Vision

The vision of the Haines City Athletics department is to offer a highly competitive and successful athletics program. Striving to be recognized as a model of athletic excellence that emphasizes: Integrity, Leadership, Discipline and Teamwork, while focusing on five goals:

1. Operating in a 1st Class manner 2. Winning 3. Graduating Student-Athletes 4. Preparing our Student-Athletes for life after high school 5. Creating a College-Like Game day Atmosphere/Experience.

Mission To produce an athletic program that complements the educational environment by cultivating learning through interscholastic competition and activities.

The athletic department will intentionally foster an environment that is welcoming of all individuals and will provide all student- athletes with equitable access to quality facilities, coaching, locker rooms, resources and appropriate opportunities.

• Community: A commitment to inspire a sense of family and pride throughout the campus and the community. The athletic department will place a high emphasis on engaging and involving school alumni, fans and business that have supported and/or wish to support athletics. Athletes participating in community service will help support, strengthen and solidify the relationship with the school and the community.

Philosophy & Goals Haines City High School has a commitment to an athletic program that reflects Engagement, Encouragement and Enjoyment, while teaching character, teamwork, and integrity along with skills and techniques of various sports. All participants from athletes to coaches, from parents to spectators, can expect a quality experience rooted and grounded in accountability, commitment, dedication, discipline, excellence, honor, pride, and respect. The coaches of athletics here at Haines City High School are requested to work with the administration in emphasizing our philosophy of placing Academics, Family, and Self in that order. In order to fulfill the mission, achievement of the following Athletic Department goals must be a priority. Our program shall be:

▪ oriented to the age appropriate needs and interests of boys and girls;

▪ viewed as supporting the philosophy and goals of the school;

▪ providing experiences that enhance the opportunity to develop responsibility,

initiative, leadership, cooperation, self-direction, and character;

▪ providing students with exploratory experiences that have a physical, social, and

emotional value for the present and future;

▪ providing for widespread participation by the entire student body;

▪ avoiding emphasis on contests that exploit students for the benefit of the school,

the teachers, the parents, or the community;

student time, school emphasis, school budget, facilities, and other factors.

STRATEGIC PLAN

Roles and Duties

Athletic Director: Utilizes knowledge, energy and experiences, to effectively lead a highly-competitive and model athletic program. To create a culture of excellence, that exemplifies everything that athletics does for student-athletes both on and off the field/court, while maintaining a fiscally responsible structure that emphasizes sound leadership, teaching and coaching.

➢ Athletic Director’s responsibility to the Principal: Work in conjunction with, to ensure the management of the day-to-day administration and operations of the athletic department.

➢ Athletic Director’s responsibility to the Coaching staffs: Administer

and direct the overall management of the athletics department. Work with coaches in developing and implementing plans and goals. Coordinate and supervise areas of: operations, communications/promotions, game supervision/management and athletic activities. Provide support to sport coaches by working with and building relationships.

Athletic Training Staff: Oversee a wide range of responsibilities pertaining to the physical well-being of student-athletes ranging from initial clearance, evaluation, assessment, injury prevention and rehabilitation. Coordinate and provide preventative treatment, training room supervision and up-to-date documentation to student-athletes. Head Coaches: Responsible for the planning and management, of the entire (specific sport) program. Be knowledgeable and maintain a thorough understanding of and commitment to FHSAA, Polk County School District and HCHS rules and regulations. Provide leadership and supervision of coaching staff, players, team managers, student assistants, volunteers, other student workers. Assistant Coaches: Assist in the overall planning, organizing and development of (specific sport) program. Serve in capacity or role assigned by the head coach to ensure productivity and performance take place within the program.

*** As an athletic director or even as a coach, you can’t guarantee championships, but as the leader

and visionary of the athletic department, the following things WILL happen:

Things to do Before First Practice

Coaches must ensure that before practice begins: 1. Every student-athlete has completed the following forms: GA07 Form, Physical Form (EL2),

Parent Consent Form (EL3), the Emergency Notification Form and the Sportsmanship/Fines

Form.

2. Practice times and locations are submitted to and approved by the Athletic Director.

3. A bus schedule request has been filled out and submitted to the Athletic Director.

4. A current roster is to be submitted to the Athletic Director.

Things to Do Before First Athletic Contest

Things to do:

1. Ensure that each student-athlete has submitted the following signed form: Athletic Handbook

Consent. Signing of the handbook may be required prior to final practice.

