PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 6, Section 2 – Premium Lists and

Closing of Entries CHAPTER 16, Section 1 – Championships

The AKC Board has endorsed the followingamendment to CHAPTER 6, Section 2 andCHAPTER 16, Section 1, of the Rules Applyingto Dog Shows, based on a proposal by theDelegate Dog Show Rules Committee. Thiswill be voted on at the June 12, 2018 DelegatesMeeting. CHAPTER 6SECTION 2: The premium list shall contain

the following: a list of the officers of the show-giving club with the address of the secretary, alist of the members of the Event Committee(there must be at least five) together with thedesignation of “Chairman” and theChairman’s address (and “Obedience TrialChairman” if an obedience trial is being heldby a club in connection with its dog show), thenames of the veterinarians (or name of localVeterinary Association) and, for anunbenched show, whether the veterinarian willbe in attendance throughout the show hoursor “on call,” the names and addresses of thejudges, together with their assignments, andthe name and address of the superintendentor show secretary who has been approved byThe American Kennel Club. The premium listshall also specify whether the show is benchedor unbenched, and shall give the exact loca-tion of the show, the date or dates on which itis to be held, and the times of opening andclosing of the show.

Notification must be printed in the PremiumList only if the club is not offering the threepoint major to the Reserve Winners at the

National Specialty.

CHAPTER 16SECTION 1: Championship points will be

recorded for Winners Dog and WinnersBitch, for each breed or variety listed inChapter 3, Section 1, at licensed or memberdog shows approved by The American KennelClub, provided the certification of theSecretary as described in Chapter 6, Section1, has been printed in the premium list forthe show.

Championship points will be recordedaccording to the number of eligible dogscompeting in the regular classes of each sexin each breed or variety, and according to theSchedule of Points established by the Boardof Directors.

If the dog designated Winners Dog orWinners Bitch is also awarded Best of Breedor Variety, the dogs of both sexes that havebeen entered for Best of Breed or Varietycompetition and that have been defeated insuch competition, shall be counted in addi-tion to the dogs that competed in the regularclasses for its sex in calculating championshippoints.

If the dog designated Winners Dog orWinners Bitch is also awarded Best ofOpposite Sex to Best of Breed or Variety, thedogs of its own sex that have been entered forBest of Breed or Variety competition and thathave been defeated in competition for Best ofOpposite Sex shall be counted in addition to

the dogs that competed in the regular classesfor its sex in calculating championship points.

The dog awarded the Best of Winners shallbe credited with the number of points calcu-lated for Winners Dog or Winners Bitch,whichever is greater.

Each AKC Breed Parent Specialty Club shallhave one designated Parent Club NationalSpecialty show per year. All others shall betermed a Parent Club Specialty show.

Unless the Parent Club, in its Application tothe AKC to hold its National Specialty,chooses to exclude the following award: Atthe National Specialty the dog designatedReserve Winners Dog and the bitch desig-nated Reserve Winners Bitch will be awardeda three-point major, provided that the num-ber of dogs competing in the regular classesof the Reserve Winner’s sex totals at leasttwice the number required for a five-pointmajor, in the region in which the event isheld.

No major for Reserve Winners shall be givenbased upon an award of Best of Winners. Incounting the number of eligible dogs in com-petition, a dog that is disqualified, or that isdismissed, excused or ordered from the ringby the judge, or from which all awards arewithheld, shall not be included.

judge must be made on a form which will besupplied by The American Kennel Club uponrequest and when received by said club will beplaced before the Board of Directors of TheAmerican Kennel Club who shall determine ineach instance whether an approval shall beissued.

PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 7, Section 12 – JudgesThe AKC Board has endorsed the following

amendment to CHAPTER 7, Section 12, ofthe Rules Applying to Dog Shows, based on aproposal by the Delegate Dog Show RulesCommittee. This will be voted on at the June12, 2018 Delegates Meeting. CHAPTER 7SECTION 12: Any club or association that

holds a dog show must prepare, after theentries have closed and not before, a judgingprogram showing the time scheduled for thejudging of each breed and each variety for

which entries have been accepted. If a substi-tute or additional judge has been approvedChapter 7, Section 8 or Chapter 7, Section 13,as appropriate, will be quoted listing thechanges. The judging program shall indicatethe number of dogs entered and state the timefor the start of group judging, if any. The pro-gram shall be based on the judging of about25 dogs per hour by each judge. Each judge’sbreed and variety assignments shall be dividedinto periods of about one hour, except inthose cases where the entry in a breed or vari-ety exceeds 30. The total number of dogsassigned each judge will be indicated. Forty-five minutes to one hour must be allowed forrest or meals if a judge’s assignment exceedsfive hours. A copy of the program and identifi-cation slip for each dog entered shall bemailed, published or made available to theowner no later than one week before the dateof the event. Two copies of the program shallbe sent to the Show Plans Department at thesame time they are published or made avail-able to exhibitors.

Printed documents may be utilized at theexhibitor’s request.

The judging program shall be published inthe catalog. No judging shall occur at anyshow prior to the time specified in the judgingprogram.

The AKC Board has endorsed the followingamendment to CHAPTER 7, Section 19, ofthe Rules Applying to Dog Shows, based on aproposal by the Delegate Dog ShowCommittee. This will be voted on at the June12, 2018 Delegates Meeting.CHAPTER 7SECTION 19: Only one judge shall officiate

in each Group Class and only one judge shallselect the Best in Show and Reserve Best inShow. A judge will not be approved to judgethe breed, the Variety Group of which thebreed is a part, and Best in Show and ReserveBest in Show at the same show, except in hard-ship cases.

General Appearance: Reflecting hismountain heritage in the isolated reachesof the Himalayan Mountains, the LhasaApso is a small, sturdy, well-balanced rec-tangular dog of moderation possessing alevel topline and a tail carried well over theback in a screw. There should be neither

exaggeration of any body parts nor hint ofmassive bone or body. Distinguishing char-acteristics of the Lhasa Apso include theheavy dense double coat that is parted inthe middle from head to tail and appears asa beautiful cloak of hair draping the dis-tinctive silhouette. In addition, the LhasaApso has good headfall and well-featheredfeet and legs as these features protectedthis small dog against extreme tempera-tures and the rough terrain of his nativeland. Independent by nature, Lhasas areextremely intelligent, lively and fun loving.

A Lhasa Apso is subject to the same re-quirement of soundness recommended forall breeds. Structural faults are undesir-able, regardless of whether or not suchfaults are specifically mentioned in thestandard. Any deviation from the ideal de-scribed in the standard should be penalizedto the extent of the deviation.Size: Variable, ideally between 10 and 11

inches at the shoulder.Head: Expression - Soft, thoughtful, intelli-

gent. Heavy head furnishings enhance theproper Lhasa expression with good fall overeyes, good whiskers, and beard. Full depthof pigmentation is essential to good expres-sion and requires dark pigment on eye rimsand lips. Eyes - Dark brown, almond/ovalshaped, neither round and full, nor verysmall and sunken. Ears - Pendant, setslightly above eye level and carried close to

the cheeks, heavily feathered. Skull - Nar-row, falling away behind the eyes in amarked degree, not quite flat, but notdomed or apple-shaped. Stop - Moderate.Muzzle - Straight foreface of fair length withthe length from tip of nose to eye to beroughly one-third the total length fromnose to back of skull. A square muzzle is ob-jectionable. Nose - Black. Bite - The pre-ferred bite is either level or slightlyundershot.Neck, Topline, Body: Neck - Slightly

arched, of moderate length, blendingsmoothly into the shoulders. Body - Rectan-gular, with the length from point of shoul-der to point of buttocks being longer thanthe height at withers. Chest of good depthextending to or slightly below the elbow.Prosternum well developed. Well ribbedup with the ribs extending well back to-wards hindquarters, strong loin, well-devel-oped quarters and thighs. Topline - levelfrom withers to croup, whether standing ormoving. The croup is flat. Tail - Well feath-ered with the hair draping to the side. Thetail is set sufficiently high to enable the tailto be carried well over the back in a screw;there may be a kink at the end. Low car-riage of stern is a serious fault. This meansthat when the Lhasa is moving, the tailshould be carried well over the back. Adropped tail while standing is not to be pe-nalized. Forequarters: Shoulders - Well laid back.

