INTERESTED PARTIES’ COMMENTS, QUESTIONS, AND RECOMMENDATIONS STAFF’S RESPONSE/RECOMMENDATIONS How long does it take a temporary unit to be approved? Please provide more detail on this process and its requirements and timelines for submittals, comments, changes and final approvals.

Approval for a temporary unit could take up to 60 days. Temporary units are required to receive approval from the Airport’s Design Review Committee (DRC), the Airport’s Building Inspection and Code Enforcement Department (BICE), and the San Mateo County Department of Health Services.

Please clarify the number of days allowed for construction after approval of plans and receipt of permits for temporary units and also, separately stated for the permanent space.

Construction of temporary unit can begin as soon as required approvals are received from DRC, BICE, and San Mateo County Department of Health Services. For Tenant’s permanent build out, please see Part VIII of the RFP –Lease Summary, page iii.

Please clarify the estimated or average number of days it takes for tenants to obtain SFO approvals for design, construction and final permitting. If permitting is outside of SFO jurisdiction does SFO Revenue and Development staff or the DRC staff assist tenants with tips on how to successfully, timely, navigate the City’s permitting process?

The approval processes for design and permitting can take 60 to 90 days. If possible, Airport staff may assist Tenant in navigating the permitting process. Building permits are issued by the Airport’s Building Inspection and Code Enforcement (BICE) Department.

Successful proposer is not required to begin design/review process prior to final award and execution of lease by the parties – correct?

Correct.

Will SFO allow successful proposer/new tenant after permits are granted, a minimum of 120 days to build out/construct and open space?

No. Staff recommends retaining current lease specifications.

When will all the construction in immediately adjacent areas be completed? Does SFO envision any delays in these projects which would adversely impact the timely build out of this space or operation of a temporary space during construction? If yes, please explain in detail.

The redevelopment of Boarding Area C project, including the non-secure and secure connectors between Terminal 1 and Terminal 2, and the restrooms adjacent to the concession premises are scheduled to be completed November 2014. We do not envision any delays with this timeline.
