2019 Weed Commissioner re-port. Motion by Ruggles, second by Schettler to approve the 2019 Weed Commissioner report. On roll call, all voted aye.

County Engineer Dave Paulson presented more information on Windstream requests to erect a 100-foot tower in the County right of way. Paulson explained the re-quest is being denied at this time due to zoning issues. The Board will discuss this further at the next scheduled Board meeting, Mon-day, November 4, 2019.

Motion by Meiners, second by Ruggles to approve a utility permit for Mid-American Energy for work in Section 7 Grant Township. On roll call, all voted aye.

Motion by Meiners, second by Schettler to award the contract to Godbersen-Smith Construction Company, Inc. for bridge project BROS-SWAP-14(167) SE-14CO for $319,293.50, located in Sec-tion 27 Ewoldt Township. On roll call, all voted aye. The engineer’s estimate for the project was $310,110.77.

Motion by Schettler, second by Hausman to approve the promotion of Chris Hulsing to Road Super-intendent effective December 1, 2019. On roll call, all voted aye.

The Board discussed leasing or selling the County Farm. Each member discussed their position. Following discussion, motion by Meiners, second by Ruggles to approve offering the County Farm up for sale. On roll call, all voted aye. The process of sale and the date will be determined at a later date. The County Farm consists of approximately 111.6 acres in the NW1/4 Section 7 Grant Township.

Board reviewed a manure man-agement annual update for Jeff Kock in Section 4 of Maple River Township.

Schettler reported on Linda

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Board-room of the Courthouse, in Car-roll, Iowa, the County seat of said County on Monday, October 28, 2019 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Stephanie Hausman, District 4; and Richard Ruggles, District 5.

Motion by Meiners, second by Schettler to approve the agenda as presented. On roll call, all voted aye. Motion by Hausman, second by Bock to approve the minutes of the October 21, 2019 meeting as written. On roll call, all voted aye.

Shannon Landauer met with the board on behalf of the Carroll Area Development Corporation. Landauer updated the Board on the following: continued housing efforts, people recruitment, quality of place, Alcohology Tours, shovel ready site projects, Western Iowa Advantage Partnership, and labor shed update.

Motion by Meiners, second by Ruggles to approve payment of payables as presented. On roll call, all voted aye.

Motion by Ruggles, second by Schettler to approve County Treasurer’s Resolution to Name Depositories in the County. On a roll call vote, Bock, aye; Ruggles, aye; Schettler, aye; Hausman, aye; Meiners, aye. Motion carried unanimously

BE IT RESOLVED, that the Board of Supervisors of Carroll County, in Carroll County, Iowa, approves the following list of fi-nancial institutions to be deposi-tories of the Carroll County funds in conformance with all applicable provisions of Iowa Code Chapters 12B and 12C of the Code of Iowa.