2. Issue uniforms and equipment and keep records of all assigned equipment.

3. Submit a preliminary and final roster prior to the first contest emailed to the Athletic Director.

4. Make sure all emergency forms are in your possession.

Things to Do Before Season Starts

1. Required completion of the Florida State High School Athletic Association courses

a) A completed course hardcopy of both the NFHS concussion course and the NFHS

cardiac arrest course must be on file with the Athletic Department prior to your

respective sport beginning.

2. Required submission of a signed Athletic Non- Negotiables. Each paid coach must have

signed hardcopy of file with the Athletic Department.

3. Required submission of your respective sports’ current roster. This requirement is for the

purpose of the Athletic Department being in a solid position to check the eligibility of each

student-athlete in a timely and orderly manner.

4. Required submission of your respective sports’ final schedule. Please note that all changes

after the initial submission need the approval of the Athletic Director.

5. Required submission of all transportation request.

6. Required completion and submission of the gender appropriate Tried-Out Title IX Form.

7. Required completion and passing of the FHSAA Policy 36 (Policy on Athletic Recruiting).

Season Ending Procedures

1. All Head Varsity Coaches are accountable and responsible for all equipment inventory,

including JV equipment.

2. Evaluation of all Head Varsity Coaches will be done by the Athletic Director.

3. Begin scheduling contests for next year (if possible).

a) All Head Varsity Coaches are responsible for scheduling of their practices, games and

workouts. The complete schedule (including pre-season scrimmages) must be

approved by the Athletic Director before it is final. The schedule should indicate date,

time, opponent, location and bus time departure.

4. All coaches must turn in all athletic keys.

5. Inventory of Equipment:

a) Head Varsity Coaches shall submit their athletic inventories to the Athletic Director

within two weeks of the end of the season or at their post-season evaluation conference

along with next year’s budget request.

b) All uniforms shall be marked for permanent identification.

c) Head Varsity Coaches will be responsible for the care and storage of athletic equipment

and uniforms for their programs.

d) During the season, all equipment shall be secured in the proper storage areas after

each contest or practice. Within the one week inventory period at the season’s end, all

equipment and uniforms shall be cleaned and stored in the designated area until the

following year or upon special request.

e) Charge slips on any late, damaged or lost equipment should be filled out and submitted

to the Athletic Director within the three week period at the season’s end.

7. Season ending celebration to be led by the Varsity Head Coach.

8. Season ending conference set-up to include both the Varsity Head Coach and the Athletic

Director. This meeting will address all appropriate evaluations and necessary paperwork.

a) Evaluation of Assistant Coaches – Varsity Head Coach

b) Evaluation of Varsity Head Coach – Athletic Director

c) Final and Estimated Sports Participation Numbers (Names of Athletes to be included)

d) Completed end of season reports

Transportation

1. Transportation request: All transportation requests need to submitted to the Athletic Director

(or appointed designee) three weeks prior to the athletic contest or event. The Athletic

Department, upon approval, will make arrangements for all teams’ travel via school buses and

commercial carriers. Head coaches will inform the Athletic Director of their transportation

needs (departure dates and times) prior to the beginning of each season. Travel by private

vehicle will be arranged by each head coach. The Athletic Director must be informed of all

travel plans for contests and practices, (if off campus).

2. After transportation request has been approved: It is encouraged that all head coaches keep

all notification/confirmation numbers accessible should there by a delay or no bus service at

all.

3. Overnight trips: The following information regarding overnight trips and all other trips as

necessary should be submitted to the Athletic Director and clearly communicated to the team

and player’s parents:

a) Day, time and place of departure.

b) Means of transportation.

c) Names of chaperones.

d) Expected time and place of return.

e) Headquarters and tentative schedule at destination.

Cancellation of games/matches/meets

The following are listed as a guide to follow when it becomes necessary to cancel a contest. Not all

items listed pertain to all sports.

1. Notify Athletic Director and the athletic director will notify the athletic director of the opposing

school.

2. Notify the coach of the opposing school.

3. Notify your parents.

4. The Athletic Director will cancel transportation, will notify game officials association, security

and support personnel.

✓ Business

Internal Accounts

1. All monies generated by any sport must be deposited into the internal accounts of the

school. These monies, immediately upon being received, should be turned into the

Internal Bookkeeper or to the Athletic Director. Each sport has an account number, and

an accurate record of all transactions which is kept throughout the school year. All the

accounts are balanced at the end of the year.

2. All purposes by any coach must have prior approval of the Athletic Director. Any coach

who orders or purchases any goods or services without permission is personally liable

for payment of any charges billed to the school.