Elbows close to the body. Shoulder bladeand upper arm are ideally equal in length(i.e., length from point of withers to pointof shoulder and point of shoulder to pointof elbow should be equal.) Viewed fromthe front, the rib cage is oval in shape.Legs - Heavily furnished with hair. The legsare straight from elbow to pastern. Thevertical distance from the withers to theelbow equals the distance from the elbowsto the ground. Pasterns - Strong, perpendi-cular. Dew claws - may be removed. Feet -Well feathered/heavily furnished, shouldbe round and catlike, with good pads. Thehair may be trimmed for neatness. Hindquarters: Well-developed rear assem-

bly. Angulation of hindquarters should bein balance with forequarters to provideequal reach and drive. Legs - Heavily fur-nished with hair. Hocks - Well let down, setslightly behind the point of buttocks, per-pendicular to the ground and turn neitherin nor out. Feet – Same as forefeet.Coat: Double coated, heavy, straight,

hard, dense, not woolly or silky, of goodlength.Color: All colors equally acceptable as

long as the nose is black.Gait: The Lhasa Apso gait should be

smooth and effortless with good frontreach and equally strong rear drive withoutany hint of wasted action. There should beno tendency towards hackney, exaggeratedlift or rolling. The rear legs should reach

under the body and push out well behind,carrying the body forward in balance withthe front. Going away, the pads of the rearfeet give evidence of good follow through,without exaggerated kickup. The legsmove parallel coming and going with a ten-dency to converge to a center line as thedog increases speed. The topline shouldbe level and the tail should be carried wellover the back. A Lhasa should be shown atits own natural speed, neither raced norstrung-up. It is unacceptable to reward aLhasa that consistently moves with its taildown.Temperament/Character: Alert and sensi-

tive to their surroundings, Lhasas are usu-ally gay and assertive but may bechary/aloof with strangers. Their regal atti-tude gives them an air of seriousness. Thebreed is intelligent, charming and loyal.

CONFORMATION JUDGESLetters concerning judges and provisional

judges should be addressed to the Judging Op-erations Department at PO Box 900062,Raleigh, NC 27675-9062. Letters concerningAgility, Obedience, Rally, Tracking, and VSTapplicants should be addressed to the Com-panion Events Department in North Carolina.

The American Kennel Club will, at the re-quest of a judge or judge applicant, providethat individual with copies of letters receivedregarding their judging qualifications. As a re-sult, it should be understood that any such

The Board convened on Monday, May 7, 2018at 8:04 a.m. All Directors were present. Alsopresent was the Executive Secretary. The April 2018 Board minutes, copies ofwhich had been provided to all Directors, werediscussed. Upon a motion by Dr. Davies, sec-onded by Mr. Powers, the April 2018 minuteswere approved.

PRESIDENT’S REPORTBoard Action ItemsMr. Sprung reviewed Action Items, andreported on Staff initiatives. Legal Status ReportJay Waks, Senior Executive Vice President andGeneral Counsel, and Heather McManus, VicePresident and Deputy General Counsel, pre-sented a status report on pending litigationand other Legal activities for the months ofMarch and April 2018.

FINANCEJoseph Baffuto, CFO, presented AKC’s unau-dited financial results through the period end-

ing April 30, 2018. Total revenues of $25.2 mil-lion were 1% below budget, but 7% greaterthan 2017. Dog Registrations’ volume of209,021 were equal to budget, but 6% higherthan 2017, along with Total Litters processedof 82,920 being 2% above budget and 8%higher than last year as well. Total operatingexpenses of $23.6 million were 1% belowbudget, but 16% higher than 2017. YTDOperating income of $1.6 million is equal tothe budget, but is below 2017’s operatingincome of $3.2 million. Additionally, ourinvestment portfolio reflects unrealized losseson investments totaling $406,000 year to date.

