Leo MacNeil - VP of Community RelationsLeo MacNeil

was promoted toSenior Vice Presidentof CommunityRelations and CRAOfficer at HarborOne Credit Union.He was formerlySenior Vice Presidentof Marketing andCRA Officer for the Brockton-based creditunion.

In this newly created position,MacNeil is responsible for strengtheningthe HarborOne brand by building orexpanding partnerships within the ninecommunities it serves. He is workingwith local groups and government lead-ers to assess community needs and thencoordinate assistance through supportand volunteer efforts by HarborOne staff.

MacNeil has worked for HarborOneCredit Union for 15 years. He is the for-mer chairman of the Board of Directors ofOld Colony Hospice and the BrocktonHousing Partnership. MacNeil has a mas-ter's degree in education from BostonUniversity and a bachelor's degree fromNortheastern University.

Community Health & Fitness Expo a SuccessAt the

third annualCommunityHealth andFitness Expopresented byNew EnglandSinai Hospitaland the Striar Jewish Community Centerof Stoughton, more than 500 parents, chil-dren and grandparents enjoyed the festive“country fair” atmosphere while benefit-ing from free screenings, exhibits andinteractive demonstrations. Among theservices and demonstrations offered werea new Golf Swing Analysis and PuttingGreen, Infection Control demonstrations,foot screenings, blood pressure checks,skin cancer screenings, cardio dance work-outs, chair yoga, and pulmonary lungfunction testing. The busiest booths werethe blood pressure check and the bloodglucose screening.. More than 150 bloodglucose screenings were conducted duringthe four-hour event. New England Sinai: CARF-AccreditedCARF International, the

Commission on Accreditation ofRehabilitation Facilities, hasannounced that New England SinaiHospital in Stoughton has been award-ed its 11th consecutive three-yearaccreditation for its InpatientRehabilitation Programs andOutpatient Medical RehabilitationPrograms. This three-year accredita-tion designation is the highest levelthat is awarded by CARF and recog-nizes Sinai's substantial conformanceto rigorous standards of quality,accountability, value and service.

Sinai is the only rehabilitationprovider in Massachusetts with aCARF-accredited Outpatient MedicalRehabilitation Program. Since thescope of this recent accreditation wasexpanded to include the OutpatientAmputation Specialty Program(Adults), as well, Sinai now becomesone of the first few organizations in thecountry to achieve accreditation forboth Inpatient and OutpatientAmputation Specialty Programs(Adults). Voc-Tech Schools Score High On MCASMCAS scores for the 26 voc-techs in

Massachusetts have jumped 40 percentsince 2001. Their graduation and MCASpass rates both top state averages, anddropouts are less than half as frequent asin other public high schools.

More than 27,000 Massachusetts stu-dents attend voc-techs and over 2,800 areon waiting lists. Enrollment is up 15 per-cent during the last decade, even as theCommonwealth's overall public schoolenrollment is declining.

Holiday Parade Features Santa

The annual Brockton HolidayParade is being sponsored by theDowntown Brockton Association(DBA), the City of Brockton and theCampello and Montello BusinessAssociations.

Free pictures with Santa, spon-sored by Independence Associates/Tuxedos by Merian, will take placeat 10am at 141-143 Main Street. CityHall Activities will take place from10:00 am - 4:00 pm.

The parade will begin at 1:00p.m. in front of the old BAT Terminalon Main Street, ending at City HallPlaza. It will feature creative floats,clowns, marching bands, marchingprocessions and, of course, a very

jolly man in red. Parking is availableat the parking garage located on thecorner of Main and Crescent Streetsat no charge. The Grand Marashallis Mark Goddard of ‘Lost in Space.”

Regional Wastewater Plan Gains Traction

The Old Colony PlanningCouncil (OCPC), the City OfBrockton, the Department ofEnvironmental Protection (DEP) andthe Army Corps of Engineers havepartnered to undertake a study ofregional wastewater disposal optionsin 15 communities in the TauntonRiver basin, generally north ofTaunton/ Raynham/Bridgewater.The study was an outgrowth of theOCPC Regional WastewaterPlanning Committee, which includesthe communities of Avon, EastBridgewater, West Bridgewater andEaston who were experiencing diffi-culty developing community-levelcomprehensive wastewater manage-ment plans that are environmentallyacceptable, institutionally practicaland affordable. A regional approachmight provide a number of benefitsthat have not yet been explored. Thepurpose of this evaluation project isto investigate opportunities forregional initiatives that are cost-effec-tive, leverage local and state political

