Executive Summary

The City of Oconomowoc requested a traffic study of the proposed Mandel Group Pabst Farms Apartments development along CTH B (Valley Road) near the existing intersection with Gold Medal Drive. The request included an analysis of the operating conditions of six study intersections along the CTH B (Valley Road) corridor. The following report summarizes the development study area, the existing and build year traffic volumes, and the existing and build year traffic operations of the study intersections.

Proposed Development

Mandel Group proposes to construct a residential development on the north side of CTH B (Valley Road) between Old School House Road and Summit Elementary School in the City of Oconomowoc, Wisconsin. The development will be bordered by CTH B (Valley Road) to the south, Summit Elementary School to the east, the Lake Country Trail to the north, and a vacant parcel to the west. The current site does not feature any buildings or uses. The development plan is shown in Exhibit 1 and Attachment A. The new development will include a mix of one- and two-bedroom apartments, as well as three-bedroom townhomes and apartments, totaling 315 residential units.

Access to the site will be provided at two access points. The first access is planned along CTH B (Valley Road) at the existing Gold Medal Drive intersection. The second access is planned on the west side of the development via a connecting roadway to Old School House Road. All vehicles entering and exiting the development will have the ability to use either access point.

The development is planned to be constructed in a single phase with completion in 2021.

Traffic Volumes

Recent traffic counts collected by the Wisconsin Department of Transportation (WisDOT) indicate CTH B (Valley Road) carries an annual average daily traffic (AADT) volume of 5,200 vehicles per day (vpd). Daily traffic volumes on STH 67 (Summit Avenue), which bounds the study corridor on the west end, range between 23,600 vpd to the north of CTH B (Valley Road) to 27,800 vpd to the south. Daily traffic volumes on CTH P (Sawyer Road), which bounds the study corridor on the east end, range between 4,600 vpd to the north of CTH B (Valley Road) to 4,000 vpd to the south.

Intersection turning movement counts were conducted at six study intersections from 3:00 – 6:00 PM on Monday, June 3, 2019 and from 6:00 AM – 9:00 AM on Tuesday June 4, 2019 while Summit Elementary school was in session. The study intersections include the following cross streets along CTH B (Valley Road):

• STH 67 (Summit Avenue)

• Old School House Road/Pabst Farms Circle

• Gold Medal Drive

• Pabst Farms Circle/Summit Elementary School Driveway

• Eastlake Drive/Pabst Farms YMCA Driveway

• CTH P (Sawyer Road)

The intersection turning movement counts included vehicular, bicycle, and pedestrian traffic. The STH 67 (Summit Avenue) intersection was used as the controlling intersection in determining that the peak morning and evening one-hour periods for the corridor occur between 7:00 AM – 8:00 AM and 4:45 PM – 5:45 PM. These 2019 traffic counts were forecasted forward to the full development build out year of 2021 using an average annual growth rate of 1.0% per year. WisDOT AADT counts suggest that daily traffic volumes along CTH B (Valley Road) have remained fairly constant over the last 6 years.

Trip Generation and Distribution

Data published in the Institute of Transportation Engineers (ITE) Trip Generation Manual – 10th Edition were used to identify the number of peak hour trips generated by the Pabst Farms Apartments development. The development is expected to be constructed in a single phase and the trip generation summary identifies all trips under complete buildout. The proposed Pabst Farms Apartments development along CTH B (Valley Road) in the City of Oconomowoc is expected to generate the following morning and evening peak hour trips.

• Morning Peak Hour: 50 entering trips and 125 exiting trips

• Evening Peak Hour: 125 entering trips and 85 exiting trips

The trip distribution used to assign new development trips to the study corridor is based on existing traffic patterns. During the morning peak hour, it is expected that a significant percentage of new trips will be traveling to and from the interstate to the south. Therefore, a split of 70%/30% was used in favor of trips to and from the south and I-94 compared to trips to and from the north and downtown Oconomowoc. Also, it is expected that a higher volume of traffic will be traveling to and from STH 67 (Summit Avenue) to the west than CTH P (Sawyer Road) to the east. A similar distribution of trips was used during the evening peak hour, with a more balanced split of trips to/from the north and south as more of the new development trips may consider traveling north to/from the City of Oconomowoc’s downtown area in the evening.

The resulting distribution percentages shown in Table 1 were used for assigning new development trips.

Trips entering and exiting the development were assigned to both access driveways. The majority of trips to/from the northwest are expected to use the west access road to Old School House Road. The remaining “northwest” trips, as well as all trips to the other destinations, were assigned to the south access driveway along CTH B (Valley Road).

