Vohra inaugurated an international theatre festival, "18th Bharat Rang Mahotsav 2016" at Abhinav Theater here today. He was accompanied by Usha Vohra, First Lady. This festival has been organized by J&K Academy of Art, Culture and Languages (JKAACL) with support from the National School of Drama (NSD). Renowned theatre personalities from America, Italy, Sri Lanka, Rwanda, Bhopal, Hyderabad, Kashmir and Jammu are taking part in this 6 days 'Bharat Rang Mahotsav'. The Governor compliment- ed Dr. Aziz Hajini, Secretary JK Academy of Art, Culture and Languages (JKAACL) for providing an opportunity to people of the State to appreci- ate theatrical performances through a series of plays to be presented in this festival. He said that such events should be a regular feature in the State and the JKAACL should devel- op state of the art infrastructure and facilities for promotion of local art and artists in the State. Expressing his happiness on reopening of the Abhinav Theatre, the Governor hoped that it would again produce such high quality performances and plays in local and other languages which it used to before it shut down for repairs. The Governor also lauded the efforts of NSD in producing highly professional and quality artists. K.K. Raina, Film Maker, and Guest of the Honour; Lateef Khatana, Senior Faculty Member, NSD, in their addresses spoke about the jour- ney of Bharat Rang Mahotsav and present scenario of theatre in the country and the State. Dr. Aziz Hajini, Secretary JK Academy of Art, Culture and Languages presented the Welcome Address while Mitali Gupta gave brief about the Play and presented a Vote of Thanks on the occasion. The Mahotsav kicked off with play in English, 'Dear Children, Sincerely …'., which was performed by Stages Theatre Group, Sri Lanka and Mashirika, Rwanda. Directed by one of acknowledged contemporary female theatre directors, Ruwanthie de Chickera and, the play script is a joint theatre project devised through inter- views conducted with a cross section elders of both the coun- tries born in the 1930's and turning their stories and experi- ences into several stand-alone performance pieces. The play representing a shift away from traditional text centered proscenium based drama was woven as a collage of three stories which examine key events in the two countries. The novel experimentation at level of script was also comple- mented with an equally innova- tive language that successfully unleashed the magic of a the- atre form created without many words. The play in which first- hand accounts of horrors of ethnic conflicts and attendant mass killings, heinous rapes and atrocities against woman and children, were enacted by group of young actors/dancers with such a masterly display of evocative acting; a mix of flu- ent body movements and magic of mime that it left the audi- ence spell bound. The play not only poignantly brought to fore the suffering of masses in coun- tries worn down by years of conflict and tragedy but it also came out as a testimony to the inherent power of creative arts to present a unique overview of history that is seldom achieved by conventional narratives. Today's play that chal- lenged the notion of conven- tional drama and offered a new experience in seeing was a fresh gush of creative expres- sion which will remembered for long by Jammu audience. Div Com launches “Pahal: Ek Kadam Naari Samman Ki Aur” * Laadli Diwas to be celebrated on 19th of every month Excelsior Correspondent KATHUA, Feb 3: Divisional Commissioner, Jammu, Dr Pawan Kotwal today inaugurated the systematic sensitization initia- tive " Pahal: Ek Kadam Naari Samman Ki Aur"of the district administration under 'Beti Bachao Beti Padhao' campaign here today. The launch of "Pahal: Ek Kadam Naari Samman Ki Aur" initiative was organised in col- laboration with Press Information Bureau (PIB), Union Ministry of Information & Broadcasting, under 3-Day Public Information Campaign to reach out maximum populace with an aim to spread the message of 'Beti Bachao Beti Padhao' and 'Laadli Beti' flagship programmes. On the occasion, Divisional Commissioner released the theme based 'Jingle cum Caller Tune' on Beti Bachao Beti Padhao cam- paign. Under the initiative the caller tune was activated on mobile phones of tehsil and dis- trict officers. A mass pledge on 'Beti Bachao Beti Padhao' was administered by Divisional Commissioner to the gathering comprising students, PRI representatives, Anganwadi and ASHA workers, officers, offi- cials and locals. While addressing the gather- ing, Dr Kotwal said that declining trend of female sex ratio is a mat- ter of great concern which is required to be addressed. He said district Kathua which has adverse sex ratio requires contribution from every stakeholder to edu- cate people so that the gap in gen- der sex ratio is improved. Dr Pawan Kotwal also high- lighted the repercussions of the abuse of technology related to ultra-sonography which was pri- marily meant for check up and diagnosis during the prenatal period. He termed selective abor- tion as human blunder which has posed serious challenge to the present generation. He said it is high time to ensure implementa- tion of the PC&PNDT Act in let- ter & spirit. He said 'Beti Bacahao Beti Padhao' and 'Laadli beti' schemes are demand driven schemes, benefits of which shall reach its target families. Earlier, Deputy Commissioner, Kathua, Ramesh Kumar gave a detail account of 'Pahal: Ek Kadam Naari Samman Ki Aur" initiative rolled out by district administration to help improve sex ratio in the district. DC Kathua also presented dis- trict profile and disclosed that on 19th of every month 'Laadli Diwas' will be celebrated at vil- lage, panchayats, municipal areas of the district. Medical teams for free check up of girls and preg- nant women shall be made