Preface In 2015 FAO supported the Government of Suriname in preparing the National Food & Nutrition Security (FNS) policy document. The Ministry of Agriculture, Animal Husbandry and Fisheries (MAAHF) as coordinating agency requested FAO to support implementation of the national Food & Nutrition Security (FNS) Agenda as part of the global program ‘Food and nutrition security Impact, Resilience, Sustainability, Transformation (FIRST)’ financed by the EU which commenced in Oct. 2017 The workshop 'Data- Information-Knowledge for Food & Nutrition Security (FNS) in Suriname’ is part of the implementation if the workplan of the FAO/EU support to Suriname for Food & Nutrition Security (FNS) via the program FIRST. It contains the result of the scoping study on the use of modern tools such as models and GIS to support planning and M&E of policies and programs for FNS. It was found in 2015 that capacity development in this area was needed and hence the scoping study was included in the workplan of FIRST 2018/2019. The study was conducted in the period dec.2018-april 2019 and included focus group session and detailed interviews with key stakeholders of the FNS-agenda. A major finding in the study was the unfamiliarity amongst policymakers and program managers about the use of modern tools in the business process. Whereas it is often considered to be relevant only for technologist it is the basis for modern management. This is a serious point since it greatly affects the efficiency and effectiveness of plans and activities. The workshop aims to raise awareness about these essential tools for modern planning and management. During the scoping exercise several key centres were identified with capacity and working on various applications that are of interest for other stakeholders. In parallel the FIRST Suriname workplan 2018/2019 included development of capacity in the area of Information & Knowledge Management (IKM). A multi-stakeholder Working Group has been set of officially nominated Focal Points of which over 40 have been certified as ‘Basic Organizational Focal Point (OFP). Two online platforms are used to foster dialogue, share news and track progress of project as well as systematically manage are positive with FNS relevant information. Over Clearly the report could not have been written without the many constructive and supportive inputs of the various stakeholders mentioned in annex 11 and those who participated in the validation Workshop on 12 April 2019. Special thanks are attributed to the Ministry of Agricultural, Animal Husbandry & Fisheries (MAAHF) for hosting the FIRST FNS-Suriname effort, whilst acting as the anchor for the Suriname government and stakeholders involved.

1. FIRST FNS Suriname Scoping study ‘Modern tools/ GIS for FNS policies and programs in Suriname’ Summary, conclusions and recommendations, Henk Ramnandanlal, FAO- Consultant

