Limestone is drilled and blasted at the quarry. Diesel fuelled wheel loaders load off-highway dump trucks for transport of the stone to the crushing plant, which has a capacity of 1,000 tonnes per hour. During operation the crushed limestone is brought to the limestone stores; a facility to feed an off-line emergency stockpile is available. Stone can be retrieved from the outside pile via a mechanical infeeder.

Clay/overburden is extracted from the quarry and pre-homogenised in piles prior to crushing with shale. Shale is hauled by road from quarries near Donore and Denhamstown. A two stage crushing system is operated with a capacity of 500 tonnes per hour. The crushed overburden/shale is blended and stored in a homogenising store of capacity 11,000 tonnes. The old shale store is for Kiln 2 and holds 11,000t of shale. The new shale store is for Kiln 3 and holds 10,000t shale. A section of this store is also used for CEM II limestone (approximately 6,000t).

Limestone and overburden/shale are extracted from the homogenising stores by specially designed reclaimers and conveyed to separate mill feed hoppers. From the hoppers, these materials are conveyed together by belt to the raw mills.

Gyspum is added at the cement mill to control the setting time of the final cement. A gypsum store is available for strategic stocks.

The GGBS slag is transported from the slag storage silo to a receiving hopper in the mixing plant. Once the slag and cement bins are full the flow gates into the mixer are opened to allow the slag cement mix to be produced.

Other raw materials are stored in designated areas. Tin sulphate is stored in sealed storage bags and ferrous sulphate is stored in a designated silo. Tin sulphate is transported by forklift and fully trained operator using a safety harness frame and appropriate personal protection equipment. Ferrous sulphate is transported to site by tanker, which is unloaded into a silo by pumping. It is released mechanically as needed and the material is not manually handled at any stage.

Grinding aids are transported to site in tankers where they are mechanically unloaded by pump into bunded storage tanks (refer to Section H.1.5). This material is transported and dosed by pump as needed. These materials are not manually handled at any stage during the process in line with standard health and safety practice.

H.1.2 Process Materials The storage locations of all process materials are listed in Table H.2.

Oil and Greases

Oils and greases and other engineering materials e.g. lubricants or diesel are stored in designated secure bunded storage areas on-site (refer to Section H.1.5). These materials are transported throughout the site by forklift on bunded pallets or by a designated oil/grease truck. The materials are pumped or sucked using compressors from storage containers to machines. Diesel is stored in bunded tanks (refer to Section H.1.5) and transported where necessary on-site by a fuel browser.

Laboratory Chemicals

Laboratory chemicals are stored either in an external locked bunded laboratory chemical store or internally in secure presses in the laboratory. Laboratory chemicals are transported via hand trucks or forklift where necessary. All chemicals are handled according to standard laboratory practice.

Process Chemicals

Process chemicals e.g. ammonia water are transported to site in tankers where they are mechanically unloaded by pump into bunded storage tanks. This material is transported and dosed by pump as needed. These materials are not manually handled at any stage during the process in line with standard health and safety practice.

Refractory Materials

Refractory materials are stored inside a designated shed. These materials are transported by forklift when necessary to their designated sites where they are manually handled into position using standard health and safety practices.

Compressed Gas/Air Cylinders

Compressed gas/air cylinders are stored in a designated area. They are stored upright and secured for transport by special hand trucks or by forklift.

H.1.2.1 Alternatives Fuels Plans have been developed for the use of the following three alternative fuels as replacement fuels for a proportion of the petcoke in Platin:

• Solid recovered fuel (SRF)

• Chipped tyres

• Meat and bone meal (MBM)

Meat and Bone Meal (MBM): MBM will be transported to the Works by road tankers. The systems for transporting MBM within the Works are described below:

• Discharge of the material: Upon arrival the material will be unloaded pneumatically by a sealed automatic system. The compressed air for the tanker will be supplied by the plant. The exhaust gas from the unloading will go through a dedusting filter on the top of the silo, where the dust portion will be recirculated back into the silo and the filter exhaust gas portion will be fed through the primary air fan into the kiln (during kiln operation). When the kiln is not in operation, the filter exhaust gas portion will be diverted through a carbon filter and emitted to the atmosphere as a minor emission point. The purpose of the carbon filter is to eliminate any potential odours.