3. Prior authorization from the Athletic Director’s office must be obtained before purchase

of any equipment or uniforms. For larger purchases, competitive bids must be obtained

from three vendors. The bid list should also be used for equipment purchases, consult

with the Athletic Director procedure.

4. Invoices of all purchases must be submitted to the Internal Bookkeeper or to the

Athletic Director immediately after purchase to be kept on file until time of payment.

5. The Athletic Director or the Head Coach will write all check requisitions for payment of

purchases and all other Athletic Department finances. The requisitions are then

submitted to the Internal Bookkeeper for payment.

Special Projects

Any special projects (money raising promotions, programs, activities other than the norm)

must be cleared with the Athletic Director). The coach will be held financially responsible for

contracts or agreements with outside vendors regarding team and individual pictures, items

for resale, etc. All monies must go through internal accounts. Keep complete accounting

records of all transactions, you are responsible for inventory.

Tax Exemption Number

The Tax Exemption Number for Haines City High School is available from the Internal

Bookkeeper. This number should be used when paying for school business items. If the

number is not used, the individual cannot be reimbursed for the amount of the tax charged.

Personal Leave Request Forms

Coaches, who are teachers at Haines City High School, and will be required (due to coaching

responsibilities) to miss all or part of an academic teaching day causing need for a substitute

teacher, must fill out a Personnel Leave form as soon as they become aware of the

date/time of absence. These forms are turned in to school Administration for approval

and processing. Coaches must be sure that their classes are covered in their absence.

Head Coach Job Description a. Responsible to the Athletic Director.

b. Lead, direct and oversee overall management of the entire sport program assigned to.

c. Serves as liaison between the coaching staff and the Athletic Director.

d. Have a thorough knowledge of Rules and By-Laws of the Florida High School Athletic

Association as they pertain to his/her sport, including the clearance of all staff members and

student-athletes.

e. Establishes the fundamental philosophy, skills, and techniques to be taught by the staff.

Designs conferences, clinics and staff meetings to ensure staff awareness of the overall

program.

f. Assists in the necessary preparation for scheduled home sports contests or practices and

adheres to scheduled facilities usage times.

g. Monitor the grades and conduct of his/her athletes.

h. Provide assistance, guidance, and safeguards for each participant by his/her presence at all

practices, games, while traveling, and when returning from off-campus events.

i. Complete paperwork on all disabling athletic injuries on proper forms and submits to the

Athletic Director by the next school day.

j. Supervise student managers, assistants and statisticians.

k. Determine discipline and/or procedures concerning due process when the enforcement of

discipline is necessary, and contacts parents when a student is suspended, dropped or

becomes ineligible.

l. Participate in the budgeting process with the Athletic Director by submitting needs for the next

season.

m. Recommend/select equipment and uniforms within budget appropriations.

n. Is accountable for any equipment lost, damaged, not returned or returned after the due date.

o. Arrange for issuing, storing, reconditioning of equipment, and submits annual inventory.

p. Properly marks and identifies all equipment before issuing or storing.

q. Secure all doors, lights, windows and locks and stores all equipment before leaving building or

area. Supervise locker room area before and after practice.

r. Instills in each player a respect for equipment and school property; its care and proper use.

s. Responsible for maintaining good public relations with news media, parents, officials,

volunteers, other coaches and fans.

t. Responsible for reporting scores and information, after every contest, to The Ledger and/or

MAX PREPS.

u. Understand that all drivers must meet school requirements to transport student-athletes and

must be at 25 years of age.

v. Guarantee that all equipment, including school transportation, will be used for official school

business only and is operated safely.

w. Monitor all student-athlete attendance on a regular basis, especially on game day, by checking

in with the school Attendance Office.

x. Responsible for completing all FHSAA Rules Seminars and requirements by the deadline

given. Should any coach miss the required deadline, that particular sports’ fund account and/or

the coaches personal funds will cover the fine amount.

y. Perform other duties which may be assigned by the Athletic Director or Principal.

