HUA HIN, THAILAND An announcement this week by the Hua Hin Immigration Office regarding the carrying of ID and rules concerning travel within Thailand has caused confusion and consternation among many foreigners. Many saw the announcement on local and national expat forums, but when we contacted Hua Hin Immigration they advised us that some things had been misunderstood, so we hope to clarify those here. No new rules have been introduced, and what was announced was a reminder of laws that have existed since 1979 contained in the Immigration Act; it can be taken that these will be more strictly enforced from now on though. There are three elements to the announcement; the first is that all foreigners in the Kingdom must always have one of the following forms of photo ID with them; (i) their passport; (ii) a Thai driving licence; or (iii) a copy of their passport’s photo page and date allowed to remain until page. We have been assured that (iii) does NOT have to be stamped or certified by immigration. Failure to have this ID is liable to a fine of 2000 baht. The second part is that if a foreigner travels and stays in another province for longer than 48 hours, the owner of the accommodation must notify the local immigration office within 48 hours. Hotels and guesthouses already routinely do this for any foreigners residing, hence asking to copy your passport on arrival. Finally any foreigner must report to Immigration within 24 hours of moving in to a new address - on your arrival card you already reported your place of stay, and if that changes you need to visit Immigration and report your new address. This week it is..... hoi polloiThe common masses.This term is of Greek origin and a literal translation from the Greek οἱ πολλοί is ‘the many’. There are many examples of it in print in its original Greek form, dating back to the 17th century. The earliest known is a 1668 essay by John Dryden - Of dramatick poesie: “If by the people you understand the multitude, the οἱ πολλοί”Many believe that this term was adopted into English by the american writer James Fenimore Cooper. he did use ‘hoi polloi’ in his Gleanings from Europe in 1837, but before then it was in common use by those whom we might expect to have been familiar with classical Greek - scholars of Oxford and Cambridge universities. For instance, the various classes of degree of Cambridge’s Mathematical Tripos were Wranglers and Senior and Junior Optimes (what we would now call First, Second and Third Class), followed by hoi Polloi - also called Poll Men or Polloi Men. The first record found of this in print is from a listing of Cambridge degree awards in The Times, 22nd January 1833. There are two linguistic points of interest concerning hoi polloi. The first is whether or not to precede it with ‘the’. Some argue that, since ‘hoi’ means ‘the’ in Greek, then we should omit the article and just say ‘hoi polloi’. Others argue that this is merely pedantic, not to say inconsistent with other uses of articles inherited from others languages; for example, alchemist, which comes from the arabic, where al means the - and yet no one complains that the alchemist is incorrect. The second point is that some believe hoi polloi to mean ‘the upper classes’; for example, this from the Chicago Daily herald, October 1984: “Brent Musburger, whose talks with WGN are continuing, was among the hoi polloi in the rich seats.”This usage is possibly influenced by a mistaken association with ‘hoity-toity’. Our view of what is hoity-toity now is defined by the ‘looking down the nose’ manner adopted by characters like Lady Bracknell, in Oscar Wilde’s The importance of Being Earnest.These days we hardly expect to hear lager louts described as hoity-toity. The two meanings of the term aren’t as far apart as it might seem though and one seems to have migrated from the other. The frivolousness/riotousness meaning was first recorded in Sir Roger L’Estrange’s 1668 translation of The visions of Don Francisco de Quevedo Villegas: “The Widows I observ’d ... Chanting and Jigging to every Tune they heard, and all upon the Hoyty-Toyty, like mad Wenches of Fifteen.”The later meaning isn’t seen until around mid to late 18th century and is recorded in O’Keefe’s Fontainebleau in 1784: “My mother ... was a fine lady, all upon the hoity-toities, and so, good for nothing.”as with many reduplicated phrases, one word carries an existing meaning and the other is present for emphasis. in this case the earlier meaning of the term came from the word hoit. This is a now defunct verb meaning to indulge in riotous, noisy mirth. That in turn was formed from hoyden - a boorish clown or rude boisterous girl.The change from one meaning to the other seems to be due to the pronunciation of hoity as heighty and the subsequent allusion to highness or haughtiness. Two 18th century dictionaries give intermediate forms:B.E’s a new dictionary of the terms ancient and modern of the canting crew, circa 1700 - “Hightetity, a Ramp or Rude Girl.”Francis Grose’s a classical of the vulgar tongue, 1785 “Heighty toity, a hoydon, or romping girl.”