Traffic Operations

Weekday morning and evening peak hour traffic operations at the study intersections were analyzed for the existing year of 2019, year 2021 under the background traffic condition without new development

trips, and the full build out 2021 condition with the development trips. The intersection operations were analyzed using Synchro 10 software and the 2010 Highway Capacity Manual (HCM).

Intersection operation is typically quantified based on its level of service (LOS) during peak traffic volume periods. According to procedures documented in the Transportation Research Board 2010 HCM, LOS is defined as the average delay experienced by traffic entering an intersection over a 1-hour time period. LOS is categorized by grades of ‘A’ through ‘F’. For the purposes of this study, LOS ‘D’ as defined in the 2010 HCM is used as the threshold for acceptable peak hour intersection operating conditions.

2019 Existing Operations: The existing traffic in 2019 operates with all movements at LOS ‘C’ or better during both the morning and evening peak hours, with the exception of six movements at the STH 67 (Summit Avenue) intersection and one movement at the Eastlake Drive intersection, which operate at LOS ‘D’. At the STH 67 (Summit Avenue) intersection, the westbound through, northbound left-turn, and southbound left-turn movements operate at LOS ‘D’ during the morning and evening peak hours. The eastbound through, eastbound left-turn, and westbound left-turn movements operate at LOS ‘D’ during the evening peak hour. At the Eastlake Drive intersection, the northbound shared left-turn and through lane operates at LOS ‘D’ during the evening peak hour. All movements operate at an acceptable LOS ‘D’ or better during both peak hours.

2021 Background Operations: The background traffic in 2021 is expected to continue to operate with all movements at a LOS ‘C’ or better during both the morning and evening peak hours, with the exception of the same six movements at the STH 67 (Summit Avenue) intersection and the one movement at the Eastlake Drive intersection, which are expected to operate at LOS ‘D’. All movements are expected to continue to operate at an acceptable LOS ‘D’ or better during both peak hours.

2021 with Pabst Farms Apartments Operations: New trips associated with the Pabst Farms Apartments development are not expected to have a significant impact on intersection traffic operations in 2021. The corridor is expected to continue to operate with all movements at a LOS ‘C’ or better during both the morning and evening peak hours, with the exception of the same six movements at the STH 67 (Summit Avenue) intersection and the one movement at the Eastlake Drive intersection, which are expected to operate at LOS ‘D’. The eastbound through movement at the STH 67 (Summit Avenue) intersection was one of the movements previously identified as operating at LOS ‘D’ during the evening peak hour under background traffic. With the new development trips included, this movement is expected to also operate at LOS ‘D’ during the morning peak hour. All movements are expected to operate at an acceptable LOS ‘D’ or better during both peak hours.

Safety

Roadway and intersection crashes along CTH B (Valley Road) in the study area were identified for the five-year period from 2014 through 2018. During the five-year period, a total of 46 crashes were reported at the study intersections and four crashes were reported on the CTH B (Valley Road) roadway between the intersections. 40 of the crashes were located at the STH 67 (Summit Avenue) intersection. Three crashes were reported at the Pabst Farms Circle/Old School House Road intersection, two crashes at the Pabst Farms Circle/Summit Elementary School intersection, and one at the Eastlake Drive/YMCA intersection. The majority of the crashes were property damage only and no fatalities were reported. East of the STH 67 (Summit Avenue) intersection, the corridor experiences low crash frequencies. Traffic generated by the Pabst Farms Apartments is not expected to significantly change the existing safety patterns at the study intersections.

Recommendations

Given that the study intersections will continue to operate at the same acceptable levels of service as currently experienced, no roadway improvements are recommended at the study intersections. The existing intersection at Gold Medal Drive will require geometric changes to accommodate the development driveway located on the north side of CTH B (Valley Road). It is recommended that an eastbound left-turn lane be constructed for vehicles entering the development. The southbound approach to the intersection, exiting the development, can be configured as a single shared left-turn, through, and right-turn lane.

Study Area

The location of the proposed Pabst Farms Apartments development can be seen in Exhibit 2. CTH B (Valley Road) serves as an east-west arterial and connects STH 67 (Summit Avenue) to the west and CTH P (Sawyer Road) to the east. Both of these roadways are north-south routes providing access to I-94. CTH B/Valley Road is a two-lane roadway with gravel shoulders along most of the corridor, providing a four-lane roadway at the far west end of the corridor. The posted speed limit is 35 mph in the area of the study development and increases to 45 mph approximately ½ mile to the east of the proposed development roadway.

