1- DESCRIPTION OF THE PROJECT a) Title of the Projects Under the LV-MV Electricity Distribution Expansion Work for the Anatolian Side of Istanbul, it is composed of the two following projects:

1) UMRANIYE II: LV-MV Electricity Distribution Extension Work for Umraniye, Bostanci, Samandira, Kartal Operation Departments.

2) 03D0240 IAY VIII: LV-MV Electricity Distribution Extension Work for Kartal, Pendik, Icmeler Operation Departments.

Note: Equipment to be used in the project shall not contain any PCB. b) Description of the Projects Within the approved Projects for the Anatolian Side of the City of Istanbul, the general descriptions of the works for the operation of Periphery Ring between Transformation Substations as an underground cable line and the replacement of LV network which has completed its life cycle as a new underground network within the relevant regions are shown in detail within the following table. c) The Aims and Justification of the Projects The routes of previously installed power transmission lines with 477 MCM, Pigeon, Raven and Swallow conductors have been densely populated with buildings constructed under and the sides of the routes due to uncontrolled settlements without any protection foreseen within the Municipal development plans and thus the safety clearances required within the regulation for Electricity Power Current Plants were ignored and violated. Failures in isolators and conductors on the aerial lines cause difficulties in supplying energy. Furthermore, it has been deemed that the shared LV-MV Network installed at the same route and that needs to be renewed due to expiry of its life cycle will be transferred to the underground. In this way, it is aimed to install the aerial electricity distribution networks as underground lines in order to solve the problems within the networks with aerial lines, to supply uninterrupted and continuous energy with a regular voltage and a stable frequency, to provide harmony with the environment, to decrease losses-and illegal use, to prevent loss of human lives and assets, to decrease the cost of operation, and to provide positive assets to the country’s economy. d) The Benefits of the Project The above mentioned project is not a new one but it is the acceleration and extension of the projects that have been partially implemented due to limited amounts of allocated budgets. The following issues shall be maintained with the implementation of this project:

1- The needs of all customer groups shall be met as the energy interruptions will be significantly decreased;

2- The amounts of loss-illegal use energy shall be decreased; 3- The operation costs shall be decreased; 4- The sales shall increase as the energy that cannot be sold due to failures will be easily

sold; 5- The rate of failure that may cause material and personnel losses shall be decreased and

thus the indemnity costs that may be paid shall be reduced; 6- Visual pollution and the occupation of pavements shall be eliminated; 7- The life cycles of the equipment shall be increased due to the decrease in failures; 8- Penalty fees that must be paid in accordance with the Law for Electricity Market with

the Issue No. 4628 shall be corrected and improved.

2- MEASURES PLAN

This section of the report includes the “Measures Plan” that establishes the steps required to ensure conformity with the principles and procedures laid down in the national environmental legislation during the planning/project design, construction and operation activities of the proposed (underground cable) project. The vehicles transporting materials shall be covered. In particular, the work sites shall be watered under warm, dry and windy weather conditions.

The noise levels of the excavation and work machines shall not exceed the levels indicated in the Regulation on the Evaluation and Management of Ambient Noise; Impulse noise may not exceed 70 dBA Construction activities shall be performed between 07.00 and 19.00 hours. In cases where it is compulsory to carry on with the construction activities at nights, the local people to be affected from the noise shall be informed thereof minimum one week beforehand.

Exhaust Emission

Whether each vehicle used for construction works has measured its exhaust emission levels in accordance with the criteria set by the Ministry of Environment and Forestry as well as their “Motorized Vehicle Exhaust Emission Measurement License” shall be checked and supervised.

In order to avoid any damage on other infrastructure systems (water, natural gas, sewerage, communication, transportation, etc.), the related agencies and entities shall be informed in writing before starting excavation works.

Public Safety

In order to avoid any danger that may be posed by the project against public safety (particularly for children), people must be prevented from entering the construction sites, using plastic stripes, barriers as well as phosphorous enlightened warning signs. Furthermore, the necessary measures shall be taken to ensure a safe flow of traffic in cooperation with the related agencies.

Electro-Magnetic Area (EMA)

The threshold values indicated in Turkish Standards Institute’s applicable standard no TS ENV 50166 “Exposure by Human Beings to Electromagnetic Areas-Low Frequencies (0 Hz-10 kHz)” (dated April 1, 1996) shall not be exceeded. Operating frequency is 50 Hz, magnetic flux density is 6.4 G (0,64 mT) and electrical field intensity is 10 kV/m.

In conclusion, through the specification of the measures required to minimize the

above mentioned environmental aspects of the project, it is estimated that the activities to be carried out within the framework of the proposed project will not have significant impacts on the environment.

5- INSTITUTIONAL ARRANGEMENTS

The “Measures Plan” which sets out the measures required to minimize the potential negative impacts of the activities to be performed during the project planning / design, construction and operation stages is given in Article II; and the “Monitoring Plan” that has been developed to check the implementation conditions of the principles and procedures set out in the “Measures Plan” is given in Article III. These plans also specify the agencies and authorities responsible for taking the necessary steps.

During the construction stage, TEDAŞ (companies) shall supervise the performance of contractors in complying with the provisions of the Environmental Management Plan. To this effect, the contractors shall be required provide reports every three months, and on-site reviews shall be conducted when necessary.

These progress reports to be received from the contractor shall be reviewed by the Distribution Company/Operation Directorate and the findings of the reports shall be compared with the own observations of the administration. As a result of the review, this Distribution Company/Operation Directorate shall communicate its recommendations to the Distribution Company, which will take action to put in place the necessary measures in line with these recommendations.

