AYICC NEW LEADERSHIP 2012-2014: ELECTION ClOSE-OUT REPORT

1

I. INTRODUCTION

AYICC is an umbrella youth-led network- organization represented in 33 African Countries so far. The network aims to equip

African youths with the skills and opportunities that are needed to influence climate policy locally, nationally and internationally.

AYICC coordinates the efforts from African youth so that they can act in a more coordinated and effective manner at forums such as

the UNFCCC, UNCSD, AU forums etc. Nationally and locally AYICC Chapters are involved in activities like awareness rising, tree

planting, environmental education, stakeholder consultations and community projects around sustainable development and

environmental conservation among others.

A new team has been elected to lead this awesome network for the next two years (2012-2014) with a clear mandate to position

AYICC as the only African youth network supporting African governments in proffering sustainable solutions to problems

attributable to climate change.

An Interim Executive Committee (IEC) has been leading this network for the past two years, since COP15 in December 2009, and

time has arrived for a new team to take office.

An Election Committee (EC) was put in place to facilitate the process and ensure a more transparent and peaceful transition of power,

and this committee was actually made of members of the IEC with the support of some of observers. This was part of the mandate

that was assigned to IEC when they took office. And also, they are supposed to support and train the new leadership team.

II. AYICC 2012-2014 NEW LEADERSHIP ELECTION PROCESS

The AYICC 2012-2014 New Leadership Election was a voluntary-based process and conducted by African youth leaders and within

the AYICC community.

2.1. Election committee (EC)

The sole criterion to become a member of the EC was to be a member of the IEC and/or support team. Three people were acting as

observers for the election process.

The following is the list of all the constituents of the EC with their respective countries and position in the committee:

1. Landry Ndriko Mayigane (Rwanda, EC Team Leader)

2. Winnie Assiti (Kenya, EC Communications Secretary)

3. Mohamed Fouad Bergigui (Morocco, EC Member)

4. Ezilon kasoka (Malawi, EC Member)

5. Grace Mwaura (Kenya, EC Member)

6. Kevin Odhiambo (Kenya, EC Member)

7. Urias Goll (Liberia, EC Member)

8. Sylvia Wachira (Kenya, EC Member)

9. Jean Marc Feussom (Cameroon, EC Member, IT Support)

10. Sena Alouka (Togo, Observer)

11. Barry Mamadou (Senegal, Observer)

12. James Hallowell (USA, Observer)

The EC had a clear mandate and TORs that are presented below.

Terms of Reference of the EC:

The EC should ensure that a transparent and peaceful transition of leadership is conducted, by doing the following:

- Create a mailing list where all members of the EC can communicate easily about the election process

- Only the AYICC EC secretary is in charge of external communication during the process, and no individual or private emails

will be used during the process. The only official email for AYICC election is [email protected] and only the EC

secretary and team leader have access to that email inbox

All out-going email (communication, calls…) must be first shared to the EC mailing list for inputs and group consent

- Propose a timeline for the election process and stick to it

- Compile and publish the TORs of the AYICC New Leadership team as per the AYICC chapter

- Draft and publish the call for nomination for the positions that are opened

- Draft the call for voting for all the positions

- Establish the votes counting rules that are fair, neutral and representative (Bottom-line rule being that all voting African

countries have equal voting weight)

- Compile and count the votes according to the rules established

- Ensure that each members of the new elect team signs an AYICC Leaders Commitment Pledge (AYICC - LCP) before they

take office

- Identify some AYICC past leaders who will train the new elect team before their take full office on March 1st, 2012

- Keep the names of the EC secret during all the process to avoid any conflict of interests and bargain of influence

- Ensure that the names of the EC members will be published once the election is completed and results are published

- Ensure that the calls and results for the election will be published only on the AYICC main mailing list and website

- Produce a comprehensive report about the election process, including the election results, EC membership and TORs and

way-forwards.

The observers were in charge of ensuring that all the above terms were respected, and that transparency and representativeness

prevail in the process.