The west end of the CTH B (Valley Road) corridor, near STH 67 (Summit Avenue) and Old School House Road, primarily serves commercial land uses. CTH B (Valley Road) provides access to residential subdivisions on the south side of the road through the center of the study corridor. Summit Elementary School and the Pabst Farms YMCA are located on the north side of the road to the east of the proposed development roadway. The east end of the study corridor, near CTH P (Sawyer Road), provides access to a residential subdivision along the south side of CTH B (Valley Road).

Annual Average Weekday Traffic

The following information summarizes the most recent annual average daily traffic counts (AADT) collected by WisDOT.1 Data was gathered between 2015 and 2019 and summarizes the number of vehicles per day (vpd) during the count period.

• CTH B (Valley Road) east of Old School House Road: 5,200 vpd

• STH 67 (Summit Avenue) north of CTH B (Valley Road): 23,600 vpd

• STH 67 (Summit Avenue) south of Pabst Farms Boulevard: 27,800 vpd

• CTH P (Sawyer Road) north of CTH B (Valley Road): 4,600 vpd

• CTH P (Sawyer Road) south of CTH B (Valley Road): 4,000 vpd

Traffic Volumes

Intersection turning movement counts were collected at the study intersections from 3:00 – 6:00 PM on Monday, June 3, 2019 and from 6:00 AM – 9:00 AM on Tuesday June 4, 2019. The counts included vehicular, bicycle, and pedestrian traffic. Summit Elementary School is located along the corridor and starts school at 8:40 AM with a 3:40 PM dismissal. The gathered count data is shown in Exhibit 3.

The STH 67 (Summit Avenue) intersection was used as the controlling intersection in determining the peak morning and evening one-hour periods for the corridor from 7:00 AM – 8:00 AM and 4:45 PM – 5:45 PM. The hourly distribution of traffic on CTH B (Valley Road) as shown on Figure 1 is based on traffic data collected by WisDOT. As shown on Figure 1, the hourly distribution follows a typical distribution with morning and evening peak hours and lower midday traffic volumes.

Applying an average annual growth rate of 1.0% per year to the 2019 traffic count data results in the forecasted background traffic volumes for the build year of 2021 shown in Exhibit 4. AADT volumes collected by WisDOT over the last 10 years show a peak volume along CTH B (Valley Road) of 6,900 vpd in 2009. The 2018 AADT of 5,200 vpd is the same as the 2012 count of 5,200 vpd, suggesting traffic volumes have remained fairly constant over the last six years. The 1.0% annual growth used in this report is a conservative value that provides for some traffic growth from the existing year of 2019 to the build year of 2021.

Trip Generation

Data published in the ITE Trip Generation Manual – 10th Edition were used to identify the number of peak hour trips that would be generated by the Pabst Farms Apartments development. The development is expected to be constructed in a single phase and the trip generation summary identifies all trips under complete buildout. No reductions were made for linked trips or pass-by trips.

The trip generation calculation uses the ITE land use code 220 “Multifamily Housing – Low Rise” for both apartments and townhomes. A total of 315 residential units are expected to be constructed.

New Development Trips

It is expected that the development will generate the following trips, also summarized in Table 2:

• Morning Peak Hour: 50 entering trips and 125 exiting trips

• Evening Peak Hour: 125 entering trips and 85 exiting trips

When combined with the 2021 background traffic volumes, the new trips result in the total traffic volumes for year 2021 shown in Exhibit 7.

Traffic Operation Analysis

Methodology

For the purpose of this study, LOS ‘D’ as defined in the 2010 HCM is used as the threshold for acceptable peak hour intersection operating conditions. Intersection operation is typically quantified based on its LOS during peak traffic volume periods. The LOS is determined based on the average amount of delay experienced by each vehicle entering an intersection during the study period and is categorized by grades of ‘A’ through ‘F’.

Table 3 provides a brief summary of the different intersection LOS.

The 95th percentile queue is also included in the operations summary as an additional performance measure. The 95th percentile queue (sometimes referred to as the “maximum probable queue”) represents the distance from the stop bar at which 95% of all queues for a given movement within the analysis time period are expected to be contained. In other words, there is only a 5% probability that the 95th percentile queue length will be exceeded during the analysis period.

Intersection operations for traffic signal control and stop control at the study intersections were analyzed using Synchro 10 software. The results presented within this report are based on HCM 2010 equations and methodologies.

