Global Crude Oil prices are in on up ticks which in all probability breach the USD 130 per barrel. Brent Crude Oil prices are oscillating in the price range of USD 125 - 126 per barrel, WTI is hovering around USD 105 - 106 per barrel. Gas Oil prices are moving around USD 1010-1030 per MT. Global Paraffinic and Naphthenic Base Oil prices have registered a moderate gains with major USA refiners started marking up their numbers. Group I Base Oils like SN-150/500/600 prices have been marginally quoted upward USD 45 - 55 PMT. Lighter grades Group II Base Oil N -70/85/110 have also gained considerably. USA FOB Naphthenic Base Oil prices for heavy grades like Pale 750/2000 are hovering in the price range of USD 1175 - 1195/1185- 1205 PMT respectively. Demand for lighter grades napthenic base oil N -60 is strong amidst demand from transformer oils manufacturers. Group II Base Oils lighter grades of approximately 6600 MT is also offered by US refiners at a competitive prices and have been loaded for Asian region. US FOB prices for Group I Base Oil is showing a marginal shift and are quoted for the grades SN -70 (USD 1200 - 1220), SN -150 (USD 1185 - 1205), SN -500 (USD 1190 – 1205) Bright Stock (USD 1265 - 1275) PMT respectively. Group II Base Oil Prices for N -70 (USD 1205 - 1215), N-110 (USD 1220 - 1235), N-220 (USD 1240 - 1260), N-600 (USD 1345 - 1380) PMT respectively. Domestic US prices for Group I for SN-70/150/500/Bright Stock are in the range of USD 1190 – 1270 - 1295/1305 - 1315/1330 – 1360/1440 – 1510 per MT. Group II prices have been marked up marginally and are quoted around USD 1320 - 1340/1370 - 1390/1420 – 1440/1550 - 1560 per MT for N -70/100/220/600. Group III Base Oil prices in the domestic market are also marginally down at present are quoted for 4 Cst (USD 1820 - 1870), 6 Cst (USD 1890 – 1930) 8 Cst (USD 1950 - 1970) PMT. Medium sized another cargoes of approximately 7500 MT lighter grade Group II and Naphthenic grades have been shipped to the Asian region. Another parcel of 6200 MT higher viscosity napthenic grades are getting ready to be shipped shortly.

Base Oil prices in European domestic market is gaining ground after a long hiatus. As per refiners perspective, enough correction in base oil prices have been witnessed and there is no room further left for the prices to move down and may jump further from the current level. Demand for grades like heavy neutrals SN -500 and Bright Stock is received by the refiners and exporters from the end users but at an affordable rate. Prices in the Domestic market at the current level is oscillating in the range of for Group I SN -150 (USD 1235 - 1265), SN -500 (USD 1240 - 1275), Bright Stock (USD 1440 - 1510) PMT. Demand for Group II and II plus remains status quo but prices have maintain the ground though there is an adequate inflows from South East Asian Region. Lighter grades like N -70/150 are being offered in the price range of USD 1255 - 1275 PMT, while higher viscosity grades like N -500/600 are quoted around USD 1340 - 1375 PMT in the domestic market. FOB Europe Exports prices are oscillating for Group I SN -150 (USD 118 0 -1225), SN -500(1240 - 1260), Bright Stock (USD 1285 – 1310) PMT respectively. Exports prices may witness a marginally rise in prices shortly by USD 40 – 45 PMT Some small parcels of Group I Heavy neutrals are ready for exports to Middle East & Asian region. Some 1700 MT of Bright Stock parcels are also offered to Nigerian and Egyptian buyers and also in the Asian region.

China’s demand for base oil continues to remain status quo and domestic refiners’ prices are competitive at present Domestic Lubricants blenders are sourcing their requirements from the refiners rather than importing Reportedly, China CFR prices remains stable for SN 150- N 150 (USD 1220 – 1240) SN -500 –N – 500 (USD 1245-1265), Bright Stock (USD 1405 – 1450) PMT respectively. Prices may jump further by USD 35 – 40 PMT in the current month. Some small cargoes of Group I SN -150/500 of Russian origin are may be shipped shortly as prices being competitive. China imported 156537 MT of Base Oil in the month of January 2012. China imported most of its Base Oil to different ports like 46211 MT (30%) to Nanjing, 40955 MT (26%) to Tianjin, 18268 MT (12%) to Hangzhou, 12760 MT (8%) to Hohhot, 8620 MT (6%) to Gongbei,7997 MT (5%) to Nanning, 5824 MT (4%) to Huangpu, 5277 MT (3%) to Shenzhen, 4096 MT (3%) to Guangzhou, 3089 MT (2%) to Shanghai, 1083 MT (1%) to Xiamen, 1029 MT (1%) to Urumqi, 910 MT (1%) to Qingdao and 418 MT to Other Ports.

