Joe Anderson

After spending 12 years at sea with the Merchant Navy and later P&O Ferries, Joe came back to Liverpool where he studied for a degree in social work at Liverpool John Moores University, and then went on to become a

social worker for Sefton Council in 1992. He moved into education welfare and was appointed to lead a social inclusion unit for young people with behavioural and emotional difficulties. Joe also studied Labour History at Liverpool University. Joe was elected to Liverpool City Council for the Abercomby ward (now Riverside) in Liverpool in 1998, the place where he grew up. He became Leader of the Labour Group on the council three years later, and following the 2010 election became Leader of the Council. In May 2012, Joe was elected as the first citywide Mayor of Liverpool. He won on the first ballot with a majority of 50,000 votes, securing almost 60 per cent of all votes cast. Mayor Anderson has navigated a course for the council through an increasingly difficult time for Liverpool, with the city facing the biggest cuts from central government, despite having the greatest needs. Developing the city’s economy and creating new jobs, new schools and new homes are Joe’s priorities for Liverpool. Joe is hugely ambitious for Liverpool, passionate about the future and devoted to the city’s prospects as a thriving, growing and prosperous city and he ardently believes Liverpool’s best days lie ahead as a leading world-class city.

Sir Michael Bibby Bt., DL, Managing Director, Bibby Line Group Limited

Bibby Line Group – a business-to-business services group involved in Shipowning and operation, shallow water accommodation, offshore oil and gas services, contract logistics,

financial services, memorial parks, contract plant hire and retail. Upon graduating from Oxford University in 1984, Michael joined Coopers & Lybrand in London where he later qualified as a Chartered Accountant. He then spent several years at Unilever as a project accountant where he was involved in a number of acquisitions, disposals and joint venture projects before taking up the position of Finance Director of Bibby Line Limited in 1992, culminating in being appointed Managing Director of Bibby Line Limited. In January 2000, Michael was appointed Managing Director of Bibby Line Group Limited.External appointments include: Director, Mersey Maritime Group Limited and Mersey Maritime Limited, Director, Typhoon Holdings Limited and Typhoon International Limited (manufacturers of wet and dry suits) and is a Member of the Supervisory Board of the Chamber of Shipping. Michael is also Chairman of the Fundraising Committee of the Princes Trust in Merseyside and is on the Advisory Committee to the Mayor of Liverpool. Advisory Council Member of the Liverpool City Region Local Enterprise Partnership. He is an Honorary Fellow of the Institute of Chartered Shipbrokers and received an Honorary Doctorate of Laws from the University of Liverpool in July 2012.

Adriano Cadrecha

Adriano Cadrecha started to work in Port of Gijon in 1981, before his graduating at Polytechnic University of Oviedo, with an Advance Management Programme in Economics and Logistics. During his career with thePort, he was

during 20 years involved in port operations at the port Authority, Dockers Pool and European Booking Handling Installation; then 4 years as Dockers Pool Managing Director; between 2008 and 2013 Port Community Manager and in the last months Maritime Independent Adviser. His area of expertise also includes Container Operations & trade-lines, TEN-T Network and Motorway of the Sea services. In the last ten years, he has been responsible of foreign relations for Port of Gijon with European and Far East Ports, and ESPO Intermodal & Logistic committee member. In addition to Spanish, Adriano is fluent in English, intermediate French and basic German.

Flo Clucas

Although she left school at 16, Flo became a teacher and taught in primary, secondary and tertiary education. She was first elected to Liverpool City Council in 1986 and retired in 2012. Flo undertook many of the senior roles on

