Plans and specifications for the construction of modifications to the Village of Sedley communitywaterworks located in Southampton County, prepared by Bowman Consulting Group, Ltd., have beenreviewed by this Office. The plans entitled "Village of Sedley Water System Upgrades, SouthamptonCounty, Virginia" are dated October 19, 2012, and include sheets Cl through C4, Ml, Al, and Elthrough E3. The specifications are entitled "Village of Sedley Water System Upgrades SouthamptonCounty, Virginia" are dated October 19, 2012.

The project consists of the installation of approximately 1,500 linear feet of 4-inch diameter waterlinesand related appurtenances to replace the existing 2-inch diameter waterlines, construction of a newcontrol building, new electrical control equipment, an emergency generator with automatic transfer switchand liquid propane fuel storage tank, site fencing, and recoating of the existing ground storage andhydropneumatic tanks.

The plans and specifications are technically adequate and are approved by this Office, in accordance with12VAC5-590 of the Commonwealth of Virginia Waterworks Regulations. A copy of these documents ison file in the Southeast Virginia Field Office.

This approval does not suspend, minimize or otherwise alter the waterworks obligation to comply withfederal, state, or local laws and regulations or permits.

This Waterworks Construction Permit is issued in accordance with Title 32.1 of the Code of Virginia and12VAC5-590 et seq. of the Waterworks Regulations. This is your authorization from the State HealthCommissioner to construct modifications to the subject waterworks in accordance with the approveddocuments. Any deviations from the approved documents affecting capacity, hydraulic conditions,operating units, the functioning of the treatment processes, or the water quality delivered, must beapproved by this Office before any such changes are made. Revised plans and specifications shall besubmitted to the Southeast Virginia Field Office, in time to permit review and approval beforeconstruction.

Upon completion of construction, the owner shall submit a statement signed by a professional engineerlicensed in Virginia certifying that the work was completed in accordance with the approved documents.

Upon receipt of this statement and satisfactory results of the bacteriological analysis, the project may beput into service.

Dear Mr. Johnson:

The Department of Environmental Quality has received an application to withdraw groundwater in the Eastern Virginia Ground Water Management Area. 9 VAC 25-610-250 B of the VirginiaGround Water Withdrawal Regulation requires that the DEQ send a notice of each draft permit to eachlocal governing body located within the ground water management area where the proposedwithdrawal will occur.

In accordance with this section, please find the enclosed notice that will be advertised in theDaily Press on Sunday, March 3, 2013. This applicant currently holds two ground water withdrawalpermits authorizing a 265,300,000 gallon per year withdrawal. The two permits will be combined intoone new permit authorizing a 255,024,000 gallon per year withdrawal because the systems have beenconnected. Additional information on the permit application may be obtained by contacting me.

The Department will accept comments concerning the proposed issuance of this draft permitfor thirty days. All comments must be received by 4 p.m. on April 2, 2013.

Dear Ms. Harper:

This notice is to advise that you may be in violation of §12 VAC 5-590-370 of the Commonwealth ofVirginia Waterworks Regulations for failure to complete required monitoring of the bacteriologicalquality of water your waterworks serves to consumers. The Regulations require your system to collectone routine water sample for bacteriological examination each month and report the results of the test tothis office no later than the 10th day of the following month. According to our records no bacteriologicalsample was collected, analyzed or reported for the month of January 2013.

Required Actions

Public Notice: The Waterworks Regulations characterizes this as a situation that requires Tier 3 publicnotification. According to § 12 VAC 5-590-540, you are required to notify consumers that the prescribedmonitoring was not performed, as follows:

• You must provide notice to consumers no later than one year following receipt of this notice.

• Your notice to customers must be mailed or directly delivered to each customer receiving a bill, andto other service connections served by your waterworks.

• If your waterworks serves consumers who do not pay water bills, or do not have service connectionaddresses (apartment dwellers, university students, or nursing home patients, for example), you mustalso use other delivery methods to provide notice to these consumers as well. Examples of othermethods include (but are not limited to) publication in local newspapers, delivery of multiple copiesto apartment buildings, or posting the notice in public places served by the system.

• You may choose to distribute an annual report of all Tier 3 violations incurred by your waterworksduring 2013. If so, your annual notice must satisfy the timing, content, and distribution requirementsfor each Tier 3 violation.

• Unti l the violation is resolved, you must give a copy of the notice to all new billing units or newcustomers, before or at the time service begins.

• You must repeat distribution of the notice annually, for as long as the violation persists.

• If you are using a private laboratory, you should advise them that the monthly samples are forcompliance purposes and ask that they submit results directly to this office.

Draft Notice: Attached is a draft notice for you to provide to consumers. You may use this notice as is,or modify it to better meet your situation, as long as the information is accurate and the notice contains allof the required elements and mandated language. If you decide to change the notice, we suggest that youcontact this Office to verify that your proposed changes meet the requirements of the WaterworksRegulations.

Public Notice Confirmation: Within ten (10) days of completing public notification, you must providethis Office with a copy of the notice you distribute, along with signed certification of the distributioncompletion date and methods used. Failure to distribute public notice and report to the VirginiaDepartment of Health may be a further violation of the Waterworks Regulations. A public notificationcompletion form is enclosed for your use.

Letter for the Board of Supervisors’ Meeting, March 25, 2013

Dear Chairman Jones and Members of the Board of Supervisors, 

  I am writing regarding the General Assembly’s money for the 2 percent raise for teachers and 

other contract school employees.  The figures in the Tidewater News don’t match any monetary figures 

mentioned at the last Board of Supervisors’ meeting; however, here is my concern. 

  On November1, 2011 all of the county employees, including the teachers, received a 2 percent 

raise.  That is less than a year and one‐half ago.  For Isle of Wight, whose teachers have not received a 

pay raise in 4 years, this money from the State Budget is a great incentive to help their employees and 

help their county with part of the cost.  However; for Southampton County, the need is school buses.   

  I am suggesting that you not accept the funds from the General Assembly because Southampton 

County will have to match those funds for salaries, and in future years fund the entire amount.  Instead 

of another raise, I suggest that you, the Board, use the county’s matching funds (I think it was $75 

thousand mentioned at the last meeting) and add $11,000 (the bus cost must have gone up because I 

thought it was $85,000 at the last meeting) and buy the $86,000 bus. 

  Perhaps the Board of Supervisors could appeal to the General Assembly to give Southampton 

County the budgeted amount to use toward school buses since our teachers have recently received a 

raise.  Then, with $22,000, you could purchase 2 buses. 

  Again, I would not be suggesting this except for the fact that you did vote for a pay raise for all 

county employees less than a year and one‐half ago. 

  Thank you for listening.  I hope you will consider my suggestion as an option.