• Storage silo: The storage silo will be a flat-bottomed silo. A mechanical ram system on either side of the silo bottom or an agitator device, will keep the sides of the silo clean and the material moving. There is also an extraction system from the silo to a bulk loader, to enable emptying of the silo should this be necessary.

• Material feed from the silo to the kiln: The rams or agitator on the silo will push the material onto a screw feeder system at the middle of the silo. The material will then be fed onto a disc conveyor, which will transport the material to a hopper above the main burner platform. The number of bends used are to be minimised and bends are to be made of rubber pipes due to the abrasive nature of MBM. The hopper will feed a dosing feeder. This will regulate the feed to the kiln system where it will be fired on the calciner or main burner. The system is to be entirely made from stainless steel for increased hygiene. The dosed material from the dosing feeder will be pneumatically conveyed to the main burner (minimised distance). The current proposal is to fire 6.5t/h (design capacity 8 t/h). Transport of the MBM within the pneumatic system will be facilitated by the installation of cool air circulation. From experience in sister plants using MBM cool air greatly improved the handling efficiencies of this material. This along with other practical design advice will ensure efficient handling of MBM in Platin.

Tyre Chips: Tyre chips will be delivered prepared to specification to site either on a tipper truck or on a walking floor truck. • Discharge into the Store: The chips will be emptied into a covered store with fire

protection installed. An anti-roll gantry / structure will be in place for trucks for safety reasons. A mechanical grab will then move the chips up into the store.

• Feed from the Store to Calciner: From the unloading area an automated overhead grab crane will be programmed to transfer the tyre chips onto a large screw, which runs at a constant speed on a start/stop basis. The screw will feed onto a rubber belt that will feed the chips to the Calciner platform. There will be a buffer stock in a small hopper on the Calciner platform. As the level in the hopper drops, the belt (and screw behind) will start and stop to sustain a level in the hopper. The hopper will feed onto a weigh belt feeder, which will control the feed to the Calciner (load cells on a variable speed belt). A scalping drum will run above the weigh belt in order to keep the level on the belt stable. The belt weigher will feed onto a fixed speed screw, which will feed the chips through a double flap into the calciner. The tyres will then be fed in to the

Calciner, where the design of the slope inside the calciner will control the dispersion of chips across the riser cross section.

Solid Recovered Fuel (SRF): SRF will be prepared off-site to supply specifications. The SRF material will be “fluffed” or shredded to a small particle size. It comprises of paper, cardboard, plastic and some textiles. The material will be delivered to site either by a truck with a walking floor or an ejector trailer. • Storage: SRF will be stored in bunkers in a dedicated building. The material will be

transported from storage using a screw and a drag chain in series. Magnetic separators will be in place to remove metals, which may damage the main burner.

• Material feed from the bunkers to the kiln process: the drag chain will feed the material to a small intermediate hopper on the kiln system, which will in turn feed the material into dosing feeders. The dosed material will be pneumatically conveyed to the main burner and calciner. The kiln system has a minimum residence time of 8 seconds which will be sufficient for full burn out of the fuel and is well in excess of the 2 second requirement in Directive 2000/76/EC. The main burner operates at temperatures in excess of 1,500ºC and the calciner in excess of 1000ºC, both above the 850ºC requirement of Directive 2000/76/EC.

