INTRODUCTION

As the title suggests this is a bibliography of materials

dealing with one of the most widely discussed problems of the

contemporary urban environment. What follows is by no means a

complete bibliography since such an undertaldng would easily fill

several volumes. Instead this bibliography focuses upon the

programs which have been proposed as a solution to poverty under

the so-called war on poverty. In particular it focuses upon the

most radical aspect of these programs: The attempt to alleviate

poverty by altering the condition of political ',powerlessness"

which traps the poor and maintains local institutions that are by-

and-large unresponsive to the needs and desires of the poor. The

most significant expression of this attempt is the Community Action

Program.

The first section of the bibliography (pages 3 throughj ....)

suggests some of the materials which could prove useful as theo-

retical or methodological guides to an analysis of the ',powerless-

ness" of the poor and the operation of the local community action

agency. Section two (pages 6 through 13) provides a partial listing

of works which are relevant to an understanding of political parti-

cipation at the local level, particularly as it effects the poor.

The third section (pageant through20 ) provides a broad selection

of materials from various disciplines dealing with the causes,

characteristics, and remedies of poverty. Section four (pages 23.

through 23) is a selection of academie works and official documents

examining various aspects of the war on poverty declared by the

Economic Opportunity Acts of 1964 and 1967. And finally, section

five (pagesiLthrough22) suggests some materials which are rele-

vant to a study of the controversial Community Action Program.

Case studies of specific ccamunity action ageneies are enphasized,

but public documents and some general works are also included.. . ,

The bibliography concludes with a selection of relevant newspaper

and magazine articles (pages30 through32 ) and other popular

bibliographies on pOVerty and the poor (page_22).