SUMMARY The objective of the study “Use of tools for strategic planning and M&E for Food and Nutrition Security (FNS) in Suriname” is to assess the current situation in Suriname of using modern tools in terms of existing GIS systems and capacity in terms of existing expertise, hardware and processes as a base to recommend the way forward. The focus was on governmental organizations, UN agencies, civil society as well as producer organizations in the period December 2018 to April 2019. A second objective is to demonstrate the potential of usage of GIS using existing data. This was to illustrate the various functions and options for analysis and to raise the awareness in the use of modern tools such as GIS. Selected applications are the effect of seawater-level rise on the area of agricultural land and hence national food production. Agriculture in Suriname is concentrated along the flat coastal areas and hence very prone to flooding. Effects of climate change include irregular rainfall patterns, rising sea water levels and potential flooding and salinization of agricultural land. This is a factor of concern for FNS pillar 4 relating to ‘Sustainability’ of the access to adequate and healthy food. In addition, a demo is prepared for linking administrative processes to a GIS in order to collect data continuously. These can be done during regular field visits of the extension service, health staff, farmer trainers, household or other surveys. With slight planning and preparation, the registered data can be systematized, georeferenced and inked to GIS to visualize and analyze trends. It is argued that this will substantially enhance the efficiency and effectiveness of the many administrative processes and moreover largely increase the availability of data, information and knowledge needed for solid evidence-based planning and M&E. METHODOLOGY A series of workshops and meetings with individual stakeholders and focus groups were used to prepare an overview on the present situation with respect to the use and capacity on modern tools especially GIS in Suriname relevant for FNS. In addition to the focus group meetings staff of ministries and government agencies and other stakeholders were interviewed. In the focus groups meetings farmer’s organizations, district governments, civil society and academia were represented. CONCLUSIONS In the use of modern tools there is a difference between the central government (i.e. the ministries) and governmental institutes that operate independently from the ministries. Within the institutes (i.e. SBB, NIMOS and CELOS) modern tools such as GIS and drones are widely used. Human capacity is there, although not in the extent as needed. Computers, computer networks (e.g. servers, storage etc.) and the needed software are available. Within the central government the use of GIS and digital geographical data is currently extremely limited. Old analog maps exist but are not digitally available. Even the usage of the old analog maps is extremely limited. GIS expertise is limited to a number of isolated trained people with tools but underused. A few well-equipped centers are in place that are not being used. A few high-tech applications are installed (e.g. Vessel Monitoring System, Cattle registration) and being used within the Fisheries and Animal Husbandry departments of LVV. With the planning and M&E processes the use of modern tools is largely unknown by the management of organizations. Hence the use of these tools isn’t promoted or reinforced by the planner, M&E specialist and project managers. At best GPS are now being used to determine ‘point’ locations. GIS activities are project-linked and scattered without a policy for developing a national framework for the use of GIS. Trained personnel are very mobile due to the fact that they are not involved in the implementation of policies and they are disappointed because of a lack of continuation of policies. The needed expertise is currently not or little outsourced to national private companies. In multi-laterally financed projects international experts are involved.

RECOMMENDATIONS This study shows that the use of modern tools such as GIS is in a development stage. As in all organizations dealing with sophisticated technology, new tools can only be used effectively if they are properly integrated into the entire structures of the GOS in not only the long-term strategy, but also in daily operations. This requires primarily at national level a mechanism to foster dialogue and harmonizing approach and standards as well as to learn from each other. The FNS- Suriname Working Groups like for IKM engaging all stakeholders into a commonly agreed set of objectives seems well suited. Therefore, the most important recommendation is to set up a national institutional exchange mechanism to ensure long term FNS policies. With respect to the implementation of GIS and the use of other modern tools, the national mechanism exchange can also effectuate the exchange of knowledge, harmonize approaches and develop and standardize administrative processes. GIS policy for FNS will be a long-term process that has to be started with the highest priority but needs a continuity of policies over a long term to be implemented effectively. For effective application of modern tools especially GIS in Suriname the following is needed: 1. People

- Raise awareness for decision makers in government, private sector, academia and development partners to involve the use of modern tools when implementing FNS policies.

- Enhance technical capacity by selection and re-training. - Engage specialized expertise e.g. private companies and academia. - Involve academia to develop curriculum on the use of modern tools.

2. Process

- Set up a national institutional exchange mechanism to exchange knowledge, harmonize approaches and develop and standardize administrative processes.

- Include GIS in new surveys such as agric. census 2020 (IDB loan), Mics etc. - Include the use of GIS data for planning in all ministries working on FNS.

3. Tools

- Promote the use of a common base map for all institutions. - Standardize the collection, storage and exchange of data and databases. - Make GIS layers technical compatible so that data can be exchanged and new added. - Start program to digitize existing maps.

2. GIS and IKM applications presented at the Masterclass

This chapter will provide an overview of the various applications of modern tools and background from the organisations involved. The first 5 application of modern fools related to GIS for data management whereas the last 2 applications are focused on use of inline platforms for information exchange and communication.