H.1.2.2 Alternative Fuels Delivery Acceptance Criteria On arrival at the Irish Cement entrance, all deliveries will be recorded and verified by the automated delivery acceptance system. For all deliveries, suppliers must provide a valid certificate of conformity before the material can be accepted. Instructions will be provided to drivers as to the appropriate unloading location on site. Visual inspection and sampling, where appropriate, will be carried out. Sampling procedures will be in compliance with the on-site ISO 9001 Quality System. Sampling frequencies will be determined based on the previous fuel characterisation exercises carried out during earlier supplier evaluation and auditing. Composite samples representing production campaigns from each supplier will be analysed to determine compliance with fuel specification. Regular testing will be carried out to determine compliance of the following parameters with the relevant alternative fuels specification;

Industry practice around Europe related to sampling, analysis and evaluation of incoming fuels is based on characterising the fuel over time. Testing of a composite sample is carried out to confirm that the deliveries are in compliance with the expected specification. Testing frequency is likely to be greater during initial evaluations and decline as compliance confidence increases.

H.1.2.3 Alternative Fuel Random Quality Control Checks In addition to the above sampling and analysis system (Figure H.1), random tests will be carried out each quarter where samples will be taken from individual supplier deliveries. These will be tested and the results will be used as part of an on-going supplier auditing programme to ensure compliance with specification.

Non-conforming loads will be rejected where they fail to satisfy the fuel acceptance procedures. Any such rejected loads which have not been offloaded will be returned directly to the supplier. Further deliveries from the same supplier may be delayed and subject to additional testing until compliance can be re-established.

The raw meal produced in the rawmills is conveyed to homogenising and storage silos by a combination of pneumatic and mechanical equipment. Homogenising of the raw meal takes place in the upper chamber. The homogenised raw meal is then dropped by gravity into the lower storage chamber.

Clinker from the kiln is transported by a metal pan conveyor to the storage silos. Clinker may occasionally be stored in external stockpiles on the quarry floor or at the factory to facilitate maintenance or market demands.

Kiln 2 is equipped with a bypass system which allows a portion of the dust laden process gas to be removed from the kiln system between the kiln and the preheater system. The bypass system removes a controlled amount of process gas from the system, treats it by air quenching, conditioning and electrostatic precipitation. The bypass dust collected is returned to the process. Kiln 3 also has a bypass system.

H.1.4 Finished Products There are ten cement storage silos at the site. Two of the silos are used for the storage and direct dispatch of bulk cement by road. Each of these silos has two truck loading bays. Six of the silos are used for buffer storage, to supply the four bulk truck loading bays, supply of cement to the packing plant, transfer of cement to the rail silo and for storage of special cements. The rail silo is dedicated to the storage and dispatch of bulk cement by rail, with a dedicated weighbridge. Another silo is currently dedicated to the storage of slag binder, with a dedicated weighbridge.

Finished products are transported onsite by air-slides, screw conveyors, conveyor belts or enclosed air transport pipes to storage silos where they are pumped to bulk dispatch areas or to the packaging plant and mechanically bagged and packed by an automatic bagger, packer and palletiser. These packed products are transported by forklift and dispatched on trucks.

Concrete bund integrity testing is carried out periodically on the above concrete bunds in accordance with requirements of the IPPC Licence. All concrete bunds were found to be watertight in the most recent assessment reported to the Agency in the 2008 Annual Environmental Report (AER). The Kiln 3 diesel tank bund was tested in 2008 and found to be watertight.

H.2. Wastes Generated and Handled at ICL

Details of waste recovery/disposal are provided in Tables H.1(i) and H.1(ii). Waste generated at ICL Platin can be categorised into:

• Non-hazardous waste which includes municipal waste, non-hazardous industrial waste and other wastes

• Hazardous waste as defined in the EC Directive 91/689/EEC.

Segregation of waste occurs where practicable. Resultant waste streams are either recovered or disposed of internally or externally, following strict waste management guidelines set out by the Environmental Protection Agency (EPA). The quantities of waste disposed of on and off site are reported to the EPA in the AER.

Waste Material Storage Locations are shown in Figure H.2.

