    North Dakota’s Airport System

    89 Public-Use Airports in North Dakota

    • 71 airports are paved

    • 18 airports maintain turf

    only runways

    54 are eligible to receive federal funding

    35 are maintained utilizing state and

    local funding only

    Over 200 private airstrips also exist

    throughout the state

    North Dakota Aeronautics Commission

    • Separate agency from the State DOT

    • 5 member commission

    – 6 Full Time Staff

    • Special Fund Revenue - $8 million per biennium

    – Aviation Fuel Tax – 8 cents per gallon

    – Aircraft Excise Tax – 5% (3% for aerial applicators)

    Legislative Success

    • 2013 Session

    – $66 million in one-time funding for airport infrastructure grants

    – State Century Code was updated to allow airport

    infrastructure grants from state general funds to be utilized on

    all public use airports outside of the commercial service

    airports.

    • 2015 Session

    – $54 million in one-time funding for airport infrastructure grants

    – $6 million was allocated for University of North Dakota apron

    reconstruction

    – State Century Code was updated to allow the Aeronautics

    Commission to keep the earnings on its special fund balance

    instead of having the interest earning transferred to the

    state’s general fund.

    Legislative Success

    • 2017 Session

    – $40 million in one-time funding for airport infrastructure grants

    – State Century Code was updated to:

    • Allow ND state tax department more authority to assist with

    delinquent excise tax payments

    • Clarified the intent and purpose of the Aeronautics

    Commission special fund and each revenue source

    • Aircraft registration fee schedule was updated for the first

    time since 1987

    • Updated and Cleaned up Language in the state Airport

    Authority Act

    • Allow local airport infrastructure funding to be considered

    within capital mill levies

    Legislative Success

    • 2019 Session

    – $20 million in one-time funding for airport infrastructure grants

    – A new fund called the “airport infrastructure fund” was created

    to be filled from future oil tax revenues that will deposit up to

    $20 million in the fund each biennium.

    • Automatic carryover authority was granted for funds

    through 2023

    – A new “Municipal Infrastructure Fund” was created that will fill

    to $115 million each biennium and those funds will be

    disbursed to each city based on a population formula. These

    funds are eligible to be used for the local share of the costs

    associated with different types of infrastructure improvements

    – including airports.

    $150 million in additional state allocations have been authorized since the

    beginning of the statewide effort in 2012.

    Initial Planning

    • Face to face meetings with all affected communities

    • Immediately began updating individual airport layout plans at key affected airports

    • Complete overhaul of all airport capital improvement plans

    • Complete overhaul of statewide capital improvement plan

    Infrastructure Challenges

    • Airport Congestion– Lack of Apron Space– Lack of Taxilanes for Hangar Development– Lack of Hangars

    • Larger & Heavier Aircraft– Airports were not designed for large aircraft– Pavement Strength Issues– Runway/Taxiway Length and Width Issues

    • Cost of Construction– Cost of construction in North Dakota at all time high– Need to maintain current pavement infrastructure

    competes with the need for expansion to accommodate growth

    • Limited Window to Construct– Short Construction Season in North Dakota

    • Growth was occurring during time of Aging Infrastructure

    RESULT – Over $500 million of new airport projects were identified

    • Involved Governor's Office and Congressional Delegation• Aeronautics Budget request was similar to Airport Association’s funding request

    • Issued press releases and articles that informed the public about airport needs

    • Statewide tours and meetings to discuss the updated state aviation system plan

    • Met with Federal Aviation Administration at multiple levels