2.1 Center for Agricultural Research in Suriname (CELOS): modern tools for use in the agricultural sector

TheCenterforAgriculturalResearchinSuriname,CELOS,isaresearchinstitute,whichisplacedundertheumbrellaoftheAntondeKomUniversityofSuriname.Itisamulti-disciplinaryresearchinstitutewhich conducts research provides services in various research fields focusing on sustainable use of ecosystems andresourcesrelatedtoagricultureandforestry.Sinceitsinception,CELOShasachievedalotinthefieldofforestryandagriculture.Inthefieldofagroforestry,biodiversity,communityforestryandNon-timberForestProducts(NTFPs),variousactivitieshavebeendeveloped,amongothersintheinteriorandwithindigenousandmarooncommunities.AttheendoftheninetiestherewasarenewedorientationtotheCELOSManagementSystem(CMS),awoodcultivationandharvestingsystem,setupinthe1970sandnowinternationallyrenowned and implemented. In forest classification and re-measurement research, expertise is used in the field ofGeographical InformationSystems (GIS) andRemoteSensing (RS) techniques.Research is conductedon integratedagriculture,focusingonthepossibilitiesformechanizedcultivation,agriculturalprocessingandthecontrolofdiseasesandpests.Laboratoryservicesareprovidedforsoilandplantanalyses,cropprotection,microbiologicalanalyses,tissuecultureandwoodtechnology. Inadditionto the traditionalproductionof “tailor-made”geographicalmapswith theaidofGISandRemoteSensing.Department:NaturalResourcesandEnvironmentalAssessment(NARENA)Representatives:

The department’s general aim is to promote spatialcoordinationbetweenhumanactivities,needsandwell-beingatcommunitylevel.Somespecificgoalsare:1)developingandapplyingGIS/RStechniquesforsustainableforestryandagriculturallanduse,2)carryingoutspatialanalysesofrenewablenaturalresources,and3)providingservicestotheSurinamesecommunitythroughtheproductionofmapmaterial(eitherbasicmapsoronrequest)andprovidingGIS,RSandGPStraining.Aim of the presentation at the Worldview Cafe: to provide an overview of the services which CELOS|NARENA has to offer to the agricultural sector and to demonstrate the use of GIS and RS as tool within this field of operation. • Het Ministerie van Landbouw, Veeteelt en Visserij heeft in het jaar 2007 diepzee vissersvaartuigen verplicht tot de installatie van een door het ministerie goedgekeurd satellietvolgsysteem

Het VMS systeem

• Een VMS is een satellietvolgsysteem, waarmee de positie, snelheid, koers en eventuele vangstgegevens van geregistreerde boten gevolgd kunnen worden.

Werking van het VMS

• Op geregistreerde boten wordt een zender geplaatst welke signalen zendt via satelliet naar een monitoring centrum. • Door de signalen worden de geografische posities aangegeven van de

visactiviteiten van het vaartuig.• Deze informative/data wordt via een computer beoordeeld. Indien blijkt dat een

vaartuig zich niet heeft gehouden aan de vergunningsvoorwaarden wordt door LVV maatregelen getroffen. • Alle verkregen informatie/data wordt in een bestaande computer opgeslagen.

2.3 NIMOS- Environmental monitoring

Organisatie: Nationaal Instituut voor Milieu en Ontwikkeling in Suriname Mandate: Monitoring and Enforcement of Environment related laws and regulations Although only a "small" part of Surinamese territory is used for urbanization, the agricultural and mining sectors, ensuring sustainable use of our resources is of paramount importance. To keep these activities in balance, principles of environmental management, pollution control, conservation of biodiversity and the Precautionary principle are our guidelines. In order to properly implement the above, account must be taken of the scale and distribution of some parameters. For this, GIS plays an important role in which use is made of a combination of Remote sensing and in-situ measurements / monitoring. In addition, we assist various government bodies with their work. In some cases it therefore appears that the data from the field itself offers advantages for other areas of work such as our EME database for determining the spread of micro and macro companies. These data sets provide a picture of land use at neighborhood level that can contribute to sound spatial planning and planning. By determining the air quality (noise, VOCs and particulate matter), it can also contribute to a strategic approach. Organizational setup: Open source datasets (NASA LANDSAT, Sentinel, ESA), custom datasets from NIMOS. Management falls under the Environmental Planning & Information management (EPI) department. Technological side: QGIS, ArcGIS and IDRISI Constraints: Important historical data must be digitized and little passion in Suriname for the science of GIS algorithm etc. There are old maps and numerical datasets about the bio-physical of Suriname that need to be digitized and that are also distributed to various organizations such as soil maps, hydrology, flora and fauna. Expected developments: Near sensing technology will be affordable The use of different sensors that are linked to drone technologies will bring important progress in establishing the State of the Environment in Suriname. 2.4 FIRST FAO consultancy: ‘Modelling effect of seawater level rise and survey administration’

