AWARDING CEREMONIES

The awarding ceremonies include (but are not limited to):

a. Tribute to the Scoutmasters b. Outstanding Regional/Council Commissioners c. Outstanding Regional/Council Chairpersons d. Lorillard Spencer Trophy Award

NOMINATION As stipulated in the Boy Scouts of the Philippines (BSP) Constitution and By-Laws, Article V, Section 4 and 5 and Article VI, Section 4, the followings are specifically provided for: Section 4. Committee on Nominations. The Committee on Nominations shall be composed of not more than five (5) members of the National Executive Board whose terms are not expiring. The members of the committee shall, at least ninety (90) days prior to the annual meeting of the National Council, be appointed by the National President of the Boy Scouts of the Philippines, subject to the approval of the National Executive Board. Local Councils in good standing and members of the National Executive Board may submit nominee/s for membership in the National Executive Board; provided, however, that no more than two (2) nominees shall come from the same Local Council, in addition to re-electionists therefrom, if any. Section 5. Information on Nominees. All proposals for nomination shall be submitted in writing to the Committee of Nominations for its recommendation so as to be received by the Committee at least four (4) weeks prior to the opening of the National Council Meeting. This Committee shall be given full information concerning all possible candidates. During the deliberations of the Committee, it shall meet in an executive session, and on request of any member, voting for nominees for the National Executive Board may be by secret ballot. This Committee shall submit a list of nominees containing not less than twice nor more than thrice the number of positions to be filled. Nominations on the floor may be allowed by majority vote of the members of the National Council present at the meeting, provided that such person nominated on the floor has been previously nominated but not considered by the Nominations Committee. Article VI, Section 4. Private Sector Representatives. There shall be fifteen (15) representatives from the private sector who shall be elected as additional National Executive Board Members as prescribed by RA 7278. As much as possible, these fifteen (15) representatives, except those as specified in Section 2, G, of this article, shall be recruited from as wide a spectrum of private sector groups, including but not limited to members of the business, professional, academic and religious communities, as possible. Nominations for Regular Membership and Private Sector Representatives in the National Executive Board must be submitted to the Committee on Nominations and Election, c/o Mr. Rogelio S. Villa, Jr., Secretary General, BSP National Office, 181 Natividad Almeda-Lopez St., Ermita, Manila not later than 14 March 2018. Nominations sent by mail and postmarked on or before this date shall be considered. Nomination form for both Regular Member and Private Sector Representatives is attached herewith.

ELECTION OF REGULAR MEMBERS Each Local Council shall be entitled to four (4) votes only, but will be entitled to one (1) additional vote for every ten thousand (10,000) of its Scout Membership as of December 2017. The additional vote(s) shall be cast only by the Head of Delegation.

Participating Council Scout Executives shall be allowed to vote in behalf of the council’s voting delegate provided that he/she is the only official delegate from his/her local council, and that a Council Executive Board resolution has been submitted to the BSP National Office not later than 31 March 2018. REGISTRATION/CONFERENCE FEE a. Each participant shall pay a conference fee amounting to Two Thousand Five

Hundred (Php2,500.00) Pesos to cover cost of meals from 06 May 2018 (afternoon snack) up to 08 May 2018 (lunch). The conference fee DOES NOT cover breakfasts since they are usually included in the hotel’s accommodation.

c. The accomplished Notice of Attendance, together with the scanned copy of the deposit slip must reach the BSP National Office on or before 31 March 2018 through [email protected] or [email protected].
