Introduction

The Organizing Committee for the XVI Pan American Games Guadalajara 2011 presents this Athletes Qualification Manual to offer the National Olympic Committees and members of the Pan American Sports Organization PASO, an instrument to assess the qualification criteria that was established by the Pan American Confederations and by the International Federations in order to participate in this great Continental event. This document will be considered the only reference for the National Olympic Committees (NOCs) to retrieve the updated information related to the athletes’ qualification systems for the XVI Pan American Games Guadalajara 2011. Presently, most sports have an approved qualification system. Some sports systems are waiting to be approved and some other sports do not have a qualification system yet. In those cases, PASO and The National Olympic Committees will receive the update as soon as the Pan American Confederations and the International Federations confirm the information. All changes and updates made by the Pan American Confederations and the International Federations to this Athletes Qualification Manual will be informed immediately to PASO and the National Olympic Committees. The approved Qualification period is from January 1, 2010 to August 31, 2011. This manual also includes up-to-date information related to the sports that will qualify athletes for the London 2012 Olympic Games.

1. Aquatics Five aquatics disciplines will be held as part of the XVI Pan American Games Guadalajara 2011:

- Diving - Swimming - Open Water Swimming - Synchronized Swimming - Water Polo

1.1 Diving

a) Participation Only NOCs recognized by PASO and whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota approved by UANA, there will be a maximum of SIXTY (60) athletes in diving. The NOCs may only send competitors who have qualified through the system established by FINA/UANA to participate in the XVI Pan American Games Guadalajara 2011. c) Qualification System

Each NOC may enter a maximum of eight (8) divers, four (4) men and four (4) women, if entering a team in synchronized diving. NOCs not entering athletes in synchronized diving will be allowed to enter a maximum of six (6) athletes, three (3) men and three (3) women.

As the host country, Mexico will automatically qualify to compete in all categories in the Diving competition at the XVI Pan American Games Guadalajara 2011.

Below is a list of the minimum standard scores required to participate in the individual events in the XVI Pan American Games Guadalajara 2011.

The standard scores should be obtained at events approved by the FINA/UANA Executive Committee and which take place prior to July 16, 2011.

If a NOC enters a team for a synchronized diving event, at least one of the team divers must fulfill the qualification requirements for the individual event for that height.

d) Qualification System Approval This qualification system is subject to final approval by UANA.

e) London 2012 Olympic Qualification At the meeting of the FINA Bureau held on July 28, 2009, the FINA Bureau approved that the Continental Champion (2011 Pan American Games) in the Individual Events of 3m Springboard

and 10m Platform shall earn an Olympic Games position for their respective federations, with official entries to be confirmed by the respective NOCs.

1.2 Swimming

a) Participation Only NOCs recognized by PASO and whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011.

b) Maximum Number of Competitors According to the quota accepted by UANA, the total number of athletes in the Swimming competition shall not exceed TWO HUNDRED AND FIFTY SIX (256). There will be a maximum of twenty six (26) male and twenty six (26) female competitors per country. The NOCs may only send competitors who have qualified through the system established by FINA/UANA to the XVI Pan American Games Guadalajara 2011. c) Qualification System

As the host country, Mexico will automatically qualify for the XVI Pan American Games Guadalajara 2011, as long as the athletes achieve the qualifying time standards established by UANA.

Each NOC may enter those swimmers who have met the qualifying time standards for the XVI Pan American Games Guadalajara 2011.

This minimum standard performance shall be achieved at an official competition recognized by the respective National Federation, from January 1, 2010 to July 31, 2011. (to be confirmed).

Each NOC shall be guaranteed an entry of one (1) male and one (1) female swimmer for one event without having a qualifying time for that event.

d) Qualification System Approval The qualification system was revised and approved by UANA on May 10, 2009.

e) London 2012 Olympic Qualification The Swimming competition during the XVI Pan American Games Guadalajara 2011 is considered a Qualification Competition for the 2012 London Olympic Games. The athletes that achieve the Minimum Qualifying Time required by FINA, will qualify for the 2012 London Olympic Games.

1.3 Open Water Swimming

a) Participation Only NOCs recognized by PASO whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of competitors Athletes competing in the Open Water Swimming Events must be at least fourteen (14) years old at the time of the competition. c) Maximum Number of Competitors A maximum of THIRTY TWO (32) swimmers will participate in the Open Water Swimming event: sixteen (16) men and sixteen (16) women. The NOCs may only include competitors who have qualified through the system established by FINA/UANA to the XVI Pan American Games Guadalajara 2011. d) Qualification System

1st Priority: Two (2) slots per gender for the Host Country;

2nd Priority: The maximum number of competitors a country may have is two (2) per gender;

3rd Priority: Every NOC participating in the IV UANA Pan American Marathon Championship (10 km) shall be awarded one (1) male and one (1) female slot. Athletes must have classified in the top fifteen (15) for their gender and in their respective category, (Junior or Senior).

