IMPORTANT INFORMATION FOR VOTERS REGARDING THE OCTOBER 7, 2003

STATEWIDE .SPECIAL ELECTION

At the October 7, 2003 Statewide Special Election there will be three questions on the baliot. The first is a two-part question regarding the reca,ll of the Governor. The second and third questions are ballot measures (Propositions 53 and 54).

The recall question contains two parts. You may vote on both parts or just one. I

Either way, yo~u vote will be counted:

1. The first part will ask, "Shall Gray Davis be recalled (removed) from the office of Governor?"

2. The second part will list the names of the candidates running to replace the Governor if he is recalled. If you choose to vote for a replacement candidate, you may vote for only one of the many candidates.

If more voters mark "yes" than "no" on the first part of the recall question, the i

Governor will be removed from office. If more voters mark "no" than "yes", the ·Governor will remain in office.

If the Governor is recalled, ttie candidate who receives the most votes will be elected as the new Governor. That person can be sworn in as the Governor once the results of the election are certified.

Under ·a state law designed. to give every candidate . a fair opportunity at appearing at the top of the ballot, the Secretary of State's office is required to conduct a random alphabet draw prior to each election. The candidates' names are printed in this random alphabet order. -Additionally, candidates change positions, or "rotate" depending on the State Assembly District. This prevents a specific candidate's name from always appearing first, or last, on all ballots statewide. •

This booklet includes sample ballot pages, the "Grounds for Recall" submitted by the proponents of the recall, and the Governor's answer to the "Grounds for Recall."

GROUNDS FOR RECALL

Gross ~ismanagement of California Finances by overspending taxpayers' money, threatening public safety by cutting funds to local governments, failing to account for the exorbitant cost of the energy fiasco, and failing in general to deal with the state's major problems until they get to the crisis stage. California should not have to be known as the state with poor schools, traffic jams, outrageous utility bills, and huge debts .... all caused by gross mismanagement.

Last November, almost 8,000,000 Californians went to the polls. They voted to elect Governor Davis to another term.

Just days after the Governor's inauguration in January, however, a handful of · rightwing politicians are attempting to overturn the voters' decision. They

couldn't beat him fair and square, so now they're trying another trick to remove him from office.

This effort is being led by the former Chairman of the State Republican Party, who was censured by his own party . . We should not waste scarce taxpayers' dollars on sour grapes. The time for partisanship and campaigning is past. It's time for both parties to work together on our State's problems.

Moreover, the allegations leveled against the Governor are false. As Governor, Davis has vetoed alniost $9 BILLION in spending. California, along with 37 other states, is facing a budget deficit due to the bad national economy: The Bush Administration has· announced the federal deficit this year will be the biggest in history, $304 BILLION.

In these difficult and dangerous times, LET'S WORK TOGETHER, not be diverted by partisan mischief.
