Attention ! Marines and Corpsmen, the New Year is here and it’s time to Re-assess the situation, Consolidate our family and friends, Reorganize our lives, and Redistribute the kindness and caring. As the Detachment bid’s adieu to 2010, we look forward to continuing our mission to serve and assist the Marine Corps, it’s veterans & their families, and the communities we live in. As Marine Corps Leaguers, we must continue to put forth our best effort to perform great deeds and uphold our traditions and beliefs of Country & Corps. And of course, what separates us from the rest, is that we continue to execute our mission with honor, integrity, and unselfishness. These traits are just a few of the qualities that the Marine Corps has bestowed upon us and are expected to be carried out through life, and for that we should be grateful. So, together let’s saddle up and “Carry on “ with our mission to make 2011 another great year for the Intracoastal Detachment and those we support. Before we go, a big oorah! goes out to Sr. Vice Commandant Scott Egan and Packy’s Sports Pub for hosting our annual Christmas luncheon last month. Also, thanks again to all of the members and friends who came out for the afternoon and brought their donations for the Marine Corps Reserves Toys for Tots drive. Between the luncheon, our December membership meeting, and donations from Casey’s Bar and Grill, the Detachment was able to turn in over thirty (30) toys to the Toys for Tots drop-off this past Christmas. Thanks again to everyone that took the time to purchase and collect new toys for those kids that are less fortunate. God bless you all and best wishes for the New Year. Meeting was called to Order by Commandant Scott Vulpis at 7:30 P.M.

Opening Ceremony: Sgt. at Arms Bob Coleman posted the colors and lead the Detachment in the Pledgeof Allegiance. He then declared the meeting open for the official Detachment business. Acting ChaplainJesse Bell read the Opening Prayer.Adjutants Report: Mail correspondence from Dept of Florida MCL Auxiliary asking that the Detachment helpsupport their annual scholarship fund by purchasing raffle tickets to this years fundraiser drawing. MarineKevin Bolender made a motion to purchase $50.00 worth of tickets and was seconded by Sgt. at Arms BobColeman, which was carried to a unanimous vote, none opposed.Paymaster Report: The Paymaster report was passed around for the members review. Paymaster KyleAustin reported on the Detachments financial status and a motion to accept the report was made by Sgt atarms Bob Coleman, which was seconded by Jr. Vice Commandant Marty Winston,and carried to a unanimousvote, none opposed.Sickness & Distress: Paymaster Kyle Austin reported that his mother was doing better in her recovery froman emergency surgery.Report of Officers: VSO Vito Rao emphasized the importance of VA medical benefits and rights, andqualifications pertaining to long term care, short term community care, and domiciliary care.Awards: Marine Corps League Certificates of Appreciation were awarded to those members that supportedand participated in the 2010 Marine Corps Ball. Awardees present: Kevin Bolender, Jesse Bell, MartyWinston, John Jordan, and Bob Coleman.Old Business:Commandant Vulpis reminded the members that the Detachment was planning on having a tag sale in thenear future and to start thinking about donating items to the sale.As for the status of the Washington D.C. Quantico trip, Comdt. Vulpis relayed to the members that the trusteesagreed to set a commitment / cut off date some time in April 2011 along with a $500.00 deposit from eachtraveler.New Business:Comdt. Vulpis announced that the Detachment was meeting for shooting practice at the National Armory GunRange in Pompano Beach on Saturday January 8th at 9:45 a.m. He also offered the use of his personalweapons and ammo for those individuals that do not own a firearm. Furthermore, he threw out the idea ofhaving a Wives and Girlfriends night for Valentines Day. While on the subject of getting together with ourwives, VSO Vito Rao made a recommendation that we get together for a breakfast type meal with the purposeof making and serving up some Marine Corps style S-O-S.Open Agenda: VSO Viito Rao presented the idea of starting a Detachment scholarship fund in the name ofdeceased member Ted Bolender. With a recommendation from the membership to form a committee,Commandant Vulpis asked VSO Rao to be the scholarship committee chairman in which he agreed and KevinBolender volunteered to sit on the board, as well.Announcements: Comdt. Vulpis announced that the American Legion’s 142 in Pompano Beach and the 162in Deerfield were both having New Years Eve celebrations for $45.00 for dinner, drinks, and, entertainment.

Closing Ceremony: The closing prayer was given by Acting Chaplain Jesse Bell and the Colors were Retiredby Sgt at Arms Bob Coleman.

Commandant Vulpis adjourned the meeting at 2045 hrs.

U.S. Department of Defense News ReleaseDeadline for Retroactive Stop Loss Special Pay ExtendedThe deadline for eligible service members, veterans and their beneficiaries to apply for

Retroactive Stop Loss Special Pay (RSLSP) has been extended to March 4, 2011,allowing personnel more time to apply for the benefits they've earned under the programguidelines.

The deadline extension is included in the continuing resolution signed by President Obama today, providingfunding for federal government operations through March 4, 2011.