Existing Traffic Operations

Weekday morning and evening peak hour traffic operations at the study intersections for the year 2019 are summarized in Table 4 and Table 5, respectively. As shown in Table 4, all peak hour traffic movements at the study intersections under the existing geometry and signal timing parameters operate at LOS ‘C’ or better during the morning peak hour, with the exception of three movements at

the STH 67 (Summit Avenue) intersection, which operate at LOS ‘D’. At the STH 67 (Summit Avenue) intersection, the westbound through, northbound left-turn, and southbound left-turn movements operate at LOS ‘D’. Maximum queues occur at the STH 67 (Summit Avenue) intersection for the northbound and southbound through movements at 125’ and 175’, respectively. All of the movements at the other study intersections are at 50’ or less.

Full Build 2021 Traffic Operations

The only geometric change made within the operations analysis for the study intersections under the 2021 total traffic scenario is the addition of the southbound approach at the existing Gold Medal Drive intersection to accommodate the new development driveway. The analysis includes a single shared southbound lane for left-turn, through, and right-turn movements. A left-turn lane has been added to the eastbound approach to accommodate vehicles entering the new development.

Weekday morning and evening peak hour traffic operations at the study intersections for the year 2021 total traffic volumes with new development trips associated with the Pabst Farms Apartments are summarized in Table 8 and Table 9, respectively. As shown in Table 8, all morning peak hour traffic movements at the study intersections under 2021 total traffic volumes are expected to operate at LOS ‘C’ or better with the exception of the eastbound through, westbound through, northbound left-turn, and southbound left-turn movements, which are expected to operate at LOS ‘D’. The maximum queue is expected to continue to be the southbound through movement at the STH 67 (Summit Avenue) intersection at 175’. All of the movements at the other study intersections are expected to continue to operate at 50’ or less.

In general, the volume of traffic expected to be generated by the new Pabst Farms Apartments development during the morning and evening peak hours is not expected to be high enough to cause a significant impact on intersection traffic operations along the CTH B (Valley Road) corridor.

Safety

Existing Crash History

Roadway and intersection crashes along CTH B (Valley Road) in the study area were identified for the five-year period from 2014 through 2018 using WisDOT’s Community Maps tool. During the five-year period, a total of 46 crashes were reported at the study intersections and four crashes were reported on the CTH B (Valley Road) roadway between the intersections as shown in Table 10. 40 of the crashes were located at the STH 67 (Summit Avenue) intersection. The number of crashes at STH 67 (Summit Avenue) has increased over the last two years, but this is likely attributed to a reduced number of crashes from 2014 through 2016 when the intersection was under construction.

During the five-year study period, three crashes were reported at the Pabst Farms Circle/Old School House Road intersection, two crashes at the Pabst Farms Circle/Summit Elementary School intersection, and one at the Eastlake Drive/YMCA intersection. An additional four crashes were reported along CTH B (Valley Road) between the study intersections. The majority of the crashes were property damage only and no fatalities were reported. East of the STH 67 (Summit Avenue) intersection, the corridor experiences low crash frequencies. Traffic generated by the Pabst Farms Apartments is not expected to significantly change the existing safety patterns at the study intersections.

Summary and Recommendations

Summary

Mandel Group proposes to construct a residential development on the north side of CTH B (Valley Road) between Old School House Road and Summit Elementary School in the City of Oconomowoc, Wisconsin. The new development will include a mix of one- and two-bedroom apartments, as well as three-bedroom townhomes and apartments, totaling 315 residential units.

Access to the site will be provided at two access points. The first access is planned along CTH B (Valley Road) at the existing Gold Medal Drive intersection. The second access is planned on the west side of the development via a connecting roadway to Old School House Road. All vehicles entering and exiting the development will have the ability to use either access point.

The development is planned to be constructed in a single phase with completion in 2021.

The proposed Pabst Farms Apartments development along CTH B (Valley Road) in the City of Oconomowoc is expected to generate the following trips.

• Morning Peak Hour: 50 entering trips and 125 exiting trips

• Evening Peak Hour: 125 entering trips and 85 exiting trips

The expected distribution of new trips is based on existing traffic patterns. During the morning peak hour, it is expected that a significant percentage of new trips will be traveling to and from the interstate to the south.

Morning Peak Hour Trip Distribution:

• Trips to/from the southwest via STH 67 (Summit Avenue) = 50%

• Trips to/from the southeast via CTH P (Sawyer Road) = 20%

• Trips to/from the northwest via STH 67 (Summit Avenue) = 25%

• Trips to/from the northeast via CTH P (Sawyer Road) = 5%

A similar distribution of trips was used during the evening peak hour, with a more balanced split of trips to/from the north and south as more of the new development trips may consider traveling north to/from the City of Oconomowoc’s downtown area.