2.2. Election timelines

The following timelines were adopted by the EC for the election process:

- 09-14 Jan 2012: Preparation and finalization of the TORs for the positions

- 15-22 Jan 2012: Call for nomination for the positions opened

- 23- 29 Jan 2012: Voting opens

- 05 Feb 2012: Publication of the results

The timelines were not entirely respected because of some challenges that are discussed later on in this document. On Feb 05, 2012,

only the results for 8 positions were published and the 2 remaining positions (the Fundraising and Finance Officer and the Regional

Coordinator for Central Africa) were only published on Feb 11, 2012. So the release of the election close-out report was delayed so

that the results of the two remaining positions are also captured in the report.

Seychelles, South Africa, Gabon, Kenya, Somalia, Tanzania, Rwanda, Nigeria, Niger, Togo, Cameroon, Tchad, Benin, Burundi,

Uganda, Malawi, Namibia, Zimbabwe, Algeria, Morocco, Tunisia, Zambia, Lesotho, Sudan, Ghana, The Gambia, Mauritius,

IV. ELECTION CHALLENGES AND WAY FORWARDS

The conduct of this election has encountered some challenges, but those challenges did not affect in any manner the results. The EC

TORs and votes counting rules were the only guiding principles that the EC abode by for the smooth running of the election process.

The challenges encountered included:

- Only English was used for all communication. We acknowledge that some AYICC member countries may have been more

advantaged than others in the election process because of the language. So we recommend that next time, at least or both

English and French be used as communication languages during the election process and all AYICC official communication.

- Some candidates nominated themselves more than once, for different positions. The EC devised an exit strategy for this case.

If one candidate was elected for more than one position, they would be requested to choose one of the two positions and the

second position would be given to the second best candidate for that position. Fortunately this scenario did not manifest;

however some members made claims about it, and we pledge to consider that concern and correct the mistake in future

AYICC election endeavors. No one should be allowed to nominate themselves more than once and the calls for nominations

must clearly state it.

- No respect for timelines, especially for the publication of the final results. The reasons justifying that timeline shift was that

we did not receive any nomination for the position of FFO, and also the nominations for the position of RC- Central Africa

were not well presented and one of the candidates was over-age, so we decided to publish again the 2 positions.

V. CONCLUSION

The EC would like to thank the past AYICC leadership team and all the AYICC community and African youth for having

collaborated with them to conduct this very sensitive and yet very important process where the best new youth leaders are put into

office to lead this fast-growing network.

This election process has been a learning process and we cannot dare claim that we have been perfect in the way we handled it. Some

mistakes have been committed for sure, but as the EC, we did the best we could to ensure a more transparent and representative

process.

DEPUTY EXECUTIVE COORDINATOR / PROGRAMME DIRECTOR: Braby Justine (Namibia)

Date of Birth: 12/4/1983

Gender: Female

Organization: Namibian Youth Coalition on Climate Change

Position in this organization: Founder and Coordinator

Experience:

I have founded and now coordinate the Namibian Youth Coalition on Climate Change (NYCCC), www.youthclimate-namibia.org.

This has involved mobilising Namibian youth from all corners, setting up innovative pilot projects with youth groups, connecting

Government (Ministry of Environment and Tourism, Ministry of Youth, Ministry of Education etc), parastatal (National Youth

Council), NGOs (NaDEET, Namib Desert Environmental Education Trust among others), schools, UNDP, etc. Funding was acquired

through the Africa Adaptation Project Namibia (MET, UNDP). I, with major stakeholder representation, developed the Youth Action

Programme on Climate Change in Namibia (downloadable on our site).

I organised and ran the Namibia Climate Change Conference in July 2011, which brought together 300 young Namibians from all

over, UNDP repres, gov, NYC , (inter)national speakers, and many other stakeholders. The conference had a "climate fair" exhibiting

best practices, a "climate cinema", the main plenary event, and break-away rooms. The NYC Executive Chair opened the event, the

Minister of Environment gave the motivational speech (www.youthclimate-namibia.org for more info).

I have attended, and presented, at various conferences (COMESA-SADC-GreenEnviroWatch Youth Summit, Lusaka, Oct 2011;

I work in the sustainability field, with leadership experience in climate change, sustainability and experience in economics of

ecosystem services, sustainable land management, green economy, sustainable development, greening cities, and the happiness

initiative. I have set up a blog www.sprouts-of-change.blogspot.com and a twitter account www.twitter.com/justinebraby (also

connected to slideshare, linkedin, and youtube) which are dedicated to sustainability and innovation.