EXECUTIVE SECRETARY Mari-Beth O’Neill, Vice President, SportServices, participated in this portion of themeeting by videoconference. German Wirehaired Pointer Proposed Breed Stan-dardThe Board reviewed proposed revisions to theGerman Wirehaired Pointer breed standard assubmitted by the German Wirehaired PointerClub of America, Inc. (GWPCA). Following amotion by Mr. Wooding, seconded by Mr.Powers the Board VOTED (unanimously) toapprove the request for the GWPCA to ballotits membership in accordance with the club’sConstitution and Bylaws.Lhasa Apso Proposed Breed Standard RevisionThe Board reviewed proposed revisions to theLhasa Apso Standard, as submitted byAmerican Lhasa Club, Inc. (ALAC).

Following a motion by Dr. Battaglia, secondedby Mr. Powers the Board VOTED (unani-mously) to approve the proposed revisions tothe Lhasa Apso Standard for publication forcomment in the Secretary’s page of theGazette.Nominating Committee The Board was reminded that the NominatingCommittee for the March 2019 election mustbe appointed by August 15, and its reportmust be received no later than October 15,2018.Kosovo Kennel ClubThe Board reviewed a request from theKosovo Kennel Club (KKC) to allow pedigreesfrom KKC to be acceptable for AKC foreignregistration.The history of KKC dates back to 1953, whereCynology in Kosovo, like in the other republi-can countries, was part of YugoslavianCynological Federation. During that time, avast variety of cynological activities where held,like registering dogs, organizing dog shows,issuing pedigrees, etc. As such, Kosovo alsohad its own pedigree number that started with90,000. After the separation of Yugoslavia andthe formation of independent countries,Kosovo formed its Cynological Federation in2002, called Kosovo Kennel Club. From thatyear forward, they have been responsible forthe duties and activities of a CynologicalFederation. Furthermore, the federation(Kosovo Kennel Club) is the only officially reg-istered club in Kosovo and since 2014, Kosovo

Kennel Club is a member of FCI (FederationCynologique International). As a result,Kosovo Kennel Club stands as the only registryin the country. The number of dogs registeredper year: a steady increase in registrationwithin the last several years totaling nearly3000 dogs.

Following a motion by Mr. Harold Tatro, sec-onded by Dr. Battaglia, the Board VOTED(unanimously) to consider the matter at thismeeting waiving its normal notice procedures.Following a motion by Dr. Battaglia, secondedby Mr. Tatro the Board VOTED (unani-mously) to add Kosovo Kennel Club - FederataKinologjike e Kosovës (KKC) to the list of reg-istries with pedigrees acceptable for AKC regis-tration.Biewer Terrier – Recommendation to Advance toMiscellaneous ClassThe Board reviewed a Staff recommendationto approve the Biewer Terrier for advance-ment to the Miscellaneous Class effective July3, 2019. The Board of Directors approved theBiewer Terrier to be eligible for recording inthe Foundation Stock Service® (FSS®) pro-gram with a Toy designation in 2014. TheBiewer Terrier Club of America has met therequirements of the Recognition of New BreedsBoard Policy approved in February 2017.Requirements include an active parent club,

New Breed for Foundation Stock Service® – Aus-tralian Stumpy Tail Cattle DogThe Board was advised that the FoundationStock Service (FSS) Committee recentlyapproved a petition by the Australian StumpyTail Cattle Dog Society of the United States forthe Australian Stumpy Tail Cattle Dog to beaccepted into the FSS program with a HerdingGroup designation. The Australian StumpyTail Cattle Dog was developed in Australia dur-ing the 19th Century as a drover. Breed traitswere selected to produce a dog with immensestamina, resilience and tenacity in order todeal with wild cattle, rugged terrain and vastdistances. New Breed for Foundation Stock Service® – Ro-manian Mioritic Shepherd Dog The Board was advised that the FoundationStock Service (FSS) Committee recentlyapproved a petition for the Romanian MioriticShepherd Dog to be accepted into the FSSprogram. New Breed for Foundation Stock Service® – Slova-kian Wirehaired PointerThe Board was advised that the FoundationStock Service (FSS) Committee recentlyapproved a petition for the SlovakianWirehaired Pointer to be accepted into theFSS program.Consumer Demand Presentation