"There was a surge of applicants as we approached our earlier deadline, but there may still be more out therewho have yet to apply," said Lernes Hebert, director, Officer and Enlisted Personnel Management. "We arepleased that this extension was included in the continuing resolution which will give those remaining theopportunity to apply as we continue to work through the current applications."

The RSLSP was established to compensate for the hardships military members encountered when theirservice was involuntarily extended under Stop Loss Authority between Sept. 11, 2001, and Sept. 30, 2009.Eligible members or their beneficiaries may submit a claim to their respective military service in order toreceive the benefit of $500 for each full or partial month served in a Stop Loss status.

When RSLSP began on Oct. 21, 2009, the services estimated 145,000 service members, veterans andbeneficiaries were eligible for this benefit. Because the majority of those eligible had separated from themilitary, the services have engaged in extensive and persistent outreach efforts over the past 14 months.Outreach efforts including direct mail, engaging military and veteran service organizations, social networksand media outlets, will continue through March 4, 2011.

Social Security for VetsPlease share this with anyone who's had active duty service prior to January 2002 and isplanning for retirement. Not necessarily in the near future. In a nutshell it boils down tothis: You qualify for a higher social security payment because of your military service, for

active duty anytime from 1940 through 2001 (the program was done away with in January 2002). Up to $1200per year of earnings credit credited at time of application - which can make a substantial difference in socialsecurity monthly payments upon your retirement. You must bring your DD-214 to the Social Security Office- and you must ask for this benefit to receive it!

This is something to put in your files for when you apply for Social Security down the road. It is NOT just forretirees, but anyone who has served on active duty prior to January 2002.FYI - this benefit is not automatic, you must ask for it!

Long term care is available based on specific eligibility criteria such as:

Nursing home care is available to those veterans whose service-connected condition clinicallyrequires nursing home care and veterans with service connected rating of 70% or more. Otherveterans may be provided short term community living care, if space and resources are available. Domiciliary care which emphasizes rehabilitation and return the community may be providedto veterans whose annual income does not exceed the maximum annual rate of VA pension or toveterans who have no adequate means of support,

Co-payments for inpatient, outpatient and prescriptions will veryfrom type of service offered at the priority group of the enrolledveteran. Those rules are:

Priority Groups Two and Three are not required to pay co-pays forinpatient and outpatient medical care for any condition and prescriptiondrugs for service-connected conditions. A co-pay of 8.00 per prescrip-tion per month is required for those conditions that are not serviceconnected. Priority Group One is not required to pay co-pays for inpatient andoutpatient medical care or prescription drugs for service connected ornon- service connected conditions.

Reimbursement for travel expenses may be paid for medic treatment at a VA facility. Theseare the most common examples:

Veterans that are rated 30% or more for their service connected conditions, VA pensioners,and those whose annual income is below the pension limit are entitled to reimbursement for travelrelating to any condition. Veterans who are rated less than 30% for their service connected conditions are entitled toreimbursement for travel only if it is for travel relating to their service connected condition. Travel for a scheduled VA compensation and pension examination. Travel is currently reimbursed at the rate of 41.5 cents a mile. There is a deductible of $3.00charged for each way trip with cap of $18.00 monthly.For example, a veteran travels to the VAMC for a compensation exam. He receives 35.00 for theround trip of 100 miles. It is computed this way: 100 x 41.5 cents equal $41.50, minus 6.00 (the$3.00 deductible for each way) equal $35.00.

Fee basis is used when medical care or facilities are not available. VA may authorize theveteran to receive care at a non-VA facility. The criteria are:

• Must be authorized in advance.• Is not a permanent solution.• Care is not available at the nearest VA facility or the distance prevents the veteran from driving to a VA facility.

All members of the Marine Corps League are authorized the Red cover. Members elected orappointed to National office Staff/Committees are authorized to wear Gold covers. The NationalCommandant will wear a White cover. Members elected or appointed on the Department level areauthorized to wear the Red with Gold crown covers. Past Nat’l Commandants are authorized towear a Gold with White crown cover. Past Chief Devil Dogs are authorized to wear a Gold with Blackcrown cover. Past Nat’l Division Vice Commandants, Past Nat’l Executive Directors, Past Nat’lDirectors of the Young Marines, Past Department Commandants, Past Pack Leaders, and PastDetachment Commandants, with the years displayed for holding that office, are the only memberswho are authorized to wear their respective cover after their tour of duty is completed. All othermembers will revert back to the appropriate cover for their current elected or appointed office,removing their prior officer identification strips.

The only insignia authorized for wear on Marine Corps League covers is the anodized solid goldcolor or polished brass Marine Corps emblem on the left side. The Devil Dog patch, if authorized,will be worn up front on the right side of the cover. The identification strips, i.e., Department orDetachment strip, or embroidering, will be centered on the right side. If the “LIFE” strip is worn, it willbe to the rear of the right side. The “LIFE MEMBER” strip will be worn the same as the identificationstrips are worn, NO DIVISION PINS OR OTHER PINS/ORNAMENTS ARE AUTHORIZED ONMARINE CORPS LEAGUE COVERS.