Motivation:

I believe that humanity has the ability to change toward a sustainable world in which the poverty gap is reduced to near zero, we live

in a system in which we value ecosystem services, and strive for innovation toward a better world. However, I think it will take a lot

of work by a lot of very inspirational change agents. I will dedicate my life to be one of those change agents. The youth are the most

innovative and inspired demographic and have always been at the forefront of change (e.g. democratic movement in RSA). I am

hard-working, energetic, love to inspire be inspired, want to learn more about how to positively change the world, love working in

multi-cultural environments, very interested in systems thinking, a concept vital to sustainability. I am African and always will be.

Africa has the potential to lead the pathway towards a sustainable world and I want to be part of that movement.

Last year, I was selected to be part of the Fellowship Programme for the Balaton Group (a global network of leaders in sustainability,

www.balatongroup.org), which is a great resource for sustainability action and practice.

As Deputy Coordinator of AYICC, I would strengthen the African network (of country coordinators and experts, climate actors),

build a platform on which to share best practices, use my Balaton contacts to share innovative ideas and create action projects for the

AYICC portfolio, assist the Coordinator in bringing AYICC forward into the global limelight for African youth, motivate and inspire

country coordinators to increase African youth action and voices, evaluate existing projects and upgrade best practice projects into

other African countries, find new and innovative projects, advocate for youth involvement at civil society and government level, and

strive towards a positive, multi-cultural environment within AYICC.

Experience:

Since 2009 I have been working on climate change and youth participation as well as on sustainable development and environmental

governance. I'm supporting AYICC work since then as the Central Africa Coordinator and now I know very well AYICC policies

and processes. So I'm convince that I have the necessary skills for the position I'm applying for.

Motivation:

As a former Central Africa Coordinator of AYICC from 2010 to 20111 I had a great opportunity to work with African youth on

active participation in climate change and sustainable development issues and processes. I have been the Focal Point of the Youth

Constituency at the UNFCCC in 2011 and this helped me to get into a large number of networks where I met with many people and

organizations AYICC needs to build a strong partnerships implementation during the mandate of the 2012-2014 team. I will share

these opportunities if elected and will support AYICC to be in contact with key people at the UNCSD and UNFCCC and beyond so

that they support our work and contribute to our success with our efforts first. This will be my added value.

REGIONAL COORDINATOR FOR EAST AFRICA: Minai Joshua (Kenya)

Date of Birth: 15/02/1987

Gender: Male

Organization: African Youth Initiative on Climate Change-Kenya

Position in the organization: Administration and Finance Coordinator

Experience:

I have been in leadership with the African Youth Initiative for the past two years since 2010. During my time, I gained invaluable

experience in mentorship of fellow youth. Moreover, working with youth from the communities in Kenya and building their capacity

to adapt and mitigate to climate change to achieve sustainable development is quite key. In addition to that, I learned the notion of

volunteership which young people in Africa need to have to assist in achieving sustanable change in the society.

Working with the African Youth Initiative on Climate Change has enabled me to undertand more critically the issues of climate

change negotiations in a more in-depth level.

Motivation:

My intention in applying as an East African regional coordinator is driven by the fact that youth need to work together to address

climate change in Africa. It is only through partnerships that success can be achieved. More often that not, this has been impeded by

unfavourable policies making youth not to achieve their uttermsost goals. Their is need for rural youth to paly a part in climate

change mitigation and adaptation since they are the most affected and impacted by climate change. African youth need to be united

with a common voice and that is the only way that we can effectively address climate change in Africa.

I hope to increase youth participation in climate change proceedings to increase their participation in policy formulation. This,

together with gender mainstreaming are what I can offer for the African Youth Climate Change Initiative.

REGIONAL COORDINATOR FOR NORTH AFRICA: CHIROUF Selma (Algeria)

Date of Birth: 7/11/1986

Gender: Female

Organization: Live Green Algeria (LGA)

Position in the organization: Founder

Experience:

As a pioneer and an advocate for social change, I believe in the positive power of social entrepreneurship which is at the service of

humanity, Being a member of the National Union of Algerian Students which is the largest student organization established in 1989

in Algeria gives me a beneficial position to reach out the most important portion of the society which is youth. We play a crucial role

in representing students dealing with educational, economic, social and cultural interests at a regional and national level.

