Peter O'Sulllvan predicted Democra-tic disaster If the Fusion ticket as re-

clared the time waa ripe for the Demo-crats to make good with tho Home Rul-ers. Frank Harvey scored Democratichaolcs who would not stand for posi-tions on the ticket.

After the motion to table the tickethad been lost, a motion to carry waandopted

Chairman Turrlll named Harvey,Prendcrgast nnd Emmeluth to notifythe Home Rulers that the fusion

had been adopted.The Homo Rulers also adopted th

Ataxpayer might be required to paytaxes for a state, territory or even amunicipality, but he could not be com.pelled to pay taxes to tbe territory forthe use of any particular locality,Taxation and representation should gotoeetheil He should psy municipaltaxes but only for the purpose of thamunicipality to which he belonged.Territorial taxes were for the Terri-tory, county taxes for the county, andmunicipal taxes for the municipality.The County Act was void because Ittook the county taxes out of the Terri-torial funds, Independent of the question of the security of the bondholders.
