Summary
This report describes the status of astronomy in the Philippines, based on a ten-day visit there by the writer in December 2010, sponsored by the International Astronomical Union. The visit was hosted by different organizations and institutes, but mainly by the Department of Science and Technology (DOST) - Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), by the DOST-Science Education Institute (SEI), and by Rizal Technological University (RTU).
During the stay in the Philippines, visits were made to PAGASA, SEI, several universities, various offices of DOST, the Department of Education (DepEd), the office of Congressman Angelo Palmones, the House of Representatives, a science high school teacher training center, planetaria and science centers, public and university-based astronomical societies, and an elementary school. In total I gave seven public lectures, each of which 1-2 hours long.
Arising from this visit, several recommendations are made to the IAU for developing astronomical teaching and research in the Philippines. The key recommendation is that IAU should stimulate the development of an astronomy research environment through international exchange of university lecturers and students, for example with travel grants for visits to IAU colloquia and symposia, the International School for Young Astronomers (ISYA), the South-East Asian Astronomy Network (SEAAN), and the Exchange of Astronomers program. Furthermore, the quality (more specifically, the quantity) of astronomy education at elementary schools and high schools should be stimulated, for example through the NASE (Network for Astronomy School Education) and UNAWE (Universe Awareness) programs.