Assistant Coach Job Description a. Responsible to the Head Coach.

b. Assistant to the head coach in whatever areas or disciplines assigned by the head coach.

c. Understand the proper administrative chain of command and refers all requests or grievances through

proper channels. Is aware of all public/staff/departmental meetings that require meetings.

d. Maintains discipline and works to increase morale and cooperation within the school sports program.

e. Provide assistance, guidance and safeguards for each participants by being present at all his/her

practices, games, while traveling and when returning from off-campus.

f. Is accountable to the Head Varsity Coach for all equipment. Assists with issuing and collecting of

equipment and submits to the Head Varsity Coach annual inventory.

g. Secure all doors, lights, windows, and locks and stores all equipment before leaving areas. Supervises

locker room area before and after practice.

h. Instructs team members as to changes in the rules and teaches fundamentals of the sport as outlined

by the Head Coach.

i. Attend all staff meetings and carries out scouting assignments as outlined by the Head Varsity Coach.

j. Never criticizes, admonishes or argues with the Head Varsity Coach or any staff members within ears

or eyes of players and parents.

k. Strive to improve skills by attending clinics and using resources made available by the Head Varsity

Coach.

l. Performs other duties that are consistent with the nature of the positions and that may be requested by

the Head Varsity Coach

We realize that the Florida High School Athletics Association (FHSAA) imposes a fine against a school if a student is ejected or

disqualified for unsportsmanlike conduct. In the event of an ejection or disqualification while representing a school, the student/parent

is required to pay the fine or fines as follows:

1. Level 1 Suspension: $50.00

2. Level 2 Suspension: $100.00

The FHSAA may not allow the student to participate in athletic contests as a result of the ejection or disqualification for unsportsmanlike

conduct. We realize that the student will not represent the school in any athletic contests until all fines have been paid to the school.

We realize that the student-athlete is subject to additional disciplinary action by the principal of the school depending on the severity of

actions of the student.

Furthermore, any fines or penalties assessed against the school as a result of the actions or decisions by the student and/or parent will

be the responsibility of the student and/or parent to reimburse the school.

7.2.1 Unsportsmanlike Conduct Defined. A student-athlete who commits an act of malicious and hateful nature toward a contest

official, an opponent or any other person attending an athletic contest shall be guilty of unsportsmanlike conduct. Such acts may include,

but are not limited to, profanity, striking or threatening a contest official; physical contact with an opponent which is beyond the normal

scope of competition; spitting on a contest official or opponent; directing gender, racial or ethnic slurs toward a contest official, an

opponent or any other person attending an athletic contest; or other such acts deemed to be unacceptable conduct according to the

principal of the member school the student attends or this Association.

30.2.1.1 Level 1 Suspension. A student-athlete who commits an unsportsmanlike act or a flagrant foul for which he/she is ejected from

the contest will be ineligible to compete for the remainder of that contest and for a minimum of the next two (2) contests, at the same

level of participation in the sport of the suspension and in any interscholastic athletic contest in any sport, at any level, during the period

of suspension, in all sports except football. For football, the student will be ineligible for a minimum of one (1) football game, at the

same level of participation, and any interscholastic athletic contest in any sport during the period of suspension. If the unsportsmanlike

act or flagrant foul occurs in the last contest of a season, the student will be ineligible for the same period of time as stated above in the

next sport in which the student participates; or

30.2.1.2 Level 2 Suspension. A student-athlete who receives a second Level 1 Suspension or commits an unsportsmanlike act, as

defined in Bylaw 7.2.1, will be ineligible to compete in any interscholastic athletic contest in any sport, at any level, for a period of up

to six (6) weeks.

Student- Athlete Responsibilities & Expectations

1. Athletics are open to all students who meet the following requirements:

a) Scholastic eligibility as set forth in Polk County School District Policies and the FHSAA By-Laws. (Consult

Athletic Director)

b) Physical Exam (documented by a doctor).

c) Insurance coverage.

d) Parent or guardian permission.

e) Be a “student in good standing” as determined by the Administration of the school.

2. Athletes are expected to:

a) Conduct themselves as ladies and gentlemen, at all times, as representatives of Haines City High School

and Polk County School District.

b) Be well groomed. Coaches will establish dress guidelines for team travel.

3. Termination of participation during a season.

a) A student should not permitted to quit an athletic squad without a conference with the head coach. The

coach should know why the student is dropping the sport. When an athlete who is in good standing chooses

to quit a team, he/she is ineligible to participate on another team until the season of the sport he/she has

dropped has terminated, unless given permission by the head coach of the sport he/she has dropped or

the Athletic Director. Appeals will be handled by the Athletic Director. When an athlete who is in good

standing is cut from a team, he/she is eligible at that time to participate in another sport.

b) If a student is suspended or dismissed from a team for disciplinary reasons, he/she is ineligible to

participate in any other sport unless granted permission by both coaches and the Athletic Director. Appeals

will be handled by the Athletic Director.

c) When a student’s participation on a team has been terminated, the coach should immediately make

arrangements to collect any issued equipment and remove the students name from all rosters.

d) If an athlete chooses not to meet with the Head Coach or Athletic Director, he/she will be denied

participation from athletics for the current school year.