Dust and stone materials are gathered using mechanical mobile plant or stored in red skips located around the site. These are transported by forklift to a designated collection point on the West side of Raw Mill 2 where the material is emptied and stored until it is loaded mechanically by a loading shovel and transported to the quarry for re-use in the process.

Timber packaging associated with the supply of paper sacks is returned to the supplier for reuse. Clients return pallets for reuse to the site. Damaged pallets are returned to the supplier for repair. Waste timber and non-repairable pallets are transported by forklift to the site’s Waste Recycling Centre. These are stored in a Timber skip and removed from site by a licensed waste haulier to a licensed waste contractor.

Metal waste material on-site is gathered at various segregation sites around the factory in small blue bins. These are transported to the central waste metal skip area by forklift where they are mechanically loaded into low-sided skips. These are removed from site for recycling by a licensed waste haulier to a licensed waste contractor.

Cardboard and paper is gathered and baled in a designated area in the stores. The bales are stored onsite and removed from site by a licensed waste haulier to a licensed waste contractor.

Plastic is collected in a designated area of the Stores and the Packing Plant. The plastic is removed from site by a licensed waste haulier to a licensed waste contractor.

Used tyres are stored in the tyre storage area at the Garage and removed from site for recycling by a licensed waste haulier to a licensed waste contractor.

General and canteen waste is gathered from the offices and canteens around the site in designated bins. The office general bins are emptied into these bins, which are then transported by forklift to the portable general waste compacter where they are mechanically emptied. The compactor is serviced when full and removed from site for recycling by a licensed waste haulier to a licensed waste contractor.

Dry Mixed Recyclables include paper, cardboard, clear plastic, tin cans, tetra packs and plastic bottles and so will replace some of the segregation described above. Dry mixed

Waste Control Measures

Some of the established measures for waste control and minimisation at ICL Platin are as follows:

• Off-specification and intermediate and final product materials are recycled/blended in accordance with procedures specified in the Quality Management System.

• Collected spillages sweepings are recycled with the raw materials or directly into the process.

• Overburden removed prior to quarrying limestone and which cannot be used in the process is placed in an overburden mound together with small quantities of process wastes which cannot be recycled. The location of the overburden mound is shown in Figure H.3.

All wastes described above are transferred in accordance with local and European waste legislation. The waste permit numbers of the collection contractor and the licence or permit number for the ultimate destination is provided to the Agency in the AER.

Waste fuel oils are collected and stored in UN double skinned approved tanks/drums in the oil collection point in the Waste Oil storage area. These are removed from site for recycling by a licensed haulier and are refined and recovered where appropriate by a licensed waste contractor.

Waste vehicle batteries are stored in a designated bunded container in the Garage area. Small batteries are collected and stored in an allocated bunded battery bin in the Stores area. Electronic equipment and waste fluorescent tubes and lamps are also collected and stored in allocated cages and bins in the Stores Area. All of these materials are removed from site for recycling by a licensed haulier and are recovered by a licensed waste contractor.

Grease is collected in barrels and stored on bunded pallets. Laboratory chemicals are stored in a suitable bunded container. These are removed from the site by a licensed waste haulier.

All wastes described above are transferred in accordance with local and European waste legislation. The waste permit numbers of the collection contractor and the licence or permit number for the ultimate destination is provided to the Agency in the AER.

H.3. Waste Disposal by On-site Landfilling

H.3.1 ICL On-Site Landfill

Permitted non-hazardous wastes are disposed of on-site in the IPPC licensed overburden mound/on-site landfill.

Schedule A.1 of the IPPC licence states,

• Inert wastes arising from the on-site activities may be landfilled on-site.

The largest proportion of materials landfilled on-site includes waste clay overburden, some of which is too sticky to use in the process.

