Addressing the impacts of Covid-19 The construction sector is a vital component of the New Zealand economy and will have an important role to play in stimulating the economy through the recovery phase. Infracom is actively providing recommendations to the Government on how to protect the construction sector from the risk of further lockdowns due to Covid-19. Ready-mix concrete slump in June quarterNew Zealand’s ready-mix concrete production slumped by 23 per cent in the June 2020 quarter, Stats NZ said. Infracom’s chief executive Ross Copland told Business Desk that the contraction is a useful proxy for building sector activity, with the drop suggesting there had been an above-average output before lockdown.

Infracom has been heavily involved in the construction sector response to Covid, including finding shovel-ready projects for the recovery and will be keeping a close eye on how concrete production is trending in the third quarter. Read the full story here.

Infrastructure Pipeline reaches $40bInfracom’s infrastructure pipeline has just been updated with new projects bringing the total pipeline value to $40b. Of these, the Ministry of Education contributed 24 new projects worth $600m, the Department of Corrections added 4 projects worth $28m, the Ministry of Health 18 new projects worth $250m, New Zealand Transport Agency added 45 projects worth $1.9b, and Transpower added 10 projects worth $970m. 1600 projects from Auckland Council were removed worth $1.6b.

Infrastructure Funding and Financing Bill / Urban Development BillBoth the Infrastructure Funding and Financing and Urban Development bills were passed in July, which Infracom made submissions to.

The Infrastructure Funding and Financing Bill presents an alternative funding and financing model for infrastructure. Infracom welcomes the intent of the IFF model, to ensure that infrastructure to support urban growth is delivered on time.

The Urban Development Bill intends to transform urban communities all around New Zealand, and provide much-needed housing and infrastructure.

RMA ReportThe Resource Management Review Panel has completed its review of the resource information system in New Zealand. It is a welcome step but Infracom believes more work is needed to address our ballooning infrastructure deficit. The Infrastructure Commission, Te WaihangaThe Commission was created to improve New Zealand’s infrastructure procurement and strategic planning. It was formed in late September 2019, and incorporates the former Treasury Infrastructure Transactions Unit. Together with stakeholders, Te Waihanga will develop a 30 year infrastructure strategy and a quarterly pipeline of credible projects, committed to over the next ten years.
