1.0 Introduction

1.1 This Design Statement concerns a scheme for installing 2 No CCTV columns with

cameras at Bailey Hill Public Open Space in Mold.

1.2 The improvement works are being overseen by a Steering Group comprised of

Flintshire County Council, Mold Town Council and Friends of Bailey Hill. The

application is being made by Mold Town Council.

1.3 The CCTV cameras will assist in protecting the significant multi funded improvement

and restoration work currently being undertaken to improve Bailey Hill. The works

currently being undertaken on site have received planning consent application No

057800. The CCTV columns did not form part of the consented application for the

improvement works, as CCTV was not part of the original project brief. Since the time

of the original application the steering group has concerns regarding anti-social

behavior within the park, and have raised funds for CCTV cameras within the park.

The CCTV cameras will be monitored by Mold Town Council.

1.4 Pre-consultation discussions with the case officer James Beatie have indicated that a

separate planning application for the CCTV columns will be required as their inclusion

in the scheme is not de minimis.

2.0 Site, Location and Context

2.1 Bailey Hill is a 2.1 hectare, public park located at the top of the High Street in the

centre of Mold, Flintshire (NGR SJ2350564380). It is the site of an early medieval

castle established in the 11th century with defensive earthworks including a steep

sided ‘motte’ and inner and outer baileys.

2.2 The whole park is designated and a Scheduled Ancient Monument. It also lies entirely

within the Mold Town Centre Conservation Area being located at the heart of the

historic town, with some of the oldest buildings in Mold being sited around Bailey Hill.

2.3 A fuller account of the history of Bailey Hill is set out in The Outline Conservation

Statement. The Outline Conservation Statement draws from information by Clwyd

2.4 Powys Archaeological Trust (CPAT) Report No 882 Mold Castle and its Environs, this

report is included as an Appendix to the Outline Conservation Statement. Information

has also been provided by Cadw, local archives information, and historic maps.

3.0 The Proposal

3.1. The proposal is for 2 No CCTV columns, one sited at the junction of the paths between

the outer and inner baileys, and one to the south of the inner bailey. Location as map

extract below.

3.2. Columns will be 3m high, lamp column style and finished in black with small dome

cameras also in black. Images of posts how they will look and in proposed location

show below. Figures 2 and 3. Annex 1 provides technical information on the columns

and cameras.

3.3. Posts to be on concrete bases, with granite sett detail. All ducting works, electrical

supplies and bases for the posts have already been installed. Bases were installed

under a watching brief by CPAT, overseen by Cadw.

4.0 Consultation

4.1 Project for the CCTV posts and towers has been in full consultation with the project

Steering Group, which includes members from Flintshire County Council, Mold Town

Council and Friends of Bailey Hill.

4.2 Cadw have been overseeing the project closely since its start on site in February, and

prior to that overseeing the pre contract evaluations work.

4.3 CPAT have overseen the excavations for the concrete bases and ducting as supervised

by Cadw.

4.4 The local community have been updated with the project over a number of years in

consultation events, press releases and on-site information boards.

Installation Method

1. From the map, select location of installation2. Excavate as per recommended area and depth3. Assemble root base as shown in fig. 14. Insert root base into the hole ensuring that it is level and that the four studs protrude 60-70mm above the concrete foundation5. Fit the cable duct if routing via the interior of the column. A plastic pipe of approximately 100mm outside diameter is recommended for this. Ensure this protrudes through the template by 50mm (min).6. Pour concrete ensuring that it is a mix of C35 to table 6 BS 8110 and then tamp down well7. Fit the setting template over the four protruding studs, double-checking that they are level and that clear access can be gained to the cable duct if it is being used.8. Leave the concrete to cure for a minimum of 72 hours prior to attempting to erect the column9. When fitting the column, ensure that the concrete base is in complete contact with the underside of column and grout accordingly if required. Torque the nuts to 230-270 Nm (175-200 ft. lb.)10. When the column has been fitted, protect studs with a suitable protective coating. Denzo tape or similar is recommended for this.
