B.2 Detailed User Requirements

A Statement Of Compliance SOC is to be completed for the following user requirements. Where full compliance is not achieved, please state actual performance or level of compliance. BB_REQ001 The Broadband radio network shall be IP based and connection shall be via Ethernet 100/1000Mb/s electrical interface.

BB_REQ002 The Broadband radio network shall provide a LOS coverage distance over flat terrain of minimum 15km.

BB_REQ003 The required network coverage can be achieved through either one of the following architectures:

a. A meshed radio network, where every participating user node has a Broadband radio station and is connected via a mesh network to its closest neighbour.

OR

b. By means of a single or multiple base station nodes, with thin client modems at each participating user node.

BB_REQ004 The Broadband radio network shall allow for logical channels (Nets) to be configured. (for instance through the use of Virtual Local Area Network (VLAN), as defined in IEEE 802.1Q or through some other means).

BB_REQ005 The bandwidth of each logical channel shall have a minimum throughput speed of 128kb/s.

BB_REQ006 The Broadband radio network shall support Quality of Service (QoS) on each logical net, including QoS for Voice over IP (VoIP).

BB_REQ007 Data latency from one end of the Broadband radio network to the other end (which can be 30km apart), shall be less than 500ms, (assuming no node hopping or relaying is required)

BB_REQ008 The Broadband radios shall be suitable for a tactical military environment and shall adhere to the same environmental standards as the rest of the MobADS electronic equipment (applicable parts of MIL-STD-810F).

BB_REQ009 The Broadband radios shall provide resistance to frequency jamming and Electronic Counter Measures (ECM), including:

a. Frequency jamming

b. Spoofing (injection of ghost messages)

c. Power / barrage jamming

BB_REQ010 The Broadband radio network shall provide a method for data encryption (this may be achieved external to the radio network).

BB_REQ011 The physical size of any individual radio (excluding base stations), shall be the same size or smaller than a typical military tactical VHF radio (smaller than 450mm (W) x 150mm (H) x 450mm (D)).

BB_REQ012 If a base station is required, it shall be possible to deploy as a mobile base station inside a 3m x 3m container.

BB_REQ013 Base stations shall require antenna mast heights of no more than 15m.

BB_REQ014 Base station antennas shall provide omni-directional or sectored coverage and shall be simple to erect with a deployment time of less than 30 minutes.

BB_REQ015 Operational nodes (i.e. non-base station) shall use antennas which can be mounted on a container roof mounted mast with a mast height of no more than 3m above the container (containers are typically 2.5m high). User node antennas shall be very simple to erect with a deployment time of less than 10 minutes. It is preferred for user node antennas to be permanently mounted.

BB_REQ016 In the case of a Meshed radio network, antenna coverage shall be omni-directional or sectored.

BB_REQ017 The Broadband radios will preferably be powered from 24V DC power or alternatively 48V DC.

BB_REQ018 The Broadband radio network shall be supplied with a management tool and it shall be possible to control and view the following from the management tool down to channel level:

a. Address configuration

b. Channel capacity configuration

c. Frequency configuration

d. Network Routing, as applicable

e. Encryption configuration, as applicable

f. Interface status

g. Data throughput statistics

h. Network health and link status

i. Monitoring data throughput

j. Reporting data bottlenecks/ data overflow

BB_REQ019 The Broadband radio network shall provide the following in terms of IPv4:

a. Addressing

b. Routing and/or switching

c. VLANs

d. QoS

e. VoIP

BB_REQ020 The Broadband radio network will preferably also support the following in terms of IPv6:

a. Addressing

b. Routing and/or switching

c. Translation to and from IPv4

d. VLANs

e. QoS

f. VoIP

BB_REQ021 Once configured and switched on, the Broadband radio network shall automatically connect (self-forming) with no operator intervention required.

BB_REQ022 The Broadband radio network shall support static and semi-static (nomadic) tactical environments. In other words, the forces will move into position and stay in position for the duration of the operation. Broadband communication on the move is a design goal, but not mandatory.

BB_REQ023 It shall be possible to set up and use a single Broadband radio for simultaneous data and voice communication, thereby requiring only a single Broadband radio per node (vehicle or shelter).

BB_REQ024 The Broadband radio network shall support accurate time synchronisation via GPS.

BB_REQ025 The Broadband radio supported frequency ranges shall be indicated by the supplier. The preferred ranges are between 380MHz and 2500MHz, but excluding open ISM bands.

BB_REQ026 The vendor of the Broadband radios shall have to prove that the radios have been in production prior to responding to this RFI and have been fully qualified (both functionally and environmentally).

BB_REQ027 The Broadband radio network shall provide for dynamic joining and leaving of the network. There shall also be provision for security restrictions on joining the network and the identification of illegal joining attempts.

BB_REQ028 Preference shall be given to products with Software Defined Radio (SDR) architecture.

BB_REQ029 The Broadband radios will preferably have selectable wave forms for varying conditions and shall have waveforms optimised for South African conditions (hot and dry).

BB_REQ030 The Broadband radios shall support a high transmit duty cycle to allow for broadcast type scenarios.

BB_REQ031 The Broadband radios shall have low heat generation. Suppliers shall confirm the heat produced in Watt (W) for base stations and for end nodes or mesh radio nodes.

BB_REQ032 The Broadband radios will preferably be conduction cooled.

BB_REQ033 The supplier of broadband radio equipment shall be responsible/willing to have the specific units type approved with ICASA for use in the South African communications environment, at own cost.

BB_REQ034 The supplier of broadband radio equipment shall indicate the possibility of supplying loan equipment for the purposes of performance testing for a period of 3 to 6 months, at own cost. Denel is willing to accept reasonable shipping charges or a courier of Denel’s choice may be appointed to handle shipping.