China imported 156537 MT of Base Oil in the month of January 2012. China imported most of its Base Oil from different countries like 50555 MT (32%) from Singapore, 39106 MT (25%) from Korea, 18395 MT (12%)

from Taiwan, 13890 MT (9%) from Russia, 9034 MT (6%) from UK, 8037 MT (5%) from Japan, 6220 MT (4%) from Malaysia, 5225 MT (3%) from Netherlands, 2138 MT (1%) from United States, 2001 MT (1%) from Thailand, 1029 MT (1%) from Uzbekistan and 907 MT (1%) from Other countries.

Russian base oil availability remains steady. Prices may witness a momentum. At the current level some grades are available at a premium but the quality of the base oil is causing a grave concern for reputed blenders. Demand from China and India is shooting up but due to logistics problems, exporters cannot capture the required quantum. Prices offered in Western Europe are in the region for SN -150 (USD 1210- 1220), SN -500 (USD 1220 - 1230) PMT. While, FOB Russia base oil export prices for SN-150 (USD 1165 - 1210), SN – 500 (1205 - 1230) PMT respectively. Base oil prices in West Africa, Nigeria are oscillating in a narrow band at the current level. On the pricing part at the domestic level it’s remain steady and CFR prices quoted for grades SN -150 (1205 - 1250) SN -500 (USD 1250 – 1260)Bight Stock (USD 1420 – 1450)PMT. Some medium sized cargoes are expected shortly of SN -150/500 of approximately 1700 from Baltic region. Some small Bright Stock cargoes are expected at Nigeria in the price range of USD 1410 – 1420) PMT. Engen Ghana Limited (EGL) says it is ready to increase its market shares in the country as well as control 10% of the market in Africa by 2016.The Company, since it commenced operations in Ghana in 1998 has subsequently enjoyed steady growth both in the retail and commercial sectors. Operations have grown substantially since then, and EGL currently operates 23 service stations across Ghana and services approximately 40 commercial customers. Mr. Henry Akwaboah the Managing Director said this during the customer-appreciation dinner in Takoradi. “Since we started operations in the Western Region about six years,

According to Mr. Akwaboah, Engen has entered into a lubricants alliance with ExxonMobil and is the sole marketer and distributor of a range of ExxonMobil lubricants in Africa -- ExxonMobil is the world’s largest manufacturer of lubricant base stocks, a leading marketer of finished lubricants, and the world’s leading producer of synthetic lubricants. Nana Kobina Nketsia, the Omanhene of Essikadu Tradional Area, noted that good customer-relations is important to the sustainability and growth of every organization. “EGL has always exhibited this, and it is very commendable and will encourage organizations to see customers as vital in their operations. I urge EGL to be loyal to the communities in which they operate for peaceful coexistence. Base Oil Prices in Singapore’s domestic market treads cautiously as buyers are expecting that the prices may witness a marginal jump in prices. In the domestic market prices for Group I are hovering in the region of SN -150 (USD 1240 – 1260) SN -500 (USD 1260 – 1280) Bright Stock (USD 1360 – 1410)) PMT. Prices for low VI grades are offered at marginally lower prices by USD 20 - 30 per MT. Group II Base oil prices for J -150 (USD 1275 -1285) J -500 (USD 1285 - 1295) PMT respectively. FOB Singapore Export prices for Group I SN -150 (USD 1210 – 1220), SN -500 (USD 1245 – 1266) Bright Stock (USD 1320- 1345) PMT respectively. Group II Export prices for J -150 (USD 1270- 1280), J-500 (USD 1275 - 1285) per MT respectively. Approximately another 28000 MT scheduled to be shipped by April 15, 2012.