Fibre cement cladding containing asbestos has previously been landfilled in a specific location in the overburden mound. This activity has ceased. ICL intends to remove this material for disposal off site in a licensed waste facility in accordance with Condition 8.9 of its IPPC Licence. A preliminary health and safety plan for the removal of this cladding has been prepared. All the material in question will be removed by the end of 2009.

The overburden mound would remain intact upon closure of the facility. Reinstatement of the mound is ongoing through hydro-seeding and tree planting in accordance with the principles described in the 1994 Environmental Impact Statement for the extension of the mound and the quarry. Upon closure of the facility, the mound would be fully reinstated through spreading of topsoil, fertilisation, seeding, planting and regrading as necessary in accordance with a methodology to be agreed with the Agency.

Groundwater monitoring is currently conducted bi-annually at ICL in accordance with the provisions of the IPPC Licence. Continued monitoring of groundwater would be carried out during the decommissioning phase of the development. If contamination was recorded, site remediation works would be carried out in accordance with a methodology agreed with the Agency. Due to the nature of the activities outlined above, contamination is unlikely. As the mound is comprised predominantly of inert material, no gas or leachate management is required.

A conditioning plan for the overburden mound was completed in 2002 and forwarded to the agency. This plan is included in this Attachment.

A procedure for managing the on-site landfill, the On-site Landfill Operational Plan, was submitted to the Agency in 2008 in accordance with IPPC Licence No. P0030-03. This plan is also included in this Attachment.

The European Council Directive on the Landfill of Waste (1999/31/EC) was published on 26 April 1999and will be transposed into national legislation by the DoELG. In order to continue operating, existinglandfill operators (those wbich have been granted a permit or were already in operation at the time c;rf,'transposition of the directive Le. 16th July 2001) are required to prepare a Conditioning Plan demonstratinghow they will meet the requirements of the directive. This includes landfill facilities associated with anactivity specified ~n the First Schedule of the Environmental Protection Agency Act 1992 we facilities).The Conditioning Plan roust be submitted to the National Competent Authority (EPA) by 16 July 2002.

The EPA has developed a standard format for the Conditioning Plan. In order to facilitate landfilloperators complete the Conditioning Plan, workshops win be held in the EPA's Dublin and Cork officeswhere Agency inspectors will set out the requirements of the landfill directive, the information required inthe Conditioning Plan and discuss issues as they arise.

Operators who need to complete a Conditioning Plan are advised to contact their IPC licence inspector foran electronic coPy of the Conditioning Plan pro-forma. Operators of exisfulg landfills should review therequirements of the land£i11 directive and bring a draft pre-filled copy of the pre-forma to the workshoptogether with a copy oftheir IPC licence. •

It is imperative that each operator submit a landfill conditioning plan to the EPA before 16th July 2002 inorder to continue operating the landfill.

The landfill at Irish Cement Ltd, Platin Works, accepts only inert wastes specified in IPCLicence No. 268.

Most of the buildings on site, which were constructed in the 1970's, have been clad withfibre-cement cladding containing asbestos. From time to time cladding materials Ihavebeen removed as part of plant maintenance. The material removed has in the past beenlandfilled in the overburden mound. Since the granting of the IPC Licence any materialremoved has been landfilled in a specific location.

Irish Cement will continue to landfill cladding material from the site until the existingcladding has been fully replaced with material which has not been manufactured withasbestos.

The procedure to be adopted will be in line with a procedure agreed with the Agency forthe Company's Limerick Plant. Cladding material will be placed in separate excavatedcells. The material will be covered with two metres of topsoil. The cells will be markedand records kept including maps.

Irish Cement understands that the EU Committee for the adaptation to scientific andtechnical progress of EC-Legislation on Waste is currently working on this issue and hasproduced a Draft Commission Decision.

Irish Cement will continue landfilling asbestos containing fibre cement cladding from thesite in accordance with the above procedure until final guidance is available from thisTechnical Adaptation Committee or until otherwise advised by the Agency.

