BFUHS Faridkot has setup a Health Sciences Library Network (HSLIBNET) consortium to provide access to e-journals and e-resources to its affiliated colleges for Medical, Dental, Nursing, Physiotherapy and Pharmacy faculties. The sealed proposals for above consortium are invited from the bidders to be submitted to the “Registrar, Baba Farid University of Health Sciences, Faridkot”. Rs. 2000/- as RFP fee should be enclosed with the proposal in shape of Demand Draft in favour of Registrar, Baba Farid University of Health Sciences payable at Faridkot.

HSLIBNET CONSORTIUM

Request For Proposal (RFP)

1. Background

BabaFaridUniversity of Health Sciences (BFUHS) -- www.bfuhs.ac.in -- was

promoted in 1998 by the Government of Punjab to develop, direct and manage the

higher education system in health sciences in the State of Punjab. 140colleges in

health sciences in the State come under the affiliation of BFUHS. A list of affiliated

colleges is attached as (Annexure-1).

About HSLIBNET

HSLIBNET – the Resource Sharing Consortium for Learning Materials.

HSLIBNET is a networking concept. It stands for Health Sciences Library Network of

Punjab State.

The University realizes that scholarly and professional information resources like journals

and books are expensive and hence building a comprehensive collection at every college

was unaffordable besides leading to undesirable duplication. The solution had to come

from networking the libraries in all the colleges under the university and the consciously

promoting a culture of co-operative procurement and resource sharing. HSLIBNET –

Health Sciences Library Network is conceive as the consortium of all the teaching and

research institutions affiliated to the university to pursue this need for networking and

resource sharing.

The HSLIBNET consortia started in 2011 with the subscription of few online resources

from primary publishers& aggregators. This initiative has added immense value to the way

effective research is carried out at BFUHS and its affiliated colleges.

Objectives of HSLIBNET

To network all the libraries under BFUHS for minimizing the cost of acquisition

and maintenance of learning resources and maximizing their utilization among

the faculty, students and researchers in the colleges and institutions affiliated to

the Baba Farid University of Health Sciences, Faridkot.

This Request for Proposal (RFP) invites prospective bidders to study the RFP

document presented here and present their best possible offers for providing

consortia access to e-Journals, as per the terms of the RFP.

HSLIBNET consortium is an ambitious project, which is aiming to build gradually

a digital library culture and promote active usage of e-information resources. This is

a very long-term goal. It is important for the bidders to understand and appreciate

the ground realities of the needs and infrastructure availability for e-journal access

in the colleges and present their offers with due consideration to these realities. The

following observations should help the prospective bidders to understand the

situation.

(1) Scholarly journals in health sciences are required largely by colleges with post-

graduate studies. Among 140 colleges, only 56 colleges offer post graduate

programs.

(2) Medical colleges are the primary beneficiaries of the consortium. Among 140

colleges affiliated to BFUHS, there are 7 medical colleges. The average annual

journal budget of these colleges is around US$5,000/-. The average number of

foreign journals subscribed by these libraries is less than 50.

(3) Dental colleges are the next best users in the consortium. There are 15 dental

colleges. The average budget of these colleges is under US$10,000. The average

number of foreign journals subscribed by these libraries is under 25.

(4) Rests of the colleges have a very poor foreign journal base averaging at less

than 5. Most of them do not subscribe to any foreign journals, as they do not

have any need.

(5) Internet access infrastructure is inadequate in majority of the colleges. Not more

than 4 colleges currently have local IP server and leased lines for Internet

access.

2. Definition and Interpretation of Terms

HSLIBNET is the name of the Consortium. The Chief Librarian &Head,

Central Libraryof BFUHS is the Consortium Coordinator and the designated

implementing authority.

BFUHS and its affiliated Colleges are the members of HSLIBNET. They are

termed as SUBSCRIBER in this document. The SUBSCRIBER institutions theare

colleges providing health science education in varied topics which include –

Medical, Dental, Pharmacy, Nursing, Physiotherapy and Sports Medicine etc.