State-run oil and gas firm PT Pertamina revealed over the weekend that in January its lubricant exports jumped 77 percent compared to the same month last year following massive market expansion. Exports hit 11,500 kiloliters, or 36 percent above target, in the first month of 2012. The company sold 6,500 kiloliters of lubricants in January 2011. “Increased exports show that Pertamina’s lubricants have won foreign consumers’ hearts. Given the positive trend, we aim to boost the export performance while maintaining domination in the domestic market,” Pertamina spokesperson Mochamad Harun said in a press statement. As widely reported earlier, over the past four years, Pertamina’s lubricants had penetrated markets in 20 countries around the globe. Recently, the company teamed up with Australia-based Harvest Time to enter the West Australian market. Pertamina’s lubricants have been sold in East Australia since 2009.The bulk of export sales, 95 percent, consisted of lubricants for automotive applications, while the remaining 5 percent was for industrial use. In the domestic market, the firm’s sales were up by 7.4 percent from last year.” With that record, we are optimistic that we can maintain our domination with market share of around 60 percent,” Harun reported. The country’s market for lubricants reached 720,000 kiloliters last year and was predicted to grow by 2 percent and 3 percent annually. Lubricant sales in Pertamina are handled by a business unit called Pertamina Lubricant. Pertamina is now in the process of making Pertamina Lubricant its subsidiary. The planned company is estimated to have total assets of Rp 1.5 trillion (US$163.34 million) and aims to hold an initial public offering two years after its establishment. PERTAMINA’s lubricants have been sold in countries including Australia, Bangladesh, Belgium, China, Japan, Malaysia, Myanmar, the Philippines, Saudi Arabia, Singapore, Taiwan and Timor Leste. The company sold a total of 458,000 kiloliters of lubricants in the domestic and global markets in 2010. This year, sales are estimated to reach 546,000 kiloliters. Last year, exports touched 116,797 kiloliters.Pertamina Lubricant recorded total revenue of Rp 9 trillion and profit of Rp 1.7 trillion last year. This year, it forecasts that its revenue and profit will grow by 13.33 percent to Rp 10.2 trillion and by 17.65 percent to Rp 2 trillion, respectively. PERTAMINA has set aside Rp 8 trillion for capital expenditure in 2012. Of that amount, Rp 1 trillion will be allocated for overseas market expansion. The state company currently operates three lubricant blending plants in Jakarta; Cilacap, Central Java, and Surabaya, with a total annual capacity of 560,000 kiloliters. To improve production capacity and support expansion plans, the firm has announced that it planned to set up a lubricant plant in an Asian country with investments estimated to reach $35 million. Feasibility studies to materialize the plan are currently underway in Japan and China.

Petroliam Nasional Bhd, Malaysia’s state oil company, is struggling to find alternatives to Iranian crude for its South African refinery as sanctions against the Persian Gulf nation tighten, its chief executive officer said. Petronas’s Engen unit, which operates South Africa’s second-biggest refinery, is getting about 65,000 barrels a day of crude from Iran, said Datuk Shamsul Azhar Abbas. South Africa is working to ensure that the plant, located in Durban, remains open to secure fuel supply and protect jobs, the country’s energy minister, Dipuo Peters, said March 21. “We are under heavy pressure now because of the sanctions,” Shamsul said in an interview in Kuala Lumpur. “We are trying to look for alternative crude.” While Petronas has been discussing alternative supplies with other countries including Saudi Arabia for “months,” it has received “none,” he said. Refiners from Japan to Turkey to India are seeking to replace imports from the world’s fourth-largest producer amid economic sanctions put in place by the US and the European Union since November. While Petronas has been buying crude from the spot market as an alternative, it has faced difficulties in securing a “firm” long-term replacement to Iranian oil for the Durban plant, Shamsul said. The South African government is in talks with the US to resolve the issue and the company is waiting for the outcome, he said. South Africa has consulted with Malaysia, Angola, Saudi Arabia, the US and Iran on how they are approaching the sanctions. No decision has been taken and state departments will present a response on the issue to the cabinet in May, South Africa’s department of energy said March 29. “That refinery is responsible for supplying products to South Africa to a tune of over 40 per cent,” Shamsul said. “South Africa depends very much on this old lady to

get the product supplies.” The Engen refinery, known as Enref, has a capacity of 125,000 barrels a day. South Africa has six refineries, according to the South African Petroleum Industry Association. The country imports 95 per cent of its oil from the Middle East and Africa. Brent oil for May settlement closed at $122.88 a barrel, up 0.4 per cent, on the ICE Futures Europe Exchange on March 30. It rose to US$128.40 on March 1, the highest in almost four years. So far in this year i.e. during the period January to February 2012, Thailand imported 35038 MT of Base Oil. The country imported 13770 MT of Base Oil in January 2012 and 21268 MT in February 2012. Compared to last month i.e. January 2012, import of the country has increased by 54% in the month of February 2012. Thailand import has gone up by 27% in February 2012 as compared to same period last year i.e. February 2011. During the month of February 2012, Thailand imported 21268 MT of Base oil. The country imported 11386 MT (54%) from Singapore, 3747 MT (18%) from Korea, 3529 MT (17%) from Japan, 2394 MT (11%) from Malaysia, 200 MT (1%) from Indonesia and 12 MT from Belgium.

