Introduction For the past years, ATI 8 has played an immensely important and productive role in harnessing the potentials of the extension agents through its basic services on training, demonstration, farm and business advisory, and information-communication. The institute applied an integrated and participatory approach to learning that makes it a unique learning center. The year 2007 reflects the center’s continuing commitment in empowering its clienteles. Its activities focused primarily on mobilizing the provincial extension networks to pool efforts together and maximize the use of limited resources in addressing the agriculture and fishery productivity and sustainability of the region. It adopted the farmer-led extension strategy (FLES) to hasten acceptance of ecologically sound agricultural practices. It further strengthened its linkages by actively participating in development efforts of the research and extension networks in region 8.

Agriculture and Fishery Extension Network (AFEN) ATI 8 facilitated the extension unification of extension service providers in the region to serve as a mechanism for collaboration and unification of efforts that can create impact on the lives of farmers and fisherfolk in rural communities. . Biliran formed BIRD C (Biliran Integrated Rural Development Council). Eastern Samar plans to expand the concept of collaboration presently operationalized in its SATAFECAN Project. Samar has its AFENS (Agriculture and Fishery Extension network of Samar) and Northern Samar has NORSAFEN (Northern Samar Agriculture and Fishery Network). The province of Leyte has Le CAFÉ (Leyte Council for Agriculture and Fishery Extension). The diacritical mark on the e indicates the emphasis the group gives to extension. Southern Leyte organized SOLAFEN (Southern Leyte Agriculture and Fishery Extension Network). BIRD C, SATAFECAN, AFENS, NORSAFEN, Le CAFÉ, and SOLAFEN aimed to strengthen collaboration and pooling of resources in extension projects in their respective provinces.

Extension Services

The center carried out its philosophy that man is the center of development, and its mandate of empowering him through extension. It coordinated diversified agricultural extension delivery systems for the local government sector and other stakeholders to facilitate the flow of information on technology and other services that can empower the farmers and fisherfolk to become globally competitive.

Training ATI 8 conducted 50 trainings on rice (16 organic & 14 hybrid), corn (2), livestock (6) and institutional development (12). These were participated by 1,812 clients who are mostly extension workers (59%), followed by farmers (34%), non-government organizations and people organizations’ representatives (7%), and national government agencies and state colleges and universities’ staff (3%). ATI 8 joined many other organizations in promoting organic farming for sustainable agriculture and healthy food. It specifically empowered local extension workers on the knowledge and skills in organic farming for safe and nutritious food and to maintain

ecological balance, and increase farm income. It trained its clients in preparing organic foliar fertilizers like indigenous microorganism, fermented plant juice, fermented fruit juice, and fermented amino acid.

The center intensified its efforts for a wider adoption of hybrid rice in the region. The farmer led extension strategy it adopted had influenced a wider number of farmers in adopting the hybrid rice technology. Trained farmer gained recognition with the better performance of their crops that were showcased during field days. The local government units and other stakeholders counter-parted in the conduct of these trainings. The Department of Agriculture – Regional Field Unit 8 downloaded its training fund in the implementation of the FLES under the hybrid rice program. Technology Demonstration Showcasing of technologies was done right in the farmers’ field. Most technology demonstrations were centered on hybrid rice to back up efforts in making the region rice sufficient. The center coordinated 42 hybrid rice demonstrations in the provinces of Leyte, Southern Leyte, Biliran, Samar, Eastern Samar and Northern Samar. Of the 42 sites, 29 had successfully conducted field days where significant changes in the farmer’s agricultural practices and life as a result in the adoption of the technology were presented.

Most field days were right at the farmer’s rice field where sharing of the technology also took place. This included the production process, yield performance of the different varieties used with interventions, and the cost and return analysis. Local executives lauded the techno demonstration areas in their respective municipalities saying that it surely helped improve not only the farmers’ income but the local economy as well.

Farm and Business Advisory The center provided technical assistance to 23 walk-in-clients that includes extension workers, farmers, people organizations’ representatives and others. It provided them with information and sent staff to areas where their presence was needed. The center also assisted 14 rural-based organizations on product

significant contribution as follows: knowledge and skills enhancement in hybrid

rice production, skills empowerment as change agents and service provider, &

technical assistance in the conduct of the technology demonstration. Their success

stories tell of the significant changes brought about by their adoption of the technology,

foremost of which was the increase in yield that significantly increased their income, &

the better practices in rice production.