4th Priority: A maximum of one slot per gender for each of the top five NOCs from the Americas (excluding Mexico) to finish at the FINA World Championships 2011 (10 Km), to be held July 16-31, 2011 in Shanghai, China.

5th Priority: Any NOC whose second-placed swimmer at the FINA World Championships 2011 (10km) finishes among the top five (5) competitors from the Americas added in the order in which they finished until it is reached the maximum number of thirty two (32)athletes, based on the quota established by PASO.

6th Priority: To reach the established maximum number of participants, this field will be filled with eligible finalists in FINA World Championships 2011 10km first and then with finalists from IV Pan American Marathon Championship.

e) Qualification System Approval This qualification system is subject to final approval by UANA.

1.4 Synchronized Swimming a) Participation Only NOCs recognized by PASO and whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011.

b) Age of Competitors Competitors must be at least fourteen (14) years old on December 31, 2011. c) Maximum Number of Competitors According to the quota approved by PASO, there will be a maximum of EIGHTY (80) competitors.

Eight (8) teams with a maximum entry of nine (9) competitors each.

Twelve (12) duets no alternates The NOCs may only register competitors who have qualified through the system established by FINA/UANA to the XVI Pan American Games Guadalajara 2011.

d) Qualification System The following eligible Team and Duet entries will qualify according to UANA approved procedures. Participation of NOCs per zone table:

The host country will be a representative for its zone in each event.

If any qualifying country fails to confirm their participation by July 16, 2011, alternate federations, in qualifying order, will be approached to replace them.

As the host country, Mexico is automatically qualified in all categories of the synchronized swimming competition at the XVI Pan American Games Guadalajara 2011.

e) Qualification System Approval The qualification system was revised and approved by UANA on May 10, 2009.

f) 2012 London Olympic Qualification Synchronized Swimming at the XVI Pan American Games Guadalajara 2011 is considered a qualification competition for the 2012 London Olympic Games. One (1) duet and one (1) team (Gold Medalists) will qualify for the Olympics Games.

1.5 Water Polo

a) Participation Only NOCs recognized by PASO and whose National Aquatics Federation is a member of FINA/UANA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota approved by UANA, the Water Polo competition will have a maximum of TWO HUNDRED AND EIGHT (208) athletes, as follows: Men’s competition: eight (8) teams x thirteen (13) athletes = one hundred and four (104) male athletes. Women’s competition: eight (8) teams x thirteen (13) athletes = one hundred and four (104) female athletes. The NOCs may only enter competitors who have qualified through the system established by FINA/UANA to the XVI Pan American Games Guadalajara 2011. c) Qualification System Men’s Competition: Eight (8) teams will qualify for the 2011 Pan American Games using the following system:

Mexico qualifies as host country.

CONSANAT qualifies three (3) teams: the first three (3) teams placed at the South American Championships, which will be held in Cali, Colombia on March 2010.

CCCAN qualifies two (2) teams: the first two (2) teams (excluding Mexico) placed at the 2010 Central American and Caribbean Games, to be held from July 17 to August 1 in Mayaguez, Puerto Rico.

Zone 3 automatically qualifies the United States.

Zone 4 automatically qualifies Canada.

Women’s Competition: Eight (8) teams will qualify for the 2011 Pan American Games using the following system:

Mexico qualifies as host country.

CCCAN qualifies two (2) teams: the first two (2) teams (excluding Mexico) placed at the 2010 Central American and Caribbean Games, to be held from July 17 to August 1 in Mayaguez, Puerto Rico.

d) Qualification System Approval This qualification system is subject to final approval by UANA.

e) London 2012 Olympic Qualification The Gold Medalists in the women’s and men’s competition at the 2011 Pan American Games automatically qualifies for the London 2012 Olympic Games. If the Gold Medalists have previously qualified through FINA competitions, then the next highest placed team at the Pan American Games qualifies for the Olympic Games. The second, third, and fourth placed teams at the 2011 Pan American Games automatically qualify for the 2012 Olympic Qualification Tournament. If one of these teams has previously qualified for the Olympic Games, then the next highest placed team qualifies for the Olympic Qualification Tournament.

2. Archery

a) Participation Only NOCs recognized by PASO and whose National Archery Federation is a member of FITA/COPARCO may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of SIXTY FOUR (64) competitors, thirty-two (32) men and thirty-two (32) women. Each NOC may enter a maximum of three (3) competitors in each event provided they have qualified in accordance with COPARCO requirements.

c) Qualification System As the host country, Mexico will automatically qualify to compete in all events and may enter three (3) competitors per event in the XVI Pan American Games Guadalajara 2011. The athlete’s qualification process will consist of two (2) Qualifying Tournaments as follows:

The first Qualifying Tournament (QT1) will be the Pan American Championships, to be staged from September to November 2010, in Guadalajara.

The second Qualifying Tournament (QT2) will take place early enough in 2011 to meet the preliminary entry deadline established by COPAG. The date and place of the QT2 will be confirmed by COPARCO.

