Estimated Impact of Major Projects on the Atlantic Gateway Components

Logistics Stage of

Project Port Airport Rail Park Develop

*Stage of development 4 = underway or approved, 3 = nearing approval, 2 = under development, 1 = proposal stage

The shipbuilding project will have the largest impact overall on the Halifax Gateway,

with direct activity at the Irving Shipyard and subcontracting to suppliers inside and

outside Atlantic Canada expected to get underway in 2015. Although this project will

have a direct impact on port and other logistics activity, it will also have a very

substantial indirect impact over the anticipated 20 year time horizon due to the boost

from higher employment, incomes and spending.

Other projects which are expected to have a big direct impact on the Halifax Gateway

include the Vale projects which will boost traffic through a transshipment facility

planned for the port. Exploration and upgrading of offshore supply services will also

lead to increased activity at the Port of Halifax over the next few years, and is also

expected to boost air travel given the demand for specialized contract services. The

Muskrat Falls and Maritime Link projects will both require significant shipments of

transmission equipment through the Port of Halifax, including steel towers and

insulators.

The enormous size of the Hebron project and other Newfoundland offshore projects

means that even though Halifax may only pull in a small share of direct

transportation services for these projects, the positive impact on the Halifax Gateway

may nevertheless

Construction investment in roads, highways and bridges (see Figure 2) decreased over the past few years

due to the end of the stimulus infrastructure spending and is expected to trend marginally downward, but

remain above historical levels of activity. Other engineering investment declines from current levels to 2017

as major projects, especially in the government services, industrial and utilities sectors, wind down. Activity

remains relatively unchanged across the remainder of the period as there are no new large major

engineering or resource projects proposed.

January Updates

The Atlantic Provinces Economic Council (APEC) sees the collapse of oil prices this year as having a mixed effect on Atlantic

Canada, but it will definitely make things difficult for Newfoundland and Labrador. The drop in oil prices drove the provincial

deficit to at least $916 million for the current budget year, and that trend will continue.

Following a brief plateau in non-residential

construction

investment, New Brunswick will see

growth in the medium term as new

pipeline, marine terminal and mining

projects

are expected to come on stream starting in

2016. Investment

in residential construction rises slightly over

the medium

term from 2015 to 2020, but then slows

across the remainder

of the outlook period. A large and aging

housing stock translates into a steady

increase in renovation investment across the

scenario period.

Economic Outlook – Atlantic Canada (January Updates)

"Costs are cheaper than they were just a few months ago," said Antunes, the board's deputy chief

economist, in an interview. He said lower gasoline costs combined with a lower Canadian dollar increases

lumber, paper and refined oil produced in the east. – Conference Board of Canada (Feb 3/15)

January Updates

PEI’s economic growth outpaces Canada for second straight month

Low fuel costs and rising strength of US $ are key factors

CFIB article (Jan29/15)

Newfoundland & Labrador

Newfoundland’s economic growth is starting to slow down.

January Updates

The Atlantic Provinces Economic Council (APEC) sees the collapse of oil prices this year as having a mixed

effect on Atlantic Canada, but it will definitely make things difficult for Newfoundland and Labrador. The

drop in oil prices drove the provincial deficit to at least $916 million for the current budget year, and that

trend will continue.

Large mining, electricity generating stations, transmission lines and

offshore drilling platform projects drive non-residential

investment to a new peak in 2015. Investment declines as projects

wind down, but new proposed mining and offshore

resource developments generate a second but smaller wave of

activity later in the outlook period. Following several years

of decline, new housing investment is expected to decline again in 2015, but then rise marginally over the medium term with

investment well below previous peak levels of activity.

Proposed Route

The proposed route, including subsea cable, will run between Granite Canal, NL and Woodbine,

NS. The Maritime Link Project is divided into three distinct geographical regions:

Island of Newfoundland: The portion of the Project located on the island of Newfoundland

includes a transmission line from Granite Canal to Cape Ray, of which approximately 35 km

will be new transmission corridor. At Granite Canal, a switching station will be constructed

to accommodate termination and

interconnection of the Granite Canal - Bottom Brook line into the Newfoundland and Labrador

Hydro (NLH) system. The switching station will be constructed adjacent to the existing Granite

Canal hydro development.

At Bottom Brook, a new converter station will be constructed and interconnected into the NLH

system by expanding the existing sub-station. From this new converter station, the

transmission line will follow the existing transmission corridor to the Cape

Ray transition compound. A grounding line will originate at the converter station in Bottom

Brook and be routed to a grounding facility in the St. George’s Bay area, near Indian Head. From

the Cape Ray transition compound, the overhead lines will transition into underground cables

to the shoreline landfall site at Cape Ray.

Cabot Strait: Two +/- 200 kV subsea HVdc power cables will span approximately 170 km across

the Cabot Strait from Cape Ray

on the island of Newfoundland to an area near the Nova Scotia Power Inc. (NSPI) Point Aconi

Generating Station in Cape Breton.

Nova Scotia: The NS portion of the Project includes a subsea cable landfall which will be

located on the west side of the Point Aconi Generating Station. From the landfall location, the

cables will extend underground to the transition compound and will then run parallel to an

existing transmission corridor, terminating at the converter station at Woodbine. The HVdc

lines will connect to the existing Woodbine converter station via an underground connection.

A transition compound, located approximately 600 m north of the substation, will transition

the overhead lines to underground cables, within a buried conduit. From the Woodbine

converter station, a grounding line will run to a grounding facility location in northeast Cape

Breton County, near Big Lorraine.
