for the level of confidence of 95%) and Sample error for the incidence

of 50% is 3.08%.

Error for the incidence of 5% is 1.36%. Error for the incidence of 15% is 2.20%,

Error for the incidence of 25% is 3.26%, Error for the incidence of 35% is 3.94%, while

for the incidence of 45% is 3.06%.

All errors are reported for the confidence level of 95%.

Key findings

Persons with disabilities in Montenegro are perceived as a social group that is exposed

to marginalization for more than half of the citizens and belong to the group of most

socially isolated and whose rights are least respected (55.2%). This attitude is confirmed

by the attitude of the majority (56.3%) that persons with disabilities actually enjoy lower

body of rights comparing to the rest of the general population.

Citizens in 2015 as well as in almost unchanged percentage measured in 2010 and 2011

estimated that persons with disabilities have fewer rights than other citizens of

Montenegro, which indicates a poor implementation of the law but also the lack of

legislation that would better regulate the rights and status of persons with disabilities.

For a long time, for persons with disabilities was used as a politically correct term

persons with special needs, thus the vast majority of citizens (75.7%) believes that

persons with disabilities don’t have the same needs as the rest of citizens but special

needs. This finding shows the need for a better interaction of persons with disabilities

with the public as well as education of public on the rights, position and needs of

persons with disabilities. The frequency is almost the same comparing to 2011 when the

frequency of the response that persons with disabilities have special needs was 75,1%.

Every third respondent in their immediate or wider family or their close environment

has a person who has a disability, which indirectly indicates the size of the population

and the possibilities to mobilize support in efforts to better position PWD in the

Montenegrin society.

That PWD deserve equal respect as other citizens is considered by 71.1% of respondents

who stated that persons with disabilities should be treated in the same way as other

citizens.

Almost half, 46,8%, of respondents considers that PWD are discriminated daily in

Montenegrin society, 28,5% believes that they are sometimes discriminated, while 18%

believes that they are never being discriminated. Employment and labor are stated as

space for the largest discrimination (46,8%).

Research confirms that 28,2% of respondents are not familiar that according to the Law

on Spatial Planning and Construction all public facilities in Montenegro must be

available to PWD.

Every seventh citizen (14.8%) knows for the concrete case of discrimination of PWD,

while 57,7% of respondents believe that the family is key in fight for the exercise of the

rights of persons with disabilities. State institutions were recognized by only 2,8% of

citizens as the most important actors. Here we have the significant difference in

perception, because the number of citizens who recognize the family as the key, from

previous 82,9% has decreased, and number of those who recognize NGO as the key has

increased (12,3%). Every fourth citizen recognizes PWD as key factors for improvement

of their rights (22,4%).

Majority of citizens favors support to PWD to exercise equal rights (72,3%) comparing

to improvement of social incomes and quality of professional care (19,6%).

Institutions and public spaces, especially streets and traffic, in the opinion of the

majority of citizens are not adapted to PWD. Barriers are most present in the street and

traffic. According to respondents the costs of possible adjustment should be borne by

the budget of Montenegro and local governments.

Inclusive education is supported by majority, but we have 29% of respondents who

believe that PWD should be educated in specialized institutions.

The majority believes that PWD should be participants in the open labor market, and

that they are at least as good workers as well as anyone else, and would rather hire PWD

instead to give the money to the Fund for employment of persons with disabilities.

Media campaigns, removing barriers and greater social benefits, according to the

respondents are the best ways to improve the situation of PWD in Montenegro.