1. In the Pan American Championships (QT1), the distribution of the twenty five (25) slots

for men and the 25 slots for women will be as follows: - The top seven (7) teams in the Olympic Round will qualify their countries with three

(3) slots each, for a total of twenty-one (21) athletes. If Mexico finishes as one of the top seven (7) teams, then the team placed eighth (8th) will receive three (3) slots.

- The top four (4) archers in the Individual Olympic Round (excluding Mexico and the seven (7) countries that earned slots in the Team Event) will qualify with one (1) slot. A country can obtain a maximum of three (3) slots for men and three (3) for women.

2. In the second Qualifying Tournament (QT2), the four (4) missing slots for both men and

women will be distributed as follows: - Should QT2 be a world ranking event, a separate Olympic Round Competition will

take place between archers who have not yet qualified for the XVI Pan American Games Guadalajara 2011 in QT1. The first four archers in this separate Olympic Round Competition will earn a slot for their countries.

- A country already qualified with three (3) slots at the XVI Pan American Games Guadalajara 2011 in QT1 cannot enter an archer in the separate Olympic Round competition of QT2.

- A country that earned two (2) slots in QT1 may enter only one (1) archer in the separate Olympic Round competition of QT2.

- A country that earned one (1) slot for the XVI Pan American Games Guadalajara 2011 in QT1 may only enter a maximum of two (2) archers in the separate Olympic Round competition of QT2.

- A country that did not earn a slot for the XVI Pan American Games Guadalajara 2011 in QT1 may enter up to three (3) archers in the separate Olympic Round in QT2.

d) Qualification System Approval The qualification system was revised and approved by COPARCO on November 22, 2009.

3. Athletics

a) Participation Only NOCs recognized by PASO and whose National Athletics Federation is affiliated to IAAF/PAC may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of competitors

Male athletes competing in the Marathon and in the 50km Race Walk must be at least eighteen (18) years old on December 31, 2011.

Female athletes competing in the Marathon must be at least eighteen (18) years old on December 31, 2011.

For other events, competitors must be at least sixteen (16) years old on December 31, 2011.

c) Maximum number of competitors According to the quota established by PASO, there will be a maximum of SEVEN HUNDRED (700) competitors, male and female, in the Athletics Competition. The NOCs may only register competitors who have qualified through the system established by IAAF / PAC to the XVI Pan American Games Guadalajara 2011.

d) Qualification System Individual Events

Each NOC can register one competitor per individual event, even if he/she has not achieved the minimum standard performance. To register a second competitor, both athletes must have achieved the minimum standard performance.

This minimum standard performance shall be achieved at an official competition recognized by the respective National Federation, from January 1, 2010 until midnight (Guadalajara local time), August 31, 2011.

As the host country, Mexico will automatically qualify for all events in the Athletics Competition at the XVI Pan American Games Guadalajara 2011, with two (2) athletes per event.

e) Qualification System Approval This qualification system is subject to final approval by the Pan American Athletics Commission. f) 2012 London Olympic Qualification The Athletics competition at the XVI Pan American Games Guadalajara 2011 will serve as an opportunity for athletes to reach the IAAF qualifying standards for the London 2012 Olympic Games.

4. Badminton

a) Participation Only NOCs recognized by PASO and whose National Badminton Federation is a member of IBF/PABC may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors

According to the quota established by PASO, there will be a maximum of EIGHTY EIGHT (88) competitors, forty-four (44) men and forty-four (44) women.

Each NOC can register a maximum of four (4) men and four (4) women, provided that he/she has qualified in accordance with IBF and PABC requirements.

If at the end of the registration period the total number of participants is above the upper limit established by PASO, forty-four (44) men and forty-four (44) women, PABC will determine a maximum quota for each country as well as the total number of athletes who will be allowed to participate.

Each NOC can register a maximum of three (3) players for the singles events and two (2) couples for the doubles events.

Each NOC that is an associated member of IBF/PABC will have the right to participate with a minimum of one (1) player in the Badminton competition at the XVI Pan American Games Guadalajara 2011.

c) Qualification System

The PABC Executive Committee has approved the following procedures for the allocation of spots among PABC affiliated members for the Badminton competitions in the XVI Pan American Games:

Country ranking is determined by adding up the points of the highest ranked player/team from each country in the women’s singles, women’s doubles, men’s singles, men’s doubles, and mixed doubles, (a maximum total from the five rankings) using the May 27, 2011 BWF World Ranking. The higher the number of total points, the higher the country ranking.

The allocation is by country not by individual athlete. Each NOC can choose its own procedure to select its competitor(s) for the Badminton competition. To be entered, each competitor must also be eligible to participate in the XVI Pan American Games Guadalajara 2011.

Since country rankings will be determined on May 27, 2011, this will give countries plenty of time to improve their World Ranking, thus potentially increasing the number of players from that country.

