1) Visions Mission and strategy planning of the Higher Education institution have aimed to distance education.
2) Distance education must be equivalent with classroom system.
3) The Higher Education institution must prepare and present on the support system, such as, resources for instruction and research, students support, consulting, instructional document, and e–Library

4)The provision of instruction must have the components including: curriculum and instruction, instructional media and e-book as the students can access.
5) Technology Infrastructure must be provided in line with the main media and communications network, including the internal and external network systems to be ready for providing sufficient service to students.
6)The admission/entrance system and evaluation system must be equivalent with a classroom system.

7) The instructors are responsible for the program in line with standards’ criteria for distance education degree program and competence for teaching online. Also the office hours should be addressed.
8) The institutions have to establish the committee or the office for distance education.
9)The Interaction between Instructors and students have to be a two-way communication.

10)The distance education program must cover issues and needs from the labor market, society, and institution, which are outstanding in that filed. Besides, the educational external quality assurance evaluation should be at a very good level on the last academic year.
11) The period of distance education curriculum must be addressed time limit for to accreditation, and the ratio of instructor and student should be presented a reasonable number.