avail- able on 'Laadli Diwas', setting up of toll-free women health helpline will be launched soon in the dis- trict hospital, where a gynaecolo- gist will be available from 10am to 12pm every Saturday and an ASHA worker from 10am to 4pm on other week days, selection of 'Girl of the Month' at panchayat level and 'Girl of the Month' at every ward will be a monthly affair under the Pahal initiative. PDP should make public its alleged demands: Sagar Excelsior Correspondent SRINAGAR, Feb 3: National Conference today asked PDP president Mehbooba Mufti to make public her alleged charter of demands from the Central Government so that the people could actually compare her alleged demands with the eventu- al concessions, or lack of conces- sions that she is able to extract. Lashing out at PDP for being responsible for the present politi- cal stalemate in the State, NC general secretary Ali Mohammad Sagar said Mehbooba Mufti's ten month conspicuous silence on issues like AFSPA revocation spoke louder than any antics that are being enacted now to salvage the last remnants of PDP's image in the State. "Mehbooba should tell the people what she is demanding from the Central Government since these demands are being made in their name and at a cost of their right to have an elected Government. BJP has officially stated that they have not received any demands from the PDP, a declaration that has exposed PDP's drama. If at all there are any political demands, the people need to know so that they can then measure these demands in comparison to what Mehbooba succeeds in achieving", NC gen- eral secretary said while talking to reporters at Party Headquarters in Srinagar on Wednesday. Physically challenged persons have right to work at safe places: CJ Excelsior Correspondent JAMMU, Feb 3: Chief Justice of J&K High Court, Justice N Paul Vasanthakumar today said that all the physically challenged persons have the statutory right to work at healthy and safe places. This observation was made by the Chief Justice in a petition filed by a disabled person name- ly Naresh Kumar Jain, who challenged his transfer from Government SRML Higher Secondary School to Government Girls Higher Secondary School Pallanwala. While setting-aside the transfer order, Chief Justice observed, the physically chal- lenged persons have statutory right to work at healthy and safe places, which can be insisted by them as a matter of right under Section 27 of the Jammu and Kashmir Persons with Disability (Equal Opportunities, Protection of Rights and Full Participation) Act, 1998. “Also on the ground of violation of human rights, the transfer order issued so far as transferring the petitioner from Government SRML Higher Secondary School Jammu to Government Girls Higher Secondary School Pallanwala is bad”, Chief Justice further said. State Level Empowered Committee framed under SPMRM Excelsior Correspondent JAMMU, Feb 3: The J&K Government has constituted a State Level Empowered Committee (SLEC) under the Shyama Prasad Mukherji Rurban Mission (SPMRM). Headed by the Chief Secretary as Chairman, the SLEC shall recommend and approve the Integrated Cluster Action Plan (ICAP) and DPRs of the clusters received from the State Nodal Agency i. e. Department of Rural Development and Panchayati Raj for submission to the Ministry of Rural Development, Government of India. It shall take overall responsibility for the effective coordination and implementation of the scheme. Office to Best Price, Rajpura and its adjoining areas fed from M-2 and SN-4 feeder will remain affected from February 3 to February 15 from 10 am to 2 pm. 90 breaches caused by floods in Jhelum plugged * Div Com reviews status of dredging, restoration work Excelsior Correspondent SRINAGAR, Feb 3: Nearly 90 breaches caused by the September-2014 floods in Jehlum River have been plugged by the Irrigation and Flood Control Department. This was revealed during a review meeting held by the Divisional Commissioner Kashmir, Dr Asgar Hassan Samoon with the Chief Engineer of Irrigation and Flood Control, Javed Jaffar and officers of concerned depart- ments. The meeting was called to identify bottlenecks in the process of restoration of Jhelum and flood channel as well as strengthening and beautifying the river banks. Giving details about the process of dredging in Jhelum, the I&FC Department officials said the project has been award- ed to a Kolkata-based firm and the work is going on at war- footing basis. Dr Samoon was informed that around 5.86 lakh cubic metres have been excavated against the target of 8 lakh cubic metres. The project envisages dredging of 7 lakh cubic metres in Srinagar stretch of Jhelum to be completed in 12 months while 9 lakh cubic metres will be excavated from Baramulla stretch in 20 months. "The target of about 5.86 lakh out of the proposed 16 lakh has been achieved in the last four months. The work is going on in full swing and it will not be impacted in any way due to increase in water level during summers," Chief Engineer (I&FC) said. According to officials, the Government will spent Rs 399 crore for two years on the restoration of Jhelum with Rs 140 crore set aside for land/structure acquisition, Rs 40 crore for building two bridges, Rs 35 crore for dredging and the rest will be spent on other works. The state share in the allocation is Rs 120 crore. It was also revealed during the meeting that the Centre's share in the Prime Minister's Rehabilitation and Reconstruction Program 2015, "Comprehensive Plan for Flood Management Works on Jhelum- Phase-I" has not been released so far. Dr Samoon was informed that the I&FC Department is preparing a detailed project report which envisages building storage dams on the tributaries of the river which will be used in times of emergency to divert the water flowing into the river.

