For Travel to Professional Meetings SPRING AWARD PERIOD: January 1 – December 31, 2020 STUDENT APPLICATION DEADLINE: March 16, 2020 AWARDS ANNOUNCED WEEK OF: May 18, 2020 Graduate Studies is now accepting applications for graduate student travel to meetings of nationally and internationally recognized professional societies to be held between January 1 through December 31, 2020. ELIGIBILITY Graduate students at or near the completion of their studies who have not previously received this award and who are presenting a research paper (acceptance of paper may be pending at time of application) are eligible. Students must be in good academic standing and are required to hold and maintain a minimum GPA of 3.0. Applicants must be registered graduate students. Students on PELP (Planned Educational Leave Program) are not eligible for this award. Students on Filing Fee status may apply. Travel must take place during the award period (see above) and prior to the student submitting their thesis or dissertation. AWARD Award amounts vary depending on the destination of travel. Only actual expenditures up to the award amount are allowable under the UC Davis Policy and Procedure Manual, Chapter 300 Travel and Transportation (https://ucdavispolicy.ellucid.com/documents/view/339). The Sacramento Chapter of the American Public Works Association (APWA) has scholarships
available for both Undergraduate and Graduate students interested in pursuing a career in a
Public Works related field. Awards of up to $3,000 will be presented based on qualified
applications received from Civil Engineering and Construction Management students at UC Davis,
Sacramento State University, University of the Pacific, and Chico State University.
The applications are screened based upon academic scholarship, student activities, evidence of
work accomplishments, honors, etc.
Scholarship Applications will be distributed via university email lists and are posted online at
http://sacramento.apwa.net/. The submittal package consisting of a Scholarship Application, a
Personal Statement (500 words maximum), and current transcripts (or other acceptable record
of college grades) should be completed and must be submitted electronically via email. The
submittal package shall have a date stamp no later than April 10, 2020 and should be sent to the

James C. Ray Transportation Scholarship
American Public Works Association – Sacramento Chapter
A scholarship has been established in the name of James C. Ray, a pioneer in transportation engineering,
to encourage students pursuing an education in the transportation field. Jim received a BS in Civil
Engineering from the University of Minnesota and a Master's degree in Transportation from UC Berkeley.
Jim's career in the Public Works arena extended from 1954 to 1994. Most of his career was spent with the
Transportation Division of Sacramento County. Throughout his forty-year career, he was a leader and
innovator in transportation issues. Early in his career he wrote the first authoritative paper on Right Turns
on the Red. He devised and first used the Two Way Left Turn Lane which greatly reduced rear end
collisions and later became a national standard. He pioneered computerization of traffic signals in the
1960's and coauthored a national Uniform Traffic Markings Manual. In 1988, he was instrumental in the
passage of a Transportation Sales Tax for Sacramento County which funded roadways, transit, bikeway
and pedestrian improvements.
Jim worked tirelessly for APWA. He served as Chapter President in 1986, was selected as Chapter Member
of the Year in 1988 and received the National Award as a Top Ten Public Works Leader in 1990. He was
especially interested in the APWA Scholarship Program and was a founding member of the Sacramento
Chapter's Education Endowment Fund. This scholarship, in his name, is intended to advance the
transportation profession by providing financial assistance to young engineers in the study of
transportation issues.
Criteria:
Candidates must:
➢ Attend one of the following four-year universities: UC Davis, University of the Pacific, Sacramento
State or Chico State.
➢ Attain upper-class standing in an engineering discipline related to transportation or be in a
graduate program focused on transportation and provide a copy of their transcripts to show
transportation coursework.
➢ Demonstrate an interest in transportation by writing an essay explaining their desire to pursue
an education in transportation, goals as a transportation professional, and their experiences
related to transportation issues.