Depending on the number of countries that actually enter players in the XVI Pan American Games, PABC has the right to adjust the participation levels up (where there are less than forty-four (44) entries per gender in the Initial Allocation) or down (where there are more than forty-four (44) entries per gender in the Initial Allocation) to reach the athlete quota, that is, forty-four (44) men and forty-four (44) women.

Countries shall confirm their interest in taking the allocated slots to PABC by June 15, 2011. In case the quota of forty-four (44) men and forty-four (44) women is not reached through the Initial Allocation, additional slots will be allocated as follows: Beginning with the 4th ranked country, having three (3) or less entries, each country, in rank order, will be allowed to enter one (1) additional man and/or woman until the quota is fulfilled or all countries have been offered an additional slot, whichever comes first. If the quota is still not reached, then the process will repeat itself until the quota is complete, with a limit of four (4) men and four (4) women entries for each country.

d) Qualification System Approval The qualification system was revised and approved by PABC on November 4, 2009

According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND TWENTY FIVE (125) competitors in the Boxing competition.

Each NOC may enter a maximum of one (1) boxer in each weight category provided he/she has qualified in accordance with AIBA Rules.

d) Qualification System As the host country, Mexico will automatically qualify with one athlete in each of the three (3) women’s weight categories and ten (10) men’s weight categories of the Boxing competition in the XVI Pan American Games Guadalajara 2011. The athlete’s qualification will be defined during three (3) qualifying tournaments held on March, April and May 2010. Places will be defined by CABOX. 10. Canoe/Kayak Flatwater

a) Participation Only NOCs recognized by PASO and whose National Canoe Federation is a member of ICF/PACF may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors

According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND TWENTY FIVE (125) competitors.

Each NOC will be allowed to enter a maximum of fourteen (14) athletes, that is, five (5) athletes for Kayak Women, five to six (5-6) for Kayak Men and three to four (3-4) for Canoe.

c) Qualification System

The first five (5) single boats (K1 M, C1, K1 W) in the events of 1000m and 500m that cross the finish line in the 2010 Flat water Pan American Championships will qualify for the XVI Pan American Games.

In the crew boats K2, K4, M & W, and in C2, 1000m and 500m, the first five (5) finalists in each event at the 2010 Flat-water Pan American Championships will qualify for the XVI Pan American Games.

Based on these criteria, a total of one hundred and fifteen (115) seats /athletes will be reached.

Ten (10) seats will be guaranteed to those NOC’s whose new National Federation participate in the 2010 Flat water Pan American Championship (place and date to be defined), in order to reach the ONE HUNDRED AND TWENTY FIVE (125) athletes’ quota established by PASO.

According to the Regulations in force, if the host country of the XVI Pan American Games does not qualify in some of the twelve (12) competitions, it will still be guaranteed one of the quota places, and, consequently the number of remaining quota places for other countries will be reduced in that specific discipline.

After adjusting the participation number of each NOC to fourteen (14) eligible athletes, the President of PACF, in coordination with the PACF Flat Water Racing Committee, will reallocate the remaining quota places to the other NOC’s according to their performance.

12. Equestrian

a) Participation Only those NOCs recognized by PASO and whose National Equestrian Federation is a member of FEI may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of Competitors and Horses

Competitors are eligible to take part in the Eventing and the Jumping competitions from and including the year in which they reach their eighteenth (18th) birthday.

In Dressage, competitors are allowed to take part from and including the year in which they reach their sixteenth (16th) birthday.

Horses must be at least eight (8) years of age to be eligible to compete in Jumping and seven (7) years of age for dressage and Eventing. The age being counted from January 1 of the year of birth.

c) Maximum Number of Competitors

According to the quota established by PASO there will be a maximum of ONE HUNDRED AND THIRTY (130) male and female competitors.

The maximum number of horses at the same time in the Equestrian Village shall be ONE HUNDRED AND THIRTY (130).

The NOCs may only register competitors who have qualified through the system established by FEI to the XVI Pan American Games Guadalajara 2011

d) Qualification System Each NOC may enter teams and individuals in each discipline according to the participation numbers indicated above.

12.1 Dressage

Riders and horses must obtain the qualification for the XVI Pan American Games Guadalajara 2011 at events that take place from January 1, 2010 until the date of the numerical entries: July 16, 2011. All rider/horse combinations must have achieved a minimum qualification criteria by the date mentioned above: to have achieved 60% in a FEI Prix St Georges Test 2000 at two different occasions, at a CDI or National Dressage event. NFs are required to send to FEI a Certificate of Capability for the XVI Pan American Games Guadalajara 2011 Dressage competitions and a record of results for all riders / horses intending to compete by the qualification deadline corresponding to the numerical entries of July 16, 2011.

12.2 Eventing

Riders and horses may obtain the qualification for the XVI Pan American Games Guadalajara 2011 at events that take place from January 1, 2010 until the date of the numerical entries, July 16, 2011. All rider/horse combinations must have achieved minimum qualification criteria by the date mentioned above in order to obtain an Eventing Qualifying Result in a CCI 3*.