Korean Base stock Prices at present is priced competitively with the global base oil prices. Exports of base oil are catered to by GS - Caltex, S-OIL and SK Energy and are regularly shipped to China, India and Middle East. Quoted FOB export prices are fluctuating in the range of for N -60/70 (USD 1160 -1180), N -150 (USD 1230 - 1260), N- 500 (USD 1275 - 1285) PMT. A huge quantity of lighter grades will be shipped to India for the manufacture of transformer oils, Liquid Paraffin, Petrolatum, etc. While high viscosity grades, have been shipped to the Middle East and China. Approximately 35000 MT. of base oils are ready to be shipped by April 15, 2012.

Prices for exports of Neutrals SN -150/500 have been drastically reduced by the refiners. FOB Iran exports prices marked down substantially for SN -150 (USD 1085- 1095), SN -500/650 (USD 1125 - 1135), Rubber Process Oil (USD 670 - 685) PMT respectively. Iranian origin cargoes are now routed through UAE for facilitation of the trade and to receive payment in local currency.

Oman Oil Marketing Company (omanoil) announced a breakthrough financial performance year for 2011 during its Annual General Meeting (AGM), held at the Crowne Plaza Hotel Muscat. The company recorded its best-ever year for financial performance with sales at approximately RO 278.2 million, an increase of 29 per cent compared to RO 216.2 million in 2010. The pre-tax profit increased by 18 per cent to RO 9.2 million. After providing for corporate tax, the company’s net profit amounted to RO 8.1 million, and earnings per share stood at 126 baisas. During the Annual General Meeting, the proposed final cash dividend of 62 baisas per share amounting to RO 4 million for the financial year ended December 31, 2011 was approved, representing a 48 per cent increase as compared to last year.” Our accomplishments are a result of dedicated collective efforts as we climb great heights with the support of our spirited staff. Lanka’s Chevron Lubricants Lanka PLC (LLUB) has plans to relocate its lubricant manufacturing plant following the expiry of the present land lease agreement with Ceylon Petroleum Storage Terminals Ltd in July 2014.“In order to sustain the long-term growth of the business, the Board has made a decision to relocate the plant at the expiry of the lease of the land. The Board is currently evaluating the cost and benefits of several properties identified for this purpose. In 2011, LLUB achieved a milestone in its financial performance, recording the highest earnings in its history with a net profit of Rs.2 billion for the year up from Rs.1.5 billion the previous year. Locally, while we did see positive industry growth, the high growth momentum of 12% seen in 2010 was not sustained, with growth in 2011 moderating to approximately 5%. As a result, sales volumes fell just short of our expectations,” LLUB Managing Director/CEO, Desamanya Dr Kishu Gomes told shareholders. He noted that growth in the markets of the Northern and Eastern regions, while higher than the national growth rate, was again somewhat less than anticipated, as significant growth in the demand for consumer goods in these areas did not extend to semi-industrial products such as lubricants.” The volumes were also affected by severe weather, particularly the floods experienced in the country during the first quarter of the year,” Dr Gomes further pointed out.