BanG GOES ThE BahTBeing an expat makes a little economist out of all of us to a certain degree... Just one example; how often do you find yourself moving between one currency and another, or even two, three or four at once! When hans, down the pub, says that a decent Wiener Schnitzel costs 12 euros in his home town, most of us will find ourselves reflecting on how far the equivalent (about 500 Baht) will go on a night out around Cha am or hua hin. But how often do we stop and really think about the ramifications of the currency conversions that we make in everyday life? as an expat in Thailand currency should be an important consideration for all of us as it can have a huge impact on our finances and in particular how far we can stretch our Baht (or Euro, Dollar, Pound, etc.,). in the past 12 months alone the Thai Baht has fallen (high to low) against a range of major world currencies by as much as around 17% (Sterling), 9% (Euro) or 6.5% (uSD). Of course if you have assets in these currencies, be it a property, cash deposits or investments, or if you are receiving an income, pension or otherwise, from overseas, this has been great news as you’ll have seen real increases in value in Thai Baht terms.Of course, on the other hand if you have most of your assets here in Thailand, but have commitments overseas like a mortgage, child at university or debts, you will have found these outgoings have become a bit more expensive. it is swings and roundabouts and that is only over the past year. Many of us have been here longer than a year and i am sure that many of you will remember a time when the Baht was significantly

weaker against other major world currencies. (2005: 75 Baht to the pound anyone?)For example, over the last ten years GBP has seen highs of up to 76.01 against lows of 43.80 to the Baht. That is a shift of more than 40% in the relative value of the two currencies. Meanwhile uSD saw a high of 41.70 against the Baht versus a low of 28.65, a shift in value of just over 30%.This raises two important points; Firstly, over the last ten years holding uS Dollar would have proved a better option than pounds sterling because there was less volatility against the Baht. (The highs weren’t as high and the lows weren’t as low so there was more to lose holding sterling.) Secondly, just because holding uS Dollars would have proven a better option over the last ten years doesn’t mean that it will for the next. indeed it is always easier to make a judgement about the past than a prediction of the future.So what can be done? Well, firstly you should diversify your assets through a range of different currencies if you can. Secondly you should contact an experienced foreign exchange broker whenever you are moving money. This will mean that you have more options on which currency to move in or out of, helping you make the switch at the best time, generating better rates. however, there’s always the prospect that another series of protests may send the Baht into turmoil!

mags meanderings: from som tam to musHY peas

WEaThER WOMEnThis week for a change ThaB is aimed more at the ladies, which doesn’t mean that you guys are banned from the page. anything that helps you to get in touch with your feminine side has to be good.So you know the feeling - yet another evening of non stop sport on TV. With BBC 1 showing over 11 hours coverage of the Commonwealth Games in just one Saturday, a switch to a different channel and a decent movie was in order. Then the neighbours fire up the BarB and begin to party loudly. Which on an evening of normal British weather wouldn’t be a problem because all the windows would be closed.Except that the windows were flung wide open, because summer has arrived with a vengeance, and the good people of hull are wilting. at least for the time being. By the time you read this of course the heatwave could well be over. But for now even the somewhat darker skinned assistant in my local Off Licence is complaining about the high humidity. ‘You don’t get this in Spain or Portugal you know.’ i doubt he has ever been to Thailand, because in reality we have had several days of a very acceptable 25 degrees or so, with considerably lower humidity than on an average day in Bangkok.Brits of course are famed for moaning about the weather, and singularly ill equipped to cope with its’ extremities. On a recent evening out with ‘the girls’ a little rain was forecast, along with 20 something degrees. in Thailand that would mean going out wearing sandals and perhaps toting an umbrella. after all our feet are waterproof, but hair requires a little protection for a night out.To my surprise however the rest of the girls were kitted out in boots or full shoes. Some - believe it or not - even wore socks!i realise that a lot of male expats do feel the need to wear shoes and socks sometimes. it’s often a requirement of either smart dress or the golf course. and i do admire expat women who can tolerate high heels and even sometimes hosiery. But hosiery and full shoes were certainly top of my list of the things that, as an expat, i didn’t miss about England.

Second on the list was probably the endless complaints about the weather.along with summer in the uK come all the fetes and festivals, and last week an armed Forces Veterans Day was held in one of hulls’ public parks. unfortunately one of the highlights of the day had to be abandoned, when it was discovered that it was impossible to land a large army helicopter on the site without the down draft blowing over a couple of marquees and a Porta Loo. Fortunately no-one was using the Porta Loo at the time, but it does show that these kinds of incidents do not, contrary to popular belief, only happen in Thailand.

a food delicacy provides our word of the week. ‘Teacake’ requires no explanation for native Brits, but our american, australian and other non Brit friends may have puzzled over those dancing teacakes in the opening ceremony of the Commonwealth Games. So by way of clarification, the dancing teacakes actually represented Tunnocks chocolate covered marshmallow filled confections with a biscuit base. (Other brands are available south of the border.)They are not to be confused with the teacakes which we toast, and which are more like a soft bagel but containing raisins instead of a hole.The Scots of course are also famous for deep fried Mars bars, and could well be developing deep fried Tunnocks as we speak.
