The Mayor welcomed members and declared the meeting open at 5.30pm.

2. ACKNOWLEDGEMENT OF COUNTRY

Council acknowledges that this meeting is being held on the traditional lands of the Wiradjuri and Gundungurra People, and respects the history and culture of the elders both past and present.

Summary Inclusion of land being Lot 1 DP 1074906 and Lot 3 DP 1126275 as part of the Oberon Common.

Council has participated in the previous purchase of fuel contracts for the past 4 years, and subject to its endorsement again, inclusion would be for the next contract commencing 1 July 2016.

13.02 PLANNING PROPOSAL – BOUNDARY ADJUSTMENT

Summary A Planning Proposal has been prepared by Council staff to enable anomalies to be rectified in the implementation of the Oberon Local Environmental Plan (OLEP) 2013 with specific relationship to boundary adjustments. This report finalises the process associated to this Planning Proposal.

13.03 LIBRARY EXTENSION

Summary In April 2015, Council received a grant for $120,290 from the State Library of NSW Public Library Infrastructure Grant Program to extend the Library. The grant will be used to create a Community Hub to meet the changing needs of modern Library users, especially young people.

13.04 SALE OF LAND – MUTTON FALLS ROAD

Summary Application has been made by an adjoining property owner for the purchase of Lot 20 DP 864763 1651 Mutton Falls Road, O’Connell, this land being vested with Council as a Drainage Reserve. This report seeks resolution of the Council for the sale to proceed and outlines the method for sale.

14.06 CONTAMINATION CENTRAL

Summary In 2014 the Bathurst Orange Dubbo Alliance and the Central West Councils Environment and Waterways Alliance was able to secure $450,000 in grant funding from the Environment Protection Authority for Contaminated Land Management Regional Capacity Building. The project is named Contamination Central and Oberon Council has made a financial commitment of $750 to participate in the project that will run through to 30 June 2016. The purpose of this report is to advise Council of the progress of the Contamination Central Project

Summary Oberon Council is part of the Class Action with regard to the IMB Bentham Limited (IMB) / Lehman Brothers Australia (LBA) CDO claim for an amount of $598,314.49. 7. GENERAL BUSINESS

Maintenance of Toilet at the Common Clr McCarthy raised the need to find some money and carry out repairs at the Toilet block at the Common. The ceiling is damaged and missing in sections inside the toilet. Clr McCarthy suggested it should be replaced with flat iron material to prevent further vandalism in the future. This is considered to be a maintenance item. Chris Schumacher advised that there was an allocation of $15,000 in the current years budget for maintenance work at the common and this has been mostly been used for heavy earth works. Chris will check the funds available. Signage – Great Dividing Range Clr Gibbons provided an update regarding signage to identify the Great Dividing Range. Marks Signage has produced concept designs for the work and Clr Gibbons circulated the draft designs. Clr Gibbons will go back to Marks Signage for additional colour choices.

Plant for Sweeping on Road Works Clr Gibbons asked if Council can investigate the purchase of a bobcat with a broom attachment for use when heavy patching work is being carried out. Chris Schumacher advised that Council has done preliminary investigations into the option of purchasing a street sweeper, and will need to investigate further. Common Fountain Clr Gibbons asked why the Common Fountain is not working – has it been hit by lightning? Chris Schumacher advised it will need to be looked at again. Tilsbury Lane Clr McCarthy comment that he supports the sealing of Tilsbury Lane. We have had people interested in supplying goods in kind and I would like to see it be bought forward. Gary Wallace advised that Council has received correspondence in relation to this road, however sealing this would be a variation to the existing works program and would need further investigation. Oberon Rugby Leagues Grounds Clr McCarthy asked if work can be done to the Ticket Booth at Rugby League Ground, he asked that it is rendered and painted, perhaps have an image on the side. Chris Schumacher advised it could be added to the Town Improvement Program. Bailey’s Lane – Adams Road Clr McCarthy asked about the link between Baileys Lane and Adam’s Road. This needs to be surveyed and we need to make sure Bailey’s Lane is a legal road. Clr McCarthy has been advised that a person has been denied access when riding a horse through this area. Gary Wallace advised this will be taken on notice and a report will be provided once this is investigated further. Drainage Works on Lowes Mount Road Clr McCarthy suggested that Council suspend the drainage work on Lowes Mount Road until Borg goes ahead with their expansion. Chris Schumacher advised that OTHR are continuing work along the rail line now that the crossings have been installed. Discussions have been held with Borgs about proceeding and this will occur once resources can be allocated. Campbell’s River/Swatchfield Road Clr McCarthy suggested that Council approach the landholder who adjoins the intersection of Campbell’s River Road and Swatchfield Road (same landholder who owns Beaconsfield/Abercrombie Road intersection land) to acquire land 5m x 5m to facilitate future upgrades to the sharp turn at this intersection. Chris Schumacher will investigate.

Land for O’Connell Recreation Ground Clr Doney asked the Acting General Manager if he has heard anything back from the Anglican Church. Gary Wallace advised we haven’t heard anything back and we will re-contact them again. Skate Park Clr Doney asked if there has been any progress with the suitable location for a Skate Park. The Mayor advised that a preliminary Common Working Party Meeting was held this afternoon and a master plan is to be developed. The next meeting of the Common Working Party will be held on 1 March, commencing at 4.00pm at the Common. O’Connell Avenue of Trees Clr Doney passed on thanks to Council staff for maintenance work carried out in the O’Connell Avenue of Trees. Council has done a good job, when they mow by the road bridge and then whipper snip between the trees looks very good. Hope in the future we can even the ground between the trees so the area can be mowed. When does the Arborist contract finish? Chris Schumacher advised he will look into this. Clr Doney also advised that some pruning is needed. The young trees need to be ponded so that water will hold, and also need to be trimmed to a single trunk so they will grow up into a strong tree. Chris Schumacher will pass this on to staff.