4. Dual Participation – An athlete may participate simultaneously on more than one school athletic team provided

he/she has permission from all coaches concerned and the Athletic Director. A ‘priority-sport’ must be named.

5. Game/ Practice Day School Attendance – On game/practice days, when school is in session, students must be in

attendance for four scheduled class periods in order to participate in the contest/practice, including students with a

half day schedule, (Exception: physicians note or school related activity excused by school administration).

6. Suspension from School – An athlete suspended from school is automatically suspended from an athletic team.

This means that the athlete cannot practice or participate in contests until he/she is reinstated in school.

7. Academic Requirements – A student must pass five full unit subjects the previous school year. His/Her eligibility

for each subsequent semester shall depend upon his/her having a 2.0 cumulative average. An ineligible student

cannot be ‘on the bench’ in uniform.

8. Obligations – If a student has an obligation (uniforms, monetary, etc.) to a team, he/she may not participate in

another game until the obligation has been cleared. Extenuating circumstances must be cleared through the Athletic

Director.

9. Student Non-Negotiable Clause: In the event that an incident takes place off campus/after school hours which has

legal ramifications, the student may be removed or suspended from the team indefinitely. Decision for removal will

be made at the Athletic Director’s discretion. Athlete cannot play if this is not agreed upon before the start of the

year/season, indicated by his/her signature and that of his/her parent, (This also applies if a student is ejected

from a game or sorting contest).

Off-Season Conditioning Guidelines

The Board of Directors has established the following guidelines relative to off-season conditioning programs conducted by member schools: 1. Definitions. (a) Off-season. "Off-season" means the period of time during the regular school year but outside the defined sport season for a specific sport. (b) Sports Season. "Sports season" means the period of time for a specific school team in each respective sport that begins with the first permissible date of practice in that sport and ends either with (a) the last permissible date for a regular season contest (if not participating in state series competition) in that sport; (b) the date of the team's elimination from state series competition in that sport; or (c) the state championship game in that sport; whichever first occurs for that team. During a sports season a school may organize its teams in the sport for practice and interscholastic athletic competition within the regulations established to govern that specific sport. (c) Conditioning. Weight training is the use of free weights and stationary apparatus. Cardiovascular conditioning is distance and interval training. Plyometrics is the use of pre-set conditioning programs. Conditioning IS NOT teaching sport specific skills and drills, and DOES NOT involve the use of sport specific equipment (i.e. starting blocks, hurdles, rebounders, ball machines, bats, balls, rackets, etc.). 2. Off-season conditioning programs conducted by a school shall be open to participation by all students enrolled in that school. 3. All preseason and/or postseason conditioning program participants shall have on file a current physical and risk form. 4. Participation shall be voluntary and shall not be required, either directly or indirectly, for membership on an interscholastic team. 5. Supervision by school personnel is required. 6. It is recommended and strongly encouraged that schools provide information in the following areas: (a) Proper use of weight room equipment (b) Proper weight training techniques (c) Proper nutrition (d) Proper cardiovascular conditioning techniques 7. The school administration shall assume the responsibility for ensuring compliance with these guidelines. 8. Failure to comply with these guidelines may result in the assessment of penalties including, but not limited to, the following: (a) Assessment of a minimum fine of $2,500 per violation. (b) Loss of permissible practice time. (c) Loss of privilege to participate in a preseason jamboree or preseason classic with reimbursement of a minimum of $500 to each affected school and the FHSAA. (d) Reduced number of regular season “home” contests. (e) Loss of privileges to participate in the FHSAA State Series.

Bylaws that govern participation in summer athletic activities sponsored by or affiliated with a school The FHSAA Representative Assembly in January adopted two new bylaws that specifically address participation by students in summer athletic activities sponsored by or affiliated with a school. These new bylaws establish the conditions that must be met for the student to participate in such activities and how such participation will impact the student's athletic eligibility in the next school year. Bylaw 11.1.1.1 creates the exception to Bylaw 11.1.1, the "bona fide student rule," that will allow a student who has not yet begun attending a school to participate during the summer period in athletic activities sponsored by that school IF the student has been assigned to or accepted by the school and no longer attends his/her previous school. Bylaw 11.3.1.1 clarifies how Bylaw 11.3.1, the "residence rule," will apply to such a student by establishing that the student who participates in such summer athletic activities at a school will be considered to have established residence in that school for the upcoming school year and will not have athletic eligibility at any other school. It further establishes that if the student is assigned to or is accepted by more than one school for the upcoming school year, then the student's residential eligibility will be established for that school year in the first school at which such summer participation occurs. Here are the two new bylaws: Bylaw 11.1.1.1 "A student may participate in athletic activities sponsored by or affiliated with a school during the summer period immediately preceding attendance in that school if the student has been assigned to or accepted by the school and no longer attends his/her previous school. The student, pursuant to Bylaw 11.3.1, however, will be considered to have established residence in that school and will not be eligible to participate in interscholastic practice or competition at any other member school during that school year.”