INTRODUCTION

Two models were developed as part of the assignment in order to raise awareness on how to use modern tools such as GIS to implement FNS policies.

1. A model to underpin planning to simulate sea level rise 2. A model for administrative process to assess present status and provide a base for M&E

1. A MODEL TO SIMULATE SEA LEVEL RISE

With ArcScene a simulation was developed on the basis of a Digital Elevation Model (DEM) of Suriname. The DEM was shared by NIMOS. A 3D model was created with ArcScene that is part of the ESRI ArcGis software package. With steps of 10cm rise the areas that would be inundated is visualized. Using ArcGIS the following graph shows the total area that will be inundated with a sea-level rise up to 5 meters NSP.

The model shows how easily geographical data can be used for planning processes. The simulation model shows which (agricultural) area are prone to inundation when sea water level rise. Additional research is needed to conclude the simulation, such as

- a more detailed DEM: the raster size of the current DEM is 30 x 30 meters. The heights were derived from a Landsat satellite image and a quick and a dirty “ground thruthing” by experts that know the area by heart. The height levels in forested areas were corrected by an average tree height.

- Maximum sea levels: the current levels of maximum sea levels could be used. There was limited time to procure these data although they were available at the ministry of Civil Works.

- Maximum river water levels: With the rise of sea water, the water levels in the rivers will also rise due to backflow. - Human interventions: the simulation did not take into account the influence of human interventions such a dams and dikes.

2. A MODEL TO MONITOR FOOD PRODUCTION

During the study it became clear that up-to-date data on food and nutrition security was generally lacking mostly because the ministries did not use automated systems for collecting and managing data. Currently the statistical department van LVV is using a standard form As an example, reporting on field activities was used. Results of field activities such as farm visits are not regularly reported to a central system and as a result observed data are lost or unused. A ‘prototype’ model was developed to systematically manage data of field visits to farms. The model was programmed on the basis of a form that is used by SAIS to capture data of the farms during field visits, such as crops and area of cultivated land. The model visualizes how data is related to each other. Graphical User interfaces (GUIs) were developed in Microsoft Visual Studio (version 2013) as a front end and a database within Microsoft SQL server. The database was linked to a map layer of farms in ArcMap. Within ArcMap a button was created and linked to the GUIs and integrated with the maps. The user can enter data on crops and ownership of farms. Per farm the farm visits can be registered. When calculating the current area under a certain crop, the system uses the data entered during the most recent farm visit.

Within ArcMap two buttons are programmed. With one button the user can query the system on the currently selected farm on the screen. All the data with the historical visits to the farms can then be seen on the screens. With the second button a main screen with all the farms, locations and crops are presented to the user. By filtering on the basis of search criteria in the GUIs the selected farms could then be visualized geographically on the map. Filtering can be applied such as type of farms, crops cultivated, etc. The system produces a report on total area of farmed land based on the different filters. When such systems will be used in the future, statistical data will be available for policy makers ‘on the fly’.