NFs are required to send to the FEI a Certificate of Capability for Senior Continental Competitions (XVI Pan American Games Guadalajara 2011) and a record of results for all riders / horses intending to compete by the qualification deadline corresponding to the numerical entries of July 16, 2011.

12.3 Jumping All riders must have competed in at least one CSI event of any category prior to or in the year of the XVI Pan American Games Guadalajara 2011 until the date of the numerical entries: July 16, 2011. NFs are required to send to FEI a Certificate of Capability for the XVI Pan American Games Guadalajara 2011 Jumping competitions and a record of results for all riders / horses intending to compete by the qualification deadline corresponding to the numerical entries of July 16, 2011.

The Equestrian competitions during the XVI Pan American Games Guadalajara 2011 will be a Qualifying Competition for the 2012 London Olympic Games.

During this competition, allocation of places for the Olympic Games will be as follows:

Eventing: Two (2) best placed teams from FEI Olympic Groups D (North America) and E (Central/South America) from the XVI Pan American Games Guadalajara 2011 will be directly qualified.

Eventing Individual(s): (If a NOC is not represented by a Team): the best placed individual from the FEI Olympic World Ranking list from Group D (North America) and E (Central/South America) & additional individual as per the Ranking list.

Dressage: Two (2) best placed teams from FEI Olympic Group D (North America) and E (Central/South America) from the XVI Pan American Games Guadalajara 2011 will be directly qualified.

Dressage Individual(s): (If a NOC is not represented by a Team): the best placed individual from the FEI Olympic World Ranking list from Group D (North America) and E (Central/South America) & additional individual as per the Ranking list.

a) Participation Only NOCs recognized by PASO and whose National Fencing Federation is a member of FIE / CPE, and which have the 2010-2011 FIE Sport Season, License may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND FIFTY TWO (152) male and female fencers. c) Qualification System For all individual and team events in the XVI Pan American Games Guadalajara 2011 for the following categories: Foil, both genders, Epée, Women, Sabre, Men A total of twenty one (21) fencers will qualify as follows:

15. Football

Male competitors must be born on or after January 1, 1989. (Sub-22)

18. Judo

a) Participation Only NOCs recognized by PASO and whose National Judo Federation is affiliated to IJF/PJC may enter competitors in the Judo competition of the XVI Pan American Games Guadalajara 2011. In addition, the athlete must be:

20. Modern Pentathlon

a) Participation Only NOCs recognized by PASO and whose National Modern Pentathlon Federation is a member of UIPM/CPPM may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors

According to the quota established by PASO, the maximum number of athletes who may compete in Modern Pentathlon is FORTY (40), twenty-four (24) men and sixteen (16) women).

A maximum of four (4) athletes, two (2) men and two (2) women, per NOC will be allowed to participate in the XVI Pan American Games Guadalajara 2011.

d) Qualification System

Attribution of qualification: Qualification is attributed to the country. Athletes must have achieved a qualification position for their NOC in the Pan American Championships 2010 which will be held in Rio de Janeiro, Brazil, from November 19 to 21, 2010. Minimum point requirements:

• 4800 points for men • 4200 points for women Qualification positions: Every NOC will have the right to enter one (1) athlete per gender, provided they have met the qualifying standards, between January 1, 2010 and August 31, 2011. The twenty-four (24) slots for men and sixteen (16) slots for women will be filled up in the following order:

1. Mexico, as the host country, will be guaranteed two (2) places for the men’s competition and two (2) places for the women’s competition.

2. One (1) male and one (1) female athlete from each NOC provided they have obtained the minimum point requirement.

3. The remaining positions will be assigned to the nations in the order of their second placed athletes at the 2010 Pan American Modern Pentathlon Championships.

4. If there are any remaining slots they will go to the Pan American countries in the order in which they appear in the UIPM World Ranking List, once the requirement referring to the minimum of points has been fulfilled.

e) Qualification System Approval The qualification system was revised and approved by the CPPM on January 15, 2010. f) London 2012 Olympic Qualification The Modern Pentathlon competition during the XVI Pan American Games Guadalajara 2011 will be a qualification Competition for the 2012 London Olympic Games. Eight (8) athletes, four (4) athletes per gender, will qualify for the London 2012 Olympic Games.

The Olympic qualification system is as follows:

The best placed athletes for each gender from the NORCECA region and the best placed athletes for each gender from the South American Region will qualify for the London 2012 Olympic Games. Two (2) additional slots will be awarded for the London 2012 Olympic Games for each gender. These will be assigned to the two (2) best placed athletes, excluding the two (2) who have already earned their position by being the best from the NORCECA and South American regions.

It is important to note that only one (1) athlete per nation will be eligible to qualify for the London 2012 Olympic Games, so only the best placed athlete from each nation will be eligible to qualify for the London 2012 Olympic Games at the XVI Pan American Games Guadalajara 2011.

