AWDO Objectives

• To Provide an overview of the Water Security of DMC’s

• To guide policy reforms and capacity building

• To influence investment priorities

• To show progress over time - comparing 2013, 2016, 2020

• To support operational areas of ADB : setting investment priorities

• Be a communication tool on Water Security for the Asia and Pacific region

Quantifying Water Security

• Each KD is a combined measure of various ‘states’ of the water system • KD 1 = f (water supply (%), sanitation (%), DALY)

• KD 2 = f (broad economy, water productivity in agriculture,

industry, and energy)

• KD 3 = f (urban water supply (%), sanitation (%), flood)

• KD 4 = f (pressures/threats, flow alteration, governance)

• KD 5 = f (exposure, vulnerability, capacity)

• Each KD is scored at a scale of 1 – 20

• National Water Security is sum of the 5 KDs – scale 1 - 100

• National Water Security Index: 5 stages: • Stage 1: Hazardous (score < 36)

• …….

• Stage 5: Model (score >96)

• Provision of safe water and sanitation for all people

• KD Measures to what extent countries are satisfying their household water and sanitation needs and improving hygiene for public health

• Sub Indicators are • % with access to piped water supply • % with access to improved sanitation • Hygiene

• SDG 6 - Targets 6.1 and 6.2

• Data Source: JMP2014, DALY 2012

• Strongly linked to Gross Domestic Product and Governance

KD1: Household Water Security

Page 9: AWDO Key Dimensions for Household, Urban, and the

• The inequalities • Within regions, countries, and cities

• Rich and Poor

• Rural and Urban

• More equal and inclusive policies are required

• Thailand shows lowest inequity

• Strong leadership and sustained commitment is essential to narrow the gaps

KD3: Urban Water Security • To describe progress countries are making to provide

better urban water services and management in order to develop vibrant, livable cities and towns

• Sub Indicators • % with access to piped water supply

• Economic damage due to floods and storms % GDP

• Urban Waste Water Collected % population

• River health (Taken from KD4)

• SDG 6.1 – Target 6.1 and 6,2

• SDG 11 – Goal 11

• Data Years: 2015

Issues • Non Revenue Water

• Leakage, theft, failed meters, unmetered uses

• Leakage could lead to waterborne diseases

• Consumers willingness to pay

• Water Consumption • Not included in the KD

• Ranges between 100 to 600 l per day per capita

• Water Supply Security

• Energy Implications

• Waste Water Security

• Drainage and flood security

• Strongly correlated to GDP and Governance

sustain ecosystems services

• Sub Indicators • River Health (River Health Index) – Determined using a model

• Hydrological Alterations – Flow regulations

• Governance & Environment

• SDG Links: • SDG 6 – Target 6.3 and Target 6.6