In case of any report submitted to the World Bank regarding the project pursuant to

the agreements, such reports shall mention the Environmental Management Plan as well.

6- MEETINGS WITH THE PEOPLE THAT WILL BE INFLUENCED BY THE PROJECT It was publicly announced on the radio channel, “Radio7” on the date of 30 December 2005 at 14:00 that an information meeting relating to the Ayedas II Project for the public would be held. THOSE THAT ATTENDED THE MEETING The participants are shown within the attached list. THE PRESENTATION DELIVERED AT THE MEETING During the meeting to inform the public to the participants, Ayhan Boyacı, the Vice Manager of the System Operation, expressed that the aerial lines with 35kV that had already completed their life cycles and would cause danger for human life and the environment as well as the aerial lines with 1 kV at the same route would be removed and there would be underground lines within the scope of AYEDAS I project which had been planned to be performed with foreign loan credits. The regions where the aerial lines would be changed into underground lines were respectively defined and explained. It was also announced that human life and the assets would be secured as a result of the new assemblies to be installed; the visual pollution at the environment would be eliminated; and a temporary disturbance would be caused during excavation works at the stage of the construction of the installation.

QUESTIONS AND ANSWERS Question #1: by Semiramis Ersipahi (President of Atasehir Environment and Culture Society) What measures will you take to prevent any difficulties regarding the entrance and exit of buildings that the citizens and shop owners may experience during excavation works? Answer #1: Steel bridges shall be utilized for the pedestrian and sideway roads to prevent any blockage to entrance and exit of the buildings; thick sheet iron (10 mm) will be used to enable the vehicle traffic for narrow areas and the excavation work will be partially performed for the wide areas with installing PVC pipes to enable flow of traffic there. Question #2: by Bedrettin Sezgin Silven (Electrical Engineer) Will these works that you undertake be performed as a result of the EU Compliance Laws? Answer #2: No. Our works include the underground installation of the lines that have been completed their life cycles and cause several dangers. Question #3: by Zeki Akar (Atasehir Magazine) It has been stated that energy transmission lines transmit radiation. The relevant works for the rehabilitation of assemblies that emit radioactive material have been carried out within the scope of this new law of environment. Is this the reason that you are now changing these lines into the underground lines? Answer #3: No. This is not the case. There are still energy transmission lines used in Europe and many regions of the world. Our case is, as we have already stated, the underground installation of the lines due to the fact that they have been completed their life cycles and that they cause several dangers. Question #4: by Fikret Birdal (the elected executive head of Cevizli Neighborhood) What will be the approximate cost of these works to AYEDAS? Answer #4: These works will be performed by the General Directorate of TEDAS with the loan received from the World Bank. The approximate cost is YTL 70 million. Question #5: by Ali Galip Yurtseven (the elected executive head of Baglarbasi Neighborhood) Sidewalk and pavements, asphalt and curbs that may damage during the excavation works cannot be restored to their original states even after they are repaired. Is it possible to construct the damaged parts again rather than repairing them only? Answer #5: I am sorry to say that we do not have such capacity. The cost for the construction of asphalt is paid to the relevant municipality by the contractor and these construction activities are then performed by the relevant municipality. Question #6: by Necaattin Ilme (the elected executive head of Ataturk Neighborhood) What are your planned works to prevent dust during excavation works? Answer #6: The working area will be watered to prevent any dust especially during dry air and windy days; and the lorries that will carry the removed earth from the area will be covered with dust preventing, protective material as well.

Question #7: by Mustafa Gumus (Retired) There are excavation works performed at our streets and roads by various authorities in every year. For example, a new asphalt coated street may be excavated again by another authority later. Isn’t it possible to maintain coordination between authorities responsible for infrastructure or isn’t it possible to construct a gallery system as many countries have now in several parts of the world? Answer #7: It is not possible to construct a gallery system at settlement areas. We attempt to maintain coordination with monthly meetings. However, in case of any failure or emergency case, the newly constructed areas may be excavated again. Furthermore, excavation works are performed in accordance with the framework of investment programs and allocations of the relevant authorities and sometimes late allocation of money may prevent to maintain such coordination with some authorities. Question #8: by Veysel Colak (the elected executive head of Ugur Mumcu Neighborhood) There are buildings under these aerial lines or poles nearby buildings. Who will be liable for any accident that may cause any injury or loss such as breaking of roof tiles by wires or hitting of a pole to any building while these lines or poles are being removed? You have told us that works would be performed by TEDAS and how is it possible to control this work from Ankara and what will be the exact role of your authority here? Answer #8: The tender will be awarded in Ankara but we will have control of it. During the works, all necessary measures will be taken to prevent any harm to the environment. Question #9: by Fahri Kinali (Retired) One of the lines that you will remove is passing over my house and you have a pole at my 16 m2 garden. When I applied to the municipality for the license of construction, they had not issued the permission to construct another storey as the line and the pole are shared by TEDAS on the safety clearance area. In our neighborhood the shared storey is five and how can I obtain the right of this shared storey after the line is removed so that I may construct another storey? Answer #9: Before the lines are removed, the decision of removal for the lines is issued in Ankara and upon the application of citizens a value estimation commission is met. A market value is defined and determined and when a citizen pays this amount, the waiving of the shared right and/or the sale of the pole area is performed from the land registry office. After these procedures, a new shared storey is defined and determined upon the application made to the relevant municipalities. Conclusion: The people of this region and other invited people who attended the information meeting had sufficient information on the issues regarding the implementation of the project and its effects. They left the meeting with satisfaction commenting that they were happy due to positive changes on the environmental appearance of the region by the project.