23. Rowing

a) Participation Only NOCs recognized by PASO and whose National Rowing Federation is a member of FISA/PARC may enter competitors in the Rowing Competition of the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors

According to the quota established by PASO, there will be a maximum of TWO HUNDRED (200) male and female competitors.

Each qualified country may enter a maximum of thirty-three (33) rowers. c) Qualification System

As the host country, Mexico will automatically qualify for all events with a complete team of thirty-three (33) competitors to compete in the XVI Pan American Games Guadalajara 2011 Rowing competition. Leaving one hundred and eighty seven (187) available slots.

FISA and PARC will be responsible of establishing the qualification criteria for the available one hundred and eighty seven (187) slots.

The deadline for each eligible NOC to submit to FISA/PARC a list with the number of boats and rowers to be considered for entry in the XVI Pan American Games Guadalajara 2011 is March 1, 2011.

Should the number of requests exceed the quota of two hundred twenty (220) athletes established by PASO (host country included), FISA/PARC will be responsible for selecting the number of rowers per NOC to be entered in the Rowing competition of the XVI Pan American Games.

FISA/PARC must submit the revised list to NOCs and COPAG by July 1, 2011, in order to enable NOCs to submit the numerical entry form to COPAG before July 16, 2011 deadline.

NOCs must submit to COPAG the entry by name Forms, based on the numerical entry information, no later than September 21, 20011.

25. Sailing

b) Age of Competitors Competitors must be fifteen (15) years old (minimum) on the year of the competition.

c) Maximum Number of Competitors According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND FORTY (140) athletes.

d) Qualification System

Entry Quotas

A Member National Authority (MNA) may have no more than one (1) entry in each of the nine (9) Pan American sailing events. Qualification procedures and rulings will be the responsibility of the PASAF Qualification Committee composed of two members of the PASAF Executive Committee, the ISAF Technical Delegate and the host country director of the Pan American regatta.

- National Olympic Committee (NOC) commitment to participate must be in writing and delivered to PASAF and the host country not later than July 16, 2011.

- The identity of the participating athletes must be completed in writing and delivered to PASAF and the host country not later than Sept. 1, 2011

- The NOC is the organization in each Pan American country in charge of Olympic sports and recognized by the International Olympic Committee (IOC). The MNA is the organization in each Pan American country in charge of the sport of sailing and recognized by ISAF. Note: PASO may change the above dates.

The number of athletes from the host MNA is sixteen (16) and one hundred and twenty-four (124) from the other PASAF member MNA’s.

The Qualification Committee may modify the events and/or number of athletes in an individual event after the last valid qualifying event, provided that the total number of one hundred and forty (140) athletes does not exceed. The purpose for doing so will be solely to achieve the quota allowed.

MEMBER NATIONAL AUTHORITY QUALIFICATION

The host MNA automatically qualifies for one entry for each of the nine Pan American sailing events.

Other MNA’s who have respective national authorities in good standing with PASAF at the time of the qualifying event may qualify for one entry (of their choice) in that Pan American sailing event.

Any unclaimed qualification position will form a pool of available entry positions. The Qualification Committee will administer the pool. Positions will be attributed as follows: The first priority shall be given to MNA’s for a Pan American sailing event in which they have won a Gold Medal in the same event at the immediately preceding Regional Games.

Any remaining entries shall be assigned taking into consideration Regional Games results, the ISAF World Ranking List (if applicable), overall Pan American Qualification results and continental balance, not necessarily in this order.

Within the pool, event quotas may be re-assigned among events, as the Qualification Committee deems appropriate.

EVENTS

Bearing in mind the possibility that a chosen event might not be a valid series, the following will apply.

- a) In case a Qualification Event is invalid, then the slots will be split among the valid

events for that class in the proportion decided by the Qualification Committee.

- b) In the highly unlikely situation that all Qualification Events were invalid, the Qualification Committee will be in charge of assigning all of the slots.

Competitors from a minimum of three (3) countries must compete at an event for it to be a valid Qualification Event.

Regardless of the number of slots, the Qualification Committee will be in charge of the distribution, taking into consideration the results of all the other major class events which took place during the three (3) years immediately prior to the Pan American Games with emphasis on the preceding eighteen (18) months.

If an event is cancelled, is not held, or fails to attract competitors from at least one more country than can qualify at that event, the Qualification Committee may select an alternate event or events while striving to maintain continental balance.

In addition to the number of countries to be qualified, an "alternate" or backup country will be selected at the last qualification event in each class. The "alternate" country will replace any qualified country that does not send a competitor to the Games.

According to the quota established by PASO, the maximum number of athletes for the table tennis competition is EIGHTY (80), forty (40) women and forty (40) men.

Each NOC will be entitled to enter a maximum of six (6) athletes, three (3) men and three (3) women.

c) Qualification System

NOCs will only be allowed to enter athletes who have qualified through the qualification system established by ITTF, LATTU and NATTU, as described below:

Host country: Mexico is automatically qualified with a complete team, three (3) men and three (3) women, for all table tennis events in the XVI Pan American Games Guadalajara 2011.