Intent: To provide that students entering the ninth grade or changing schools between high school grades may participate in athletic activities sponsored by or affiliated with their new school during the summer period if the student has been assigned to or accepted by the school and no longer attends his/her previous school, and to provide that the student who takes advantage of this opportunity will establish residence in the school at which such summer participation occurs for the following school year.

Bylaw 11.3.1.1 "A student who, pursuant to Bylaw 11.1.1.1, participates in athletic activities sponsored by or affiliated with a school during the summer period following assignment to or acceptance by the school but preceding attendance in the school will be considered to have established residence in that school and will not be eligible to participate in interscholastic practice or competition at any other member school during that school year. A student who is assigned to and/or accepted by more than one school will be considered to have established residence in the school he/she first attends or participates in summer athletic programs or interscholastic practice prior to attendance, whichever first occurs."

Intent: To allow a student who is not yet a “bona fide student” as defined in Bylaw 11.1.1 to participate in summer conditioning programs and other drills conducted by a school that a student plans to attend in the fall without jeopardizing his/her eligibility in the new school. Locking the student’s residence for the school year in that school will prevent a student from applying to, being accepted by, and “trying out” at multiple schools over the summer before selecting the school he/she will attend.

Policy on Summer Athletic Participation

The Board of Directors has established the following guidelines relative to athletic participation by member schools during the summer: A. Policy 1. The FHSAA does not regulate the athletic activities of member schools during the summer as defined herein with the exception of football. The individual member school principal, district school superintendent, district school board or private school governing body are totally responsible for adopting regulations governing the activities of their respective schools during this period of time. 2. A member school shall not permit student-athletes in its football programs to wear helmets or pads or engage in physical contact in any activity sponsored by or under the supervision of the school during the summer. This shall not preclude the school from issuing school-owned equipment to a student-athlete for his/her use at a summer football camp, provided the camp is organized, operated and conducted by a third-party entity.

B. Summer Defined: The summer season is defined as that period of time outside the FHSAA Sports Year. This period for each member school is defined as beginning the day following the school’s last day of classes for the spring semester or the day following the school’s last day of spring athletic activities (including spring football practice), whichever is later, or June 1 for schools whose last day of classes for the spring semester occurs on May 31 or thereafter, and concluding with the Saturday of Week 4 in the FHSAA standardized calendar for the following school year. C. Rationale for Policy: Over the past several years many outside agencies promoting summer athletic participation opportunities have evolved in various sports such as: Baseball – Babe Ruth, American Legion, City/County leagues Basketball – AAU, USA, USOC Golf – USGA, AJGA Soccer – FIFA, Youth leagues Softball – ASA, USSSA Swimming & Diving – USS, NISCA, ASCA, CSCAA, AAU Tennis – FTA, USTA, USOC, ITF Volleyball – USVBA, USOC, USA, AVA Wrestling – USA, AAU Depending upon the location and facilities of member schools, the above opportunities are made available to students in varying degrees. However, summer participation opportunities are virtually non-existent in sports such as football, track and field and cross country. Many member schools adhered to previous FHSAA summer regulations. Others, however, did not. It is unreasonable to assume that the FHSAA has either the resources or personnel to monitor all summer activities participated in by its membership.

D. Intent of Policy: It is not the intent of this policy to deregulate summer activities in order to allow member schools to promote interscholastic athletic competition during the summer. To the contrary, interscholastic athletic competition during the summer is highly discouraged. School involvement may range from a highly developed program to no involvement at all as the district school board, district school superintendent, governing body or principal so choose. The intent of this policy is to allow those directly responsible for the school more flexibility in providing opportunities for students to become involved in activities of their choice under adult supervision