Kirsten Bahlke, Vice President ConsumerDemand, was present for this portion of themeeting. An update was provided on plans tocreate programs to educate and provide infor-mation for consumers thinking about gettinga dog and/or searching for a dog. Target mar-kets for test campaigns have been identified.Plans for upcoming social campaigns were alsodiscussed. Government Relations Legislative Update 1stQuarter 2018 The Board reviewed a report provided by theGovernment Relations (GR) Department foractivity during the first quarter of 2018 and astatus update on current department activity,major projects, significant legislative issues andaccomplishments. As of April 19, 2018,Congress, 27 states and Puerto Rico are in ses-sion. The AKC GR team is currently monitor-ing more than 1,900 legislative bills that couldimpact responsible dog ownership, the healthand wellbeing of dogs, the rights of dog own-ers, and/or the interests of the AmericanKennel Club. The GR Department has pub-lished 43 legislative alerts online, via geo-tar-geted emails to impacted constituents, and viasocial media. AKC GR is also monitoringapproximately 400 proposed regulationchanges at the state and federal level, withsome 235 actively pending. The AKC GR teamis in the process of planning for multipleregional legislative conferences in 2018.These include a multi-day conference inDenver, Colorado in July, a one-day confer-

AKC PET CARE LLCJim Tysseling, COO, AKC Pet Care LLC, par-ticipated in this portion of the meeting.Canine Retreat, by the American Kennel Club,is currently caring for over 3,000 dogs perweek. There has been an increase in the aver-age amount of dollars spent by our customersfor dog care and an increase in number anddollar value of our pet care packages whichinclude training, grooming, walking andboarding. Staff is working to provide better online book-ing capabilities and additional communicationvia email, photos and text to keep customersupdated on the status of their pet throughoutthe day.

Year-to-Date Litters are now 2% betterthan budget and 8% better than the firstfour months of last year.Year-to-Date Dogs are now Equal tobudget and 6% better than the first fourmonths of last year.Year-to-Date Registration Revenues of$14.1 million were $379,000 (2.8%) Bet-ter than budget and were $1.3 million(10.2%) better than first four months oflast year.Registration Revenues are on track togrow to nearly $41 million.

A historical perspective on year-over-year litterand dog registrations was provided startingback from 1940. Litter registration data byAKC Group classification was also discussed. The ongoing growth in Litters and Dogs corre-lates with improvements in our BreederRelations and Breeder DevelopmentDepartments, Registration Operations ServiceLevel Performance (process time faster),Customer Service Call Center abandonmentrates which are dropping and better CustomerService training and quality. Staff providedinformation about initiatives in 2018 toincrease Dog Registration.

Fast CAT®- Requiring Automatic Timers Presently, the Regulations for Fast CAT (ChapterXVI of the Regulations for Lure Coursing Tests andTrials), allow clubs to utilize either manualstopwatches or automatic “break the beam”systems to obtain the running times. Sincespeed is the basis for both titles and competi-tion in Fast CAT, the Performance EventsDepartment recommends that clubs offeringFast CAT be limited to using automatic “breakthe beam” timing systems for their events inorder to safeguard accuracy of timing. Therewas a sense of the Board that this may not bein the best interest of small clubs offering FastCAT and that this should be considered againin the future; but this is not the right time tomake adjustment in the Regulations. AKC Urban CGC - A Public Access TestDr. Mary Burch, Director of the AKC FamilyDog Department participated in this portionof the meeting. Staff informed the Board ofthe plans by the AKC Family Dog Departmentto expand the role of the Urban CGC test. Asit is currently designed, the Urban CGC testcan fill a growing need to document trainingand public access testing for dogs in commu-nity settings. Urban CGC can fill the desire ofthe lodging, retail, and transportation indus-tries, and mangers of public facilities torequire dog owners to provide credible evi-dence that a dog has been trained to behavein public.