the Council including Deputy Leader, Finance, Social Care, Housing, Health, Environment, Economic Development and Community Safety. For the Merseyside and wider NW region, she worked particularly in the field of European policy, practice and funding and was Chair of the NW Regional European Partnership and the Objective 1 Programme Monitoring Committee, where she chaired the Projects Committees. Flo has also served as a Board member of Tate Liverpool, Science Park, Strategic Housing Partnership and the Liverpool Institute for Performing Arts, where she was Chair for nine years. She was a member of the European Committee of the Regions from 2002 to 2012, serving on a number of committees and was Rapporteur on a range of topics. Flo was appointed CoR President of the Commission on the EU Budget 2014-20 and was Rapporteur on the Budget proposals. She also served as ALDE Group President. She was a member of the Leadership Group for the Atlantic Strategy until she retired from the Committee of the Regions. Flo was first President of the Women’s International Centre for Economic Development and championed gender equality issues both here and internationally. Although no longer a member of Liverpool City Council, she currently acts as an advisor to the Mayor on EU funding and chaired the Liverpool European Mayoral Commission. Flo is a member of the Board of the Institute of Irish Studies, Chair of the Irish Sea Maritime Forum and a Trustee of LIPA. Appointed OBE in 2005 and given an honorary Italian knighthood in 2009, Flo was awarded an Honorary LL.D by the University of Liverpool in 2013 and has recently been appointed to a Visiting Fellowship at the Heseltine Institute.’

Lowri Evans

Lowri Evans, joined the European Commission in 1983. She has also worked in DG Employment, Financial Control and the Cabinet of Commissioner Flynn. Prior to the Commission, she worked with Deloitte’s as Chartered

Accountant. From 2006 to 2010 she was Deputy Director-General in DG Competition. Since July 2010 she is Director-General in DG Maritime Affairs and Fisheries

Tim Huntington

Tim Huntington is the General Manager of Poseidon Aquatic Resources Management Ltd, a UK-based SME operating in the EU and worldwide. A fisheries biologist by training, much of his recent work has involved developing

policy initiatives for promoting employment through ‘blue growth’, including projects in the Atlantic, Mediterranean and Black Sea for DG Mare and in Indonesia for the Food and Agriculture Organisation of the UN. Over previous years he has been involved in a wide range of projects assisting to develop fisheries-dependent ports and communities along the Atlantic sea board, much of this through EU and Member State public funding. He has also been involved as an SME sub-contractor in offshore development, examining and helping mitigate the impacts of wind power development and aggregate extraction on commercial fishing and aquaculture.

Mike Marsh

Mike is the M.D of a Consultancy Company, MMA Ltd which specialises in securing funding for projects, programmes and S.M.Es in the UK and Europe. Recent projects have included capital investments to support Offshore Windfarm

supply chain infrastructure for Channel and North Sea ports and for UK based sport, leisure and community facilities. Mike had a long career as a senior corporate Director in local government specialising in operating major community services from waste management, cultural facilities, golf courses to open spaces. During this time he led the outsourcing of multimillion pound contracts to the private and third sector and secured significant funding from national sources to upgrade ageing facilities and improve the quality of life for deprived communities. He plays golf badly and enjoys travelling, live music, and spending time with his family and friends.

Capt. Paul O’Regan

Operations Manager and Harbour Master for the Port of Cork and Bantry Port Company. Captain O’Regan spent 15 years at sea with various companies. He was promoted to Master at the age of 28 and served on Container vessels,

Ro-Pax and Ferries. Captain O’Regan was appointed as Operations Manager and Harbour Master in the Port of Cork in December 2013. As Operations Manager, he is responsible for the logistics in the Container, Bulk, Ro-Ro and Cruise Terminals. As Harbour Master the following statutory functions are part of his responsibility; the safety of shipping, pilotage, emergency planning and vessel traffic control. Captain O’Regan holds a degree in Nautical Science, a Class 1 Masters Qualification and has attended programmes in Harvard Business School, Boston.

