Nosh on the Namoi This annual event will be hosted by The Nosh on the Namoi Committee and will attract around 7000 people in total from all across the region. 100 people will be competing in the Triathlon, And 230 spectators are expected to view the event.

The Nosh on the Namoi will include wine song and picturesque country surrounds. The past events have had enormous success, with huge numbers visiting the buzzing Narrabri Town and surrounds. It promises to be a weekend you will remember for ever.

SECTION 1

1.1 Preamble.

The proposed event is the Nosh on the Namoi. This event will require contra- flow and Road closures for runners and cyclists safety while competing in the Triathlon.

Scope of Works.

Dialtone will be responsible for installing and removing temporary road signage and safely directing traffic and pedestrians on site while the Nosh on the Namoi Triathlon is being undertaken.

Dialtone TCP# MJ211013-1/2. Will be implemented

At the end of the event, Dialtone staff will remove existing traffic signage and devices.

Traffic Control Approval Required. Dialtone will obtain Road occupancy and speed zone authorisation and obtained approval from the RTA western region if required and Narrabri Shire council.

Road Occupation Required.

Temporary signage will be displayed and speed restrictions will be in place. It is expected that traffic will start arriving to site between 5.00 am and leave site from 12pm in the afternoon. Temporary signs will be displayed from 5am all day until closing of the site at 12pm.

Traffic controllers will monitor all closures and contra-flow to ensure safety of all competitors and pedestrians and traffic.

SECTION 2

2.1 Traffic Assessment & Impact

Tibbereena St is a 50km main Street. Estimated traffic flows on a Saturday are well under ADT > 1500. The impact of an estimated 300 vehicles to this site will mean just 3 vehicles Maximum, per minute will enter site over 2 hours. This is more than manageable considering the open parking space and attendees directing internally. Also considered is the high visibility on all approaches.

Traffic will have minimal disruptions with:

Contra-Flo in Tribbereena St.

Well sign posted detours.

Controllers at each road closure.

Volunteers managing pedestrians

Roaming Orange ticketed manager on site.

Local Traffic Local traffic will notice slightly heavier volumes for short periods. Traffic Flows will slow while competitors are competing Exiting Traffic All exiting traffic will be directed to turn left only from the main driveway onto Tibbereena after the event is finished. No exiting while the event is under way. 2 hours Pedestrian traffic will not be affected. Approximately 100 people will be competing in this event and 230 spectators. No pedestrians will be unescorted onto the Newell Highway. All pedestrians will be escorted to the dirt road under the bridge over the Narrabri creek. All vehicles including buses will drop off passengers inside the authorised car parks only.

SECTION 3

3.1 Newspaper Advance Notice

Local advertising will be place in Newspapers leading up to this event. All local papers

3.2 Variable Message Sign Advance Notice

VMS will not be required unless the RTA or Council specifically demands them

SECTION 4

4.1 Local Buses

Consultation will be undertaken with all Bus companies. This conversation will outline the extent of the work and any impact the proposed event would have on all Buses. Copies of the Traffic Plans will be forwarded on as soon as approved to notify staff.

No Bus Stops will be affected by the traffic control measures and all Bus Stops in the vicinity of the event have designated passenger drop off/pick up areas which are clear of the travel lanes.

Buses will have a separate entry to site. Buses will enter and drop passengers off on site and not on the Newell highway.

SECTION 5

5.1 Emergency Vehicles

Thirty days prior to the commencement of the event, copies of the Traffic Control Plans along with contact numbers shall be distributed to the following:

Traffic control measures will allow access for emergency vehicles through the work area and into the event area, and will be provided throughout the project. Traffic control team leaders shall be situated near this emergency entry and monitoring main entrance traffic flows. The team Leader in this location will manage the traffic controllers. He shall instruct all controllers to stop all traffic passing through the event area as soon as an emergency vehicle is observed. This will allow emergency vehicles free access past the event area and also access into and out of all areas.

In addition to this it will be his responsibility to have the traffic stopped to allow police vehicles access into and out of the same emergency areas.

5.2 Heavy Vehicles

The resultant Traffic management will accommodate all heavy vehicles with lane widths of 3.8m - 4.0m achieved.

5.3 Cyclists

All additional provisions have been made for non-competing cyclists. They would be expected to follow all directions by traffic controllers. Cyclists not competing will not be permitted to ride along the side of the roadway. The traffic controllers will tell the cyclist to dismount and walk past the danger area.

5.4 Pedestrians

The proposed traffic control plan will have no impact on existing Pedestrian Traffic conditions except the Newell highway bridge where pedestrians will be escorted or directed under and around for safety.

There are provisions for pedestrians to cross under the Newell Highway, and provision for this pedestrian movement will be made safely with controllers stopping pedestrians and escorting them if required.

Pedestrians will be managed internally on privet property by volunteers and other human resources other than Dialtone staff.

SECTION 6

There will be no ongoing effects to any existing or future development as a result of this event.

The road configuration will be altered and reinstated upon completion of this event.

SECTION 7 The proposed traffic management measures will have little effect on surrounding Local Councils. It should be noted that there may be additional traffic in the vicinity of the event from other organisations unknown to Dialtone Traffic Control.

8.1 Public Consultation Public consultation for this project will primarily be done by public notification to residents in the area, in the form of newspaper and radio advertisement and Council Traffic Committee and their specific Committee. (Letter below)

November , 2014 Dear Local Business Manager, Proposed Road Changes to Tibbereena St, Narrabri. Date: Saturday, 21st March, 2015. The Nosh on the Namoi committee would like to inform you of the proposed road closure of one lane (pool side) of Tibbereena St between Dewhurst street and Violet street on Saturday, 21st March, 2015 for the Nosh on the Namoi Triathlon event. To assist with traffic management for this event and to ensure the safety of local residents, spectators and participants, Tibbereena St will be temporarily open to one way traffic between the hours of 0700 and 0930hrs. All businesses located on Tibbereena St will be accessible but there may be slight disruptions to traffic entering, exiting and parking during these hours. Big Sky Caravan park entrance will be closed and manned by a traffic controller to coordinate the entering and exiting of vehicles. Nosh on the Namoi committee apologies for any inconvenience this may cause. Your support in this matter is vital to ensure the triathlon can be approved. The three local businesses’ have given consent to the event and copies of emails are available on request.

Council Consultation

On 11.10.13 a Dialtone Traffic Control representative Mr Kurtis Ryan conducted a site inspection to assess the impact of the proposed special event and formulate a proposal to implement traffic control for the event.

The proposed event and associated traffic plans were submitted to Narrabri Shire Council on 22.10.13 for consideration by their Traffic Committee.

Notice to Local Residents Local residents will receive letter box drops 14 day prior to the event and Council will be notified with any objections.