State Level Empowered Committeeframed under SPMRM

Giving details about theprocess of dredging in Jhelum,the I&FC Department officialssaid the project has been award-ed to a Kolkata-based firm andthe work is going on at war-footing basis.

Dr Samoon was informedthat around 5.86 lakh cubicmetres have been excavatedagainst the target of 8 lakh cubicmetres.

The project envisagesdredging of 7 lakh cubic metresin Srinagar stretch of Jhelum tobe completed in 12 monthswhile 9 lakh cubic metres will

be excavated from Baramullastretch in 20 months.

"The target of about 5.86lakh out of the proposed 16 lakhhas been achieved in the lastfour months. The work is goingon in full swing and it will notbe impacted in any way due toincrease in water level duringsummers," Chief Engineer(I&FC) said.

According to officials, theGovernment will spent Rs 399crore for two years on therestoration of Jhelum with Rs140 crore set aside forland/structure acquisition, Rs 40crore for building two bridges,Rs 35 crore for dredging and therest will be spent on otherworks. The state share in theallocation is Rs 120 crore.

It was also revealed duringthe meeting that the Centre'sshare in the Prime Minister'sRehabilitation andReconstruction Program 2015,"Comprehensive Plan for FloodManagement Works on Jhelum-Phase-I" has not been releasedso far.

Dr Samoon was informedthat the I&FC Department ispreparing a detailed projectreport which envisages buildingstorage dams on the tributariesof the river which will be usedin times of emergency to divertthe water flowing into the river.