2.5 FNS IKM-Working Group: Share4Dev- shared repository

IKM (informatie kennis Management) Information exchange, dialogue and systematic use of existing knowledge are essential for coordination, fostering synergies and building up a solid knowledge base on FNS in Suriname. It support the various steps of the Policy and Programme cycle form planning to implementation and M&E. The FNS Working Group on Information and Knowledge Management (IKM) consist of focal points of stakeholder organizations from the government, private sector including farmers organizations, academia and civil society. Based on user-needs 2 online platform have been selected to support the work

1. Opensocial- Suriname This Social media platform for interaction (dialog, agenda’s, news) between stakeholders in ‘spaces’ of key themes, organisations or projects with e.g. Events, news or Progress Blog on the course of projects.

2. Share4dev - Suriname The repository for systematcally storing and retrieving information on projects, policy documents, studies, organisations, contact persons and best practices for coordination, alignment and innovation.

This section focuses on the Share4Dev platform. The information on the platform can be accessed on the internet as it relates to public information. Focal Points of organisations can log in and update the organisational information as well as projects, documents, contact person or experts. The information comes ‘complete’ e.g. a project will have a summary, list the implementing agencies and donors, the resources/ documents as well as contact persons. Users can search the information on the platform in various ways:

• by type of information e.g. organisation, projects, resources/ documents/ videos, person or good practices • by theme e.g. crop, step in the value chain or economic sector • by district

Towards implementing the national Food- and Nutrition Security (FNS) agenda in Suriname

Background Suriname depends to a large extent on imports for its food supply, some 9% of the children under 5 are undernourished, 25% of women have iron deficiency whilst over 26% of the population is overweight. This poses short and long-term challenges for the National Food & Nutrition Security (FNS). In 2015, the Government of Suriname, with the support of FAO, prepared the F&NS policy for sustainable improvement of the production, access and consumption of adequate and healthy food. For implementation of the FNS agenda, the Ministry of Agriculture, Animal Husbandry and Fisheries (LVV) requested support from the ‘Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST)’ program, a global effort of FAO and EU in 32 countries. FIRST is supported by the European Union and implemented through FAO. It provides policy assistance and supports capacity development at country level. Support for FIRST Suriname was granted for the period 2018-June 2019. FNS Agenda- Suriname The FNS policy framework distinguishes 4 components a) ‘availability’ focusing on sustainable agriculture production, b) ‘accessibility’ addressing infrastructure, employment, safety nets, c) ‘utilization’ including lifestyle, nutrition education and food safety and d) ‘sustainability’ relating to potential social, economic shocks or climate change. The FNS agenda deals with cross-sectoral themes such as sustainable agricultural, employment, health, education and social programs. A systematic approach is promoted with attention for all steps of the production- consumption chain whilst engaging key stakeholders, including producers, private sector, key Ministries and other government agencies, civil society, academia and development partners. For each step, policies, programs and solutions are to be identified. This requires an effective facilitating mechanism, coordination of stakeholders across-sectors and aligning research and investments.

FNS capacity development FIRST aims to increase FNS and Sustainable Agricultural (FNSSA) through a set of strategic capacity development interventions with key partners in order to create a conducive enabling environment for FNSSA- see diagram. The FIRST support focuses on strengthening capacity for the development of the FNS institutional mechanism and implementation of the FNS agenda with attention for strategic planning and prioritization, systematic stakeholder group facilitation, supportive Information & Knowledge Management (IKM) for coordination, M&E and Learning. LVV acts as the host for the Government of Surinam and other stakeholders for ‘FIRST’.

Crucial elements of FIRST FNS- Suriname concept - An institutional mechanism with a high-level

steering committee, a technical coordination group and multi-stakeholder Working Groups for key areas of the 4 pillars. This is supported by a neutral small unit.

- A systematic development FNS policy framework using a Logframe/ TOC approach and supported by modern tools, identifying bottlenecks along the production-consumption chain which guides investments, research and policies.

- Capacity development of FNS stakeholders for

managing processes and tools to support effective implementation of the FNS agenda, especially planning, coordination, M&E and knowledge sharing.
