This document is an attachment to my Application to join the Dripping Springs' FarmersMarket Board.
In the 70's I directed a program in Chicago that brought food grown by farmers toconsumers through a series of food cooperatives located throughout the area. Imanaged our paid staff, participated in organizing our coops, engaged in fundraising tosupport coops in low income neighborhoods and handled purchasing directly from somefarmers and from the Chicago produce market.
I graduated from law school in 1978 and practiced law until my husband and I decidedto move to Texas in 2010. I am liscensed in Texas and Illinois. I grew up here and itseemed to perfect place to retire. My grandparents had farmed just outside Brownwood,Texas and my experiences there were wonderful. Prior to moving I attended a 30 hourcourse at Texas A&M on Agricultural Law in the State. I also attend three or fourseminars on current practical aspects of farming here; one of which was a12 hourprogram in San Antonio in 2010 sponsored by the Farm an Ranch Freedom Allianceand another smaller event in Blanco run by local farmers.
We moved into a small house on 3.1 acres and now enjoy a large vegetable garden, anorchard, a small cow, three sheep, chickens, ducks and bees. All of this is deeplysatisfying. I have completed Master Naturalist classes. Master Gardener classes and a30-hour course for Docents at the Ladybird Johnson Wildflower Center. I am a certifiedMaster Gardener and am qualified to give tours at the Wildflower Center.
I have shopped at Farmers Markets for forty years and been a member of a CSA forten; my CSA-like source here deals only with small organic farmers. I think I cancontribute to your work.

The Regular Meeting of the City of Dripping Springs Farmers Market Association Board was called to
order at 10:07AM, Tuesday, August 11, 2015 by Gouri Johannsen, acting in the place of the Chair. Roll call
was taken and members present included, Teresa Strube, Diana Black and Aimee Mick, acting as secretary.
Members absent were, Aubrey Munguia. Marianne Simmons joined the meeting at 10:10. Also present
were Stacy Qualls, Market Manager.

Even in the heat of summer the market continues to grow in popularity with vendors and shoppers. The
market has approved three new vendors this month. Bella Verdi is a Dripping Springs grower who uses
aquaponics to produce Bibb lettuce, culinary herbs and microgreens. Cake de Chez Nous is a bakery that
features gluten free muffins, scones and specialty pound cakes. Melt Therapies offers table massages
and a selection of essential oil sprays and lotions. This brings our total number of vendors to 43! Our
current layout allows for a total of 36 booth spaces. So far we have been able to accommodate everyone
because not all the vendors participate every week.
The market performed the second of four demonstrations for the Healthy Living with Texas Produce
grant received from the Texas Department of Agriculture. Emily Van Eck, a masters student of nutrition
at Texas State University, used produce from the market to make an Italian panzanella salad at 3:30 and
4:30pm on August 26th. Free samples were enjoyed by the market attendees. The grant paid for
advertising, food and supplies, including a canopy, folding table, kitchen tools, and a portable PA system
to support future demonstrations.

They have been made payable to same payee from inception. If necessary make the change. We have
been charged for electricity three weeks running. Unfortunately, we have not received said utility from
inception. Will we be receiving a credit for CODS failure to perform? Furthermore, if the city is responsible
for the market please advise what food safety evaluation standards have been used and by whom to
ensure vendors have met or exceeded applicable federal regulatory standards? We are concerned about
certain 'ready-to-eat" food vendors not meeting minimal FSMA standards. As a founding member of the
market, we are disappointed with management and direction of market. Hopefully, Electrician--Purcell--
can resolve electrical challenge. Thanks for the follow-up,

Good morning Rob,
Sorry I didn't catch this at the market but your check needs to be written out to the City of Dripping
Springs. Do I have your permission to add that or would you like to drop off a new check at City Hall
today?

The outlets at the market are functioning properly according to the maintenance manager. In his opinion
the draw of two vendors is too great a load for one outlet to support. To resolve this issue you will be reassigned a new booth space that will have a dedicated outlet and close parking for convenient
restocking of produce. Booth assignments by the market manager begin at 2:00pm.
Currently Bella Verdi has a $5 credit to be applied to next week’s booth fee.

VII. Governance of the Market
A. Market Board:
1. The Board governs the Market, with input from the City.
B. Market Manager:
1. The Market Manager shall manage the Market and oversee its operating Rules and Regulations.
2. The Market Manager assigns Vendors to their booth spaces.
3. The Market Manager is appointed by the City Administrator.
4. The Market Manager maintains order at the Market

8. The Market Manager is responsible to interpret, implement and enforce all rules and regulations
pertaining to the running of the Market in a fair and equitable manner.
9. The Market Manager has the authority to issue warnings and take appropriate action against
participants who violate these rules and other applicable regulations and laws. The Market Manager
has the power to immediately suspend or remove any Vendor or product for any health, safety, and
liability risks caused by any single violation.
VII. Non Compliance, Penalties and Appeals
D. Appeals
Any Vendor aggrieved by the Market Manager’s decision may appeal for review by the Board. An
oral request for review must be followed up immediately by a written request. The Board of
Directors may refuse or agree to review, and may uphold, modify, or vacate a Manager’s decision.
They must respond to the Vendor within two weeks of their intent to review or not review and they
must make a decision in writing within three (3) weeks of the appeal. The decision shall be final.
Dripping Springs Farmers Market Board meetings take place the second Tuesday of the month at

IMPORTANT MARKET RULES
Each agent or representative must complete the following before selling:

_______1. SET-UP TIME: Booth assignment begins at 2 pm. Vendors must be completely set up and ready to sell by 3 pm.
_______2. TENTS: You are responsible for the safety of yourself and others around you.
Tents are dangerous! ATTACHED WEIGHTS ARE REQUIRED AT ALL TIMES. Safe set-up and take-down procedures
must be followed:
A. Appropriate weights (minimum 20 lbs per leg) must be in place and ready to attach prior to opening the canopy.
B. Open canopy WITH HELP until weights are attached and secured.
C. Take down the canopy the same way.
D. In dangerous wind conditions, canopies will be prohibited.
Weights are available to rent for a $10 fee. You will be required to retrieve and return the weights to the storage building.
You are responsible for any damages or injuries incurred as a result of negligence.
_______3. VENDOR PARKING: After unloading, vendors must move their vehicles to the vendor parking area (to provide
for safe and ample parking for customers)
_______4. OPENING BELL: The market opening bell rings at 3 pm. Prior to the opening bell, vendors may only fill pre-
orders, distribute CSA boxes, or sell to other market vendors.
_______5. EARLY BREAK-DOWN: is NOT permitted for safety reasons.
_______6. BOOTH FEES: We are a rain or shine market. Weekly booth fees will be assessed, NO EXCEPTIONS, unless
you notify the market manager by noon Tuesday, the day before the market. TEXT is preferred.
I also agree to, in consideration of being allowed to Participate at the Dripping Springs Farmers Market,
indemnify, defend and hold harmless City of Dripping Springs and the Dripping Springs Farmers Market, its
agents, servants, employees, and volunteers from and against any and all loss, damages, liability, claims, suits,
costs and expenses whatsoever, including reasonable attorneys' fees, regardless of the merit or outcome of
any such claim or suit arising out of the use or occupancy of the premises by Participant, its agents, servants,

The Dripping Springs Farmers' Market (DSFM) is a year round market that provides a community gathering place for local farmers, value-added product producers, community service and non-profit organizations, and local artisans to sell a variety of fresh agricultural and related products directly to the consumer. The market also hosts a wide range of programs in nutrition and healthy living through presentations and chef demos, live music at every market and youth activities.