ITTF Ranking: the three (3) best ranked teams of the Americas according to the ITTF Team Computer Ranking in force on January 1st, 2011 will be qualified;

South America: the top two (2) teams from South America according to results from the Latin America Qualification Event.

Central America: the top two (2) teams from Central America according to results from the Latin America Qualification Event;

Caribbean: the top two (2) teams from the Caribbean region, according to results from the Latin America Qualification Event.

Special Qualification: the top two (2) teams from any region in the Americas not already qualified.

Countries that have not qualified, including those affiliated to NATTU, will be allowed to take part of a Special Qualification Event. This Special Qualification Event will be staged in the same city and right after the Latin America Qualification Event, and will qualify two (2) men’s teams, two (2) women’s teams, four (4) men’s individual and four (4) women’s individual, in order to complete the athletes’ quota established by PASO.

30. Taekwondo

a) Participation Only NOCs recognized by PASO whose National Taekwondo Federation is a member of WTF/PATU may register competitors in the XVI Pan American Games Guadalajara 2011.

b) Age of Competitors Competitors must be fifteen (15) years old (minimum) and thirty-five (35) years old (maximum) on January 1, 2011. c) Maximum Number of Competitors

According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND EIGHT (108) athletes, fifty-six (56) male and fifty-two (52) female.

Each country may enter a maximum of eight (8) athletes, four (4) men and four (4) women.

No country may transfer their automatic slot to another PATU member country. Any slot not covered by the original recipient country will be returned to the wildcard pool and allocated by the PATU Executive Committee.

No later than February 1, 2011, National Taekwondo Federation/Association from each participating PATU country must submit a written report to PATU listing the names of their athletes that will be competing in Taekwondo at the XVI Pan American Games Guadalajara 2011.

31. Tennis

a) Participation Only NOCs recognized by PASO whose National Tennis Federation is a member of ITF / PTC may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of competitors Competitors must be fourteen (14) years old (minimum) on the date of the first competition day. c) Maximum Number of Competitors

According to the quota established by PASO, there will be a maximum of EIGHTY (80) athletes, men and women, in the XVI Pan American Games Guadalajara 2011.

Each country may enter a maximum of six (6) athletes, three (3) men and three (3) women.

In the singles draw, there will be no more than three (3) players per country.

In the doubles draw, there will be no more than one (1) couple per country. d) Qualification System

As host country, Mexico is automatically qualified for all events of the Tennis competition at the XVI Pan American Games Guadalajara 2011.

There will be ten (10) Wild Card (6 per Men and 4 per Women), and will be distributed by the CPT.

The rest of the slots will be covered with the athletes registered by each country, prioritizing those which are best placed in the ATP/WTA ranking list in force on Monday August 29, 2011.

The composition of the draws will be twenty-six (26) direct entries and fourteen (14) wild cards, which will be assigned by the Pan American Tennis Confederation, up to a total of forty (40) athletes per gender.

f) London 2012 Olympic Qualification

The Tennis competition of the XVI Pan American Games will be part of the qualification criteria for the London 2012 Olympic Games, as stated below:

The Gold Medalists (men and women) in the Tennis Competition at the XVI Pan American Games Guadalajara 2011 will have priority entry to the Olympic 2012 Tennis Event, after the direct acceptances and under the following two criteria:

a. First the athlete must have a ranking at the entry cut off date (august 2011) high enough to be close to the last direct acceptance ranking.

b. The athlete must be from a country that has not reached its four-player maximum in the singles entry list under the qualification system that the ITF has already agreed with the IOC and with the Tours.

NOCs will be attributed qualification places and will select from eligible athletes to fill these places (qualification system listed below).

Athletes may not qualify for their NOC for more than one (1) qualification place.

Places from the ITU Raking In Force on June 30th, 2011 - Places from 7 to 16 for Men - Places from 7 to 13 for Women

o These places will be assigned to the NOCs, following the highest positions, taking into account the 1 to the 55 positions of the ITU World Ranking.

o In case a NOC is allocated with 3 places, it will not be allowed another place and this place will be attributed to the next NOC in descending order.

o Should the 55 position be reached without completing the places, the remaining places will be assigned according to the Americas Ranking.

e) 2012 London Olympic Qualification

The XVI Pan American Games Guadalajara 2011 will be considered a Triathlon qualification competition for the London 2012 Olympic Games.

The Gold Medalist athletes, male and female, will qualify directly for the London 2012 Olympic Games.

The XVI Pan American Games Guadalajara 2011 will be considered the Pan American Triathlon Championships 2011 and it will add points to the World Ranking (ITU) and the Pan American Ranking (PATCO).

33. Volleyball

33.1 Beach Volleyball

a) Participation Only NOCs recognized by PASO whose National Volleyball Federation is a member of FIVB and NORCECA/CSV may enter competitors in the Beach Volleyball competition of the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors

According to the quota established by PASO, the maximum number of competitors in the Beach Volleyball competition will be SIXTY FOUR (64), thirty-two (32) men and thirty-two (32) women.