Annexure-I provides a list of these subscriber institutions.

Publisher/aggregator/vendor/service provider is termed as LICENSOR.

Journals/ e-resources are termed as CONTENT.

3. E-Journal Requirements of HSLIBNET Consortium

HSLIBNET is a statewide consortium. A SUBSCRIBER is given access to

collection of resources (e-books, e-journals and other e-resources) by the publishers

depending upon the level of his users needs and interest. Subscribers are classified

as below for the purpose of this consortium based on their usage needs for a given

set of journals.

• Class-A Subscriber: MedicalColleges and DentalColleges

• Class-B Subscriber: Nursing, Physiotherapy, Pharmacy and others.

The usage is defined at three levels – (1) Significant, (2) Moderate, (3) Marginal or

Nil. The following table gives an idea with clarity the current usage pattern of

journal literature in the three category of SUBSCRIBERS defined in 3.1 above.

LICENSOR is required to quote for the resources collection published/ aggregated

by themselves for statewide access by all the 140 colleges keeping in mind the

scenario explained in section 3 above, and the fact that the usage not very

significant all across the SUBSCRIBER. HSLIBNET encourages vendors to

provide a single search platform integrating all the online subscribed resources and

the BFUHS catalogue/ IR.

4. Minimum Requirements

4.1 The prospective bidder and his offer should satisfy the minimum requirements

listed below. Those bidders who do not conform to these minimum requirements

shall not be considered for review and selection.

4.2 BFUHS requires offer for e-only model. Print based models are not entertained

as the HSLIBNET will not be able to give any commitment on behalf of the

SUBSCRIBER for print retention. However, the authorities may decide to accept

both kind of offers

4.3 Offers should be for relevant subject collection of resources from publishers/

aggregators only.

4.4 LICENSOR should agree to provide –

(1) Perpetual access to subscribed year’s CONTENT even after the period of this

contract ( in case of Primary Publishers)*.

(2) The CONTENT to the consortium for local archiving(*)

4.5 Quotes should be sent directly by the publisher or their exclusive authorized

agents to the consortium.

4.6 The local agent should be an established company since past 5 years and should

have a minimum turnover of Rs 20 Crores.

The selection of CONTENT will be made by various models like single title, a

subject bundle of collection, etc.

5. Access

LICENSOR should provide SUBSCRIBER access options through both (1) IP

server and (2) User ID/Password systems. (3) Cloud based remote login systems

(Athens/ Shibboleth or equivalent).

Access should be unlimited across the campuses of the SUBSCRIBER.

LICENSOR should guarantee round-the-clock, 365 days access except for the

period during which LICENSOR’s site is shut down for maintenance purpose. For

reasons other than local infrastructure problem at SUBSCRIBER’s site, if there is

any breakdown in access to CONTENT for more than one week, the LICENSOR is

liable to compensate the SUBSCRIBER by making proportionate refund for the

period during which the CONTENT remains inaccessible to the SUBSCRIER. If

the breakdown is frequent, the SUBSCRIBER reserves the right to cancel the

contract and recover the entire payment made to the LICENSOR.

6. Contract Period and Pricing Terms

6.1 SUBSCRIBER understands that pricing models vary across publishers and

aggregators The LICNESOR should describe his pricing model with clarity and

present all possible combinations within his model that suit HSLIBNET

consortium.

6.2 The contract shall be annual and shall be for a minimum period of one calendar

year beginning with January of the year. If this contract is concluded during the

mid-year, for the first year, the price shall be pro-rated for the remaining part of the

calendar year.

6.3 SUBSCRIBER is considering the option of entering into multiple-year contract,

which can be for a period of three years. In case of multiple-year contract, the order

shall be for a minimum one year with confirmation of renewal from the University

for subsequent years of the contract period. The licensing agreement shall have a

termination clause enforceable by the SUBSCRIBER, applicable for renewal

periods only. The SUBSCRIBER reserves the right to not to renew the contract

after completion of one year in which case LICENSOR shall be notified by the

SUBSCRIBER 15 days in advance. LICENSOR’s pricing model should clearly

express the changes and obligations under such circumstances.