Resource Generation

ATI 8 generated P510,234.00 as rental for the use of its facilities and equipment. Its dormitory had an income of P365,684.00. It got P86,400 from the ATI Personnel Multipurpose Cooperative that rented the cafeteria and P58,150.00 from those who used its training halls and equipment.

It also generated funds from various stakeholders through the proposals that the center made.

Monitoring and Evaluation To better implement the M&E program, a core team was mobilized to take the lead in institutionalizing the process of M&E in extension projects in the region. The team conducted series of trainings on M&E among extension workers, some of whom had started doing M&E in their projects following the process introduced by the team. Among the projects monitored were those on jackfruit and rice.

The center underwent renovation to enhance the productivity of its staff by providing them better work environment, improved facilities and equipment for them to efficiently and effectively carry out their assigned tasks. The renovation included the face-lift of the ATCMS office. The equipment acquired were laptops, desktop computers, digital camera, scanner and printers. Another professional enhancement exercise adopted by the center was letting staff serve as evaluators of many extension projects and be involved in committees.

ATI staff authored section of Wiley book

John Wiley & Sons, Inc., a leading science, technical and medical publisher in the world, released in September 2007 the World Food: Production and Use ( ISBN: 978-0-470-04382-0), a book that provides a comprehensive look at food production and consumption worldwide. Dr. Alfred R. Conklin, Jr. and Dr. Thomas C. Stilwell, professors at Wilmington College in Ohio, USA, authored the book. Dr. Henry Y. Goltiano of ATI 8 based at the Visayas State University, Visca, Baybay City, Leyte wrote the book’s section on subsistence farming. Dr. Goltiano was a Senior Fulbright Fellow at Cornell University, Ithaca, New York and occasional lecturer at the Virginia State University. In 2004 he was a Dangal ng Bayan Award regional winner and national search semifinalist. In 1989 he received the Golden Plow Award as outstanding DA employee for operations and extension. The World Food book, also available in Adobe E-book format, describes how and where food is produced and who produces it, compares and contrasts different farming systems and describes how local culture and environment influence food production and use, contains detailed information on human nutrition and features specific information on grain crops, vegetables, root crops, fruits, berries and nuts, and farm animals and fish. It also discusses factors that impact food production, including weather, soil, fertility, and water and addresses some of the issues surrounding genetically modified organisms.

It mentored extension service providers in making proposal to generate resources for agricultural development and served as resource person and facilitator on strategic planning Information-Communication To proactively respond to the in-thing of electronic learning, the center established its e-learning office that shall coordinate the delivery of e-learning courses. It will offer online, offline, and blended courses and serveas venue for digital learning resources. It started to develop e-courses on the priority commodities of the region. It also worked on the digitization of localized knowledge products

The e-learning is a component of the e-extension program for agriculture & fisheries of the institute. The other component is the e-farming which provides technical advisory services, technical assistance, & agricultural marketing services; & e-trading which includes online trading, micro

financing, and marketing services.

The center continued to coordinate the Techno Gabay Program implementation in the region. The program provides a framework for a more effective and sustainable strategy for bringing the needed information and technologies to the countryside. In 2007, ATI 8 inked five more Memorandum of Agreements in the establishment of Techno Gabay centers. Close to 240 information materials were distributed to the existing and newly established Techno Gabay centers, most of which were provided by ATI CO through the Agricultural Knowledge Product Division. The center also provided press releases to promote the center’s program and activities through print and radio. It also participated in the University’s founding day celebration by putting up its booth, which provided information on various technologies that the center is extending to its clients.

It continued to localized knowledge products to facilitate easy understanding of information.

Resource Development For quality governance in extension, the center continued to cultivate a sense of commitment and teamwork among its staff to ensure utmost transparency, accountability and partnership in its operations and to guarantee client-oriented, gender sensitive, demand-driven, cost-effective, proactive, and participatory interventions. It enhanced staff capabilities by granting them scholarships to pursue higher education and sent them to various trainings. It also conducted in-house trainings to equipped staff on information communication technology. Designated in-charge for ICT DBR Baltazar was sent to New Horizons, India for a four-month course on Networking Certification Program. The course focused on fundamentals of hardware and networking, concepts of administering back-end servers & in-depth study of Cisco Network & ISA server. In the e-learning program of the institute, DBR Baltazar is designated e-learning coordinator for ATI 8 together with HGT Taganas. Both were trained on e-learning administration.