The Board of Directors has established the following guidelines relative to contact by coaches in a given sport with student-athletes who participate in that sport at times during the school year outside that sport's season as defined in “Sport Seasons Guidelines” contained elsewhere in this handbook: 1. Definitions. (a) Off-Season. "Off-season" means the period of time during the regular school year but outside the defined sport season for a specific sport. (b) Sports Season. "Sports season" means the period of time for a specific school team in each respective sport that begins with the first permissible date of practice in that sport and ends either with (a) the last permissible date for a regular season contest (if not participating in state series competition) in that sport; (b) the date of the team's elimination from state series competition in that sport; or (c) the state championship game in that sport; whichever first occurs for that team. During a sports season a school may organize its teams in the sport for practice and interscholastic athletic competition within the regulations established to govern that specific sport. (c) Coach. "Coach" means any person, regardless of whether they are employed or volunteer, who instructs, supervises, or otherwise manages student-athletes in conjunction with a practice, tryout, drill, workout, evaluation or competitive activity. (d) “Involved In Any Respect.” "Involved in any respect" means engaged in anything to do with a non-school team, including but not limited to, coaching, scheduling, transporting, officiating and the hiring of officials, training, taping, managing team expenses, purchasing of uniforms and equipment, etc.

2. During the off-season, a coach may have contact with student athletes who are members of his/her team outside the normal teacher-student classroom environment to make arrangements for and assist in the conduct of physical examinations; explain eligibility regulations; solve insurance problems; review films; build morale; and conduct off-season conditioning as defined in the “Off-Season Conditioning Guidelines” contained elsewhere in this handbook.

3. During the off-season, a coach or prospective coach of any member school may be involved with a non-school team in a sport that he/she coaches provided the non-school team meets the following requirements: (a) The team must be affiliated with an outside agency promoting athletic participation opportunities such as, but not limited to: Baseball – Babe Ruth, American Legion, city/county leagues Basketball – AAU, USA, USOC Golf – USGA, AJGA Soccer – FIFA, Youth league Softball – ASA, USSSA Swimming & Diving – USS, NISCA, ASCA, CSCAA, AAU Tennis – FTA, USTA, USOC, ITF Track & Field – USA, AAU Volleyball – USVBA, USOC, USA, AVA Wrestling – USA, AAU (b) Participation must include a published schedule of competition. (c) All fees or assessment for participation must be documented. (d) Participation shall be voluntary and shall not be required, either directly or indirectly, for membership on an interscholastic team. 4. Participation by a student in non-school athletics (i.e. AAU, American Legion, club settings, etc.) on a team that is affiliated with any school other than the school which the student attends, or attended the prior year, followed by enrollment by that student in the affiliated school, shall be considered prima facie evidence of recruiting by the school to which that student enrolled, or that the student enrolled in that school in whole or in part for athletic reasons. Unless this prima facie evidence of

recruiting or that the student enrolled in the new school in whole or in part for athletic reasons is disproved by the school and student to the satisfaction of the Commissioner, the student shall be ineligible to represent that school in interscholastic athletic competition for a period of 365 consecutive days from the date of his/her enrollment in that school. A team affiliated with a school is one that is organized by and/or coached by any member of the coaching staff at, or any other person affiliated with, that school; and/or on which the majority of the members of the team (participants in practice and/or competition) are students who attend that school (Bylaw 11.4.10).

5. Member schools may make their gymnasiums and other athletic facilities available to outside groups or organizations such as USA Wrestling, AAU Basketball, American Legion Baseball and others as approved by the school district or governing body for a private school for the conduct of recreational activities programs without being in violation of FHSAA Bylaws under the following guidelines: (a) The school may not assume responsibility for, nor provide facilities for, these activities except under the condition that if the school’s facilities are used, such facilities must be contracted to the group or organization that is responsible for the program. (b) The school may not assume liability or insurance responsibility for non-school recreational activities. 6. The school administration shall assume the responsibility for ensuring compliance with these guidelines. 7. Failure to comply with these guidelines may result in the assessment of penalties including, but not limited to, the following: (a) Assessment of a minimum fine of $2,500 per violation. (b) Loss of permissible practice time. (c) Loss of privilege to participate in a preseason jamboree or preseason classic with reimbursement of a minimum of $500 to each affected school and the FHSAA. (d) Reduced number of regular season “home” contests. (e) Loss of privileges to participate in the FHSAA State Series.

