PG-13. …because there are times when it deals with subject matter that is inappropriate for pre-teens. To create an investigator character for DELTA FILES (“DF”), you’ll need: 1. The DF Investigator Creation Specs (this document!).
2. A DF Character Sheet 3. Access to a copy of the Call
of Cthulhu core rules (ver 5.0 or later preferred).
4. Access to a copy of the Delta Green sourcebook would be helpful, and is certainly recommended reading!
5. Read this entire document before beginning.
To play DELTA FILES, you
need: 1. RPGA membership. 2. A character (see above), log
sheet, and dossier. 3. A set of % dice. 4. A firm hold of reality and your
sanity. 5. Strong desire to have fun. The point of DELTA FILES is to have fun while coming face to face with the unknown, inexplicable, and horrific. Unlike other Living campaigns, you should not expect your character to survive every challenge, nor should you expect your character to accumulate a lot of “stuff”. This is, after all, Call of Cthulhu…death is the easy, and often preferable, way out!

This document is intended for all interested simulators, reenactors, and roleplayers who might be participating in the Delta Files simulation. This simulation will be based on real life case files. This material is not approved for public consumption; much of the subject matter would be psychotic and disturbing to the general public. Any resemblance borne to real people, places, things, or events in the course of this simulation is purely coincidental, and not intended to reflect on or judge them. This simulation is part of a research project designated Project CRITICAL MASS, investigating human response to various psychological stimuli and trauma. This simulation is likely to result in civilian casualties.
Simulation Background: Delta Green is the call name of a real covert multi-departmental unit of people that investigate and destroy the evil, both external and internal, which threatens humanity. No glory. No pension. ‘Normal’ retirement is unlikely. This simulation will subject participants to conspiratorial and horrific possibilities with the potential to degrade the subject’s sanity.
If you are a fool and have the heart and stomach for such a mission please continue this document briefing and create your investigator. If you do not have what it takes, you will of course be assassinated. Please destroy this document via shredding or incineration, preferably both. Thank you for your cooperation, and please remember that all subject matter within this simulation is purely fictitious.

Determine Characteristics You have 110 points to divide among the nine indicated attributes, includingincome (*using the chart below, NOT the chart found in the CoC core rules).Take note of the range designated for the point expenditure each of thenine attributes below:

Please note also that there is a limit to how much Federal (and State, too) employees can earn. In Delta Files, any government employee with INCOME greater than “7” will find themselves subject to added scrutiny and suspicion. Your employer, and others, will be very curious as to where you get your exorbitant income, and to whom you are in indebted.
Be sure to assign yourinvestigator’s attribute points in amanner that will allow them to beeffective in the occupation that youhave chosen.
These numbers are yourinvestigator’s ‘bare bones’. To‘flesh out’ your investigator,consider the reasons andexplanations for each of thenumbers you’ve assigned.
Age Your investigator’s age equals their EDU+6. You might wish for your investigator to be older than this. If that is the case, then the increase in your investigator’s age should be done in 10 year increments. Every 10 years an investigator ‘ages’, they receive an additional point to their EDU attribute; they also must subtract one point from one of the following ‘physical’ attributes:
STR, CON, APP, or DEX. Under no circumstances can you investigator begin play at an age exceeding 80 years old.

Unlike ‘normal’ CoC play, you are not assumed to own orhave anything - you must use your starting funds topurchase anything and everything that you wish to own.

Any remaining money should be divided betweenavailable investment and savings options (see DELTAFILES:Declassified OpInt for details oninvestment/savings options). At the beginning of eachmission, you will receive 1/20th of your annual salary.

Security Clearance Your investigator will start with a security clearance (SecClr) of“Blue”. This is a Delta Green designation only, and has no relationto career-based security clearances that you might have.
Allocate Skill Points Now you’ll detail the skills that your investigator has by assigning occupational and personal interest skills. Your investigator starts with occupational skill points equal to your EDU x 20. Allocate these points among the specific skills listed foryour occupation in your Occupation Template. Allocation is done on a “1 for 1” basis, one skill point equals a 1% increase in the skill.Please remember that the occupational skill points are intended to represent the training and experience that you received in yourchosen occupation. Personal interest skill points are equal to your INT x 10, and are intended to reflect all of the other experiences in your life. Allocation isalso ‘1 for 1’, and there are no limitations on what skills you allocate them to except that no points are permitted in the Cthulhu Mythos skill (which can only be gained and increased in the course of play).