Following a motion byMs. Cruz, seconded by Ms. Biddle, the BoardVOTED (unanimously) to amend to theMultiple All-Breed or Limited Breed Shows inOne Day Program Board Policy, to restrict ajudge to 100 entries per event not to exceed175 entries per day according to the RulesApplying to Dog Shows Chapter 7, Section 13.This will become effective January 1, 2019. Entry LimitsThe Board reviewed a recommendation fromthe Delegate Dog Show Rules Committee toamend Rules Applying to Dog Shows Chapter 1,Section 4 to provide clubs the option to limittheir event by the total entry (current rule) orby the number of dogs so that sweepstakes andother non-regular class entries (which areoften second entries of the same dog) do not

count towards the limit of the total entry.Staff agrees that this is a good option to giveclubs in addition to the current option to limitby the total entry. Following a motion by Mr.Sweetwood, seconded by Ms. Biddle, theBoard VOTED (unanimously) to amend RulesApplying to Dog Shows Chapter 1, Section 4 toallow clubs the option to limit their event byeither total entry or number of dogs. This pro-posal will be read at the June Delegates’ meet-ing and voted on at the September Delegates’meeting. If approved, the effective date willbe January 1, 2019.Allow Three-Time Win Trophy for RBISThe Board reviewed a Staff recommendation achange to Rules Applying to Dog Shows Chapter 5,Section 9, to allow clubs to offer a three-timewin trophy for Reserve Best in Show. Following a motion by Mr. Tatro, seconded byMr. Powers the Board VOTED (in favor:Battaglia, Biddle, Carota, Cruz, Feeney,McAteer, Menaker, Powers, Sweetwood, Tatro,Wallin, Wooding; against: Davies) to changeRules Applying to Dog Shows Chapter 5,Section 9, to allow a three-time win trophy forReserve Best in Show. This will be read at theJune Delegates’ meeting and voted on at theSeptember meeting. If approved, the effectivedate will be January 1, 2019.Judge EligibilityThe Delegate Dog Show Rules Committee isrecommending modification to Rules Applying to Dog Shows Chapter 7, Section 1,which addresses eligibility to judge.

The Committee’s recommendation relative toChapter 7, Section 1, is comprised of two com-ponents:

1. Remove the italicized portion stating ajudge shall not be granted a license to bea superintendent, and that one who re-sides in the same household with a pro-fessional handler or licensedsuperintendent may not be approved tojudge.

2. Convert the italicized section restrictingjudges from accepting an assignment “atany event where a member of his or herhousehold is involved to the extent thatthere might exist an actual conflict of in-terest” to the rule and add to it, a refer-ence to Chapter 11 Section 13 and theOccupational Eligibility Addendum.

Staff had suggested alternative wording for thesecond portion of the proposal; and the Boardasked Staff to send this information back tothe Dog Show Rules Committee for their con-sideration. Reinstatement of a Dog Disqualified for Attacking The Board reviewed a proposal from theDelegate Dog Show Rules Committee.The Dog Show Rules Committee has submitted arevised amendment to Chapter 11, Section 8-A,of the Rules Applying to Dog Shows. The proposed rule amendment:

1. Requires that the dog have permanentunique identification prior to disqualifi-cation (microchip, tattoo or some visiblephysical feature). If, according to the

owner, the dog is microchipped at thetime of the event but was not able to bescanned, proof of microchipping mustbe sent to the Executive Secretary within5 days. If the dog does not have perma-nent unique identification prior to dis-qualification, it is not eligible forreinstatement.

2. After an incident requiring disqualifica-tion, the dog must remain in the ringuntil the unique ID is recorded and thedog photographed.

3. The same identification procedurewould be applied to a dog disqualifiedfor attacking outside of the ring by anEvent Committee.

The proposed procedural changes, whichwould be added to the rule in the committee’sproposal (currently the rule does not definereinstatement procedure or policy):

1. The reinstatement would be done by acommittee of three qualified individualsbut not judges.

2. Reinstatement will not be done at shows.3. Proper identification and a rabies certifi-

cate are required at the time of reinstate-ment.