The study is being conducted intwo phases. Under phase I, the con-sultant team (CDM with Weston andSampson) are identifying disposalneeds, developing a shortlist ofoptions and writing anEnvironmental Notification Form(ENF) for submittal under theMassachusetts Environmental PolicyAct (MEPA) process. Following theissuance of a Certificate, they willprepare a scope for theEnvironmental Impact Report (EIR)that flows from the certificate. PhaseII will involve the actual conduct ofthe EIR. OCPC, DEP, the City ofBrockton and the Army Corps ofEngineers are contributing to thePhase I study. The Old ColonyPlanning Council through the com-munities has submitted a ProjectEvaluation Form (PEF) request to theState Revolving Funds (SRF) for theconduct of Phase II. Additionally,OCPC will also be filling state andfederal legislation for funding partsof phase II.

Brockton Hosts Work Force Summit

Chamber President and CEO Christopher Cooney, a member of theGovernor's Workforce Investment Board, introduced Massachusetts Secretaryof Labor and Work Force Development, Suzanne Bump to the more than twohundred business and education leaders in attendance. Youth Participate in Competitive WorkforceThe Metro South Chamber of Commerce is pleased to announce the adoption

of a new competitive workforce program, Connecting Activities, in partnershipwith the Brockton Area Workforce Investment Board (BAWIB). This program com-pliments the recent decision to incorporate competitive workforce issues into theChamber's Economic Development division. The Chamber promotes ConnectingActivities between employers and youth and seeks to raise employer awareness andparticipation in activities that strengthen both employees and youth.

Connecting Activities is a unique program as it creates a competitive workforceby providing young people with business experience. The skills youth developwithin the structured internships translate into the skills needed to thrive in today'sdemanding economy. Over 200 employers have already worked with area youthoffering internships and career exploration opportunities.

A major benefit from shifting to IPcommunications is lower total cost.Long distance calling expenses generallycan be dramatically reduced. In addi-tion, IP creates more efficient, and lessexpensive, networking if your businessoperates from multiple locations.

Businesses depend upon telecommu-nications more than ever before. Thechoice of technology and which carrieryou use are important decisions thatshould be considered carefully. As witheverything, it pays to shop around andreview your options.

The newly reorganized Brockton Lions Club will hostan Orientation on November 5th, 6-8pm at the Metro SouthChamber of Commerce, 60 School Street, Brockton.

The Brockton Lions Club was chartered in 1925, one ofthe oldest of 45,000 chapters in 202 countries that include anetwork of 1.3 million members. Lions Club provides an

opportunity for residents to work together for the betterment of their communi-ty. Each Lions Club donates an estimated $9,900 to charitable causes each yearfor a total of $449 million and members volunteer some 76 million hours a year.

Known for working to end preventable blindness, Lions participate in a vastvariety of projects to make their communities better places to live and work.These projects include cleaning up local parks, providing services for youth, sup-porting diabetes education, conducting hearing programs and providing sup-plies to victims of natural disasters.

Credit, Money Flowing at SEEDIn spite of the current credit crisis

and the slowing of commercial lendingfor business expansion, SBA 504 loansare still available for qualified smallbusinesses seeking to expand throughreal estate acquisition, adding on totheir existing buildings, or needing tomake large equipment purchases.

SEED reported making 102 smallbusiness loans totaling $33.2 million infiscal year 2008 which ended onSeptember 30. 68 of these loans weremade under the SBA 504 Program and34 loans were small loans up to$100,000.

"These loans leveraged another $50million in bank loans and privatefunds, and were responsible for thecreation of 534 new jobs. Many of thesmaller loans were made to businesseswhich could not qualify for conven-

tional bank financing due to insuffi-cient collateral, and tight cash flow,"stated Maria Gooch-Smith, SEED'sExecutive Director

The SBA 504 Program is the perfectfinancing option at times like this sincethe participating bank only has to pro-vide 50 percent of the financing need-ed, and an SBA 504 loan provides 40percent behind the bank. In addition,the SBA 504 loan carries a fixed interestrate for 20 year. SBA 504 loans providea steady source of long term debt atfixed interest rates, frequently withonly 10 percent down on a new proj-ect for a small business, helping to con-serve cash for operating expenses
