    UTTARAKHAND

    A decision was taken not to continue with work by field level staff as our partner Lok Chetna Manch

    has achieved something unique within the MGNREGA ambit. On July 20th work to start revival of

    ten van panchayats of Tarikhet block (Almora) was officially inaugurated by the Commissioner. The

    activities in this project are spread over a five year period with around Rs50 lakhs being the budget,

    and is possibly one of the first NREGA works being implemented by a NGO.

    ORISSA

    The last two months saw the end of the period for works under MGNREGA and the commencement

    of the agricultural season which will end once the crop is harvested in November -December.Focus Areas:

    During this period our three main focus areas were:

    a) Conducting a second training workshop for our field level workers (Jansathis). Thisthree day training was held in June and attended by 65 Jansathis.

    b) At the panchayat level we held a one day training program for our village levelvolunteers

    c) Further, a detailed planning exercise was undertaken for the oncoming second year ofour operations. Work for this second year has started with a household survey targeted

    to cover over 200,000 families by the end of September.

    STATISTICS REVEAL:

    In the meanwhile the government data for

    the work generated till June end has been

    compiled and the results for the 17 blocks

    where we are working are quite encouraging:

    During this period a little over 47,000families have undertaken work.

    The average number of work days isjust over 34 which compares very favorably

    with the average of 35 achieved for the whole

    of 2009-10. This means that achieving 100 days

    work for these families is extremely likely

    given the fact that they have the entire period

    from Oct-March.

    APPROACH GOING FORWARD:

    Based on our experiences of the last twelve months we have

    tweaked our approach a bit. In essence the strategy tomaximize benefits under the MGNREGA this year has the

    following key elements:

    a) After discussions with people and taking into accountthe crop season, local festivals etc. it was agreed that

    each interested person will make a consolidated

    demand for 100 days of work.

    b) Each person will sign a petition demanding increase inthe minimum wage from Rs.90 to 100. (The central

    government had announced this in Dec09 but the state

    in its infinite wisdom has not yet enacted the raise)

    c) Job demands will be made on a collective basis for eachpanchayat. On designated days in Sept/Oct the villagersfrom the panchayat will attempt to get their job

    demands received at the panchayat level.

    This process has already started in over 150 panchayats

    located in 20 blocks.

    As reported earlier, by the end of October we hope to have a report of data compiled from the

    survey currently being undertaken. This data will serve as the basis for determining other issues

    such as education, health in our field areas.