Open Facilities Program Guidelines

The Board of Directors has established the following guidelines relative to the conduct of open facilities programs by member schools: 1. Member schools may open their gymnasiums and other athletic facilities to students without being in violation of FHSAA Bylaws under the following guidelines: (a) The facility must be open to all students who are bona fide students in that school as defined in Bylaw 11.1.1. Opening facilities to a select group of students to practice individual skills for a specific sport is a violation of this policy. (b) A student may participate in open facility activities only in the school in which he/she is a bona fide student as defined in Bylaw 11.1.1. (c) A middle school student cannot participate in open facilities activities offered by a senior high school unless the middle school student is a bona fide student in that senior high school as defined in Bylaw 11.1.1. (d) Supervision by school personnel is required. School personnel, including faculty and non-faculty coaches in attendance, however, shall not provide coaching or instruction in the skills and techniques in any sport. Their presence may be in a supervisory capacity only. (e) Participation shall be voluntary and shall not be required, either directly or indirectly, for membership on an interscholastic team. (f) No sport specific tasks or drills shall be taught or assigned to students to perform during open

(g) Open facility activities in a specific sport (i.e. baseball, girls basketball, boys volleyball, wrestling, etc.) shall be concluded a minimum of two weeks prior to the first permissible date of interscholastic practice in that sport. (h) The school administration shall assume the responsibility for ensuring compliance with these guidelines. 2. Failure to comply with these guidelines may result in the assessment of penalties including, but not limited to, the following: (a) Assessment of a minimum fine of $2,500 per violation. (b) Loss of permissible practice time. (c) Loss of privilege to participate in a preseason jamboree or preseason classic with reimbursement of a minimum of $500 to each affected school and the FHSAA. (d) Reduced number of regular season “home” contests. (e) Loss of privileges to participate in the FHSAA State Series.

Coaching Professional Development

1. As a dedicated coach, take advantage of opportunities presented for self-improvement.

Attendance at special workshops, clinics, and in-service programs are needed to keep current.

2. Each head coach must complete the FHSAA rules interpretation meetings. Assistant coaches

are strongly encouraged to familiarize themselves with the rules of their sport.

3. All coaches are required to attend meetings called by the Athletic Director.

4. All head coaches will meet with the Athletic Director for the purpose of evaluation.

5. Coaches are strongly encouraged to become active members in professional associations.

6. Coaches should also keep abreast of current literature in the sport and athletics in general.

7. All coaches are encouraged to join the Florida Athletic Coaches Association.

All coaches are encouraged to attend coaching clinics sponsored by the FACA and other organizations that will promote their professional growth. However, it will be impossible to reimburse coaches for all expenses incurred for an unlimited number of clinic sessions, therefore, the individual coach should request permission through the Athletic Director to attend the desired clinic.

Requirements for Student Athlete Eligibility To participate and represent Haines City High School as an athlete, a student must:

▪ Be a bona fide student of Polk County School District and Haines City High School and must reside within Haines City High School boundaries or meet the residency exemptions outlined by Polk County Schools and FHSAA

▪ Be under the age of 19 years, as of September 1st. ▪ Have maintained a cumulative 2.0 unweighted gpa; 9th graders are automatically eligible for

the first semester but must have a 2.0 minimum to continue 2nd semester ▪ Have a current and completed physical and consent forms (EL2, EL3 forms) filed with the

Athletic Director ▪ Haines City High School Athletic Rules and Policies” found on the last page of the student-

athlete handbook ▪ Be cleared for eligibility and registered with the FHSAA as an eligible athlete by the Athletic

Director ▪ Attend a minimum of 4 class periods to participate in practice or a competition that day ▪ Meet with the Athletic Director to determine eligibility status and obtain and complete

appropriate paperwork before participation in practices or competitions if a transfer to Haines City High School after freshman year

▪ Return any equipment or materials issued to them by coaches and/or athletic trainers at the conclusion of their season; any equipment not returned or returned damaged must be paid for before participating in another sport

o If an athlete quits a sport, all responsibilities and obligations to that sport must be cleared, and they cannot participate in another sport until the next sport season.

Student-athletes that act in an unsportsmanlike, improper, or inappropriate manner may be subject to game suspension, disciplinary action, or dismissal from the team. Subsequent discipline will be decided by the Athletic Director.

Awards Banquets/ Celebrations

Coaches will order all awards and trophies. The Head Coach of each sport will determine the criteria

for lettering in their sport, inform the Athletic Director and most importantly all of the team candidates.

• Head coaches should submit dates and locations of End of year Celebrations to the

Athletic Director as soon as possible upon the completion of the season.

• Presentation of awards will be determined by the head coach.

• Expenses for awards and/or dinners should be kept to a minimum.

• Coaches are encouraged to combine with other teams and have the award dinners in

the school cafeteria. Award dinners are subject to approval by the Athletic Director.

Championship teams or individuals could possibly be dealt with separately by the head coach

and/or the Athletic Department.

Athletes selected as “All District/ All State” performers will receive a certificate. These will

come through the Athletic Director’s office.

In order to receive a “letter”, an athlete must be in good standing at the conclusion of his/her

sport season.
