THE JEFFERSONIAN, TOWSON, MARYLAND. September 11, 1920—Page 7 JOHN B. BOWEN Court House NEW CHARTER AS PRESENT- ED IS MANIFESTLY INAD- EQUATE AS FORM OF GOVERNMENT (Continued from Page 1, Col. 7.) Baltimore county, in reration to the schools, the roads;, the police, the fire department, charity, the public health and the various other departments of the county government. These laws cover some three hundred or more pages of the County Code. The Char- ter however dispones of the whole sub- ject in a couple of paragraphs, but it does not dispose of it. It names the various departments of the county government. That is, it gives their titles, but it does not te.ll w h a t they are and it does not declare what pow- ers or duties the officials shall have, nor does it say to what officials, the powers now exercised by the County Commissioners are to be given. The only possible escape from the condition of administrative chaos that would erisue would be to hold that the powers now exercised by the Countv Commissioners would still be exercised by them, or that it would, if the office of County Commissioner were abolish- ed, be exercised by the County Council, in which event we would have fifteen County Commissioners instead of five W II fl I 1 1 E 1 1 fl 11 fl B fl fl n B w r=ar=^r^f=^i^i=ar=ir=ar=di=^f=Ji^^ !E=J£ Maccar Motor Trucks 1 Ton, 2\ Ton, 31 Ton, 5 Ton Maccar Users Are Always Satisfied Maccar's Demountable Power Plant, which can be changed in 30 minutes, includes radiator, motor, steering gear, foot pedals, dash, clutch and tranmission. In addition to these objections the expense of the proposed form of gov- ernment would be excessive. The mul- tiplication of offices, the tremendously increased cost of advertising, the costs /of the "Little Legislature," would be out of proportion to any benefit derived from the change. The "Little Legisla- ture" meets for but thirty days, butj. it would have clerks, stenographers, and the variousi expenses incident to its work,- and these expenses would not be Mght, because the County Council would have more thati half as many members as the Maryland Senate. And in addition to this, if the Council also did the work of the County Commis- sioners they would also have to be in session as often as the County Com- missioners, and this at a cost of $75 a day and their traveling expenses for some hundred and forty days which, together with the additional clerical and other assistance they would re- quire would make the present expense of the County Commissioners office look very small indeed. The Charter, as it is presented, is manifestly inadequate as a form of government. Necessarily, as soon as adopted it would have to be changed. But why destroy a known efficient and economical form of government suited to the needs of the people for an ex- pensive experiment, which must be abandoned for some plan of govern- ment not yet even formulated? CHARGE EXPLODED (Continued From Page 1, Col. 7) lations, and properly so, because they are food products. "This same chafs:e that the farmer's nose was being held at the grindstone by the Democratic Administration while the Southern farmer was per- mitted to revel in ease and luxury was made by the Republican Campaign Committee in 1918. This caused me to make some investigation through the Bureau of Markets, and I take (his l'berty of giving you the figures I then compiled: "in 1T17 cotton increased in price over the average six-year pre-war perk-d 132 per cent; wool increased over the sfeme average period 180 per cent; corn increased over the same average period 137 per cent; •wheat in- creased over the same average period 127 per cent. "An investigation for 1918 showed the figures to be so near those for J 917 that there would be practically no change in the comparison." After expressing his resentment at the effort to arouse sectional preju- dice, Mr. Black wrote Senator Capper that "it may be your view, that any- thing and everything is fair in poli- tics, but it does seem to me that one who holds the responsible position of United/States Senator from a great State like Kansas) should have a broaJ- er conception of national unity than to find it to his liking to array one section of the country against the other and appeal to sectional preju- dice for party support." Concluding, Mr. Black said: "The armistice was signed in 1918, and your party went into control of Congress after March 4, 1919. If the wheat guarantee law, under which the 191*9 c r o p h a s b e e n m a r k e t e d , w a s bad, why didn't your party repeal it? Asl I a matter of fact, you know very well I that the farmers of the United States as a whole have no grievance. They ' have never been more prosperous in 'the history of the'Republic than dur- ing the past few years. The increase in farm values of such States as your State of Kansas, Iowa and Illinois are all the proof required to establish the extent of this widespread prosperity."