The Indian base oil market remains steady with inventories at optimum levels with surplus of imported grades. During the month of Feb 2012, Approximately 149019 MT of base oils of all the grades have been procured at Indian Ports from Korea, Singapore, USA, UAE, Iran ,Taiwan, France , UK ,Netherlands, Japan , Italy , Belgium , etc. Indian State Oil PSU’s Indian Oil Corporation, Bharat Petroleum Corporation Ltd and Hindustan Petroleum Corporation Ltd have announced hefty hike in their Base Oil postings effective April 1, 2012. Prices for SN-70/H-70/ N-65/SN-150/ H-150/ N-150 have been marked up by Rs 3.80 per liter, while for SN-500/ H-500/ N-500 by Rs 4.60 per liter in it’s basic price. Bright Stock prices have been up by Rs 4.50 per liter on its basic prices. Indian State Oil PSU HPCL have Effective 16 Feb 2012, prices have been kept unchanged by the Indian State Oil PSU’s. HPCL prices for SN -70 are hiked by Rs 4.65 per liter, SN -150 by Rs 4.05 per liter, SN -500 by Rs 5.55 per liter and Bright Stock by Rs 5.60 per liter respectively on basic price. The hike is announced due to the volatility in the crude oil prices and downward trend witnessed in Indian Rupee. Discounts offered by refiners are Rs 3 – 9.50 per liter for buyers who commit to lift above 1500 MT. Group I prices for neutrals SN -150/500 (Russian and Iranian origin) are offered in the domestic market at Rs 58.70 – 58.75/59.20 - 59.55 per liter plus excise duty ex- Silvassa in bulk for one tanker load. At current level availability is not a concern.

The Indian domestic market, Korean origin Group II plus N-60–70/150/500 prices have kept steady, though lower off take. As per conversation with domestic importers and traders prices have been dropped for all the above grades and at the current level are quoted in the range of Rs 58.60 – 58.80/ 60.65 – 60.70/.64.15 – 64.35 per liter in bulk respectively with an additional 14 percent excise duty and VAT as applicable, no Sales tax/Vat if products are offered ex-Silvassa a tax free zone. The above mentioned prices are offered by a manufacturer who also offers the grades in the domestic market, while another importer trader is offering the grades cheaper by Rs 0.25 – 0.35 per liter on basic prices. Light Liquid Paraffin (IP) is priced at Rs. 60.50 – 60.80 per liter in bulk and Heavy Liquid paraffin (IP) is Rs.70.25 – 70.55 per liter in bulk respectively plus taxes extra.

Indian state Oil PSU Chennai Petroleum Corporation Ltd has stopped the supply of aromatic extract (RPO) till further notice as some of the plants are undergoing for modifications. In the domestic market prices for imported grades are moving in a range of Rs 9400 – 9500 packed in barrels of 205 Kg, plus VAT as applicable. Imports have also been dwindled. It is also being given to understand that all cargoes of aromatic extracts have not been cleared by the Indian customs. 4500 MT of bulk RPO cargoes have been reached at Indian Port and the product has been unloaded at storage terminal inside the Mumbai Port.

India imported roughly 149019 MT of Base Oil in the month of February 2012, which comprises 46493 MT (31%) of Base Oil N-60/70/TOBS/SN-70/SN-90/HVI, 32661 MT (22%) of SN-500/AP CORE 600/SN-400, 26083 MT (18%) of J-150/N-100/N-150/N-250, 19419 MT (13%) of J-500/N-500/N-600, 12646 MT (8%) of SN-100/130/150/APCORE 150/SN-180, 7306 MT (5%) of Rubber Process Oil, 2278 MT (2%) of Hygold 100/500/2000/4000 Tuffalow, 1282 MT (1%) of Naphthenic Transformer Base Oil, 778 MT (1%) of Bright Stock- 150 and 72 MT of Recycle Base Oil.

During the month of February 2012, India imported 149019 MT of Base Oil. The country imported 65500 MT (44%) from Korea, 20177 MT (14%) from UAE, 15693 MT (11%) from Singapore, 12022 MT (8%) from Ukraine, 9692 MT (7%) from Taiwan, 7490 MT (5%) from USA, 5323 MT (4%) from Malaysia, 2500 MT (2%) from Netherlands, 2196 MT (1%) from Iran, 1952 MT (1%) from Brazil, 1418 MT (1%) from Indonesia, 1362 MT (1%) from Russia, 1199 MT (1%) from Pakistan and 2494 MT (2%) from Other countries. While in the month of February 2012, India imported 149019 MT of Base Oil, India imported the huge quantum in small shipments on different ports like 113492 MT (76%) into Bombay, 20951 MT (14%) into JNPT, 5979 MT (4%) into Madras, 3285 MT (2%) into Mundra, 2644 MT (2%) into Calcutta, 1724 MT (1%) into Kandla and 944 MT (1%) into Other Ports.

So far in this year i.e. during the period January to February 2012, India imported 299920 MT of Base Oil. The country imported 150901 MT of Base Oil in January 2012 and 149019 MT in February 2012. Compared to last month i.e. January 2012, import of the country has decreased by 1% in the month of February 2012. India import has marked up by 52% in February 2012 as compared to same period last year i.e. February 2011.