There will be a maximum of sixteen (16) men’s teams and sixteen (16) women’s teams with a maximum of two (2) men and two (2) women per team.

Each NOC will be allowed to enter only one (1) team per gender.

c) Qualification System

Mexico, as host country, will be automatically qualified with one team for each gender.

According to the qualification criteria established by FIVB, the fifteen (15) remaining spots per gender will be allocated as follows:

- The top seven (7) teams for Men and Women, according to the FIVB Beach Volleyball World Ranking, excluding Mexico.

- The top four (4) teams, according to NORCECA Volleyball Confederation Ranking, excluding any team already ranked within the top 8 teams of the FIVB Beach Volleyball World Ranking.

- The top four (4) teams (one per country) according to CSV Ranking, excluding any team already ranked within the top eight (8) teams of the FIVB Beach Volleyball World Ranking.

For information on the NOC positions in the FIVB, NORCECA and CSV rankings, the FIVB ranking on July 16, 2011, shall be considered.

d) Qualification System Approval The qualification system was revised and approved by NORCECA/CSV on November 4, 2009.

33.2 Volleyball

a) Participation Only NOCs recognized by PASO whose National Volleyball Federation is a member of FIVB and NORCECA/CSV may register competitors in the Volleyball competition of the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors

According to the quota established by PASO, there will a maximum of ONE HUNDRED AND NINETY TWO (192) athletes, eight (8) teams for each gender and a maximum of twelve (12) male / female competitors per team.

Each NOC may enter a maximum of one team in each event provided the teams have qualified in accordance with FIVB / NORCECA / CSV requirements

c) Qualification System

Mexico, as the host country, will automatically qualify with one team for each gender.

The remaining teams will be the top seven countries in the Americas according to the FIVB ranking on July 16, 2011, not including the host country.

d) Qualification System Approval The qualification system was revised and approved by NORCECA/CSV on November 4, 2009.

34. Water Ski

a) Participation Only NOCs recognized by PASO whose National Water Ski Federation is a member of IWSF/CPEN may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors

According to the quota established by PASO, there will be a maximum of FORTY (40) male and female competitors with thirty-two (32) skiers and eight (8) wakeboard male riders.

Each NOC will be allowed to enter two (2) athletes per event and per gender.

Athletes can be registered in more than one (1) event or in all events. c) Qualification System The qualification event for the XVI Pan American Games Guadalajara 2011 will be the Pan American Water Ski Championship to be held in 2010 (place to be defined), and the qualifications will be as follows:

Countries placed in the top eight (8) positions in this Championship will be allowed to register for the XVI Pan American Games Guadalajara 2011, a four (4) member team with no more than three (3) of one gender, plus one(1) male wakeboard rider for a total of forty (40) athletes.

As the host country, Mexico will be automatically qualified for all categories in the Water Ski Competition at the XVI Pan American Games Guadalajara 2011.

d) Qualification System Approval The qualification system is subject to final approval by CPEN.

35. Weightlifting a) Participation Only NOCs recognized by PASO whose National Weightlifting Federation is a member of IWF/PWF may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Age of Competitors Competitors must be 16 years old on the year of the competition.

c) Maximum Number of Competitors

According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND TWENTY FIVE (125) competitors, sixty-eight (68) men and fifty-seven (57) women.

The maximum number of athletes any NOC may enter in the competition is eight (8) men and seven (7) women; with a maximum of two (2) athletes per category in each event provided he/she has qualified in accordance with IWF / PWF requirements.

d) Qualification System

In order to participate in the XVI Pan American Games Guadalajara 2011, all competitors will have to meet the qualifying standards set up by Ad Hoc Pan American Weightlifting Committee. As the host country, Mexico will be automatically qualified to compete in all categories (eight Men and seven Women) for the Weightlifting Competition.

35. Wrestling

a) Participation Only NOCs recognized by PASO whose National Wrestling Federation is a member of FILA / CPLA may enter competitors in the XVI Pan American Games Guadalajara 2011. b) Maximum Number of Competitors

According to the quota established by PASO, there will be a maximum of ONE HUNDRED AND FIFTY (150) competitors, including one hundred and twelve (112) male, thirty-two (32) female plus six (6) wild cards.

Each NOC may enter a maximum of one (1) competitor in each event provided he/she has qualified in accordance with FILA / CPLA requirements.

c) Qualification System

As host country, Mexico will automatically qualify to compete in the eighteen (18) categories of the wrestling competition in the XVI Pan American Games Guadalajara 2011; nevertheless, Mexico has the requirement to participate with the entire team in the qualifying championship.

The qualifying championship will be the Senior Pan American Championship to be held in Guadalajara, Jalisco on March 2011, in which the first 8 places will qualify. In case an athlete from México is eliminated, he/she will occupy the place of the wrestler who gets the 8th place.

The distribution criteria for the six (6)wild cards will be determined by FILA