4. AKC must communicate to superintend-ents all dogs disqualified for attacking in-cluding the owners contact information.(AKC began providing superintendentsa list of DQ’d dogs in June 2016, owner-ship information was not provided)

related to the disqualification of dogs: insur-ance for judges, notification to superintend-ents and trial secretaries, and advance noticeto clubs of upcoming reinstatement examina-tions. Additionally, two procedure changeswere made: (1) reinstatement examinationscan only occur 30 minutes prior to the start ofjudging at conformation events, and (2) dis-qualified dogs are required to leave the siteimmediately after the disqualification and thereinstatement examination. The 2016 DSRCproposal went forward to the delegates for avote but was withdrawn by Sue Goldberg priorto the vote at the September 2017 Delegatesmeeting. Following a motion by Dr. Battaglia, secondedby Ms. Biddle, the Board VOTED (unani-mously) to DENY approval of this recommen-dation. Central Florida Kennel Club’s Reinstatement Pro-posal The Board reviewed a proposal submitted bythe Delegate for Central Florida Kennel Club(CFKC) on behalf of CFKC. The proposedrevision is to Chapter 11, Section 8-A of theRules Applying to Dog Shows which deals with adog being disqualified for attack.Staff’s opinion is that the current process bestaccomplishes the goal of ensuring that rein-stated dogs do not pose a hazard to the sport,has not changed because of the proposedchanges to the amendment. Following a motion by Dr. Davies, seconded byMs. Cruz the Board VOTED (unanimously) to

DENY approval of this recommendation. Remove Reference to Stud Book in Rules Applyingto Dog Shows Chapter 11, Section 1 The Board reviewed a Staff recommendationto remove the reference to the AKC Stud Bookin Rules Applying to Dog Shows Chapter 11,Section 1 as it is no longer correct.Since 1952, only dogs and bitches producing alitter for the first time have been published inthe AKC Stud Book. This contradicts the word-ing included in Rules Applying to Dog ShowsChapter 11, Section 1 which requires a dog tobe individually registered in the AKC Studbook before being eligible to exhibit in a con-formation event. This change is being pro-posed in order to bring the Rules Applying toDog Shows up to date to reflect the intent ofthe rule and current practice. This will be dis-cussed further at the July Board meeting.Canine Partner Event Catalog ListingStaff provided a memo to the Board to advisethem that they would like to communicate tothe superintendents and event secretaries thatinformation regarding the sire, dam andbreeder of Canine Partner dogs entered inAKC events should not appear when associ-ated with official AKC documents, such asevent catalogs. There was no objection to thisby the Board.Adding Collar Policy to Rules Applying to DogShowsThe Delegate Dog Show Rules Committee(DSRC) has proposed adding a new section 16to Chapter 11 to address the use of inappro-

priate collars and leads at dog shows. TheBoard denied this proposal at their Februarymeeting and the DSRC has voted to submitthe proposal to the Delegate body for consid-eration in accordance with the Bylaws. The DSRC is proposing to insert an existingBoard Policy into the Rules Applying to DogShows based on the justification that the “aver-age exhibitor would not read the ShowManual” and that this amendment would pro-vide clarity in the Rules Applying to DogShows. Staff recommended that the proposal bedenied because this information is alreadyaddressed by Board policy.Adding Best in Show Judging Procedures toRules Applying to Dog ShowsThe Delegate Dog Show Rules Committee(DSRC) is proposing to add back into RulesApplying to Dog Shows Chapter 3, Section 16,a sentence regarding judging procedures forBest in Show. The rationale for this is thatexhibitors do not always know where to lookfor this information and including it in theRules Applying to Dog Shows makes it clear.Staff recommended the proposal be deniedbecause this same sentence was removed as anitalicized sentence from this section in May2016 based on input from Judging Operations,as this is best addressed by the Rules, Policiesand Guidelines for Conformation Dog ShowJudges where other items regarding judgingprocedure are also outlined. The Boarddenied this proposal at their February meet-

ing and the DSRC has voted to submit the pro-posal to the Delegate body for considerationin accordance with AKC Bylaws.