6.4 Multiple year agreements should be invoiced annually.

6.5 The payment shall be made in the Indian/ foreign currency to the publisher or

their authorized agent through CBS cheque.

6.6 All payments will be made as per the prevailing Bank Exchange Rate.

6.7 Advance payment shall be made against Bank Guarantee or 5% of advance

money will be kept as security amount.

7. Back-issues and Archiving Rights

LICENSOR’S quote should include access to available back-files and

indicate with clarity –

(1) The years of back file coverage

(2) Perpetual access conditions for back files after the completion or termination of

the contract (In case of Primary Publishers).

(3) Archiving rights for back-files (In case of Primary Publishers).

LICENSOR should deliver the CONTENT to the SURBSCRIBER for local

archiving in XML format on a media that is convenient for the SUBSCRIBER to

read and convert.

LICENSOR should clearly state the conditions if any, for providing perpetual

access to the subscribed CONTENT from his site, after the completion or

termination of the contract.

Archiving and perpetual access rights should include the titles, which are

discontinued or merged, with other titles during the contract period.

8. Training, Technical and Promotional Support

HSLIBNET plans to organize a series of training programs at the following levels.

(1) Train-the-Trainer. This program will be organized in a central location at

different intervals for a select group members drawn from each SUBSCRIBER

institute.

(2) User Awareness. This will be an outreach program to create awareness among

users about the available e-resources and their usage benefits. This wll be

conducted at SUBSCRIBER institution and through various common forums of

users.

(3) User Training. This will be resources-specific a structured training program

organized either at a central location or at each SUBSCRIBER site.

LICENSOR will provide adequate technical and user training on his product to all

the members of the consortium (at least six times and will bear all the expenses for

the training). Atleast six trainings (3 in first semester and 3 in second semester) will

be provided to users and necessary training material by each publisher at free of

cost. The LICENSOR will also design & print pamphlets and other promotional

material for enhancement & awareness of users about the products and HSLIBNET.

The 2nd installment will only be paid after completion of all the training

programmes.The training models and methods followed by the LICENSOR should

be indicated in LICENSOR’s offer.

LIECENSOR agrees to collaborate with various training and user-awareness

programs that HSLIBNET would be organizing throughout the year, by providing

adequate quantities of product information, posters, user manuals etc.

For training programs (1) and (3) explained in section 8.1, LICENSOR should

provide structured training material. The initial rounds of training programs should

be presented by training and technical staff of the LICENSOR.

LICENSOR should provide the SUBSCRIBER usage statistics reports at regular

intervals, preferably on monthly basis. Usage reporting system should be

COUNTER compliant.

9. Special Terms and Conditions

BFUHS will have the option of choosing the journals from the list of the journals

published by a particular publisher as per the requirement of HSLIBNET.

HSLIBNET Consortium prefers a single local gateway and platform to access

journals from multiple publishers/ aggregators, Union Catalogue and Institutional

Repositories. The said Gateway/Platform should have a central index where

metadata is stored along with a strong search mechanism and built in relevance

ranking. The Gateway/ Platform should also have the provision to integrate point of

care tools such as – DynaMed/ UpToDate, other clinical reference tools via widgets

integration and easy customization options.

LICESNORS should agree to make available the metadata to the Consortium as and

when their sites are updated.

On placing letter of intent the selected LICENSOR should open up access to all the

colleges on a trial basis.

10. Governing Laws and Jurisdiction

The contract agreement shall be governed by the laws of India.

All disputes arising under the contract agreement shall be settled under the rules of

the international arbitration court by one or more arbitrators, appointed in

accordance with the said rules. The place of arbitration shall be Chandigarh (India),

and shall be carried out in the English Language.

If the dispute remains unsettled through arbitration process, both parties will be free

to approach courts in their respective countries.