My Middle East and Partnership Initiative (MEPI) training in the United States was my lifetime experience, it is a must to say that it

was a life time changing experience. Getting to know 91 students from the MENA region and spending more than a month with 14 of

them from 14 different countries other than mine is the best thing that can happen to a student! We learnt a lot, we got experienced

not only through lectures or theories but also through practice and workshops which is the best way of learning. We got involved in

several organizations like ‘Leaders for Democracy’ and ‘save the bay’.

I have never ever learned like I did during my stay in the United States. Days were passing, discussions were started, cultures were

passed out, mutual understanding was shared, friendship was built, team building achieved and love rose! A great family was born.

We had a range of academic workshops, briefings, discussions with leaders and different site visits. Each and every one of us

developed a positive social change plan to implement in his home country. I should actually be able to effectively communicate my

vision and inspire others in having a higher purpose for a better world.

This experience made me a whole new better person!! Despite the fact that even before going I always knew who I am and who I am

not what I could do and could not , But now the one thing which is even more important is that now, I will do it , I don't just know

that I can do it. I will make the change because now, I can demonstrate the difference between management and leadership. Another

inspiring opportunity which led me to my actual projects is representing Algeria in the Ecovillage Conference for a sustainable

community in Cairo, this experience was unique, and I knew more about how to tackle with the environmental issues with simple

tools! And I will have a training as in Ecovillage Designer soon, which enables me to be the best candidate for such position.

Motivation:

I'm a girl who always does the best she can to make her today better than her yesterday and her tomorrow better than her today. When

it comes to new challenges, I always spread my wings and try whatever it takes to reach my goals as soon as I can. Without a doubt,

I'm always excited about obtaining new experiences and carry the work I have begun for a sustainable community. I have always

believed that the worst thing in anyone's development as a leader is not in doing things the wrong way but sadly in doing them for

wrong reasons. I have the right reasons and I’m just developing the right way. Being a leader in AYICC will boost my commitment

for a positive social change. Being part of this opportunity will give me the chance to meet people from the Northern Africa region

and the world to share my projects' visions, goals and missions, share my different experiences, exchange ideas, get heard and lead

our mother earth to get healed and strengthened. My ultimate goal is to empower our beautiful Africa as it is one village. I will be

dedicating my time, efforts and money to make changes in my country and continent. Participating or having a word in the AYICC

enables me to enrich my project’s plans of the Empowerment of the GEN Africa Network(the Global Ecovillage Network) for a

sustainable community, be the foundations of the activities I have in mind that are mostly based on the environmental issues.

I strongly believe that being part of the AYICC can be beneficial for the initiative since I’m a delegate, member of the National

Union of Algerian Students, the vice president of a neighborhood organization, the leader of the new association project EWA (the

Empowerment for Women in Algeria), the Network coordinator and the project founder of the Global Ecovillage Network in Algeria,

and a volunteer in many associations like ‘Nass El Khir Guelma’.

In addition to learn, I can share my vision of a good leader with others who like being more comfortable leading with no authority

and having a priority to create a comprehensive atmosphere for the team members to exchange and share ideas, being at ease, reach

concord and make a positive change.

I believe in the power leadership has, to build a society of equal opportunities and affect a lasting positive change in the community.

Getting a position in AYICC can greatly expand my circle of influence and allow me to reach out to a greater portion of the world, to

alter to its development and positive change and why not inspire others to take a leap of faith and begin their own ventures.

Furthermore, to be able to develop a network of long lasting mutually profitable relationships and partnerships based on trust, thus

help me get closer to my goal of becoming a successful leader and a social entrepreneur and becoming a more efficient and

influencing agent to advocate for positive social change in my community, my country and my beautiful continent.

It can be an open door to have an outlook on the different societies especially youth and solving the toughest social and

environmental problems our communities are facing, making meaningful contributions to society and establishing a long lasting

positive environmental change which can improve the reality we are living in.