Hugo Pinto

Hugo Pinto was project manager in several R&D institutions in Portugal (BIC Algarve-Huelva, University of Algarve, Centre of Marine Sciences, and University of Aveiro). Currently he is a post-doctoral research fellow at Centre for Social

Studies, University of Coimbra. At the University of Algarve, he is a Visiting Professor in the Faculty of Economics and an associate member of CIEO - Research Centre on Spatial and Organizational Dynamics. Involved in several European projects, Hugo was the “architect” of KIMERAA - Knowledge transfer to Improve Marine Economy in Regions from the Atlantic Area, project focused in the creation of university-industry linkages in niche areas of the maritime economy. He has participated in several planning and strategic documents preparation, recently he was a member of the team for the RIS3 – Research and Innovation Strategy for Smart Specialisation in the Algarve region. Hugo Pinto is PhD in Economics - Knowledge and Innovation, MSc in Regional Economics and BA in Economics. His research interests are innovation systems, emergence of maritime clusters, regional resilience, knowledge production and transfer, varieties of capitalism and the role of universities, topics where he publishes consistently in scientific peer-reviewed international journals.

Caroline Stanworth

Caroline leads the Corporate Team for Barclays in Merseyside and North Cheshire. She has 25 years experience in Banking, Corporate Relationship Management and leadership roles. She also holds a degree in Law. Originally from Yorkshire,

Caroline has worked in the North West for the past 20 years. Outside work, she enjoys travelling and socialising.

Steve Stuart

Steve Stuart has over 25 years corporate finance experience gained locally, nationally and internationally. He is a great strategic thinker who specialises in thinking outside the box.Formerly a partner with Ernst & Young, Steve

launched his own practice in 2002 with the clear vision of providing high calibre entrepreneurial corporate advice to business owners. He subsequently merged with Brabners LLP in 2010 to form Brabners Stuart LLP. Steve has unique experience of raising finance for SMEs as he was the original financial engineer behind the development of MSIF who earlier this year celebrated their £150m threshold of investments in local SMEs. They offer a mix of equity and debt. They were originally funded through the ERDF Objective One Programme in 1996. Steve is currently working on a number of fundraising projects which cover many sectors and SME profiles.

Jonathan Taylor

Jonathan Taylor has been a Vice President of the European Investment Bank since January 2013. He is a member of the EIB’s Management Committee which draws up the Bank’s financial and lending policies, oversees its day-to-

day business, and takes collective responsibility for the Bank’s performance. Mr Taylor has particular responsibility for the Bank’s activities in Denmark, Finland, Ireland, Sweden, and the United Kingdom. He also leads the Bank’s work in climate action, and in other environmental lending policies. Internally, he is responsible for a range of control functions, such as audit, compliance and related issues. Mr Taylor was previously Director General of Financial Services and Stability at HM Treasury (the UK Finance Ministry). He has held a range of posts in both the private and public sectors. He is a graduate of the University of Oxford, in Philosophy, Politics and Economics.

Dr Jonathan Williams

Jonathan Williams has been CEO of marine sector consortium, Marine South East, since its launch in Autumn 2005. He has led the company’s development to become a catalyst for marine business investment in innovation

and diversification. Marine South East is now widely recognised as a leading European marine cluster, centred on the world-class business and research capabilities of the UK’s Solent region. Before founding Marine South East, Jonathan has been Chief Executive of Marinetech South, a research management and technology transfer business located in the National Oceanography Centre, Southampton. Major clients included BP, Shell, Total and Statoil, as well as a wide range of manufacturing and service companies. His understanding

of innovation as a business process was developed during four years as Senior Project Leader at the Centre for Exploitation of Science & Technology (CEST) in London. His previous industrial experience includes engineering design and project management within the offshore energy industry, based in UK, Norway and Italy. He holds engineering degrees from Cambridge University, Imperial College (London) and Cranfield University. He is a Chartered Engineer, and Fellow of the Institution of Mechanical Engineers and of the Institute of Marine Engineering, Science & Technology. He has served in several non-executive roles including Board member at the Environment Council, and Chairman of the Knowledge Transfer Advisory Group at the Natural Environment Research Council.

David Wright

David Wright has a BA with Honours Degree in Modern Languages and European Studies (University of Wolverhampton).David has 30 years’ experience in freight forwarding and logistics in Sales and

Management roles. He has been with the Network since 2009 as European Business Adviser and is an active Member of the EEN Sector Group Maritime Industry and Services. He is married and has 2 teenaged Children & lives in Chadderton, Greater Manchester.
