SOME IMPORTANT CHANGES TO LPC TECHNICAL BULLETINS

TB203 – Sprinkler systems must be annually inspected by a third party to assess compliance with the standard, maintenance, operation and adequacy for the risk involved. These inspections shall be carried out by an independent third party. (i.e. not the system owner, building occupier, system installer or service and maintenance contractor).This requirement is a new addition to the TB.

TB206 – Passive fire protection of sprinklered buildings.Previously there were permitted exceptions to sprinkler protection in some areas with a perceived low fire load, including staircases, enclosed toilets and washrooms. Where sprinklers were omitted, passive fire protection or compartmentation was required to mitigate the risk. This was in the form of 120 min compartmentation. Although permitted exceptions still exist in the standard, they are no longer permitted in buildings over 30 m high. Therefore for a sprinkler system to fully comply with the LPC rules and an LPS 1048 certificate provided for the completed system, all areas must be provided with sprinkler protection, including toilet blocks.

This does not include necessary exceptions which cover areas where the presence of water may present a hazard. i.e. electrical switch rooms etc. With these areas a suitable alternative suppression system should be considered. It is normal practice to provide sprinklers within electrical rooms and areas where HV is not present.

Many other changes have been made to the standard which affects the design of other building services systems, e.g. backup power generation provided for wet fire systems.