On-site Landfill Operational Plan

Issued in December 2008

1. Introduction In accordance with Condition 3.16 of the IPPC licence, Registration Number; P0030-03, the On-site Landfill Operational Plan sets out a plan for the deposition of inert waste in the on-site landfill (Ref, Site location map; Appendix I). The on-site landfill has been licensed since receipt of the first IPC EPA Licence in 1996. Permitted non-hazardous wastes are disposed of in the licensed on-site landfill. The most significant component of this waste is overburden, which is essentially being repositioned and is consistent with the soils of the disposal site. Small volumes of other non-hazardous wastes licensed for disposal in the on-site landfill include limestone, shale, process materials (that cannot be recycled in the process) and filter bags. At the request of the Agency, a Conditioning Plan for the on-site landfill was submitted by ICL Platin in 2002 in order to ensure compliance with the European Council Directive on the Landfill of Waste (1999 / 31 / EC). Most of the buildings on-site, which were constructed in the 1970’s were clad with fibre-cement sheet cladding containing asbestos. From time to time cladding materials are removed as part of plant maintenance. Fibre cement cladding containing asbestos has in recent years been landfilled in a specific location in the on-site landfill. ICL Platin plans to remove this material for disposal off site in a licensed waste facility. A plan for the removal of the asbestos sheet cladding by the end of 2009 has been submitted to the Agency.

2. Operating Plan The following sections detail the Management, Training, Control and Monitoring of the On-site Landfill.

2.1 Management Responsibility The Technical Director, who has responsibility for environmental policy relating to the site, reports to the Managing Director. Overall management of all aspects of the Platin cement factory is vested in the Plant Manager. Details of specific site environmental responsibilities are outlined below. Production Manager The Production Manager is responsible for ensuring that the Production Department operates to best Environmental practice and for overall management. Environmental Manager The Environmental Manager is responsible for the Environmental Management System at Platin Works and for overall site environmental management. Environmental Engineer The Environmental Engineer is responsible for monitoring and reporting of Daily Emissions for all aspects of the plant and for monitoring of wastewater treatment on site. An organisational chart for Platin Works is attached in Appendix II.

2.2 Training Training is provided to all operators and staff that require access to the on-site landfill. In accordance with the IPPC licence necessary measures are taken to prevent accidents and limit their consequences.

2.3 Control of Access The on-site landfill is secure so not to allow free access to the site, the gate to the site is permanently locked. The security team holds the key to the gate for entrance to the site. The key does not leave their possession at any time. The security team, under the guidance of the Environmental Manager or nominated deputies, will exclusively control the opening and closing of the gate.

The gate can only be opened on request to the security team. Requests can only be made by authorised ICL staff. The maximum opening hours are be 07:00 to 19:00 Monday to Friday if requested. Weekend usage is strictly limited and by exception only with the authorisation of the Environmental Manager or nominated deputies. In the event that access to the on-site landfill is required during hours of darkness, temporary lighting arrangements would have to be made available by the relevant personnel. A cross guard is provided at the entrance to the on-site landfill to facilitate the crossing of the public road. Cleaning of the public road crossing is the responsibility of the people hauling to the on-site landfill.

2.4 Monitoring & Control of Use ONLY Materials conforming to the specifications of the IPPC licence are permitted for transfer and disposal to the On-site Landfill. All entries and deposits in the on-site landfill are logged. A logbook (logbook example; Appendix III) is held by the Production Secretary. It is the responsibility of the Supervisor conducting the work to log the following details in the logbook prior to usage of the on-site landfill:

o Time in o Name o Contact Number (mobile) o Material being hauled o From (specify site)

By 12:00 the following day, the supervisor must return to the logbook and enter the following information;

Time Out Total Material Tonnage

An extract from the logbook is attached in Appendix III. ICL management audit usage and compliance with the procedure. Failure to comply with the procedure will lead to immediate withdrawal of the use of the on-site landfill pending further review.