Evening Peak Hour Trip Distribution:

• Trips to/from the southwest via STH 67 (Summit Avenue) = 35%

• Trips to/from the southeast via CTH P (Sawyer Road) = 15%

• Trips to/from the northwest via STH 67 (Summit Avenue) = 40%

• Trips to/from the northeast via CTH P (Sawyer Road) = 10% Trips entering and exiting the development were assigned to both access driveways. The majority of trips to/from the northwest are expected to use the west access road to Old School House Road. The remaining “northwest” trips, as well as all trips to the other destinations, were assigned to the south access driveway along CTH B (Valley Road).

The new development trips were added to the existing traffic count data forecasted forward to the full-build year of 2021 using an annual average growth rate of 1.0%.

Weekday morning and evening peak hour traffic operations at the study intersections for the year 2021 without new development trips associated with the Pabst Farms Apartments were analyzed using Synchro 10 software and the 2010 HCM. The study intersections include:

• STH 67 (Summit Avenue)

• Pabst Farms Circle/Summit Elementary School Driveway

• Eastlake Drive/Pabst Farms YMCA Driveway

2019 Existing Operations: The existing traffic in 2019 operates with all movements at LOS ‘C’ or better during both the morning and evening peak hours, with the exception of six movements at the STH 67 (Summit Avenue) intersection and one movement at the Eastlake Drive intersection, which operate at LOS ‘D’. At the STH 67 (Summit Avenue) intersection, the westbound through, northbound left-turn, and southbound left-turn movements operate at LOS ‘D’ during the morning and evening peak hours. The eastbound through, eastbound left-turn, and westbound left-turn movements operate at LOS ‘D’ during the evening peak hour. At the Eastlake Drive intersection, the northbound shared left-turn and through lane operates at LOS ‘D’ during the evening peak hour. All movements operate at an acceptable LOS ‘D’ or better during both peak hours.

2021 Background Operations: The background traffic in 2021 is expected to continue to operate with all movements at a LOS ‘C’ or better during both the morning and evening peak hours, with the exception of the same six movements at the STH 67 (Summit Avenue) intersection and the one movement at the Eastlake Drive intersection, which are expected to operate at LOS ‘D’. All movements are expected to continue to operate at an acceptable LOS ‘D’ or better during both peak hours.

2021 with Pabst Farms Apartments Operations: New trips associated with the Pabst Farms Apartments development are not expected to have a significant impact on intersection traffic operations in 2021. The corridor is expected to continue to operate with all movements at a LOS ‘C’ or better during both the morning and evening peak hours, with the exception of the same six movements at the STH 67 (Summit Avenue) intersection and the one movement at the Eastlake Drive intersection, which are expected to operate at LOS ‘D’. intersection was one of the movements previously identified as operating at LOS ‘D’ during the evening peak hour under background traffic. With the new development trips included, this movement is expected to also operate at LOS ‘D’ during the morning peak hour. All movements are expected to operate at an acceptable LOS ‘D’ or better during both peak hours.

The CTH B (Valley Road) corridor experienced a total of 50 crashes during the 2014 to 2018 period. 40 of these crashes were located at the STH 67 (Summit Avenue) intersection. The remaining 10 crashes were distributed along the corridor and do not reflect a high frequency over a five-year period. The majority of crashes involved property damage only and no fatalities were reported.

Roadway and intersection crashes along CTH B (Valley Road) in the study area were identified for the five-year period from 2014 through 2018. During the five-year period, a total of 46 crashes were reported at the study intersections and four crashes were reported on the CTH B (Valley Road) roadway between the intersections. 40 of the crashes were located at the STH 67 (Summit Avenue) intersection. Three crashes were reported at the Pabst Farms Circle/Old School House Road intersection, two crashes at the Pabst Farms Circle/Summit Elementary School intersection, and one at the Eastlake Drive/YMCA intersection. The majority of the crashes were property damage only and no fatalities were reported. East of the STH 67 (Summit Avenue) intersection, the corridor experiences low crash frequencies. Traffic generated by the Pabst Farms Apartments is not expected to significantly change the existing safety patterns at the study intersections.

Recommendations

Given that the study intersections will continue to operate at the same acceptable levels of service as currently experienced, no roadway improvements are recommended at the study intersections. The existing intersection at Gold Medal Drive will require geometric changes to accommodate the development driveway located on the north side of CTH B (Valley Road). It is recommended that an eastbound left-turn lane be constructed for vehicles entering the development. The southbound approach to the intersection, exiting the development, can be configured as a single shared left-turn, through, and right-turn lane.
