Directions (Q.No. 16-20): Readthe following passage carefully andanswer the questions given belowit. Certain words have been printedin bold to help you locate themwhile answering some of the ques-tions.
The Telecom Regulatory Auth-ority of India (TRAI) has come outin favour of net neutrality in its rec-ommendation paper released onTuesday. The regulator has mandat-ed that ISPs (Internet ServiceProviders) should not deploy anydiscriminatory practices such asblocking, degrading or slowingdown of certain web traffic whilegiving preferential treatment to anyspecific content at the same time. The decision was made after aseries of consultations with stake-holders between 30 May 2016 and4 January 2017. The TRAI paperalso suggests the formation of aregulatory body to monitor and dealwith any such violation of net neu-trality. To understand how thiswould affect ISPs and consumers, one needs to understand what thenet neutrality debate is all about. When users pay an ISP for an inter-net plan, they are entitled to be ableto access all online content, be itvideos, games, news or social me-dia sites, at the same broadband sp-eed they have signed up for. Thishas been the basic principle guidinginternet and ISP since the begin-ning.
In 2007, US-based ISP Com-cast Corp. was reportedly found tobe delaying upload of files onBitorrent. Delay in uploads affectedthe download speed as Bitorrent isa peer-to-peer service. FCC (Fede-ral Communication Commission),an agency of US government, ordered Comcast in August 2008 tostop the discriminatory practice. The issue of net neutrality gatheredmomentum in 2015 when then US
president Barack Obama pledgedsupport for it and urged the agencyto come with a strong rule on it.FCC ruled in favour of net neutrali-ty, prohibiting any ISP from block-ing, throttling, or giving specialtreatment in terms of speed to acontent provider who has paid morethan others. The FCC's position onnet neutrality has changed underthe new regime. The agency plansto repeal the net neutrality rules toregulate ISPs passed under theObama administration through avote on 14 December 2017. InIndia, the debate on net neutralitypicked speed after Facebooklaunched the Free Basics programin December 2015, earlier knownas internet.org. Free Basics givesfree access to basic internet servic-es to users who could not afford 4Gdata plans and were still usingslower 2G networks. Though,Facebook wasn't charging usersanything extra, the notion offavouring access to certain contentwent against the basic principle ofnet neutrality. TRAI banned FreeBasics and other similar servicessuch as Airtel Zero in February2016.
An ISP could make it harder forusers to access parts of the internetto drive more traffic on its owncontent-sharing platform. A lot ofISPs have their own video andmusic streaming service. Withoutnet neutrality regulation, they cantry to throttle access to services of arival. In August 2014, Netflixaccused Comcast of interferingwith buffering speed and visualquality on the video streaming plat-form. The issue was resolved afterNetflix agreed to pay for access toCDN networks. In various coun-tries with no regulation on net neu-trality, ISPs are already clubbingcontent into packages, compellingusers to pay for apps and websiteswhich were previously free.
Another concern with lack ofnet neutrality is of different speedlanes and the effect it will have onstartups that do not have theresource to pay for faster lanes. Astudy, published in September2016, by Double Click, a Googlesubsidiary which develops and pro-vides Internet ad serving services, found that slow loading websitesfrustrate users and this had a nega-tive impact on the content provider. The study showed that websiteswhich load in 5 seconds against 19seconds witnessed 25% higher ad
views, 70% longer average sessionsand 35% lower bounce rates. Socontent providers who are on slow-er lanes will miss out to rivals whocan afford to pay for the fasterlanes. Net neutrality provides alevel-playing field to contentproviders and startups.16. Which of the following state-
ments is true?a) The formation of a regulato-
ry body to deal with the vio-lation of net neutrality issuggested by TRAI
b) The ISPs can use their dis-cretionary powers to specificcontent
1) Only a 2) Only b3) Both a & b4) Neither a nor b5) Either a or b
17. Which statement is true as perthe passage?1) A series of discussions with
stakeholders led TRAI tocome out in support of netneutrality
2) Comcast accused Netflix ofinterfering with bufferingspeed
3) Slow loading websitesencourage users to spendtime on content
4) ISPs are unconvincing usersto pay for apps and websiteswhich were previously free
5) In India, the debate on netneutrality plummet afterFacebook launched the FreeBasics program

19. The synonym of throttle is:1) Percolate 2) Infiltrate3) Suffocate 4) Perforate5) Garrulous
20. A level-playing field means:1) A situation which is tricky2) A situation in which every-

3) A situation in which favoursare not done to egalitarianclass
4) A situation in which pros andcons will be weighed