Sample Character Sheet
History & Background Call of Cthulhu, and by extension DELTA FILES, is a roleplaying intensive game. You are facing horrors, both human and inhuman, and your reaction to those horrors should not occur in a vacuum. Developing your investigator’s history and background establishes the foundation for future growth and development of your investigator. In terms of successful and enjoyable play, this is one of the more important stages of the process. Where was your character born? Where did they go to school? Does he hold any degrees? In what? What about family? Married? Children? Where does he live? What does he do for a living? Did he have any life-shaping experiences when younger? What are his fears and worries? Hobbies? Obsessions? You get the picture. DELTA FILES is a crucible of human emotion, and your experience will be more enjoyable and successful if you have a firm and thorough idea of who your investigator is.

Why “Americentric”? Setting, Career, & Nationality The investigators in DELTA FILES are almost exclusively American or living in America.
DELTA FILES uses an American-centric setting due to the fact that Delta Green was born and nurtured by the U.S. Government; it continues to live
its second life, as an illegal yet benign conspiracy, within the shadows and crevices of that huge bureaucratic monolith. Given the fact that Delta Green is a child, albeit now an unwanted one, of the U.S. Government, it is by necessity tied geographically to the United States. As a corollary to this, it is worth noting that a majority of Delta Green assets are employed by the U.S. Government in some capacity. “Civilians” can be successful in DELTA FILES, but they face numerous legal and professional restrictions that government employees can often (not always) bypass. Non-U.S. citizens can be successful in the DELTA FILES campaign, but will face greater scrutiny and limitations than a U.S. citizen might.
Some days you wonder what the worldwas like before…before your eyes openedto a world of possibilities you never knewexisted. Perhaps it was better before youfound out about the horrors that havealways lurked on the periphery of yourvision.
Now your encounter, what really happened, is just a mostly-forgotten blur. One thing, however, is crystal clear toyou - the malevolence that you witnessedmust be stopped at any cost. That iswhere Delta Green stepped into your life.On that night they appeared out of theshadows and drove back the evil before itconsumed you.
Your life, and those of countless others,were saved that night.
Several weeks later, they approached youand requested your services to help stopthe evil that threatens to devour all. Youmet with front men from the FBI, CIA,NSA, and some other alphabet soupentities that you can’t remember. Afteran explanation of their clandestine fightto protect the innocent from the evil, youagreed to help in any way you could. Therepresentatives said that you would becontacted and would know the call to begenuine by the words "A Night at the Opera."
You have waited for the call. And you’veseen many things with a newconsciousness that concerns you. Manynewspapers seem to contain allusions andinnuendo within their articles. Certainpeople seem to watch others likepredators sizing up prey. World eventsdon’t seem to make sense, as if someonewho lacks humanity is pushing the buttonsand pulling the strings.
You have waited for the call. Perhaps,just perhaps, you are imagining things,but then again maybe your senses have cleared. The innocents around you don’tsee it, and you now wonder how yousleepwalked your way through most oflife. Delusional and paranoid, orawakened and vigilant, it doesn’t reallymatter now because things will never bethe same for you.
You have waited for the call. And whenyou’d just begun to believe that the wholething was some bad dream, some twistedjoke, just when you thought the callwould never come………<RING>!

Campaign Parameters
Beginning: Your investigator will begin with no exposure to, or knowledge of, Delta Green. You should start play in a module case file that is designated for play by investigators with security clearance (“SecClr”) BLUE.
Time: The campaign year is 2000 A.D. The DELTA FILES timeline will run on a year-to-year basis such that it is always three years delayed from ‘real time’, and a year of ‘real time’ passage closely equates to a year of time passing in the DF campaign. DF case files (modules) will be available for play for only one year from their release date. A rare few modules are ‘outside’ the timeline, meaning that they occur without the normal constraints of time; usually these are introductory modules which offer investigators an in-game opportunity for an unusual experience which attracts Delta Green’s attention. For maximum enjoyment and success, it is strongly recommended that players make every effort to experience DF case files in chronological order.
Place: DELTA FILES is, by necessity, “Americentric” – much activity takes place in the United States. While the U.S. is it’s home base, however, Delta Green’s operations take them wherever the shadows might threaten humanity…this means that while all DG operations will start in America, they can end anywhere. The DF campaign is premised on a historical timeline that closely
parallels the one given in the Delta Green sourcebook. Don’t bet your life on this information, however, as there have been some changes made.
Content: DELTA FILES will not contain sexual themes, however, it will include violence that is sometimes graphic. For this reason, it is rated PG-13. The campaign staff strongly recommends that parents play in one or more DELTA FILES events before making a decision on whether their teen or younger children should play.
In addition, DF case files often uncover the potentially real hidden causes of events that ordinary people have already attributed to normal or more mundane sources. We regret that this information might be provocative or even impertinent to some, however, DELTA FILES can only remain interesting if we stand fast in our resolve not to let sacred cows trample our creative process.
