New school that will accommodate 2,800-3,100 students and incorporate the recently completed science classroom and laboratory wing The Bellaire HS campus consists of one main building, built in 1955, with a 1981 addition, four smaller buildings, and a new science classroom building. The campus also has several temporary buildings. The Parsons Condition Assessment indicates that within the next 10 years, it will require more than $92 million to repair or replace deteriorating building systems in the older buildings just to maintain the status quo. While the Educational Suitability Score is in the moderate range, it still indicates that many of the instructional and support spaces do not meet current stan-dards. The 2012 Capital Improvement Program would retain the new science classroom building and would replace the older buildings with new facilities that provide an appropriate instructional environment. The new construction will also present an opportunity for better site utilization that will provide additional parking.

New health professions school located in the Texas Medical Center that will serve 900-1,000 students The current DeBakey HS is located in a facility that, according to the Parsons Condition Assessment, will require a capital investment of more than $20 million during the next 10 years to address repairs and the replacement of deteriorating building components. The school, with a curriculum focused on health professions, is currently located near the Texas Medical Center, but is separated by a major freeway. The Texas Medical Center has offered an outstanding opportunity to relocate DeBakey High School in the heart of the Medical Center, thereby giving students access to some of the finest medical facilities in the world. In exchange for the current DeBakey facility, the Medical Center will provide a much more valuable site on which to construct a new DeBakey High School. This unique structure will be built above an existing parking deck that was designed to structurally support such a facility. A new road will be built by the Medical Center to provide a drop-off point for busses.

New school that will serve 1,100-1,300 students The original campus at Furr HS was built in 1960. Students are spread among nine school buildings and 15 temporary buildings. The school has a very low Educational Suitability Score, indicating the challenge presented by the numerous campus buildings and sub-standard instructional spaces. The Parsons Condition Assessment indicates the nine permanent buildings are, on average, better than some high school facilities, but would still require more than $10 million in repairs within the next 10 years. The 2012 Capital Improvement Program would provide new facilities to replace all permanent and temporary buildings with a new state-of-the-art high school. This new facility will consolidate all the instructional and support programs that are currently housed in 24 campus buildings, thereby providing a more appropriate instructional environment that is safe and secure. New 750-student performing and visual arts school located downtown in the Theater District The 2012 Capital Improvement Program will provide funding to construct a new facility for the HS for Performing and Visual Arts in downtown Houston near other arts and theatrical venues. The current facility was built in 1981 and is in need of adequate parking, a bus drop-off canopy, new exterior doors and windows. The community survey of the school cited A/C issues, ventilation problems, lack of storage space, lack of rest-room facilities, inadequate lighting, out-of-date technology, pest issues, mold, lack of space in art areas, electrical issues and water not available in spaces where needed. From a programmatic standpoint, the performance venues are inadequate, there are not enough restrooms and classrooms are too small. For the proposed new campus, HISD will take advantage of property already owned by the district on an entire city block that will be used as the new site. The new facility will provide instructional and performance spaces appropriate for the arts-centered curriculum. These spaces will include large and intimate theatrical performance areas along with a recital hall, dance studio and rehearsal spaces. Visual arts students will have access to an outdoor patio with natural light. Parking will be provided in an underground parking deck.

New school that will accommodate 750-900 students Gordon was constructed as a small elementary school in 1953. The campus now has nine temporary classrooms. The conversion to a K-8 program makes it necessary to provide appropriate facilities for both elementary and middle school students. The Parsons Condition Assessment identified extensive deficiencies in the current building that would require funding for repairs within the next 10 years that exceed 64% of the value of the building. This prompted a decision to replace rather than repair the current building. The 2012 Capital Improvement Program will provide funding to replace the current school and temporary buildings with a new K-8 school that will provide all the necessary instructional and support spaces for elementary and middle school students.
